Through ongoing consultation with industry it is

evident that organisations are making the conscious

decision to consolidate training through a single

source supplier. Training providers are being asked

to offer flexible customised solutions to meet unique

operational conditions while being able to quickly and

effectively respond to clients’ needs.

Using a single training provider reduces costs

associated with training management, simplifies the

purchasing activity, and reduces the need for auditing

and verification of training outcomes across a range of

training providers.

By investing in training through the DTEC Consortium,

organisations gain access to more than 330

qualifications and units of competency made available

through the Consortium partners and our Vendor

Management System. We will work collaboratively with

your team to understand their needs and challenges,

with an overall vision to streamline your training

function and reduce operational costs.

Our training support team can deliver customised

courses with flexible learning options to suit your

circumstances. This includes integrating your

organisations procedures and work practices into

training in addition to the nationally recognised

competencies and licences.

Technology is the driving force behind the Consortium.

Our cloud based DTEC Training Management Portal

is available on any web-enabled mobile device world-

wide, and guarantees reduced training administration,

reduced overall training cost, and improved visibility

through interactive and detailed real-time reporting.

The DTEC Consortium is able to provide a secure

centralised hub to manage employee and sub-

contractor competencies from any device, anywhere

at any time. Immediate access to real time training and

financial records, combined with innovative training

delivery and assessment methods will result in the best

and most cost effective outcome. The combination of

these benefits is expected to drive an approximate 25%

reduction in training related costs.

With an established footprint of 43 facilities across

Western Australia, training is delivered from the Great

Southern through to the Kimberley with the ability to

mobilise nationally, or internationally as required.

Facilities in Dubai and South Africa provide a platform

for international operations.

We believe that all employees with the right training

contribute to an organisation’s knowledge base and

improve its performance. The DTEC Consortium has the

strength and systems to support your organisation’s

vision and commitments.

Yours sincerely

Training Management Organisation

As a complete Training Management Organisation

(TMO), our ability to deliver a vast number of scopes

and training outcomes is dependent on robust systems.

The DTEC Consortium’s ISO 9001 compliant Vendor

Management System (VMS) ensures training quality

is maintained across the founding members and our

specialist providers. Governance and Compliance

standards are regularly assessed by an independent

auditor to ensure the highest training and operational

standards are maintained.

By managing internal processes under certified

systems, the VMS empowers the DTEC Consortium

to manage vendors, ensure governance compliance,

apply consistent risk mitigation across the group, and

deliver service excellence to its clients. Our training

providers are given access to the DTEC Training

Management Portal in order to update assessment

information thereby streamlining reporting and

certification processes that remain under full control of

the Consortium.

This attention to detail ensures you are able to

outsource the training management function through

a single source provider, confident in the knowledge

that the Consortium partners are bound by both

contractual and ethical agreements, and training will be

delivered consistently throughout the life cycle of our

obligations.

Training delivery aligned to your operations and employees

Through close partnership with your organisation

the DTEC Consortium is committed to ensuring all

required outcomes are achieved. Time will be invested

to understand specific circumstances, procedures, work

practices, and how the Consortium can play a part in

achieving the required training outcomes.

Operational disruption is minimised through flexible

delivery methods allowing all training courses

to be conducted at Consortium premises or any

facilities across Western Australia, even nationally

or internationally if required. Dedicated Consortium

facilities have been designed to cater to the needs

of large organisations with the most modern training

equipment and technology available.

Gap Analysis identifies cases where only a part of

the unit may be required, allowing only the required

segment to be delivered; minimising the amount of

training required and the cost involved.

Delivery and assessment strategies, along with

continuity of instructional staff, ensure a consistently

high standard of training where Recognition of Prior

Learning and current competencies are included.

Training packages are designed to meet the

requirements of the job role; whether it is a nationally

recognised unit of competency or customised training

to meet a specific operational need. This means you

can be assured your employees are fully trained to

the requirements of their task. Units can be delivered

individually or clustered together in combinations

suited to the specific job role. Blended Learning

includes pre-reading, trainee paced eLearning, and

face-to-face delivery resulting in flexible training

methods that cater to individual learning styles, and

further reduce disruption by overcoming the challenge

of limited or no access to computers, FIFO rosters, and

remotely located teams.

Training Matrices and Progression Plans can be

overlayed allowing you to show a clear route across

or through the organisation. Not only does this allow

individuals to obtain the appropriate training, but also

ensures that performance has been verified so they can

take the next step.

6

Page 7: Consortium brochure

Training that changes behaviour; assessment that measures understanding

Innovative and effective methods are utilised to ensure

real behavioural change is achieved:

1. Skills recognition

The Consortium understands that individuals

enter into training with varying levels of skills

and knowledge. As such, assessment through

Recognition of Prior Learning and Verification of

Competency is offered. This is an assessment-

only process; there is no formal training involved,

although further training requirements may be

identified as a result of the assessment process

and a training plan established in consultation with

the client.

2. Skills assessments

Trainers submit a detailed report on an individual’s

capabilities that will include:

• Technical performance

• Behavioural and attitudinal observations

• Task process knowledge and process ability

• Individual gap analysis and the participants’ ability

to safely carry out the task in their own work

environment.

3. 360 degree assessment approach

• Trainer administered checklists

• Self-reflection activities completed by the trainee

• Group work with case studies to encourage idea

sharing

• Action plans require participants to describe how

the knowledge will be used in their work place

• Peer assessments completed within groups of

trainees (where appropriate)

Course handbooks provide full details of the course,

how it is run and the outcomes that will be delivered.

Student handbooks clearly outline what is expected

of the trainee, providing the assessment criteria, the

process for appeals and contact details.

The design of Consortium training is such that

participants are given the opportunity to learn and

practice skills before being assessed. On completion

of a course if a participant is deemed not yet ready for

assessment, further training and support is provided.

7

Page 8: Consortium brochure

The DTEC Training Management Portal is a secure,

online Training Management system providing access

to all training currently undertaken by the Consortium,

and a dedicated communication link between your

organisation and the Consortium. The DTEC Training

Management Portal provides Training Managers

and others within the organisation responsible for

managing training, access to real time and relevant

information on current workforce competencies and

skills gaps. Where a skills gap is identified, this can

be communicated directly with the Consortium Client

Services Team who can initiate an immediate solution.

Our training management tools enable the largest

organisations across Australian industry to manage the

competencies of their employees and sub-contractors;

ensuring the entire workforce is trained to the

requirements of each job role, and can safely operate

equipment and associated systems.

Our dedicated Account Managers ensure your

requests are actioned immediately avoiding

disruption from unexpected situations. Proactive

management of training activities maximises

workforce value and allows clients to achieve a

sustainable competitive advantage.

The DTEC Training Management Portal can be

customised and developed specifically to your

business, with the capability to manage all training

undertaken through both the Consortium and any

internal training undertaken by the organisation.

Personalised to your brand, user-friendly and highly

automated, the DTEC Training Management Portal can

be tailored to your specific requirements whilst giving

a feeling of familiarity and saving users

critical time.

Security protocols built into the system ensure

appropriate visibility is given to all layers of the

organisation, from administration staff through

to Senior Executives. For Managers and Senior

Executives, the DTEC Training Management Portal

provides live information delivered via dashboards

and push reports, giving access to a vast range of

training and financial information. Those responsible

for managing training can assess their needs, and the

system will automatically advise exceptions to training

processes and monitor training spend. The outcome is

reduced duplication of work through secure self-serve

access and automated reporting from one centralised

source, and precise management of training costs.

By consolidating training through the DTEC

Consortium, organisations can realise efficiencies in

training management and absolute transparency of

training and competency status. As the DTEC Training

Management Portal is available on all web-enabled

mobile devices, this gives mobility and immediate

visibility across the entire training scope. Your

managers will have the power to confirm training

status and allocate resources more effectively,

even in the field.
