Executive SummaryNorthumberland Coastal Enterprise Centre is one of the largest Brownfield development sites available in the North East of England. The site has an established industrial heritage dating back to 1972 when it opened as an aluminium smelting complex.

Located at Lynemouth, approximately 17 miles north of Newcastle upon Tyne on the North Sea coast, the site has good road access via the A189 dual carriageway and the A197. A fully maintained rail connection to the site gives access to the national rail network via a Network Rail branch line and port facilities at the Port of Blyth. Newcastle International Airport is just 25 minutes drive from the site.

The smelter complex consisted of:• Carbon plant for the production of carbon anodes.• 4 x pot room buildings for aluminium production, each approximately 540m long x 24m wide separated by courtyards, containing 8 chimneys of approximately 80m high.• Casting plant for the production of aluminium sheet ingot.• Various ancillary buildings, loading facilities, car park and external stock yard.

All of these buildings were contained within the core of the site which extends to 42.6 hectares (105 acres).

The carbon plant and pot rooms are scheduled for decommissioning, demolition and remediation to create a largely cleared, rail connected serviced Brownfield site with ancillary buildings and expansion capability.

A site of this scale offers a unique investment/development opportunity to take advantage of a fully serviced road, rail and port connected site.

Access by RailThe Rio Tinto branchline leaves the site to the east, bridging over Park Road then connecting with the Lynemouth power station branchline which is a twin track. This line is owned and maintained by Lynemouth Power Ltd for a short section before it becomes the responsibility and ownership of Network Rail. The route to Port of Blyth loops inland through Ashington and south across the River Wansbeck before heading east to Cambois, from where it follows the coast to Port of Blyth approximately 5 miles south of the site.

Access is available to the East Coast Mainline from this branchline via the Bedlington junction. This rail line was used to transport coal to the power station and alumina to the smelter, both from Port of Blyth. Rio Tinto continues to import alumina through Blyth and by rail up to Lochaber near Fort William in Scotland where they have a hydro powered aluminium smelter.

Access by SeaThe Rio Tinto QuayThe Rio Tinto quay at Port of Blyth has surplus capacity following the closure of the Lynemouth smelter and Rio Tinto are keen to explore opportunities for other companies to share usage of the quay to drive better efficiency out of this valuable asset. Alumina deliveries have reduced from circa 32 vessels to 8 vessels per year. The quay houses three silos for storage and decanting on to the rail hoppers. The Lochaber smelter requires two silos therefore one could potentially be cleaned and prepared for an alternative bulk product. There is one receiving silo on site at Northumberland Coastal Enterprise Centre.

Port of BlythNorth of the Rio Tinto quay is Port of Blyth’s Battleship Wharf which has a long history of involvement in the bulk sector, handling products such as coal, petroleum coke, cement, aggregates, grain, animal feed, fertiliser and biomass. The Battleship Wharf terminal contains a purpose built covered and open bulk storage facility for vessels up to 30,000 DWT and with direct access to rail - the same line that continues to the Rio Tinto quay. Port of Blyth also specialises in handling forest products and unitised containers.

The main connections for Port of Blyth are the twice-weekly container service to the Dutch port of Moerdijk (near Rotterdam) providing excellent connections with continental Europe, particularly Holland, Germany, France and Belgium. This service also offers opportunities for transshipment both short sea (Baltic) and deep sea with daily barge connections with Rotterdam and Antwerp feeding goods worldwide, particularly to and from South America and the Far East.

Brakebulk services out of Blyth include a weekly connection up the Rhine to central Germany with opportunities to collect consignments anywhere on the Rhine on the return leg to Blyth.

Monthly deep see brakebulk services also operate into Blyth from the Far East providing options for the shipment of timber, steel and other brakebulk commodities.

Site AreasThe total site area extends to 103.2 hectares (255 acres) which comprises three main areas.

The developed area within the fence line extends to 42.6 hectares (105 acres), denoted yellow on the plan. The green area of 19 hectares (47 acres) to the south lies outside the “Alcan Employment Zone” and would therefore require reallocation for employment uses. The remaining 41.6 hectares (103 acres) in red represents potential expansion land. The regular shaped area between the access road and the railway line is currently farmed by Alcan Farms Limited. Beyond the site boundary Alcan Farms own approximately 4,500 acres of agricultural land which is for sale via Youngs RPS Chartered Surveyors. ElectricityThe aluminium smelting process was powered by the adjacent coal fired power station. The power station has been sold to Lynemouth Power Ltd, who have entered into a services agreement to provide up to 4 megawatts via an existing substation at the east end of the site which feeds the 11KV supply.

An alternative independent supply of electricity is potentially available from a Northern Power Grid substation on site close to the northern boundary. Further information on this substation is available from Northern Power Grid.

GasMains gas is supplied to a gas governor at the west end of the site via a high pressure pipeline across the Alcan farmland to the south. The gas supply has been capped but the infrastructure remains to potentially reconnect the site to the mains gas supply.

WaterNorthumbrian Water currently feeds the site ring main through a nine inch, four bar supply, via a reservoir and pumping station.

Site ClosureThe site is undergoing a Regional Economic Development (RED) closure plan under the management of retained Rio Tinto staff.

DecommissioningDecommissioning of the smelter complex commenced in Autumn 2012 and is ongoing.

DemolitionDemolition of the bespoke carbon plant buildings at the west end of the site is scheduled to commence in 2013.

Potential Phase 2 demolition of the pot rooms and chimney stacks after decommissioning is under consideration. The casting plant and various ancillary buildings are not currently scheduled for demolition.

At its peak, the site employed over 1,000 people and the total number prior to closure was 525.

Northumberland as a whole has 11.6% of the working population employed within skilled trades occupations which is 10.5% higher than the national UK average. The percentage employed as process plant and machine operatives in the Wansbeck area is 9.6% which is 52% higher than the national average, which stands at just 6.3%.

The average gross weekly pay for full-time workers in the Wansbeck area is £415.30 per week - 19% lower than the UK average of £512.70 per week. It is also 8.8% lower than the North East average of £455.30. The average hourly pay in Wansbeck of £11.08 is 14.7% lower than the UK National average and 4.5% lower than the North East average.
