PROGRAMME (HSE
PROGRAMME)
ACT 520 The amended Act 520 makes it compulsory for construction
personnel to be registered with CIDB. This is to allow CIDB to
gather sufficient and accurate data on the number of
construction personnel available and needed, the relevance of
skills training programmes to the nation's need, and to keep
tabs on standards of construction workers.
The amendment also requires all construction site
supervisors and skilled construction personnel as
specified in the Third Schedule of Act 520 to be accredited by
CIDB, and to hold a valid CIDB issued certificate according to
their respective trades and skills.
This is because construction personnel who have been
certified of their skills can produce work of high quality, be
competent and highly productive. This in turn will increase the
image of the construction workforce and attract more to be
involved in this line.
Anyone caught working without proper registration and
accreditation papers will be slapped with a fine of not
exceeding RM5,000. Likewise, the same penalty will also be
imposed on employers of workers who are not accredited to
carry out construction work.

WHAT IS CCD POINT?
CCD or Contractor Continuous Development is a program that is designed to ensure
contractors registered with CIDB are continually well-informed and knowledgeable.
CCD point is acquired for contractors in order to renew contractor’s registration.
Contractors must have their scores by grade that follows the CCD requirement as
per below :
Sources : www.cidb.gov.my
WHAT IS CEP POINT?
Under Regulation 8 of the Occupational Safety and Health (Safety and Health
Officer) Regulations 1997, Occupational Safety and Health Officer who is registered
with the Department shall attend any continuous education programme at least once
in a year for the purpose of renewal of registration. The definition of the continuous
education program (Continuous Education Programme - CEP) is mainly limited to
attending courses recognized by the Department with 15 CEP points.
However, (Safety Health Officer - SHO) is also actively involved in other activities
related to occupational safety and health such as promotion, development of
standards or guidelines, and the development of competencies. Therefore, the
Department has broaden the definition of CEP to six (6) activities which will allow
SHO to conform with Regulation 8. The details of these new activities which bring
CEP points can be founding the Grading System Scoring Schedule.
Hence, this guideline mainly address the requirements for obtaining programme
approval as outlined in section 4.3 in the Grading System Scoring Schedule.
