The CMOH was created on July 12, 1862 by Iowa Senator James W. Grimes to promote the efficiency of the Navy. President Lincoln signed the bill. The CMOH is the highest award for valor in action upon an individual serving in the armed services of the U.S.

While engaged in military operations involving conflict with an opposing force.
While serving with friendly forces engaged in armed conflict against an opposing armed force in which the U.S. is not a belligerent party.
