CONNECTICUT STATE REFEREE PROGRAM Entry Level Referee - Instructions Candidates for Grade 8 Referee Entry Level Training must be 13 years old by December 31, 2017. Entry Level Training Process Summary The Entry Level Training Process is a combination of an On-Line Training Course to be completed at your own pace and once completed registration and attendance to (1) in-person/in-class session of 5 hours. The registration for the online portion of Session #1 will start on approximately 7/10/2017 and be open through 8/31/2017 with the required in-person sessions starting approximately August 5 th and ending on September 10 th . Session #2 will begin on 1/15/18 thru 3/31/18 with the required in person sessions starting the middle of February and running through April 7 th . There will be at least one in-person session most weekends in various areas of the state. You will have a choice of dates and location for the in person session. You can find a list of those sessions on the event calendar on the left hand side of www.ctreferee.net listed as entry level in class, click on the link next to the session to get more detail about the session such as exact location, number of spots available etc. However, you can’t register until the online portion of the entry level is completed. CONNECTICUT STATE REFEREE PROGRAM

Entry Level Referee - Instructions

Candidates for Grade 8 Referee Entry Level Training must be 13 years old by December 31, 2017.

Entry Level Training Process – Summary

The Entry Level Training Process is a combination of an On-Line Training Course to be completed at your own pace and once completed registration and attendance to (1) in-person/in-class session of 5 hours. The registration for the online portion of Session #1 will start on approximately 7/10/2017 and be open through 8/31/2017 with the required in-person sessions starting approximately August 5th and ending on September

10th. Session #2 will begin on 1/15/18 thru 3/31/18 with the required in person sessions starting the middle of

February and running through April 7th. There will be at least one in-person session most weekends in various areas of the state.

New Referee Candidates:

Referee candidates that are not in the CSRP database will create a new account via an on-line, onetime process.

Once the account has been created you will use the “eReferee Login” on the left hand side of the CSRP home

page https://www.ctreferee.net to access your account. The first portion of the Entry Level Training Process

will be the web-based “On-Line Training Course”. All Entry Level candidates must pass the “On-Line Training

Course” with 100% accuracy on the final 50 question test before they can proceed to the registration of the 5

hour in person session. During the in-person session of Entry Level Training Process you will learn the

mechanics of officiating, (how to use the flags, run the lines, inspect a field for safety etc.), and review Laws

5, 6, 11 and 12.

You will have a choice of dates and location for the in person session. You can find a list of those sessions on

the event calendar on the left hand side of www.ctreferee.net listed as entry level in class, click on the link

Existing Referees who have not Recertified:

be able to officiate after successful completion of all requirements for the Entry Level Training Course. Before

you can sign-up you MUST request permission from the CSRP Office to take the Entry Level Training Course;

Entry Level Training Process – Summary continued

For the officiating year 2018 Entry Level Registration will be offered in (2) sessions:

Entry Level Session #1 – 7/10/17 thru 8/31/17 – Referees will be eligible to work games in Fall 2017

after completion through December 31, 2018. They are issued a 2018 badge. They will recertify for 2019

in the late summer/fall of 2018. Registration ends 8/31 – you will be able to attend an in person session

through 9/10/17.

Entry Level Session #2 – 1/15/18 thru 3/31/18 – Referees will be eligible to work games in Spring 2018

after completion through December 31 2018. They are issued a 2018 badge. They will recertify for 2019

in the late summer/fall of 2018.

All "On-Line" requirements and attending the 5 hour in person session (In-Class review of Laws 5, 6, 11

and 12 and field session the Entry Level Certification must be successfully completed to be certified as a

Referee Grade 8.

If all the requirements are not completed in the "Fall" session Entry Level candidates may continue to

complete their requirements in the "Entry Level Session #2 – 1/15/18 thru 4/7/18".

All Entry Level candidates that register for the "Entry Level Session #2 – 1/15/18 thru 3/31/18" must

complete all the requirements by 4/07/18, there will be no extensions or refunds.

Any in-class session(s) not completed in the 2nd (Spring) session will require the Entry Level candidate to

start a “NEW” Entry Level process from the beginning if they decide to do so. There will be no continuation

of the Entry Level process beyond the (2) sessions in the same certification

year.

New Referee Candidate Registration

The following steps document how a new Referee candidate creates an online account using the

three step process.

On the left side of the screen, select “eReferee Login”. Scroll toward the bottom of the page, and

locate the section circled below, and click the label.

On the first screen, fill in the information identified below with the red arrows. Leave the USSFID field blank, you will be assigned one by the United State Soccer Referee program after your certification is complete. You create the user id and password, this is what is used going forward to log into the system. Many users will use their last name and first initial as a user name, and a password that you can remember. The “password” and “confirm password” fields must be typed exactly the same. Case is significant in the password fields. Click the “Next Step” button when complete.

Important – Please Note: The Connecticut State Referee Program uses email extensively to communicate information, including Recertification timelines, clinics, information concerning Referee assignments and opportunities, as well as many other important communications. It is important that you regularly check your email account for information and keep the e-mail address on your profile up to date. All mass communication is sent only to the primary e-mail.

On the next screen, again fill in the information identified below with the red arrows. Click the “Next Step” button when complete. Select the slider to identify your gender, fill in your street address, and select the town and zip code from the dropdown.

Note: Referees who are under 16 years of age MUST use their parent’s/guardian’s email address as the primary contact!!!

Enter the primary email address, retype the primary email address to confirm it in the next field, and supply an alternate email address as appropriate. The alternate address should be that belonging to the Referee if you are under the age of 16. Provide you cell phone and home address, and hit the record button at the bottom of the screen.

On this screen, you are asked if you have ever been convicted of a crime of any kind. Background checks are run on all individuals over the age of 19, so be honest and truthful. Fill in the screen as appropriate, and hit the Update button.

Now you have created your online account and are ready to continue the certification process on

the same session when you create a new account. Any time from then on, login to the system

without creating a new account from the eReferee Login link on the left hand side of the homepage

of http:// www.ctreferee.net.

After you have finished the process above you are now considered an “Existing referee (or user)”. Type in the user name and password that you provided on the first registration screen above, then click the “Login” button. If you cannot remember it, click the “Get ID or Password” button.

Now proceed to the instructions on the following page for the Entry Level Process detailed steps:

Entry Level Training Process – Detailed Steps

• The training is Windows/PC based and Internet Explorer and Firefox are the preferred

browsers, you may experience error messages or malfunctions with other browsers. Firefox

is the advised browser for MAC users (be aware there still may be some instances where

MAC users may experience compatibility problems when using eReferee applications).

• Referee Entry Level Registration and Training for USSF Grade 8 Referee will be done

“ONLINE” – go to the CSRP web home page http://www.ctreferee.net .

• If you are an existing Referee, who is taking Entry Level Training after a lapse in

Recertification (does not matter how many years passed since the last Recertification) or you

failed your Recertification Process, skip the New Referee Registration steps and continue

the Entry Level Process with the eReferee login and details that follow.

• New Referee Registration and creating an account in the CSRP database is a “One-time”,

“3-step” process --- click on the link for “New” Referee Registration on the Referee Clinic

page to begin:

o Step 1 – enter your First Name, Last Name, Middle Initial (if you have one) and Birth

Date – click on “Next Step” to proceed o Step 2 – enter all requested information:

Address, E-Mail Address, Phone Number(s), Gender, Country of Birth, Country of

Citizenship, Enter “CT” for State Affiliation for Connecticut – click on “Record” to proceed

o Step 3 – review all your entered information for accuracy – click on “Update” to

complete your registration record in the CSRP database

• Once you have completed your “One-time” Registration Process proceed to the CSRP home

page http://www.ctreferee.net and select the “eReferee Login” from the left navigation box;

login with your “User Name”, “Password”. You will be brought to your “Account” page, select

the “In-complete” link in the “Entry Level Process” table to continue.

• This will take you to the “Detail Entry Level” page – the first time you access this page you

will have to select the link “Become Referee” to register for an Entry Level Clinic as shown

in the following image:

• The “Become Referee” link will enable you to select and pay for the Entry Level Training

process – cost of the Entry Level Training is $93.95 – In the middle of the screen you will see

“CSRP Referee Events/Online Courses/Clinics You Would Like to Register for:” –select

from the drop-down box “Clinics/Courses” – in the next drop-down box select “Grade Entry

Online Entry Level Registration for Online Grade 8 Entry Level Referee Training”. Next

you must pay for the Entry Level Training course; the only payment method is using a credit

card. All information about the fee will be displayed in light gray as you proceed through the

payment process. Click the “Submit” button, a screen will pop up saying your Transaction

was Successful, you can then select the “Back to Process Detail Summary” link.

• The following screen will now be shown. This is the entry level certification detail screen. It

lists the steps you must complete in order to become certified as an official. You simply click

the “Next Step” button along the right side to view the material and advance through the

curriculum.

• The screen below shows you what the screen looks like after you have processed the

“Registration Profile” update. (For new users, you will not likely need to change your profile at

all.)

• Next select the “Next Step” link for “Background Check” (age 19 and older), under 19 years

will not see “Background Check” in their Entry Level Process - Detail Summary page. Referees

19 years and older will have to complete the Background Check – highlight “Referee” from the

list “Select Your Organization”. This is a multi-step process, once you hit accept you will be

brought to the CJSA site. Continue with the process until you get the message “thank you for

submitting your background check”. When you are asked for your social security number you

may put in all 0”s. If you mistakenly x out of the background check before completing it go to the

red box in the middle of www.cjsa.org to complete it. However you must click on the link in the

referee process and have it move to pending to be cleared.

• The Background Check is not an automatic process – once you have submitted your

Background Check you will have to wait up to 5 business days for it to be processed before

you can resume the Entry Level process. Complete your Background Check early, do not wait

till the end of Entry Level Process in the last week.

• Next select the “Next Step” link for “Course Ethics”, read the “Referee Ethics” document and

continue with the process. Once you have completed this, you will be ready to start the video

portion of the certification.

• Click the “Introduction” video link, the video will open in a new browser window, watch the

video, and follow any instructions to ensure completion. Close the browser “tab” when the

video is complete, and you will notice that the screen has advanced to the next video. Note

that the Introduction video does not prompt you for any login information. When clicking the

second video link “Law 1 – The Field of Play”, it will prompt you for login information. Please

fill in the login screen as follows. Use the same login information for all the videos.

• On the brainshark login screen, type your own name, email address (referee email), state

association, and type 2018 in the clinic number, leave USSF ID blank. Click the “Remember

Me” button, then hit Submit to start the video. Again follow all instructions within the video to

ensure you receive credit for watching the video. Note the line in the top right informing you of

the completion criteria status. As you proceed through the video, the status will eventually

change to completed. This information is forwarded back to CSRP. The links stay active, you

may watch the videos as many times as needed.

• After you have completed the videos, you will be tested on the material you have learned. You

are required to receive a 100% score but have unlimited opportunities to do so. Click the “Next

Step” link to start the test.

• The test screen is shown below. The screen shows you a summary of the questions on the

top (Question Grid), and a single question at a time on the bottom. As you navigate through

the test using the “Next” or “Prior” buttons, your answers and flags are automatically saved.

The grid at the top summarizes the questions you have answered or flagged for follow-up. If

you want to mark a question for review, click the slider on the bottom to “Yes”, and the question

button in the grid will become colored yellow when you navigate to the next question. The

Grade button will become available to you when all questions have been answered, and there

are no review flags. The screen below shows that I marked question 1 for review, I skipped

question 2 without an answer, I have completed question three, and I am currently viewing

question 4. When all the buttons on the question grid are green (except for the one you are

viewing which is blue), the test can be graded. You must hit the “Save” button first before you

can hit the “Grade” button. When the test is graded, the system will tell you which questions

you have wrong. You can “Grade” the test as many times as you need in order to achieve a

passing grade (100%).

• The next link is to download and save the Laws of the Game or save the link to your favorites,

please be aware it is a 210 page document. US Soccer is no longer providing grade 8 referees

with a copy of the 2017-2018 Laws of the Game so please use this as your reference. The

• After successful completion of the "On-Line" Entry Level process you will need to register for a

5 hour In-Class sessions – (which includes a Field Training Session and a classroom Entry Level Instructions for 2018 11

review of Laws 5, 6, 11 and 12 & New Player Development Module for short sided game

in youth level). Check the CSRP “Event Calendar” from the left hand side of

www.ctreferee.net for posted In-Class sessions. To see the detail of any particular session,

click on the link next to the session. It will give you exact location, number of spot available,

etc.

• For the In-Class Session you will need wear the approved Referee uniform and bring a whistle,

pen/pencil/data wallet, and Referee flags. Refer to the standards of dress and starter kit

information in the curriculum. You can borrow full legal uniform for the In-Class Session. You

must have FULL USSF certified uniform in order to be given credit for the In-Class Session. If

you do not receive your uniform kit in time for the session you will get credit for the session

once you receive the kit, lay it out flat, take a picture of it and e-mail the picture to the instructor

along with your name and date of the session you attended. The kits can be ordered from

Official Sports or there is a link to order a kit at a discount from Team Sports and Soccer and

Rugby ( local companies) on the homepage, you may also find them at your local soccer

specialty store such as Soccer Post, etc. (Dick’s, Models, etc. do not carry them). The primary

color is gold, however some clubs do wear a different color, so check with the clubs to which

you plan to officiate to ask what color shirt to order.

• After you complete all "On-Line" requirements and attend the In-Class Session the Entry

Level Certification process will be complete and you will be certified as a Referee Grade 8.

You can start officiating as soon as the instructor gives you credit for attending the class, the

incomplete link you click on to access the detail will change to completed. The current year

USSF Referee badge will be given to you at the field session, however you will not be added

to the list of registered referees if you were not in complete uniform. Contact the assignors

(or referee coordinators) by going to the club website at any clubs you wish to work for to ask

how to be added to their referee pool. You can also find a list of certified assignors in

alphabetic order list by district at https://www.ctreferee.net/resources/assigning/. You will

need to check both the current year and the last year lists.
