Base fire officials optimistic about firefighter cuts BY AMANDA CREEL [email protected] Recent Air Force-wide active duty cuts will change the composition of the Robins Fire and Emergency Services. The fire department, which is presently a mixture of civil service and active-duty firefighters, will soon say goodbye to its active-duty counterparts and transform to an all civilian force. The cuts are a result of Program Budget Decision 720, which is an Air Force effort to recapitalize by cutting manpower. “The Air Force had to modernize to stay the dominant power in the world,” said Paul Laster, an employee in the Warner Robins Air Logistics Center civilian personnel manpower office, adding that the goal of the PBD 720 cuts was to free up money to help fund different modern weapon projects. The cuts resulted in about 33,000 active-duty positions being cut Air Force-wide in various career fields, 697 of which are being cut out of the firefighter force. The Air Force will also cut an additional 204 civilian fire- fighters for a total of 901 firefighter cuts. Robins presently has 82 job authori- zations for firefighters and the depart- ment will be reduced to 67 firefighter authorizations by January 2008. The reduc- tion of firefighters will include the removal of 35 mil- itary positions and the addition of 20 civilian positions — a total loss of 15 positions. Both Donald Striejewske, Robins Fire and Emergency Services chief, and Lt. Col. Steve Keller, 778th Civil Engineer Squadron commander, agree the base community will see no change in the level of service they receive. The firefighters will not only continue responding to fire calls and assisting with emergency medical calls, but will also continue to complete fire inspec- tions and enforcement and offer public education to the community about fire safety and prevention. The opportunity comes through the Voluntary Early Retirement Authority and the Voluntary Separation Incentive Program, two programs that will work together to provide up to 225 individuals who are eligible for retirement the oppor- tunity to leave federal service with up to $25,000 in their pockets as they exit federal service. Robert Williams, deputy director of personnel, said VERA is the legal authority that enables federal agen- cies, like the Air Force, to offer incentive to solicit individuals to apply for early retirement and sepa- rate early from federal service rather than wait for normal retirement based on age or length of service. Robins is linking the VERA/VSIP authorities for the sep- aration incentive opportunity. The application window is Aug. 20-31, and those who are accepted must leave federal service by Nov. 2. Mr. Williams said the initiative comes as budget constraints tighten the base’s financial belt for the com- ing fiscal year. “As we look ahead to fiscal 2008, our expectation is that it will be a very tight fiscal environment, partic- ularly in our operation and mainte- nance funding account,” he said. “So, in recognition of that very con- strained resource environment, we’re taking the proactive step in a very deliberative, prudent process to ensure that our manning level is within the fiscal and funding param- eters that are expected.” Mr. Williams said he expects that the fiscal year ahead will be a chal- lenging one resource-wise and Robins must ensure it stays within the expected funding levels. “Obviously, as we deal with this near term challenge, without ques- tion the outlook for the (Warner Robins Air Logistics) Center is a Early retirement offered for some Robins civilians U.S. Air Force photo by SUE SAPP Hana Arredondo gets a kiss from step- dad Bryan Fordham on her first day in 1st grade. In recent weeks, temperatures have broken records, with the heat index climbing to a sizzling 115 degrees on some days. Rather than using the heat index as a temperature guide, however, Robins uses the Wet Bulb Globe Temperature, a three-part thermometer instrument that measures regular ambient temper- ature, amount of direct sun light tem- perature, and wind and humidity effects, located outside of Bldg. 207. The WBGT is monitored every two hours during each weekday from May 1 to Sept. 30, from 8 a.m. to 4 p.m. Heat conditions are assigned color- coded flags, with rest cycle recommen- dations assigned to each. Current flag conditions are posted on the Robins home page to make peo- ple aware of the outdoor heat’s status. Although the hot weather may have some seeking refuge in the indoors, with the right approach, Robins’ health officials said people can enjoy the great outdoors without suffering harmful consequences. Pat Tooley, lead health specialist in the 78th Medical Group’s Public Health Flight, said hydration is espe- cially important as temperatures exceed 100 degrees. “One of the primary problems that we have is dehydration, which can lead to either heat exhaustion or heat stress,” she said. Capt. Patricia Garcia, 78th MDG’s Public Health Flight commander, said drinking plenty of water is very impor- tant during the heat wave. “What they need to do is drink plen- ty of water during the day,” she said. “Most heat disorders are caused by dehydration. As long as they’re supply- ing their body with the necessary water, they should be fine.” Lee Langley, chief of the Bioenvironmental Engineering Flight in the 78th Aerospace Medicine Squadron, recommends people drink at least one quart of water per hour during the hot temperatures. “First and foremost, you have to stay hydrated,” he said. “Basically, your fluid intake should be greater than or equal to the amount of water lost in perspiration, which is basically eight fluid ounces of water for every eight ounces of weight lost.” Mr. Langley said people should start drinking long before they ever start work or play outdoors. “They need to continuously drink the water even if they don’t feel thirsty,” he said. “By the time they feel thirsty, they’re becoming dehydrated.” If people start feeling poorly in a heated moment, they should consider the signs and symptoms of heat-related illness and see if any apply, Mr. Langley said. “There are basically three types of (heat-related illness),” he said. “They are heat exhaustion, heat stroke and heat cramps.” Signs of heat cramps include muscle spasms in the arms and legs that usual- THE SIGNS Symptoms of Heat Exhaustion Headaches, dizziness, light- headness, or fainting, weakness and moist skin, mood changes like irritability or confusion, and upset stomach or vomiting. The fire department, which ispresently a mixture of civil service andactive-duty firefighters, will soon saygoodbye to its active-duty counterpartsand transform to an all civilian force.

The cuts are a result of ProgramBudget Decision 720, which is an AirForce effort to recapitalize by cuttingmanpower.

ly occur some time after doingwork and are caused by heavysweating without replenishinglost fluids with water.Headaches, dizziness, light-headedness, fainting, weak-ness, moist skin and upsetstomach are some of the char-acteristics of heat exhaustion.

Heat stroke, the mostsevere of the three heat-relat-ed illnesses, is characterizedby dry and hot skin, no sweat-ing, mental confusion or lossof consciousness, and seizuresor convulsions.

Master Sgt. DavidQuakenbush, noncommis-sioned officer in charge of the78th MDG’s Public HealthFlight, said making smalladjustments to one’s outdoor

activity schedule can helplessen the risk.

“If they can schedule theirwork in the coolest part of theday, that would help,” he said.“In the morning time wouldprobably be the best time todo physical activity. Schedule(your outdoor activity) beforethe day heats up.”

The ideal time for outdoorwork or other activities wouldbe before 10 a.m., SergeantQuakenbush said.

Ms. Tooley said peopleshould try to avoid outdooractivity between 10 a.m. and 4p.m., a period considered tohave the highest temperaturesof the day.

If that doesn’t work, restcycles are a must, Mr.Langley said.

“As the WBGT increases,you need to rest more thanyou normally would,” he said.

Ms. Tooley said work andrest cycles vary with thedegrees of work performed. Ifpeople must work in the heat,they should take rest breaks inair conditioning or a shadedarea as much as possible.

When working outdoors,people should use large-brimmed straw hats to shieldthe eyes and ears, Ms. Tooleysaid.

Robins offers guidance onthe length and frequency ofwork and rest cycles based onits color-coded flag system.The information is publishedon the Robins homepage.

Ms. Tooley said people areencouraged to not only lookout for their own safety in theheat, but to also look out forthose around them.

“I would say that one of theprime things that they shoulddo is use the Wingman con-

cept,” she said. “Make surethey keep an eye on their bud-dies for any type of profusesweating, redness of the skinof individuals, (and) extremefatigue.”

The elderly and childrenare at a higher risk for heat-related illness and should bewatched more closely in theheat, Ms. Tooley said. Whenplaying outdoors, childrenshould be supervised.

“The main thing is to notlet them get out too long andto stay hydrated,” Mr.Langley said. “They shouldnot be in this kind of heatunsupervised for sure. Theydefinitely need to have somesort of supervision whenthey’re out.”

Ms. Tooley said people inthis group should stay in airconditioning as much as pos-sible during the hot period.

tions during shifts and a reduc-tion of firefighters respondingto fire calls. However, Robinsfire officials worked hard torestructure the organization toallow them to retain a mini-mum of 19 firefighters on thefloor during each shift to mandispatches to reported emer-gencies.

However, Rusty Adams,president of the InternationalAssociation of firefighter’slocal federal chapter 720, dis-agrees. He feels the changeswill cause a slower fullresponse to fire incidents on thebase.

One of the issues Mr. Adamshas with the cuts is the decreasein trucks responding to initialalarms. Before the cuts, analarm would result in the dis-patch of one engine with fourfirefighters, one ladder truckwith four firefighters, one res-cue truck with three firefightersand one command truck with achief fire officer.

As a result of the manpowercuts, now an alarm will initiallydispatch just one truck to the

area for assessment. Once it isdetermined the alarm is a realemergency, the other vehicleswill be dispatched to the area.

Mr. Adams said by not send-ing the entire response team atone time, the full response isdelayed if it is a real emer-gency.

Chief Striejewske said notall alarms are handled with theone truck response, such aswhen an alarm is accompaniedby several phone calls reportinga fire. He said by not sending afull response to each incidentuntil they are verified by fire-fighters as a real emergency,they are more prepared to han-dle simultaneous events wherethe first alarm could be a falsealarm, but the second could bea real incident.

Firefighters are working onis reducing false alarms on thebase, especially those causedby malfunctioning or faultyequipment. The fire depart-ment is also working to reduceconcern over the manpowercuts by maintaining mutual aidagreements, which are agree-ments between local fire fight-ing agencies and the base tosupport each other duringemergency situations if the

need arises.“My goal is to make sure the

mission continues even if wehave to utilize outsideresources,” Chief Striejewskesaid.

One of the reasons the fire-fighters are able to reduce theirforce as part of the civiliantransformation is because civil-ians do not have deploymentresponsibilities, which allowsthem to contribute year-roundto the base’s fire protection.

“The productivity of a mili-tary member is lower than acivilian because they havedeployment commitments,”Colonel Keller said.

But, Mr. Laster assuresmembers of the community justbecause military firefighterswill not be deploying fromRobins does not mean the AirForce will still not be equippedto deploy firefighters.

It is important for the com-munity to realize the fire sta-tions have never been 100 per-cent manned because there isalways a group deployed or ontemporary duty assignments,Colonel Keller said.

Even Mr. Adams admitsbecause the firefighters aretransforming to an all civilian

force and no longer responsiblefor filling deployment slotsthere is some room to trim themanning of the department, buthe said 15 is more than theycould afford to spare.

Though the 15 positions arebeing cut as a part of the trans-formation, none of the militarymembers will be losing theirjobs; most will receive a per-manent change of station.

The chief said one of thereasons the Air Force is able todownsize the Air Force-widefirefighter force is because oftheir commitment to publiceducation.

“The Air Force has putthemselves out of business bydoing such a good job with thefire prevention program,” ChiefStriejewske said.

Colonel Keller and ChiefStriejewske agreed the commit-ment to the safety of the fire-fighters who serve the Robinscommunity will not falter andwill continue to be their top pri-ority as the cuts are implement-ed. The department will contin-ue to meet the National FireProtection Agency standardsand the Occupational Safetyand Health Administration“two in, two out” rules.

Applications will be acceptedfrom employees located atRobins and those serviced by thebase personnel office. In addi-tion, employees aligned toRobins who are assigned at geo-graphically separated units, canapply.

While the offer may betempting to many, Mr. Williamssaid everyone can’t take advan-tage of the offer.

“Wage grades, wage leaders,wage supervisors, engineers,firefighters, medical, contractingand intelligence specialtyemployees, as well as those on aspecial salary rate, are excludedfrom this offering because ofmission needs,” he said.

Robins officials believe attri-tion and the VSIP will preventthe need for more severe meas-ures such as furlough or reduc-tion in force.

Applications for the buyoutswill be based upon retirement,early retirement, and incentivepayment of up to a maximum of$25,000 before taxes. The incen-tive amount depends uponwhether the employee is current-ly eligible for optional or earlyretirement.

Once the applications aregathered and reviewed, employ-ees who will be offered the sep-aration incentive will be directlycontacted by the PersonnelDirectorate and will have sevendays from the date of receivingthe offer to accept or decline,Mr. Williams said.

“A significant percentage ofour workforce is eligible foroptional retirement,” Mr.Williams said. “So we feel themajority of the incentives willgo to the employees in that cate-

gory.”Chari Spivey, program man-

ager for the VERA/VSIP in thePersonnel Directorate, said theVERA/VSIP offer provides a“soft landing” for employeeswhile avoiding perceivablyharsh measures to meet budgetneeds.

Ms. Spivey said it opens thedoor for those eligible and readyto retire and gives Robins thechance to replenish the work-force for future support of thewarfighter.

Support for the C-5 is set tochange in fiscal 2010.

To provide the best mainte-nance for the C-5 fleet and helpachieve aircraft availabilitygoals through fiscal 2040, theAir Mobility Command is tran-sitioning aircraft sustainmentefforts to the Air TransportationAssociation’s MaintenanceSteering Group-3, ScheduledMaintenance Development con-vention.

Col. James Dendis, com-mander of the 730th AircraftSustainment Group, said Robinsis adopting a method used in thecommercial airline industry tosupport the C-5 fleet.

“MSG-3 is a program thatimplements reliability-centeredmaintenance in the commercialairline fleet,” he said. “We aretrying to use that philosophy tomaintain our C-5 and adopt acommercial practice to maintainthe C-5 fleet. In doing so, welook to improve aircraft avail-ability, improve the maintenancepractices in the field and reducesome of their field maintenanceburden and basically have anoverall maintenance programfor the C-5 fleet.”

Scott Vandersall, chief engi-neer for C-5 aircraft in the 730thASG, said the new approach toinspection of the C-5 is muchmore encompassing.

“The MSG-3 is a much morecomprehensive inspection pro-gram than we have today,” hesaid. “Today’s version essential-ly has the different inspectionintervals, but they’re independ-ent of each other. They don’tbuild on each other. You have aseparate set of inspections thatyou would do at each of thoseintervals.”

Mr. Vandersall said in thepast, if an inspection weremissed, it may not be done againfor some time, leaving uncer-tainty in findings.

“The MSG-3 is what is calleda hierarchical inspection pro-gram where everything buildson each other,” he said. “So,when you go from a lower levelinspection, you’ll do the inspec-

tion and then when you go to amuch higher level, like anisochronal inspection, you’ll dothe same type of inspection, withthe intent that you’re looking atthe same area in a much morecomprehensive manner.”

Technical data and workcards will be a big change as theMSG-3 comes aboard. Today,work cards simply offerverbage. Work cards underMSG-3 will have pictures thatprovide specifics on where toinspect, what measurement val-ues are good or bad, where tolubricate and a lot more infor-mation for the mechanic.Timing is everything, and that isdefinitely true with MSG-3.

“You’ll hear this a lot forMSG-3, the phrase, ‘It’s theright time to find. It’s the righttime to fix,’” he said. “The waytoday’s inspection programs are,if they find a little crack outthere, they’re going to fix it evenif the structure is not consideredprimary. However, if that partic-ular part should fail, then it’sgoing to put that airplane downfor three weeks just to fix thatcrack and you didn’t really needto fix that particular crack at thattime.”

Colonel Dendis said theMSG-3 approach cuts repair andmaintenance time down.

“On the MSG-3, you’ll onlyaccomplish what you can in thetime you have to do the inspec-tion,” he said.

The colonel said field unitsare going to primarily do relia-bility-based inspections, andleave the heavier, structural-typeinspections that could increaserepair time to program depotmaintenance.

Other support will comefrom the 542nd CombatSustainment Wing’s commodi-ties support workers, theDefense Logistics Agency, andothers, Colonel Dendis said. Hesaid the C-5 is the first organicaircraft in the Air Force invento-ry to change from the currentinspection program to the MSG-3 type inspection program.

The previous inspectionmethod was a part-focusedinspection, whereas the MSG-3is a systems-based approach.

“Instead of waiting for it tofail, you basically monitor whatthe systems are telling you interms of what’s going wrong,”Colonel Dendis said.

Mr. Vandersall said Robinshopes to gain reliability on theconservative side of 20 percentimprovement. Robins hopes

that will mean seven less air-craft down for repair each dayonce MSG-3 is implemented.

The C-5 fleet is set to retirein fiscal 2040. The cost avoid-ance for extending maintenanceintervals for PDM and otherinspections through fiscal 2040is about $1.38 billion.

Traffic CongestionI would like to suggest you look

at the possibility of opening upthe National Guard gate in theafternoon for about an hour fornorth bound traffic. It takes thepeople who work in Bldg. 91 atleast 15 to 20 minutes or moreeach afternoon to get off base.Yesterday it took me 20 minutesto get off base and the traffic wasstill backed up past the parkinglot at Bldg. 44.

Colonel Carter's Response:Thank you for your suggestion.

While we certainly understandyour desire to both enter and exitthe installation as quickly as pos-sible, we must weigh yourrequest to open additional instal-lation entry points with availablesecurity forces. The war efforts inIraq and Afghanistan have placedsignificant demands on securityforces. The size of the rotationshas forced Robins to pursueextraordinary measures to sup-port the war effort and maintaininstallation security. Many ofthese measures have the poten-tial to significantly change theway we traditionally operate, toinclude re-evaluating our gatehours to open only those essen-tial to the installation and not forconvenience. We also under-stand that the recent, short-termclosure of Gate 5 may haveexacerbated vehicle entry andexit times, but we expect anydelays caused by the Gate 5 clo-sure have since abated. Finally,we have a forum where we dis-cuss on-base traffic patterns andconcerns. It is called the localTraffic Safety Coordination Groupand we invite your input. Youcan get more information on theprocess for submission of trafficrelated facility requirementsthrough our local civil engineercustomer service at 926-5657.

An exciting time has begunat Elmendorf Air Force Base aswe welcome the newest, mostrevolutionary, most talkedabout air dominance fighter inthe history of aviation.

The F-22 Raptor will soonbe a common sight in the skyabove Alaska, protectingAmerica and the PacificTheater. With its arrival, ourAir Force is more capable thanever of fighting and winningour nation’s battles.

As American Airmen, wetake our Alaskan heritage andhistory seriously. We remem-ber the words of one of ourmost visionary forefathers,Billy Mitchell, who said, “Ibelieve that, in the future,whoever holds Alaska willhold the world. I think it is themost important, strategicplace in the world.”

These words couldn’t bemore appropriate in a summerthat has seen the arrival of theF-22 as well as the mostadvanced global-reach asset inour Air Force, the C-17

Globemaster III. History has also taught us

that we cannot successfullyfight tomorrow’s wars bytraining to fight today’senemy. The war on terrorismhas challenged our Air Forcein combat with an enemy thatuses crude tactics and primi-tive technology. Who wouldhave guessed 20 years agowe’d have Airmen ridinghorses into battle in the 21stcentury? But that’s exactlywhat we did in the openingdays of the conflict inAfghanistan. We met thethreat head on, and we suc-ceeded.

It’s important to note thatas the fight with our currentenemy grabs all the headlines,the nature of warfare is con-stantly evolving on severalfronts. We cannot afford tolose sight of the fact that wemay be called upon to battlean enemy whose technologyand skills more closely mirrorour own, and we may have tocounter both types of threats

simultaneously. When that time comes, Air

Force leaders don’t want a fairfight. We want overwhelmingair dominance that makes thefight patently unfair to theother guy. The F-22 isdesigned for just that: Total airdominance for decades tocome.

The F-22 is proving itsmettle right now at five basesacross the country. With near-ly 100 delivered, we’re seeingexactly what this aircraft ismade of and only scratchingthe surface of what it can do.Last year in Alaska it flew 97percent of scheduled sortiesduring Exercise NorthernEdge 2006. This year duringits debut in the Air Force’spremier air combat exercise,Red Flag, 100 percent ofplanned sorties were success-fully generated while the F-22scored 100 percent direct hitswith its air to groundweapons.

The F-22’s unique combi-nation of stealth, speed, agili-

ty, precision and situationalawareness combined with air-to-ground and air-to-air com-bat capabilities makes it thebest overall fighter in theworld.

And while the success andstatistics associated with theF-22’s performance are con-vincing of its value, it’s impor-tant to note that this machineis worthless without the trulyremarkable Airmen who flyand maintain it. The men andwomen of your United StatesAir Force are dedicated, self-less and determined to see thatthis great country is alwaysprotected. Now your Airmenin Alaska have received themost advanced air dominancefighter in existence to enablethem to meet that commitmentto our nation.

Commander: a new era in aviation begins in Alaska

Q: How is AFSO21 different fromQuality Air Force?

A: While there are similarities in thetwo programs, I believe that AFSO21 willachieve effective outcomes where theQuality Air Force (QAF) initiative failed.QAF measured “activity” instead of“results.” QAF also lacked an end-to-endlook at processes and intended to improveefficiency in value-added tasks versusAFSO21’s focus on eliminating non-valueadded tasks. AFSO21 has an Air Forcegovernance structure and requirement forleadership involvement that QAF wasunable to attain to support execution andsustainment. As Air Force MaterielCommander, Gen. Bruce Carlson wrote ina recent Commander’s Log, “The problemwasn’t with the ideas, it was with how we

implemented – or failed to implement -them.” AFSO21 will ensure we focus onthe right things using available resourcesto provide improved results, enabling us todeliver war-winning capabilities on timeand on cost.

Q: What do our customers thinkabout our AFSO21 efforts?

A: To answer this, we must understandthat we have many customers. Our maincustomer is the warfighter. Through ourAFSO21 initiatives, we have been able toprovide our customer with the assets theyneed quicker, faster and with fewer defectsthan at any other time in the history of thisCenter. Through our efforts, we are able toprovide more cargo aircraft to decrease theneed of as many convoys to carry troops

and supplies through the war zone. To thewarfighter who no longer has to travel inas many convoys, our support can meanthe difference between life and death.Another customer is the Air Force itself.Through our AFSO21 initiatives, we havebeen able to add to the amount of work weperform on our maintenance lines withoutincreasing the flow time we take to do thiswork. As one example, we added the C-5torque deck work to our PDM because wecould perform this work faster and cheap-er than the private industry which had thisworkload in the past. Our counterparts inprivate industry are also more willing topartner with us on workload because ofour AFSO21 strides. All in all, ourAFSO21 efforts have produced well forour customers, partners and the Air Forceas a whole.

Jennifer Herrington’s con-nection to Robins Air ForceBase started long before sheever began her civil servicecareer at the Middle Georgiamilitary base.

Mrs. Herrington, a produc-tion management specialist inthe 560th Combat SustainmentSquadron who recently earnedthe Air Force MaterielCommand’s 2006 Col.Meredith H. Mynhier MaterielRequirements Award, came towork at the base in August1999 under the OutstandingScholar Training Program.

In 1976, 23 years before theWarner Robins native everknew much about the base, thedining hall, now known as theWynn Dining Facility, wasnamed after her maternalgrandfather, William W. WynnJr., a former prisoner of warfrom World War II and a retiredmaster sergeant who served asthe civilian chief of securitypolice in the 1970s.

Bennie Wynn, widow of thelate Mr. Wynn and a formersupply worker at Robins in thelate 1960s, said the honor cameas a result of her husband’s for-mer prisoner of war status.

“He was captured on April 9,1942, on Bataan,” she said. “Hewas in that Bataan Death March.He stayed in the Philippines fora couple of years and then theyshipped him to Japan to com-plete his prison time until theend of the war. He stayed inprison for 43 months, 18 days,and about six hours.”

While the special recogni-tion of Mrs. Herrington’sgrandfather is an ever-presenttribute to his service to thecountry, the past and presentservice she, her parents, and hergrandparents have invested in

the mission here is a livingreminder of the common careerchoices they share.

Kenneth Cook, Mrs.Herrington’s father, is an indus-trial equipment mechanic in the78th Civil Engineer Squadron’sHeavy Vertical Metal Shop. Heserved as an active-duty Airmanin the 4400th Support Squadronat Robins from 1968-1970.

“I was two years militarystationed here at Robins in the4400th SS,” he said. “We sup-ported the (5th CombatCommunications Group) withportable tents.”

That’s when he met ShirleyWynn, Mr. Cook’s late wife andMrs. Herrington’s mother. Thetwo were married shortly afterMr. Cook left military service.After a move, the late Mrs.Cook came to work at the base.

Although the Columbus,Ga., native changed jobs sever-al times, still he came to workeach day at Robins.

Once the Cooks’ daughtermarried, Mr. Cook and his latewife encouraged her to find herwork niche at Robins. Mrs.Herrington heeded her parents’advice and came aboard on thebase.

The 32-year-old productionmanagement specialist enjoyedworking with her late motherwhen she first came to work.

“I worked with my mom,”she said. “She did part of ourcontracts. We had to take themto her, so we actually workedtogether.”

Now, Mrs. Herrington worksclosely with her stepmother,Pam Cook, a sourcing analystin the 542nd Materiel

Sustainment Group’sCommunications andElectronics CommodityCouncil.

“When we all get together,especially at home, we talk(about work),” she said.

Military acronyms may belike a foreign language toJennifer’s husband who hasnever worked at the base, butit’s a common language for herand her fellow Robins’ employ-ee family members.

“It’s like we speak our ownlanguage,” she said.

One thing they’ll alwayshave in common though is theirservice to Robins’ warfightingmission. And as a bonus, Mrs.Wynn said working at the basehelped the already close-knitfamily stay a little closer to eachother.

Team Robins members piled into theBase Theater Wednesday afternoon to learnmore about how Air Force SmartOperations for the 21st Century Developand Sustain Warfighting System’s princi-ples are going to help the Air Force achieveits priorities.

The briefing was given by HeadquartersAir Force Materiel Command and hasalready been presented to personnel at theTinker Air Logistics Center at Tinker AirForce Base, Okla., and the Ogden AirLogistics Center at Hill AFB.

Colonel Ken Moran, deputy director ofthe Develop and Sustain WarfightingSystem, explained during the briefing thatthe Air Force’s priorities are clear: winningthe Global War on Terror, developing andcaring for our Airmen and modernizing andrecapitalizing our fleet.

“These have been driving our Air Forcefor the last few years and will continue todrive our Air Force in the future,” ColonelMoran said.

Colonel Moran talked about the impor-tance of recapitalizing and modernizing theforce and how meeting this goal in thepresent environment is very challenging.

“We are having to do this in an erawhere our budget is not going to growmuch,” Colonel Moran said.

He said the Air Force has to changebecause of rising personnel costs, whichhave risen 51 percent in the last 10 years,cost of operations, which has risen 87 per-cent in the last decade, aging aircraft,decreasing military usefulness of some air-craft, and the fiscal environment.

“Smart Operations for the 21st Centuryis a piece of the puzzle that is going to helpus,” Colonel Moran said.

The key principles of the D&SWS strat-egy are focusing on work that adds value,which includes allowing the customer todefine value, harnessing enterprise effi-ciencies and effectiveness, which includesleveraging efficiencies from the Air Force-level to better utilize resources, teamwork,which includes creating unity of effort by

rethinking theway we do busi-ness and achiev-ing predictableresults.

“This is anopportunity notto throw out thegood things weare doing, but totake a step backand examinewhat we aredoing (overall),”he said.

He said thegoal of the initia-tives is to presenta streamlined andi n t e g r a t e dapproach andmake sure everyone is focusing on life-cycle management.

“We want to make sure everyone ispulling on the rope the same way,” ColonelMoran said.

All of the initiatives fall into four focusareas: creating efficiency with strategicenterprise approach; reducing large moneyoverruns by launching and maintaininghigh confidence programs; rethinking howwe are doing our planning and decisionmaking and looking at meetings andreports to determine which ones are valu-able.

“We have a huge recapitalization chal-lenge ahead of us and we’ve got to figureout how to make these improvements evenwhen we are delivering on the promises oftoday,” Colonel Moran said.

The briefing attendees also were briefedon Centralized Asset Management, whosemission is to centralize and integrate man-agement of Air Force sustainment to opti-mize warfighting capability through effec-tive and efficient allocation of resourcesacross the enterprise.

The first of four CAM pillars is to cen-tralize requirements, which will begin lean-ing current process requirements using newrequirement processes for execution andhotwashing process for additional process

improvements. The second pillar is a requirements roll-

up by weapons system.“We will look at the overall picture of

the weapon, rather than individual parts,”said Shawn Lyman, Headquarters AFMCCentralized Asset Management Divisiondeputy chief.

The third pillar is the centralized fund-ing, which will be based on Air Forcestrategies to allow deliberate allocation oflimited resources to best support strategies.

The fourth pillar is Depot MaintenanceActivity Group integration where one ofthe key changes will be reducing millionsof non-value added financial transactions.

Another important aspect of the CAM isimplementing Performance BasedLogistics principles, such as having thesame contract requirements between majorcommands as we do with outside contracts.

“We want them to give us the same flex-ibility to get the job done and meet require-ments, but how we do that is up to us,” Mr.Lyman said.

One of the keys to implementing thePBL strategies by 2010 will be attackingthe highest cost areas first and working ourway down, Mr. Lyman said.

“We know this isn’t going to happenovernight,” he added.

Chaplain (Capt.) Paul B.Joyner takes a down to Earthapproach to his work in heav-enly matters.

The 43-year-old protestantchaplain was nicknamed‘peanut butter’ earlier in hislife because of his initials‘PBJ.’ Now, it’s just one of thejovial ways Chaplain Joynerbreaks the ice with people hemeets.

The father of four whocame to Robins fromHolloman Air Force Base,N.M., July 18, said while mat-ters of the heart are serious,sometimes it takes a littlehumor to help people breakthrough to the other side of asituation.

“You almost have to (usehumor in this job),” he said.“Otherwise, if you sat in youroffice and you saw four peoplea day who were depressed, sui-cidal, or their marriage isfalling apart, and you don’twalk out of here trying tomake yourself laugh, youwouldn’t be able to help any-one.”

Chaplain Joyner said humoroften opens up the door to abetter outlook on life.

“Usually if people are cry-ing and you get them laughing,they’re going to stop crying,”he said. “(Chaplains) try tospeak to the heart. If there’sjust so much blocking thatpath, you’ve got to get it out ofthe way and then you can real-ly minister to that individualbecause they’re open to it.”

Robins chaplain uses mixture of scripture,humor to help Airmen in spiritual need

There is a serious side to theCharleston, S.C. native though.

“When I need to be serious,we get serious,” he said. “I’mvery serious about my relation-ship with the Lord. But, Godtakes people and he takes whothey are and he works withinthem and through them.”

Chaplain Joyner said hehopes to have a productive,viable ministry where peoplecan be fed, nourished, andencouraged spiritually so thatthey’re equipped to live spiritu-ally changed lives.

The Air Force chaplain isfamiliar with the challengesand stresses of military life.After all, he has served in theU.S. Marine Corps, the U.S.

Air Force Reserve, and the U.S.Army National Guard in addi-tion to his current time in theAir Force.

“The best part about being achaplain is that I get to goaround and visit with people intheir work sites just to encour-age our Airmen, civilians, con-tractors, (and) whoever isworking in the support of thewar fighter, the guys and galson the ground in the (area ofresponsibility) whether it be inIraq, Afghanistan, Pakistan,(or) wherever,” he said.

Chaplain Joyner enjoysencouraging people.

“One of the greatest gifts forme is being able to leadChristian worship service in the

military community, especiallyin the deployed environment,”he said. “I think maintaining aconnection with God whileyou’re deployed is an importantthing. Even when you’re dis-connected from all of your fam-ily and everyone else in a phys-ical sense, you can still be con-nected to the Lord. Being ableto help facilitate that is a greathonor.”

In addition to helpingAirmen keep their faith incheck, Chaplain Joyner per-forms weddings and funeralsfor active-duty and retired mili-tary members and providesboth marital and substanceabuse counseling services tothose authorized to use basechapel services.

“All of our counseling cen-ters on trying to help peoplethrough their situation whetherit’s comfort, direction, changeor just some loving advice,” hesaid.

The light-hearted ministersaid one of the most importantthings he does is to help peoplesee that hope is eternal.

“My biggest thing is that I’m

approachable at any place, atany time,” he said. “My maingoal in any conversation is toleave people with hope. Nothope in the world, but hope inwhat God is doing in their life,because no matter if it’s goinggood or bad, God is still activein it.”

Chaplain Joyner said he triesto remind people that the stress-es of life are temporary and thatin time they will get beyond thecircumstance they face.

The chaplain said as amarine, he used that sameapproach when going throughtraining at Paris Island, S.C., anapproach he hopes will helpothers.

“When I went through ParisIsland, what helped me to get tothe end was that I knew therewas a definite date,” he said.“They told us the very first day,‘This will be the day you grad-uate.’ So, I knew I just had towork until that day and put upwith it until I got there.Sometimes that’s what youhave to do. You have to knowwith confidence that the thingthat’s causing you the most

pain and difficulty is going toend.”

When Chaplain Joyner isn’thelping people gain a new per-spective, he finds joy in spend-ing time with his wife, Lt. Col.Carol Joyner, chief of the F-15Weapons System Supply ChainManagement Division in the830th Aircraft SustainmentGroup, and their children whorange in age from 13 to 23.

While he most enjoys beingat home with those he loves,Chaplain Joyner said he knowsthat his true treasure is beyondthe present.

“I’m soon to be 44. My bodyfeels 64. I act like I’m 14. So,somewhere in there, that’s me,”he said. “I’m just waiting to goto the place where I belong.”

“(Cooking) is justsomething that I like to do,”she said. “If I can bring a smileto my customer’s face, thenthat lets me know that I’vedone a good job and I’ll havecustomers return.”

The mother of two said the

key ingredient in good cookingis using your mind as much asyou use your hands.

“When you’re cooking, youhave to be creative,” she said.“Don’t be afraid to try differentthings. You have to taste yourproduct to know if it’s going tobe pleasing to your customer.”

And to be a successful cook,Ms. Hidalgo said you mustknow who you’re cooking for.

“You have to know yourcustomers because you have toknow what their wants are,”she said. “So, you cater to yourcustomer.”

Ms. Hidalgo has perfectedher craft and her long list ofsatisfied customers is proof.

“You always want to do aquality meal to have your cus-tomers come back,” she said.

Recipe: 2 to 3 fresh peaches peeled or 3 cups of sliced peaches (fresh or frozen)1 cup of brown sugar½ cup of butter¼ cup of orange juice2 tablespoons of peach schnapps2 tablespoons of rumcinnamon to tasteIn a saucepan, melt the butter

on medium heat and add in thesugar. Stir until it caramelized.Add orange juice. Bring to aboil. Turn down the heat. Add inthe peaches and mix all ingre-dients together. Add peachschnapps and stir. Drizzle therum over the mixture at theedge of the pan. Light with achef torch for dramatic effect.Serve with vanilla ice cream.

When Wednesday rollsaround each week many workersare looking for a little pick me upto get them through the rest oftheir week.

And when the neon light flipson each Wednesday night atDorm Bldg. 756, that is just whatAirmen living in the dorms get.

The neon sign beckons allAirmen to join Chaplain JoshuaPayne and his family for anevening of free food and greatfellowship at the Airmen’sMinistry.

“It’s a great place to spendtime with friends. You can bringin your video games and playpool. It’s a great time of cama-raderie,” said Senior AirmenDavid Shelton, with the 330thCombat Training Squadron.

The Airmen’s Ministry,which is sponsored by the BaseChapel, takes place everyWednesday night from 6 to 8p.m. each week on the secondfloor of the dorm building.

“It’s (the Airmen’s Ministry)is a really good link to work withsingles and let them know wherethey can plug-in,” he said.

The Wednesday night stress-free zone is staged out of a stor-age room each week, but stillmanages to offer the comforts ofhome.

“We were creative makingthe best of it,” Chaplain Paynesaid. “We want it to be a realstrong positive place whereAirmen are taken care of.”

Chaplain Payne said the ideabehind the event was to create acoffee shop atmosphere, whereAirmen living in the dormscould make connections andshare experiences.

“It gives them the opportuni-ty to fellowship with new dormresidents and helps brings peo-ple closer together and givesthem a positive message,” saidSenior Airmen Felton Neelywith 78th Security Forces. “Ithink this is great program andother bases should do it too. It’sa better outlet besides the normalstuff.”

Airmen have the opportunityto play video games, shoot pool,play cards and board games, eatdinner and watch movies.

“We try to get what they wantand have it here for them,” saidAirman 1st Class Jonathan

Torres, a chaplains’ assistant.“It’s a great meet and greet placewhere they can get connected.”

One or the many advantagesfor some of the dorm residents isthe close proximity to their dormrooms.

“It’s right at home and a lot ofpeople don’t have vehicles and itgives them somewhere to be,”said Airmen Basic BrandonLincoln with the 78th Security

Forces Squadron.Airmen 1st Class Michael

Yaude, 51st CombatCommunications Squadron,agrees. “I don’t have a car andit’s like a two-minute walk frommy dorm over here,” he said.

The ministry received a grantin April from the Air Force Chiefof Chaplains for $17,000 whichthe group used to order all sortsof furniture and electronics

equipment to make the Airmen’sministry even more of a stressreliever for the Airmen. Some ofthings the grant helped purchaseincluded four Liquid CrystalDisplay screens, a Playstation 3,Xbox 360, and a Nintendo Wii,and some gaming chairs. Alongwith funds from the grant, the78th Air Base Wing has alsodonated quality of life funds topurchase other items such as

games and extra controllers forthe gaming systems and a pop-corn and cappuccino machine tomake the coffee house gamingcafé atmosphere a reality.Chaplain Payne said without thesupport of members of theRobins community the eventwould have never been as suc-cessful as it is.

“We have had a lot of supportwith no strings attached fromthroughout the base,” ChaplainPayne said.

Recent support is allowingthe Airmen’s Ministry to planbig things for the future, includ-ing the possibility of turning theneon light on permanently in anew facility.

Chaplain Payne said he is justgrateful to everyone for makingthe Wednesday night event sucha success.

Chaplain Payne says in someways he and his wife, Danielleare a dorm room mom and dadto the Airmen, providing homecooked foods and desserts andsomeone to talk to about life’schallenges. Danielle ensures themenu each week has a little taste

of home by serving a rotatingmenu, where one week sheserves store bought desserts anda homemade entrée and the nextweek the ministry might orderpizza and she’ll handle thehomemade goodies for desert.

Airmen Neely said one of theperks of the ministry is you canget some spiritual guidancewhile you are in a casual andcomfortable atmosphere.

Airmen Torres said manyAirmen feel more comfortableasking for advice about school orrelationships in a peer environ-ment than going to the chapel.He said in the long run it helpsAirmen feel more comfortableabout going to the chapel forservices, counseling or even tovolunteer.

Another benefit for many ofthe Airmen is knowing theAirmen’s ministry will be therewhen they return from deploy-ments and temporary dutyassignments.

“You know if all your friendsPCS or get married while yourgone, you still have somewhereto go,” Chaplain Payne said.

Runners who are interestedin participating in the 2007 U.S.Air Force Marathon at Wright-Patterson Air Force Base, butaren’t interested in run-ning the full 26.2-mile course,have anotheroption: thefour-personrelay.

R e l a yteam mem-bers each runa specific legof the marathonwith the team’stotal elapsed timedetermining the winners.

Leg distances include 5.1miles for leg one, 8 miles for legtwo, 6.5 miles for leg three and6.6 miles for leg four.

According to Molly Louden,marathon director, the relayteam race builds team spirit and

makes the marathon moreaccessible to those not lookingto run a full marathon.

“The relay team race fostersteamwork within a group,

organization, compa-ny or family,” Ms.

Louden said.“Training forthe relay is notas demandingas themarathon and

half marathon.”Team cap-

tains decide whichleg each team mem-

ber runs. If a relay teamhas fewer than four members onrace day, one or more runnersmust run consecutive legs.

Runners can run in either arelay or in the marathon, butthey cannot participate in both.

Categories of team competi-tion include coed (at least one

team member from each sex) —men’s open, women's open,masters (all members must be atleast 40 years old on race day)Reserve Officers’ TrainingCorps and active-duty military.

Registration for the relayrace is running approximately50 percent ahead of last year’space with 107 teams registeredas of July 21, compared to 72teams at the same date in 2006.

The number of relay teams islimited to 300. Priority is givenon a first-come, first-servedbasis.

Teams come from many dif-ferent places to participate in themarathon, according to Louden.

“Teams are from every groupof people and from all over theUnited States,” she said. “Thereare military teams who competeand sometimes will create acompetition among theirteams.” — Air Force News
