through interactive and detailed real-time reporting.
The DTEC Consortium is able to provide a secure
centralised hub to manage employee and sub-
contractor competencies from any device, anywhere
at any time. Immediate access to real time training and
financial records, combined with innovative training
delivery and assessment methods will result in the best
and most cost effective outcome. The combination of
these benefits is expected to drive an approximate 25%

With an established footprint of 43 facilities across

training providers in Western Australia with over 330

Training Management Organisation
As a complete Training Management Organisation
(TMO), our ability to deliver a vast number of scopes
and training outcomes is dependent on robust systems.
The DTEC Consortium’s ISO 9001 compliant Vendor
Management System (VMS) ensures training quality
is maintained across the founding members and our
specialist providers. Governance and Compliance
standards are regularly assessed by an independent
auditor to ensure the highest training and operational
standards are maintained.
By managing internal processes under certified
systems, the VMS empowers the DTEC Consortium
to manage vendors, ensure governance compliance,
apply consistent risk mitigation across the group, and
deliver service excellence to its clients. Our training
providers are given access to the DTEC Training
Management Portal in order to update assessment
information thereby streamlining reporting and
certification processes that remain under full control of
the Consortium.
This attention to detail ensures you are able to
outsource the training management function through
a single source provider, confident in the knowledge
that the Consortium partners are bound by both
contractual and ethical agreements, and training will be
delivered consistently throughout the life cycle of our
obligations.

the unit may be required, allowing only the required
segment to be delivered; minimising the amount of

continuity of instructional staff, ensure a consistently
high standard of training where Recognition of Prior
Learning and current competencies are included.
Training packages are designed to meet the
requirements of the job role; whether it is a nationally
recognised unit of competency or customised training

the requirements of their task. Units can be delivered
individually or clustered together in combinations
suited to the specific job role. Blended Learning
includes pre-reading, trainee paced eLearning, and
face-to-face delivery resulting in flexible training
methods that cater to individual learning styles, and
further reduce disruption by overcoming the challenge
of limited or no access to computers, FIFO rosters, and
remotely located teams.
Training Matrices and Progression Plans can be
overlayed allowing you to show a clear route across

Training that changes behaviour; assessment that measures understanding
Innovative and effective methods are utilised to ensure
real behavioural change is achieved:
1. Skills recognition
The Consortium understands that individuals
enter into training with varying levels of skills
and knowledge. As such, assessment through
Recognition of Prior Learning and Verification of
Competency is offered. This is an assessment-
only process; there is no formal training involved,
although further training requirements may be
identified as a result of the assessment process
and a training plan established in consultation with
the client.
2. Skills assessments
Trainers submit a detailed report on an individual’s
capabilities that will include:
• Technical performance
• Behavioural and attitudinal observations
• Task process knowledge and process ability
• Individual gap analysis and the participants’ ability
to safely carry out the task in their own work
environment.
3. 360 degree assessment approach
• Trainer administered checklists
• Self-reflection activities completed by the trainee
• Group work with case studies to encourage idea
sharing
• Action plans require participants to describe how
the knowledge will be used in their work place
• Peer assessments completed within groups of
trainees (where appropriate)
Course handbooks provide full details of the course,
how it is run and the outcomes that will be delivered.
Student handbooks clearly outline what is expected
of the trainee, providing the assessment criteria, the
process for appeals and contact details.
The design of Consortium training is such that
participants are given the opportunity to learn and
practice skills before being assessed. On completion
of a course if a participant is deemed not yet ready for
assessment, further training and support is provided.

online Training Management system providing access
to all training currently undertaken by the Consortium,
and a dedicated communication link between your
organisation and the Consortium. The DTEC Training
Management Portal provides Training Managers
and others within the organisation responsible for
managing training, access to real time and relevant
information on current workforce competencies and
skills gaps. Where a skills gap is identified, this can
be communicated directly with the Consortium Client
Services Team who can initiate an immediate solution.

The Consortium is deeply engaged with mentoring
and cultural awareness programs made available to
employees, their families and the organisations able to
support their employment.
We support and promote Aboriginal employment
companies and community-based organisations in
order to create a better understanding in the workplace
of the needs and interests of indigenous people.
Assistance in the development and implementation of
programs, policies and practices results in sustainable

Yurra, as a founding member of the DTEC Consortium
generates long term employment opportunities and
working closely with Ochre Workforce Solutions
delivers education and training for Indigenous people
with access to over 3000 registered candidates. The
result is an end-to-end recruitment service of contract
labour personnel and permanent staff in this specialist
field with the genuine desire to improve quality of life
for Indigenous people.
In addition, highly respected, non-aligned facilitators
within the Consortium manage the effective
engagement of various Indigenous groups and

‘license to operate’ on Aboriginal lands.

RAC DTEC Driver Training and Education Pty Ltd (DTEC) was
founded in 1989 in response to the need to provide
effective post licence driver training to mining and
resources, government, commercial and industrial
business sectors throughout Western Australia. The
RAC’s long history towards road safety initiatives led
to the purchase of the DTEC facility in 2009. From
its initial inception, RAC DTEC has grown to become
the largest dedicated driver training provider in
Western Australia and is recognised internationally
for the provision of driver training and related
consultancy services.
RAC DTEC is an ASQA accredited
Registered Training Organisation operating
under Worksafe Platinum and ISO
Certifications in 9001, 14001 and 18001. Our
provision of the highest quality training
is a direct result of the qualifications and
training of our employees. Each trainer
holds qualifications in driver training
backed by industry experience ensuring our services
are delivered to the highest possible standard at all
times.
We recognise that every organisation has different
circumstances, procedures and practices; through our
consultancy services we deliver customised training
courses to suit specific requirements.
Whether nationally recognised units of competency
or company specific training is required our highly
experienced training support team (comprising of
courseware writers, compliance and administrative

YURRAYurra’s core business capability is centred on

Great Southern Institute of Technology
Great Southern Institute of Technology (GSIT)
is a government funded registered training
organisation, with campuses spread throughout
the Great Southern region of Western Australia. Its
commercial arm, the Skills Development Centre,
specialises in the provision of health and safety,
earthmoving and high risk Worksafe licenced
(HRWL) training to the mining and construction
sectors, with contracted training arrangements
throughout WA.
GSIT is one of seven regional State Training Providers
(formerly TAFE Colleges) who work together to
service the training needs of regional WA. The
Institutes are committed to the development of
WA’s regional workforce, through
their extensive range of training and
assessment services, skilled staff and
quality facilities located in every region
of the State. By working as a combined
force, the Institutes are able to expand
their capability and service capacity,
in response to the needs of individuals, and WA’s
corporate and public sectors.

interactive training and assessment, such

learning (RPL) and traineeships, in addition
to on-line delivery options. Where client
needs and delivery sites are multiple and diverse,
GSIT designs a model that is the best fit for the
circumstances. This often involves the use of a
combination of the above models, depending on the
needs of each site and the availability of equipment

St John Ambulance Western AustraliaSt John Ambulance Western Australia has a strong
history in providing high quality ambulance and first
aid services for the welfare of the community.
St John is leading the way in first aid training
solutions, techniques, materials and equipment,
and aims to provide a complete health solution
for an organisation.
As a nationally accredited training organisation,
St John offers courses which comply with
WA Worksafe requirements and have
been authorised by national medical and
technical advisory committees, ensuring
they are providing the most up-to-date
and relevant first aid training.
Course content is regularly revised to
meet both international and Australian standards
making St John the preferred training provider of
choice for many large mining and construction
companies. Courses can be customised for a
particular job, industry or location and are have a
particular focus on practical hands-on training. St
John’s expert trainers can conduct courses at one of
their fully-equipped training centres or on-site during
the day, evenings or on weekends.
St John courses cover everything from basic
resuscitation and first aid awareness, to advanced
industrial application. There are a range of courses
which are ideal for industrial environments such as
the Provide Advanced First Aid, First Aid in Remote
Situations and Occupational First Aid. St John also
offer a Certificate IV in Health Care (Ambulance)
qualification, which is designed to meet the needs
of staff or volunteers who provide emergency
response or transport services in the mining,
industrial or corporate sectors. Cert IV is a
flexible, interactive and hands-on course,
which is delivered by highly trained St John
Ambulance paramedics.
Alternatively, if your organisation is looking
for an industrial paramedic service, St John’s
Industrial Health Services division can
provide highly qualified, experienced staff to look
after the health of onsite and offshore workforces. St
John has a large supply of industrial paramedics and
medics available for short and long term projects, or
relief work.
The St John team can work with each client to design
