I:IaQI'at Khalifatul Masih. V Jtii..ii1,>.1 has given approval of a change-. in the Rule No. 29 of the Constitution of Majlis Ansarullah. The current words of the Rule No. 29 are as follows:.

''The quorum for an election meeting shall be one half of the total members of the Majlis concerned. If the quorum is short at the time of first election meeting and it has to be postponed, the quorum for the next meeting shall be one third of the total members of the Majlis concerned.'' -:.

This is to inform you that Hazrat Khalifatul Masih V has modified tin: rules relating to the 'eligibility to vote' 1111d the 'eligibility to hold office' ns in Section 22 c (ii) und in Section 22 c (iii) of the Constitution of Ma,jlis Ansarullnh. Tb1! modified version of these two sections nrc mentioned below:

22 ~~ (ii) A Nnsir who is in arrears of Chanda Majlis Ansnrulluh for more than six months, nnd of chanda Salana ljtema lilr mm·e thun one year shall not be eligible to hold nny office and ~hall not be allowed to particillate or vote in the elections of Majlis Ansarullab.

22 c (iii) A Nasir who is in arrears of Obligatory Chandas (viz Chanda'Am, Chanda Hissa 'Amad for more th1m six months and Chanda .Jaba Salami for more than one year) shall not be eligible to bold any office and shall not be allowed to particip11tc or vote in the elections of Mnjlis Ansarullah.

Please r1~place corresponding sections of the Constitution by above. These changes to tnkc effect as soon as you rccdvc them.

Hadrat Khalifatul Masih V Jt,;;,.:" •.e'has given approval to include the followingnew roles in the constitutions of three Auxiliary Organizations of the Jama'at.Please convey these rules to the respective Presidents of the three AuxiliaryOrganizations of your country so that they incorporate these rules in theirrespective constitutions of Majlis Ansarullah, Majlis Khuddarnul Ahmadiyyaand Lajna Imaillah.

1. A Khadim/Nasir who is in arrears of Chan~a Majlis KhoddarnulAhmadiyyal Majlis Ansarullah for more than six months, and of chandaSalana Ijtima' for more than one year shall not be eligible to hold anyoffice of Majlis Kbuddamul Ahmadiyya / Majlis Ansarullah.

2. A KhadimINasir who is in arrears of Obligatory Chandas (viz. Chanda'Am, Chanda Hissa Amad for more than sa months and of Chanda JalsaSalana for more than one year) sball not be eligible to hold any office ofMajlis Khuddamul Ahmadiyya I Majlis Ansarullah.

I solemnly promise that I shall endeavour till the end of my life for the consolidation and propagation of Islam and AJ:unadiyyat and for upholding the institution of KhiHifat. I shall also be prepared to offer the greatest sacrifice for this cause. Moreover, I shall urge aU my children to remain true to Khilafat A1;unadiyya. Insha Allah.

In the course of his Friday Sermon delivered on November 3, 1989 in the Fa41 Mosque, London, J:IaQrat Khalifatul Masil:t IV ~ d.I <..0.) had announced that in future he will himself supervise all the Auxiliary Organizations viz. Majlis An~arullah, Majlis Khuddamul Al)madiyya and Lajna Ima.i.llah, all over the world. All these organizations will be responsible to J:IacJrat KhalIfatui MasIQ and will invariably obtain instructions directly from him. The sphere of Central Auxiliary Organizations at Rabwah shall henceforth be restricted to Pakistan only. At the National level the Heads of these Organizations shall in future be designated as ~adr (President).

In the light of the above Instructions of l:IacJrat Khalifatul Mas\l.l IV ~d.I"""J, whatever cbanges were necessary in the Dasrur Asasi (Constitution) of Majlis An~arumih were carried out and a copy of its amended version was sent to all countries in 1989. The National Majlis 'Amila of each country was asked to adopt this Dasrur Asasi (Constitution) immediately by passing a resolution and later on it should be adopted by the National Sba.ra of An~arullah as and when it is held. In November 2004 l:IaQrat Khalifatul MasiQ V rill ..... approved some further changes in the constitution of Majlis An~arulHili which have been incorporated in the present constitution.

If an amendment is considered necessary in this Dastiir Asiisi (Constitution), matter may be submitted to l:IaQr"at Khalifatul Masi1). V ~ill"'" along with necessary explanation and full justification for the proposed amendment.

So far as the Chandas of Majlis An~aru1Hili are concerned, the existing rates of Chandas will continue until Majlis Shnra of An$a:.rullah proposes some changes and gets approval of I:IaQrilt Khalifatul MasIQ V ~..n ..,.. . May Allah bless these changes in the Constitution of the Majlis An$aruUah and may these changes prove to be beneficiaL

Name of the Majlis:

1. The name of tltis organization shall be Majlls An~arulliih Silsila 'Aliya Abmadiyya.

Organization of the Majlis:

2. Majlis An~arul1iih Silsila 'A.liya A1;unadiyya shall be a permanent organization. It shall function under the supervision of I:Ia4rar KhaJi"fatul MasiQ and the Markaz (Centre) of Silsila 'Miya A1;unadiyya shaH always be the Markaz (Centre) of this organization.

Aims and Objects:

3. Majlls An~arulliih Silsila 'Aliya Al).madiyya shall have the following aims and objects:

a. To organize all the male Ahmadis above the age of forty years in the Silsila 'A.Iiya Ahmadiyya

b. To inculcate the following amongst its members: I. The love of Allah. ii The spirit to promote and propagate the teachings of Islam. iii. The urge to preach Islam and serve mankind. IV. The spiritual and moral training of children. v. Self-sacrifice. vi. The spirit of protecting the institution of Khilafat. vii The spirit of placing collective interests above individual

interests. c. It shall purely be a religious organization having no political interest

whatsoever.

Name of the Dastilr and Its Enforcement:

4. These rules shall be called Dastiir Asasi Majlls An~arullah Silsila 'Aliya Al)madiyya.

5. This Dasrur has come into effect from 3rd November 1989 after the approval ofI:Ia4rat KhalIfatul MasiQ. IV ~ill<-..>.

Headquarters of the MajUs:

6. The headquarters of the Silsila 'Aliya Al;unadiyya in U. S. A. * shall always be the headquarters of the Majlis in U. S. A. *

7. There shall be an Office to carry out the day to day affairs of the Majlis. The staff of this office shall be appointed with the approval of ~adr Majlis.

EXPLANATIONS Members:

8. a. Every male AJ;unadI above the age of 40 years shall be a member of this Majlis.

Note: Every 'Khadim' who attains the age of 40 during the year shall join Majlis An~arullah on 1st $ululJ I January of the next year.

b. The members of Majlis An~lah shall be divided into two age groups: Saf Awwal shall consist of members above 55 years. Saf Dom shall consist of members between 40 and 55 years.

c. A person in Silsila 'Aliya Al;tmadiyya who does not owe allegiance to I:IaQI"at Khalifatul Masil) shall not be eligible for membership.

Maj:1lis:

9. The organisation of Majlis An~arullah Silsila 'Aliya AlJ.madiyya U. S. A. * shall consist of following different Majalis:

a. Majalis 'Amma (General Bodies): National, Regiona1**, District-wise, Local and Sector-wise.

b. Majalis 'Amila (Executive Committees): National, Regional, District­wise, Local and Sector-wise

c. Majlis ShUr§. *Put here the name of the country.

** Region shall mean an area defined as such by MajJis 'AmUa Mulk.

Majllis 'Amma (General Bodies):

10. Majlis 'Amma Mulk (The national body): This shall include all the members of Majlis An~l1ah in U. S. A. •

II. Majlis 'Amrna 'llaqa (The regional body): This shall include all the members of Majlis An$3ruIHili in any particular region.

12. Majlis 'Amma l;>ila' (The district body): This shall include all the members of Majlis An~aruUah in a district.

13. Majlis 'Amma Muqaffi (The local body): This shall include all the members of Majlis ~mili at a place.

14. Majlis 'Amma I:lalqa (Sector): This shall include all the members of Majlis An~llah in a 1:lalqa (Sector).

Majillis 'Amila (Executive Committees):

15. Mulk (Counuy): It shall consist of the following office-bearer: I . $adr ll . Nii.'ib Sadr AwwaI iii. Nii.'ib $adr $af Dom iv. Nii.'ib $adran (Vice Presidents) v. Qa.'id 'Umfuni vi. Qa'id Ta'lim vii. Qa'id Tarbiyat viii. Qii'id Tarbiyat Nau Muba'j'in ix. Qa.'id TtMr x. Qa'id Tabligh xi. Qa'id Dhahanat wa Sil:tat Jism!ini xii. Qa'id Mal xiii. Qa'id Waqf Jadid xiv. 16. If required one or more Nii'ib Qa'ids (Deputy Qa'ids) may be appointed in each Qiyadat, who may be allowed to attend the meetings of the executive committee with the permission of the $adr, but shall not be entitled to vote.

v. Such other persons who are invited for consultation by the Sadr Majlis.

Appointment of OfficeMBearers:

21. The office-bearers of MajIis An$arullah Silsila 'Aliya Al.unadiyya shall be appointed in one of the following two ways:

a. By election

b. By nomination.

22. The following points shall be kept in view when the appointment of an office-bearer is being considered:

a. He should be regular in congregational prayers.

b. He should be truthful, honest and have regard for the institutions of the Silsila 'A.liya A.l].madiyya and the Majlis.

He should be a regular chanda paying member of the Jama'at and the Majlis An$arullah. Any me~who is in arrears as regard chandas of Majlis An$aruu- ;; I not be allowed to participate or vote in the

elections of Majlis Ansarullah.. Also such a member shall not be eligible for election or nomination as an office-bearer.

(iii) A member who is in arrears of Obligatory Chandas (viz. Chanda 'Am, Chanda Jalsa Salana, Chanda Hissa • Amad) for six months or more shall not be eligible to become an office-bearer.

(iv) A member who bypasses the local Jama'at system and insists to send his Chandas directly to the Markaz shall not be eligible to become an office-bearer.

(v) A member against whom lama'at took disciplinary action and a period of three years has not yet been completed after his pardon shall not be eligible to become an office-bearer.

(vi) A member whose Wasiyyat has been cancelled by ~adr Anjuman Ahmadiyya by way of disciplinary action or due to non-payment of Chanda Wasiyyat shall not be eligible to become an office-bearer.

(vii) A person who ever brought lama'at funds or Auxiliary Organization funds into personal use, shall be liable to reimburse the used amount and shall not be eligible to be elected or nominated to any office for a period of three years after the reimbursement of lhe used amount and pardon by l:IaQr"at KhalIfatul Masil,l.

d. If a person is subjected to any disciplinary action a second time he shall never again be eligible to hold any office.

e. He should observe the Islamic Sha'ii 'ir viz. he should have beard. In case of an exception it shall be necessary to obtain permission from ~adr Majlis.

23. The names of all the elected or nominated office-bearers shall be submitted to the Sad! Majlis for approval. The ~adr Majlis shall nominate members of National Majlis 'Amila and seek approval from J:Ia4rat KhalIfatul MasIQ.

24. A person whose election or nomination for a particular office is rejected shall not be eligible for re-election or fe-nomination for a period extending up to the end of that tenn.

25. No person shall be elected to the same office for more than three consecutive terms. However, l:Ia4rat Khalifatul Masil;1 may waive off this condition in case of ~adr Majlis or Na'ib ~adr ~af Oom. The ~adr Majlis may waive off this condition in case of other office-bearers.

26. The incumbent office-bearers shall continue to function till the approval of the new election or the new nomination is received.

27. All the elections shall be open (e.g., by show of hands).

28. Any type of propaganda or canvassing implicit or explicit is not allowed in the elections.

29. The quorum for an election meeting shall be one half of the total members of the Majlis concerned. If the quorum is short at the time of first election meeting and it has to be postponed, the quorum for the next meeting shall be one third of the tOlal members of the Majlis concerned.

30. A person who is appointed to a higher office by election or nomination shall not be eligible to retain a lower office as well, unless the ~adr Majlis exempts someone from this rule.

31. All the elections shall be completed by the end of Farah I December unless:

a. The headquarters direct otherwise.

b. Pennission is obtained from ~adr Majlis to delay the election for a specific period.

32. It is necessary that a complete report of the proceedings of every election meeting is submitted to the Sadr Majlis (for obtaining his approval concerning the appointment of office-bearers) and this report should include all the names proposed along with the names of the proposer, the seconder and the votes obtained by each nominee.

33. The age of all office-bearers of ~af Dom (except the Na'ib ~adr ~af Dam) shall be between 40 to 50 years.

THE PROCEDURE AND TIlE CONDITIONS FOR APPOINTMENT OF OFFICE·BEARERS

National Office-Bearers:

iiadr: 34. The appointment of Sadr shall be made through ejection unless l:IaQral

Khalifatul Masi1:t chooses to make a nomination.

35. Sadr Majlls shall be elected by the National Majlis ' Amrna through Majlis ShUrli.

36. The MajiHis Muqami shall be invited to propose names for lhe office of $adr. Majlls 'Amila Mulk (The National Executive Committee), if it considers necessary, may delete a Dame from the list of nominees with the permission of I:Ia4rat Khalifatul Masil).. The names of the remaining nominees shall be intimated to the Majalis by the National Majlls 'Amila at least one month prior to the election. The Majilis shall hold general meetings at their own places to decide by a majority vote, to support one person in the aforesaid List as a nominee for the presidency and direct their representatives in Majlis Shiiri. to vote for him at the time of election.

37. The names of all the nominees (presented to Majlis Shfui. for election) along with the number of votes obtained by each shall be submitted to l:iaQrat Kharnarul Masib for final decision and appointment of ~adr MajIis.

38. No member is eligible to be elected as !>adr for more than three consecutive terms except that l:IaeJrat Khalifatul Masi1:l exempts someone from this rule.

39. $adr Majlis shall be elected for a period of two years.

40. !>adr Majlis should preferably be a resident of the place where headquarters of the ~adiyya Communiry in the country are located.

Ni'ib ~adr ~af Dom:

41. Na'ib !)adr Saf Dom shall be appointed by election.

42. The procedure, terms and conditions for the election of Na'ib Sadr !)af Dorn shall be the same as for Sadr MajIis.

43. It is necessary that NA.'ib Sadr $af Dom should not be above 47 year.s of age at the time of election.

Members of Majlis 'Amila Mulk:

44. All office-bearers of Majlis 'Amila Mulk other than ~adr and Na'ib ~adr Saf Dam shall be nominated by the ~adr Majlis, who shall present these nominations to 1:faqrat Khalifatul MasiQ for final approval These appointments shall be for a period of one year.

Office-Bearers of 'llllqa I Dita' (Region I District)

Nilpm 'llliqa! Vila':

45. N~m of a Region I District shall be nominated by the ~adr Majlis.

46. N~m of a Region! District shall be appointed for a period of one year.

Members of Majlis 'Amila of a RegionIDistrict:

47. The members of Majlis 'Amila of a Region I District shall be appointed by nomination.

48. The members of Majlis 'Amila of a Region I District shall be nominated by the Napm of the Region /District. He shall obtain approval of their nomination from ~adr Majlis.

49. The members of Majlis 'Amila of a RegionIDistrict shall be nominated for a period of one year.

Office-Bearers or Mug!lm (Place)

Za'Im A 'Ii I Za'im:

50. Za'im A 'Hi I Za'im shall be appointed through election. The Za'im A 'Hi of the place where national headquarters of the country are situated shall be nominated by ~adr Majlis.

51. The election of Za'im A'lll fZa'im shall be held under the supervision of the headquarters in which all the members of the place will participate. The name of the elected person shall be sent for final approval to ~adr Majlis.

52. Za'im A'ill I Za'Im shall be elected for a period of two years.

Members of Majlis 'Amlla Muqilm (place):

53. The appointment of members of Majlis 'Amila (Executive Committee) of a place shall be by nomination.

54. The members of Majlis 'AntHa Muqam shall be nominated by Za'im A ' Hi I Za'irn and he shall submit the nominations to Sadr Majlis for approval.

55. The members of Majlis 'Am.ila Muqam shall be nominated for a period of two years, members of MajJis 'Amila of the place where national headquarters are situated shall be nominated for a period of one year only.

Office-Bearers or BaRga (Sector)

Za'Im J;lalqa:

56. Za'im J:Ialqa shall be appointed through election.

57. The election of Za'im l:Ialqa shall be held under the supervision of Za'im A'lii in which all the members of the l:Ialqa shall participate as per rules. The name of the elected person shaJl be sent for final approval to $adr Majlis through Za'im A'ia.

58. Za'Im l:Ialqa shall be elected for a period of two years.

Members of Majlis 'Amna ~alqa:

59. The appointment of Majlis 'Amila J::ialqa shall be by nomination.

60. The members of Majlis 'Amila l;Ialqa shall be nominated by Za'im 1;Ialqa. He shall submit the nominations to $adr Majlis for approval through Za'im A'Hi.

61. The members of Majlis 'Amila l;IaJqa shall be appointed for a period of two years.

MAjLIS SHtiRA

62. Majalis of places shall elect one representative to Majlis ShiJra An~Uah for each twenty members or part thereof. The Za'im A'lal Za'im Muqam. (place) shall not be included in this number and shall be ex-officio member of Majlis ShiW. If, however. Za'im A'la I Za'irn of a place is not attending the Majlis ShUri with the permission of $adr Majlis, the alternative representative shall be appointed by election.

63. The election of representatives of Majlis Shl1r! shaH remain vaJid for a period extending upto the Majlis Shiiri of the next year.

II

DUTIES AND POWERS OF MAJALIS

64. It shall be the duty of all Majalis 'Aroma (General Bodies) of An~arullah to carry out the directives and programmes chalked out by !;jadr MajIis, Majlis • Amila Mulk and other office-bearers and to cooperate with them in all respects.

Majlis 'Amma Mulk (The National Body):

65. Majlis 'Amma An~llah Mulk shall hold an Annual Ijtima' in which maximum number of members of Majalis shall participate as per rules.

66. Majlis 'Amila Mulk (National Executive Committee) shall present a report of its activities in the meeting of the Majlis 'Amma.

67. Majlls • Amma Mulk shall have the power to amend, change or abrogate the rules and regulations contained in the Dastfu Asisi through Majlls Shfui An~ah. Such changes shall be effective after approval by l:fa4rnt KhaITfatul Mas~.

68. Majlls 'Amma Mulk shall elect the ~adr Majlls in accordance with rule No. 35 and 36.

Majlis ShO •• An~ruU'h:

69. Majlis Shfui An~llah shall represent Majlis 'Amma Mulk.

70. The meeting of Majlls Shiirii shall be held once a year on the occasion of Annual Ijtima'. However, under the directions of ~adr MajLis an emergency session may he called as and when required.

71. Majlis Shilra shall discuss the proposed agenda and present its recommendations to the ~adr Majlis.

72. The ~adr Majlis shall present the recommendations of Majlis ShiiIi to 1:Ja4rat Khalifatul Masil:l for fmal approval.

73. A decision taken by Majlis Shilra shall not be altered or cancelled without again being referred to Majlis ShiiIi.

74. Majlis ShiiIi shall elect ~adr Majlis according to rule No. 35, 36 and 38

75. Majlis Shfiri is authorised to temporarily delegate its powers in part or in full. to a sub-committee or a group of persons. Recommendations of such committees shall be presented for fInal approval to J:la4rnt Khalifatul Masi1;l. either directly or through MajLis Shw-a.

Majlis 'Amma 'Dlqa I Dila'(GeDeral Body ofa Region I District):

76. It shall be appropriate that a general body meeting of a RegionJ District is held at least once a year in which the N~ of the RegionJ District along with Za'ims A'lii. Za'Ims. representatives of Majlis Shiirii of the subordinate Majalis and office-bearers of the subordinate MajaIis shall necessarily participate.

77. N~ of a Regionl District shall present a report of his activities in the meeting of Majlis 'Amma of Region I District.

Majlls 'Aroma Muqam (General Body of a Place):

78. A meeting of Majlis 'Amma of a place shall be held at least once a month in which the members of the place shall participate.

79. Za'im A'Iii I Za'im shall present the report of his activities in the meeting of Majlis 'Amma of a place.

Majlis 'Aruma J;IaIqa (General Body of a Sedor):

80. A meeting of Majlis 'Amma of a I:Jalqa shall be held at least once a month in which the members of J:lalqa (Sector) shall participate.

81. Za'im I:Ialqa shall present the report of his activities in the meeting of Majlis 'Aroma J:lalqa

Majlis 'AmiJa Mulk (National Executive Committee):

82. A meeting of Majlis 'Amila Mulk shall be held at least once a month. The quorum of such a meeting shall be one third.

83. Majlis 'Amila Mulk shall chalk out a programme for the Majalis in the light of Dastilr Asasi and shall see that an the Majiilis carry it out.

84. Majlis 'A.mila Mulk shall present a report of its activities in the meeting of Majlis 'Amma Mulk (The National Body).

85. Majlis 'Amila Mulk shall prepare the Annual Income and Expenditure Budget of the MajIis and present it before Majlis Shiirii Mulk for approval.

86. Majlis 'Amila Mulk shall ask the subordinate Majalis to send proposals for Majlis ShUrii Mulk and after due consideration formulate the agenda for the Majlis Shiirii.

87. Majlis 'Amila Mulk shall have the power to reject any decision taken by subordinate Majalis.

88. Majlls 'Amila MuIk shall have the power to suspend or dismiss any office-bearer of subordinate Majaiis.

89. Majlis 'Amila Mulk shall work out the details of reformative measures.

90. Majlis' Amila Mulk shall have the power to restrain a subordinate Majlis from exercising certain powers for a specific period.

91. Under special circumstances with the approval of Sadr Majlis, Majlis 'Amila Mulk may recommend to I:Ja4rat Kharliatul Masil). to alter or abrogate the decisions of Majlis Shiira Mulk without again referring them to Majlis Shiltii.

92. Majlis 'Amila Mulk shall have the power to formulate bylaws in the light of Dastiir Asasi which shall come into force after approval by the Sadr Majlis.

93. In the absence of the Sadr or Na'ib Sadr Awwal, if an officiating executi ve has not already been nominated, the Majlls 'Amila Mulk shall temporarily elect one of its members to officiate as Ntt'ib Sadr Awwal.

l\Iajlis 'Amila 'llaqal J)ila' (Executive Committee of a Region / District ):

94. The meeting of Majlis 'Amila of a Region! District shall be held at least once in every three months. Its quorum shall be one third.

95. Majlis 'Amila of a Region! District shall have the same powers and duties in its limited sphere which Majlis 'Amila Mulk has in its wider sphere. (But Rule No. 90 is exclusively meant for Majlis 'Amila Mulk.)

96. Majlis 'Amila of a Region! District shall chalk out a programme for its subordinate MajaIis in the light of the programme given by the headquarters.

97. Majlis 'Aroila of a Region / District shall be empowered to recommend to the Sadr Majlis to suspend or dismiss an office-bearer of a subordinate Majlis.

98. Majlis 'Amila of a Region! District shall be responsible to carry out any refonnative measures prescribed by Majlis 'Amila Mulk /'Wiqa.

Majlis 'Amila Muqilm (Executive Committee of a Place):

99. The meeting of Majlis 'Amila of a place shall be held at least twice a month. Its quorum shaH be one third.

103. Majlis 'Amila of a place shal1 be responsible to carry out refonnative measures prescribed by Majlis 'Amila Mulk I 'Ilaqa I pila'.

Majlis • Amila l;Ialqa (Executive Committee of a Sector):

104. The meeting of Majlis 'Amila I:Ialqa shall be held at least twice a month. Its quorum shall be one third.

105. Majlis 'Amila J:Ialqa shal1 have the same powers and duties in its limited sphere which Majlis 'Amila Mulk has in its wider sphere. (But Rule No. 90 is exclusively meant for Majlis 'Amila Mulk..)

106. Majlis 'Am.ila I:Ialqa shall chalk out a programme for its Majlis in the light of the programme given by the headquarters.

107. Majlis' Amila I:Ialqa shall be empowered to recommend to the Sadr Majlis to suspend or dismiss any of its office-bearers. This recommendation shall be forwarded through the Za'lm A'ia.

lOS. Majlis '.AmiJa I:IaJqa shall be responsible to carry out reformative measures prescribed by Majlis 'AmilaMulk I 'naqa I J)iJa'/ Muqam.

109. Within their jurisdiction all the MajaIis 'Amila of An~a.rullah shall be empowered to sanction expenditures.

DUTIES AND POWERS OF OFFICE-BEARERS

.$adr:

110. The Sadr shall supervise the affairs of Majlis An~arullah .

111. The Sad! shall be responsible to carry out successfully the programme of Majljs An~arullab.

112. The ~adr shall preside over the meetings of Majlis 'Am.ila An~llah Mulk. The Na'ib Sad! Awwal shall perform this duty in his absence.

113. The Sadr is authorised to temporarily appoint someone to officiale in his place but he will have to intimatel:la4,rat Khalifatul Masi1) and the national AmIr immedialely.

114. The Sadr shall approve the appointment of all office-bearers, whether through election or nomination, of subordinate Majalis. In case an election or nomination is rejected the concerned MnjIis or the concerned office-bearer shall hold fresh elections or suggest fresh nominations and seek the approval of Sadr Majlis.

115. Sadr MajLis has the power to reject the appointment of an office-bearer without giving any reason. Any member so rejected shall not be re­elected or re-nominated for a period of two years.

116. In special circumstances after getting pemtission from l:laQrat KhalTfahli MasiQ, Sad! Majlis may suspend the rights of election or Domination of a Majlls or an office-bearer for a specific period and nominate the office-bearers himself. Similarly in special circumstances he may recommend to 1:;laqrnt KhalTfatul MasiQ. the dissolution of a Majlis.

117. The explanation and interpretation of the rules and regulations of Majlis An$arullah and the Dastflr Awi shall rest with the Sadr MajLis and his decision in this respect shall be final and binding.

118. The accounts of the Majlls shall be operated by Sadr or Na'ib Sadr Awwal jointly with Qa'id Mal.

119. Sadr Majlis may prescribe reformative measures concerning a member or an office-bearer of a Majlis. It shall be obligatory for the member or members of the concerned MajJis to carry out these measures.

120. Sadr Majlis has the power to reject the majority decision of a MajLis on any matter. In case of Majlis 'A.mila Mulk he shall report the matter to l;Iaqrnt KhaJIfarul Masi1). for final approval.

121. 10 case a subordinate Majlis asks Sadr Majlis for permission to make specific collections from members on a special occasion, the $adr Majlis will request the National AIllIr for his opinion and then refer the matter to Hadrat KhaIifatul Masih for fmal approval.

122. Sadr Majlis has the power to exempt members from full or part payment of subscriptions in case of their inability to pay, provided it is recommended by the concerned office-bearer.

123. No formal appeal can be lodged against the decisions of ~adr Majlis but the matter may be reported to l:fa4rat KhalIfatul Masil)..

124. Sadr MajIis shall send the report of his activities to J::Ia4rat Khallfatul Masil). every month.

125. Sadr Majlis has the power to appoint some-one to officiate for any subordinate office-bearer.

Na'ib ~adr Awwal (First Vice President):

126. The powers and duties of Nii'ib ~adr Awwal shall be those delegated to him by Sadr Majlis.

127. When Sadr is on leave Na'ib Sadr Awwal shall act as Sadr and exercise all the powers of Sadr in his absence. Even during the presence of Sadr under his direct supervision and guidance his powers can be exercised by Nii'ib Sadr Awwal.

128. Nii'ib Sadr Awwal will not be empowered to cancel or alter the orders of the Sadr Majlis while officiating as Sadr.

Ni'ib ~adr SafDom:

129. Na'ib Sadr Saf Dom shall organize the members of Sat Dam under the general supervision of Sadr Majlis. He shall try that all the members of Sat Dom participate in all the programmes chalked out by MajJis An~Uiih.

130. Nii'ib Sadr Saf Dam shall see that members of Saf Dom own bicycles and promote cycling amongst them.

131. Nii'ib Sadr Saf Dam shall see thai maximum number of members of $af Dam panicipate in the programme of cycling with the purpose of meeting the people and doing social service.

132. Na'ib Sadr Saf Dam shall present the report of his activities to Sadr Majlis every month.

Ni'ib Sadrln:

l33. The duties and powers of a Nii'ib Sadr shall be to the extent they are delegated to him by $adr Majlis.

. . Ql1'id 'UmUmi:

134. Qa'id 'Umunll shall be the inchacgc of the office ut the headquarters.

135. It shall be the duty of Qii'id 'Umiimi to see that the instructions of $adr Majlis are being carried out and remind aU concerned when necessary.

136. Qa'id 'UmUrni shall maintain the record of proceedings of Majlis '.!..mila Mulle and shall also infonn the members of the concerned Majalis about it.

137. Qa'id 'Umiimi shall sign all vouchers concerning expendirure of headquarters Office.

138. It shall be the duty of Qa' id 'UmUmi to publicize the aims and objects of the MajUs and to organize the Maj1ilis at as many places as possible.

QJ.'id Ta'lIm:

139. It shall be the duty of Qii'id Ta' lTm to propagate and inculcate the Islamic teachings amongst the members of MajIis An~lIDI.

140. Qa'id Ta'ITm shall arrange the education of illiterate persons.

Ql'id Tarbiyat:

141. It shall be the duty of Qii'id Tarbiyat to take necessary steps for the development of true Islamic character amongst members of Majlis An~a.rullah.

QI'ld Mil:

142. Qli'id Mal shall organize the assessment of Annual Budget of all the MajaIis and shall arrange collection of subscriptions according to this budget.

143. Qa'id Mal shall operate the accounts of the Majlls jointly with the $adr or N!'ib $adr Awwal.

144. Qa'id Mal shall correspond with the MajaIis on matters concerning his department.

145. Qa'id Mal shall present the names of members who are defauJ[ers in me payment of subscriptions to the Sadr and take action according to his instructions.

146. Qa'id Mal shall present, the Annual Budget of Majlis An$iirullah Mulk proposed by Majlis 'Amila Mulk, for approval to Majlis Shiici An~arullah.

147. Qa'id Mal shall present the income and expenditure statement before Majlis 'Amila Mulk every month.

Qa'id Ithar:

148. Qa'id Ithar shall chalk out programmes in order to sympathize with Allah 's creatures, to serve them and to work for their welfare and shall ask all the Majalis to act upon these programmes.

QI'id TabJjgb:

149. Qii'id TabUgh shall prepare all members to practically participate in preaching.

150. Qa' id Tabligh shall prepare a scheme for preaching and shall motivate the Majalis to use all their resources to implement it.

Qit'id Dhahanat Wa .$il}at Jismani:

151. Qa'id Dhahanat wa $iQat Jismiini shall chalk out programmes for maintaining intellecrual and physical health of members.

Qa'id Waqf Jadid:

152. Qii'id Waqf JadTd shall motivate members of Majlis An$arullah to participate in the financial sacrifices and other programmes of Waqf JadTd.

QA'id Tal}rik Jadid:

153. Qii'id Tal:rrik Jadld shall motivate members of Majlis An$arullah to participate in the fmandal sacrifices ofTa1;u1k Jadid. He shall also make me Demands ofTaJ:u1k Jadid known to all the members.

Qi'id TajnJd:

154. Qii'id Tajnid shall see that each ahmadi who has attained the age of An$iirullah is included in the Tajnld, (i.e., enrolment).

155. Qii' id Tajnid shall see that complete record of enrolment is maintained and the system of Sa'iqin (i.e., group leaders) is established in the Majalis.

Ql'id Ish!'at:

156. Qa'id Isba'at shall try to increase the circulation of the Monthly An$arullah and motivate members to contribute their articles to the Monthly .

157. Qa'id IsM'at shall publish important books and literature, as and when required, and supply it to the MajaHs.

QI ' id Ta' rlIDul Qur'ln:

158. Qa'id Ta'limul Qur'an shall motivate members to learn reading of the Holy Qur'an with correct pronunciation and to teach it to others.

159. Qa' id Ta ' limul Qur'an shall urge members to participate in Waqf 'Anp.

QI'id Tarbiyat Nau Mubl'j'In:

160. Qa'id Tarbiyat Nau Muba' i''in shall try to maintain a strong liaison with Nau Mubil' i ''in and try to make them an active part of the lama 'at.

161. Qil'id Tarbiyat Nau MuM' j 'in shall see that Nau Mubil' i 'in An~ are enrolled as members and try that they fully become part of the An~llah organization.

Auditor:

162. The Auditor shall see mat auditors are appointed at the district and the local levels and try to get the accounts audited with their help.

163. All the Qil' ids shall present the report of their activities to the ~adr Majlis every month.

164. All the members of Majlis 'Amila Mull< shall liaise and correspond with aU the Majalis An~llah as directed by the $adr Majlis Mulk.

Nqim 'Dllqa/ Vila' (Nlpm of a RegionIDistrict):

165. N~im 'naqa I I;>ila' shall be responsible for all the affairs of the Majalis in his Region I District. It shall be his duty to see that instructions from the Centre are being carried out.

166. N~ of a Region! District shall preside over the meetings of Majlis 'Amila of the Region I District.

167. In case of an emergency N~im of a Regionl District is allowed to authorize expenditures on his own which will have to be presented

before the Majlis 'Amila of the Region! District in the next meeting for approval

168. N~m of a Region! District has the power to reject the majority opinion of his Majlis 'Amila without specifying reasons but will have to inform the ~adr MajIis of his decision within one week, if the MajIis 'Amila so desires.

169. N~im of a Region! District has the power to suspend any office-bearer in his jurisdiction but he will have to immediately report the matter to the ~adr Majlis within a period not exceeding fifteen days.

170. N~m of a RegionJ District has the power to temporarily appoint someone to officiate for him or any other subordinate office-bearer, but he will have to intimate the ~adr MajIis about it immediately.

171. N~im of a RegionJ District has the power to prescribe reformative measures concerning members in his jurisdiction.

172. Nil?im of a RegionJ District shall send the report of his activities to the Sadr Majlis every month.

Za'im A'.a:

173. Za'Im A'Ja shall be responsible for all the affairs of the Majalis in the l:Ialqas (sectors). It shall be his duty to see that instructions from the headquarters are being carried out.

174. Za'Im A'la shall preside over the meetings of his Majlis 'Amila.

183. In case of an emergency Za'im of a PlaceJ Sector is allowed to authorize necessary expenditure on his own which will have to be presented before the Majlis 'Amila in the next meeting for approval.

184. Za'im of a Plaw Sector has the power to reject the majority opinion of his Majlls 'Amila without giving reason, but will have to inform $adr Majlls of his decision within one week. if the Majlls 'Amila so desires. In case of a l:Ialqa (Sector) the intimation shall be sent to Za'im A'ia.

185. Za'im of a Plaw Sector has the power to suspend any office-bearer in his jurisdiction, but he will have to immediately report his decision to the $adr Majlls within a period not exceeding fifteen days. In case of Za'im l:Ialqa, the case shall be reported to the $adr Majlis through Za'im A'ia.

186. Za'im of a Place I Sector has the power to appoint a person to officiate for him or any other subordinate office-bearer in his jurisdiction but he will have to infonn the Sadr Majlis about it immediately. In case of I:Ialqa (Sector) the intimation should be sent to Za'im A'la.

187. Za'im of a Place! Sector has the power to prescribe reformative measures against members in his jurisdiction.

188. Za'im of a Place shall send the report of his activities to the $adr Majlis every month. In case of l:Ialqa the report shall be sent to Za'im A' ia.

Duties and Powers of Other Office-Bearers:

'Dlqa (Region), Vila' (District), Muqlm (place), :t;Ialqa (Sector)

189. The duties and powers of all other office-bearers of a Region, District, Place and Sector shall in their restricted sphere be the same as those of respective Q1i'ids at the headquarters in their own wider spheres.

DUTIES OF MEMBERS

190. To carry out the orders of l:Ia4rat KhalTfatuJ MasiQ and the officers appointed by him.

191. To carry out the orders of !>adr Majlis, N1i'ib !>adr AwwaJ, N1i'ib Sad! !>af Dom and other office-bearers. (In case of a difference between an office-bearer and a member, the member may refer the matter to the !>adr Majlis for clarification through the respective office-bearer, after carrying out the order of the office-bearer),

192. To pay the prescribed subscriptions of Majlis An~llab. In case of fmancial inability, the members can obtain exemption from the headquarters.

193. To regularly carry out all the programmes of Majlis An~llah.

194. To abide by the prescribed reformative measures in the event of negligence or default.

195. It shall be necessary that all the office-bearer and members of Majlis An~ah are fully aware of the rules and regulations contained in Dasrur As1isi and abide by them.

GENERAL RULES

196. An appeal against the prescribed reformative measures may be submitted to the higher office-bearer through the concerned office­bearer within three days. If an appeal is not made against the prescribed reformative measure the concerned member shall have to carry it out within three days.

197. It shaH be necessary for all N~s of Regions, Na-pms of Districts, Za'ims A'ta and Za'ims to attend me National Ijtima' except that an office-bearer seeks prior permission from the Sad! Majlis.

198. The Vale of an office-bearer shall be counted as one only although he may bold more than one office.

199. The year of Majlis ~llah Silsila 'Aliya A1)madiyya will start on 1st of SullJ (January) each year.

200. Majlis Shfua ~arullah shall have the power to fix the rates of subscriptions of Majlis An$arullah. Majlis Shfuii AO$aruUah shall also decide how the collection is to be shared at various levels. The fmal approval shall be given by l:Ia4rat Khalifatul Masil).

201. Every Majlis shall prepare the annual budget of its subscriptions according to the prescribed rates and send it to the Centre by the due date.

202. Every Majlis shall appoint one Sli'iq (i.e., group leader) for every ten members who shall endeavour to activate these members.

203. No emergency subscription of any sort other than obligatory chandas of An$aruUah can he collected from members unless pennission from the ~adr Majlis has been obtained. It shall be necessary that all collections are made on receipt books issued by the headquarters. It is not permitted to receive any subscription unless an official receipt is issued for it.

204. In case an amendment, a deletion or a change is required in the Dastilr Asasi it shall be necessary that a specific proposal is presented before Majlis Shiira for this purpose in which the number of the concerned rule is specifically mentioned and the required amendment. deletion or change is categorically stated.
