A total of 1, 35, 938 (1,21, 338 of HCOI and 14,600 of PTOs) Indian pilgrims performed

In Makkah, 42,500 HCOI pilgrims were accommodated in Green category buildings (located upto 1500 m from the outermost periphery of the Haram Sharief) and 78,838 HCOI pilgrims were accommodated in Azizia ( located at about 5-7 km from Haram Sharief). While 59,230 HCOI pilgrims arrived in Jeddah,

No. of deaths during Haj 2013 was significantly lower than that during Haj 2012 (259 deaths). This was indicative of better medical care facilities provided to the pilgrims.

Indian Haj Goodwill delegation for Haj 2013/1434HA two-member Indian Haj Goodwill delegation led by Hon’ble Union Minister of Health and Family Welfare, Mr. Ghulam Nabi Azad visited Saudi Arabia from October 11, 2013 to October 17, 2013. H.E. Mr. Hamid Ali Rao, Ambassador of India to Saudi Arabia was part of the delegation. The delegation inspected arrangements for pilgrims in Makkah, Madinah and Mashaer region. The delegation also attended the Annual Haj Lunch hosted in Mina on October 16, 2013 by the Custodian of the Two Holy Mosques, King Abdullah bin Abdul Aziz Al-Saud.

All necessary arrangements to ensure comfortable stay and smooth completion of rituals were made by the Consulate General of India, Jeddah in association with concerned agencies. The arrangements under the constant supervision of higher authorities were executed through several Desks, 13 Branch offices/Branch dispensaries in Makkah, 5 Branch Office/Branch Dispensaries in Madinah and a full - fledged office at Jeddah Haj Terminal. A fact sheet detailing various aspects of the Haj operation 2013/1334 is appended as shown in the table.

amnesty arrangements made By consulate General of India, jeddah

1. publicity / dissemination of

Information:

In order to reach out to all Indian na-

tionals in our jurisdiction, the Consul-

ate came out with extensive guidelines

about Amnesty & related information

& guidelines – & widely disseminated

it through Consulate’s website, local

newspapers, community organizations

& word-of-mouth, with an aim to reach

the last individual.

2. setting up of special desks,

counters, & centers:

Realizing that most of its expected cli-

entele would be semi-literate & blue

collared, the Consulate made special

arrangements to educate, counsel & as-

sist them - with a view to provide speedy

& effective services through print outs,

posters, notices & help desks.

3. erecting of tents:

As the Amnesty coincided with ex-

tremely hot & humid summers, the Con-

sulate erected tents all over its premises

including the outside space with cool-

ers & fans in order to shield incoming

applicants. It also distributed free water

bottles to the visitors.

4. deployment of additional man-

power:

In order to provide timely & efficient ser-

vices to the applicants in wake of huge

work load, Consulate hired additional

contingency staff from Indian Commu-

nity Welfare Fund (ICWF). At the peak

period (the one preceding the first dead-

line of Amnesty/Grace period on 3rd

July 2013), the Consulate hired 34 ad-

ditional staff on contingency basis. With

additional help, it started almost 10-15

facilitation desks & operated passport

section on a round-the-clock basis,

the efficiency of which can be gauged

by the fact that over 4000 Emergency

Certificates were issued every week –

without delaying the normal passport/

consular services in any manner. All

the ICWF paid contingency staff have

since been disengaged.

5. emergency certificates:

Till 3rd November 2013, the Consulate

received 26,600 applications for Emer-

gency Certificates & almost all applica-

tions were processed & given back to

the applicants on or before the last date.

About 19,500 applicants collected their

Emergency Certificates. In addition to

this, those applicants, whose Emergen-

cy Certificate expired, were given an im-

mediate 3 months extension as & when

they approached the Consulate. A total

number of 6127 Emergency Certificates

were re-validated. The Consulate is still

giving an Emergency Certificate service

on payment basis, & re-validation ser-

vice on a GRATIS basis.

6. Issuance of passports for change

of sponsorship:

In order to assist Indians, who wanted

to change/regularize their residency/

work permit status but could not do so

due to lack of passport, the Consulate

started a ‘Tanazul Passport Service’ to

fast-track their passport applications,

perusal & processing. The Consulate is-

sued a total number of 5769 such pass-

ports (all of them issued expeditiously

with in a time limit of not more than

2 days). The Consulate is still giving

such ‘Tanazul Passport’ on case to case

basis – after an interview with Vice

Consul (Passport) or Consul (Consular).

7. passports received from jawazat:

The Consulate also received 7066 Indi-

an passports from Jawazat Department

of those individuals, who have been de-

clared Huroob by their sponsors (& their

passports submitted to the Jawazat).

Out of these, 4107 Passports have since

been distributed & 2959 Passports are

still with us. The Consulate is still dis-

tributing these passports to individuals

in case they need it for either change of

sponsorship or exit.

During the recently concluded amnesty / grace period declared by Saudi Government for illegal expatriates, the Consulate General of India, Jeddah strived to deliver the best possible service on a war footing, by leaving no stone unturned, to get every single eligible Indian national benefit from the amnesty/grace period. Its efforts included – counseling individuals, processing their papers, facilitating them at various Saudi government offices, as well as providing financial assistance (air ticket & medical expenses) to deserving cases in dire needs. These efforts can be summarized as follows:-

8. distribution of ecs at outsta-

tions:

The Consulate received a large number

of applications for Emergency Certifi-

cates from outstation centers. All efforts

were made to process them on priority

basis & courier them back on an urgent

basis. Moreover, the Consulate also

undertook 13 special consular tours to

outstation centers to provide Indian na-

tionals on the spot Emergency Certifi-

cates services, especially just before the

Amnesty/Grace Period deadlines. Addi-

tionally, collection centers were created

at Indian Hajj Missions in Makkah &

Madinah – as well as Indian schools in

these outstation centers. Moreover, the

Outsourcing Agency & CCWA members

were also entrusted with the duty of

collecting Emergency Certificate appli-

cations & dispatching the same to the

Consulate.

9. deployment of staff at tarheel:

The Consulate also deployed officials at

Tarheel (Deportation Center, where fin-

gerprinting & exit stamping was being

done) on every Tuesday to help & guide

our fellow nationals getting fingerprint-

ed & final exit. These officials were en-

trusted with crowd management, list

making, coordination & liaison with Tar-

heel officials. They helped over 12,500

Indian nationals in fingerprinting, out of

which about 10,500 were granted final

exit on their passports/ECs. Moreover,

the Consulate also made arrangements

for food, water & medical assistance for

those approaching Tarheel for finger-

printing & exit stamps. In addition, the

Consulate also deployed staff at Labor

Office, Airport & Jawazat Department

to liaison & help Indians needing as-

sistance there. Presently, Consulate has

deployed a team to liaison with Tarheel

(at its new campus in Shumaisi) officials

to help Indians, who are approaching it

for fingerprinting or further processing

of their ongoing cases).

10. job fairs:

During the course of Amnesty, the

Consulate was approached by a large

number of companies which wanted to

recruit Indian workers. Similarly, a num-

ber of Indians who wanted assistance

from the Consulate in getting new jobs

& change in sponsorship approached us

for help. In view of this, from 7th May,

2013 onwards, the Consulate asked

these companies to set up their stands

in the Consulate premises on a roll-over

basis & interact with the Indians com-

ing to the Consulate to do recruitment.

On any given day, about 10-15 compa-

nies operated their recruitment desks

within the Consulate premises. It is esti-

mated that about 400 companies & indi-

vidual recruiters took advantage of this

arrangement. Additionally, the Consul-

ate also organized 3 major job fairs in

order to provide jobs to Indian workers

willing to work in Saudi companies by

change of sponsorship. Over 100 com-

panies & 5000 Indian workers attended

these job fairs. The success of these fairs

can be gauged from the fact that about

6000 Tanazul Passports were issued by

the Consulate, subsequently.

11. providing air tickets:

The Consulate also provided one way

tickets to the most deserving Indians

who had no financial support from any-

where. Till date 133 destitute Indians

have been helped in getting air tickets

out of ICW Fund.

12. providing food & Water:

As quite a few Indians, who approached

the Consulate for help, were poor &

destitute – many of whom stayed in

the nearby mosque; the Consulate pro-

vided them food & water. Many Indians,

whose Iqamas were from the outstations

towns (and thus their cases couldn’t

be processed by Jeddah’s Jawazat/

Tarheel) were told to go to their places

of residence for exit visa. A letter was

given to them to facilitate their travels

& nearby 10,000 such facilitation letters

were distributed through a special desk

at the counter. In cases, where they

didn’t have money for food or travelling,

they were provided with immediate re-

lief to get food & reach to their places.

Additionally, they were given names &

contact details of the volunteers at their

places for assistance.

13. emergency medical assistance:

Some of the applicants, who approached

the Consulate for assistance, were very

sick & in poor state of health & required

immediate medical assistance. Till date

29 such persons have been provided

with emergency medical assistance.

14. special Registration drive:

In order to register all Indian nationals

who do not have any documents or who

could not be fingerprinted/exit-stamped

due to various reasons, the Consulate

started a Special Registration Drive to

register them & thereafter forwarded

their cases to Saudi authorities for in-

formation & instructions. Additionally,

all such individuals were given a facili-

tation letter by the Consulate for Saudi

authorities in case they confront them.

Over 2500 such letters were issued.

IT Seminar on“India – your Best Bpo-It & Ites partner”

H.E. Mr. Faiz Ahmad Kidwai, Consul General of India, Mr. P.K. Das, Director, STPI, Bangalore, Ms. Michele Lemmens, Director, BPS Center, TCS, Riyadh, Mr. Tariq Malik, System Manager IT Infrastructure, Saudi Airlines along with SIBN officials during an IT Seminar on “India – Your Best

BPO-IT & ITES Partner”.

Saudi Indian Business Network (SIBN), an organization under the patronage of Consulate General of India, Jeddah, in association with the Jeddah Chamber of Commerce and Industry (JCCI) organized a seminar on “India – Your Best BPO-IT&ITES Partner” on November 28, 2013, in JCCI auditorium. Mr. Prabir K Das, Director, Software Technological Parks of India, Bangalore, was the key note speaker at the event. Ms. Michele Lemmens, BPS Centre Director, TCS, KSA, and Mr. Tariq Malik, IT Manager, Saudi Airlines also participated in the seminar.

Mr. Prabir K Das gave a very informative power point presentation on IT & ITES-BPO industry in India and role being played

by the Government of India and Software Technlology Parks of India in the development of IT sector. He informed that the IT & ITES-BPO industry in India has today become a growth engine for the economy, contributing substantially to increases in the GDP, urban employment and exports, and helping to achieve the vision of a powerful and resilient India. He promised all kind of help to Saudi investors who want to invest in Software Technology Parks of India in Bangalore.

Ms. Michele Lemmens, BPS Centre Director of TCS, gave a brief presentation on TCS and its business. She informed that over 900 consultants are working on TCS Saudi Arabia Projects. TCS is executing some of the largest and prestigious IT projects in

Saudi Arabia from high-end consultancy to E2E implementations. She informed that TCS was planning to open more all-female outsourcing centers in Saudi cities. TCS has earlier launched one all-female outsourcing center in Riyadh in association with General Electric and Saudi Aramco in September this year. Mr. Tariq Malik, IT Manager, Saudi Airlines, gave a brief presentation on development of computers, cloud computing and outsourcing.

The seminar received very positive and overwhelming response from Saudi nationals. The opening of an all female Outsourcing Center by TCS in Saudi Arabia has gone down very well with female population and is TCS’s unique localization initiative.

More than 80 Indian companies, under auspices of ASSOCHAM, SRTEPC, EPCH, CEPCI and IACCI dealing in different sectors participated in the Jeddah International Trade Fair (JITF) – 2013 held at Center for Forums & Events from 15 –18 December, 2013. This was the largest participation of Indian companies in JITF so far. H.E. Mr. Faiz Ahmad Kidwai, Consul General of India hosted a lunch in Park Hyatt Hotel on 14th December, 2013 in honour of the visiting Indian business delegation. They were jointed by Saudi businessmen, JCCI officials, SIBN members and Indian entrepreneurs as special invitees.

An exclusive “INDIA PAVILION” was allotted to the Indian Companies on the venue. The visiting companies displayed the latest products in Textile Fabrics, Health Care, Handicrafts, Sarees / Embroidered Fabrics, Food Items, Real Estate, Scarves / Stoles / Shawls, Cashew, Industrial Tools, Garments, Spices, Kitchenware, Handwork Fabrics, Jewellery, Computer Software, Perfumes / Attars / Fragrances, Gift Items, ERP / Turnkey Solutions, Information Technology, Industrial Machines, Tools & Accessories, Agro products, Education & Training, Travel & Tourism, Oil & Engineering Industries.

A large number of Saudi businessmen and Indian nationals visited the fair which concluded on the 18th December, 2013.

The Consulate General of India, Jeddah would like to inform all Indian nationals that as per the International Civil Aviation Organisation (ICAO), the 24th November 2015 is the deadline for globally phasing out all Non-Machine Readable Passports (NMRPs). From 25th November 2015 onwards, foreign Governments may deny visa or entry to any person travelling with a non-MRP passport. All handwritten passports with pasted photos earlier issued by Government of India are considered non-MRP passports. All 20-year validity passports will also fall in this category. The Government started issuing MRP passports since 2001. All new Indian passports

are ICAO-compliant MRP passports.

Indian citizens residing in India and abroad and holding handwritten passports as well as 20-year passports with validity beyond the 24th November 2015, should, therefore, apply for re-issue of passports and obtain MRP passports well before the deadline in order to avoid any inconvenience in obtaining foreign visa or immigration problem.

pravasi Bharatiya divas -2014

With the aims and objectives of providing financial relief to overseas Indian workers having Emigration Check Required (ECR) passports, Government of India (Ministry of Overseas Indian Affairs) has launched a voluntary social security scheme called Mahatma Gandhi Pravasi Suraksha Yojna (MGPSY) in Kerala and

UAE (Abu Dhabi and Dubai) on pilot basis. The Scheme is also slated to be launched in Saudi Arabia very soon. The scheme will cover 5 million overseas blue collar Indian workers who have the Emigration Clearance Required (ECR) category passports in 17 countries. Objectives of MGPSY is to encourage and enable the overseas Indian workers by giving government contribution to:• Save for their Return and Resettlement (R & R)• Save for their old age• Obtain a Life Insurance cover against natural

death during the period of coverageeligibility : Overseas India workers having Emigration Check Required (ECR) passports in the age group of 18-50 years and have migrated to ECR

countries on Employment or Contract visa. Procedure for Enrolment: Enrolment of eligible volunteers (applicants/participants) will be done by MOIA-appointed Service Providers. On enrolment, an NRI Bank Account will be opened in the name of the participant and linked with the Scheme (MGPSY). The contribution of the participant to the Scheme will be automatically deducted from this account and credited to Scheme. the main attractions of mGpsy are: • Government contribution of Rs. 1000 per

annum in line with Swavalamban platform for all MGPSY subscriber who save between Rs. 1000 and Rs. 12,000 per year in NPS-Lite.

• An additional government contribution of Rs. 1000 per annum by MOIA for the overseas Indian women workers who save between Rs. 1,000 to Rs. 12,000 per year in NPS-Lite. (This contribution is for a period of five years or till the return of subscribed workers back to India, whichever is earlier).

• A special government contribution of Rs. 900 by MOIA towards Return and Resettlement (R&R) of the overseas Indian workers who save Rs. 4,000 or more per annum.

Withdrawals: On Return : Return and settlement SavingsOn retirement: A part of the savings will be returned and the balance will be converted into monthly pension.

Pravasi Bharatiya Divas (PBD) is celebrated on 9th January every year to mark the contribution of Overseas Indian community in the develop-ment of India. January 9 was chosen as the day to celebrate this occasion as it was on this day in 1915 that Mahatma Gandhi, the greatest Pravasi, returned to India from South Africa, led India’s freedom struggle and changed the lives of Indians forever.Like previous years, the 12th Pravasi Bharatiya Di-vas was celebrated from January 7-9, 2014 in New Delhi sponsored by the Ministry of Overseas In-dian Affairs. This annual event was held with the theme of “Engaging Diaspora: Connecting Across Generations”. Dr. Manmohan Singh, Prime Minis-

ter of India, Mr. Vayalar Ravi, Minister for Overseas Indian Affairs, several Central Ministers and Chief Ministers and other Foreign Dignities attended the event.

During the event, Prime Minister Dr. Manmo-han Singh thanked Custodian of the Two Holy Mosques, King Abdullah bin Abdul Aziz and the Saudi government for the generous assistance ex-tended to Indian workers during the amnesty pe-riod, which led to the smooth repatriation of over 140,000 Indians back home.

This year, thirteen NRIs, PIOs and Organizations were conferred Pravasi Bharatiya Samman Awards for their outstanding and illustrious contribution in

the country of their residence as well as to India in different spheres of their activity. President of India, Shri Pranab Mukherjee has conferred the Awards to the following eminent Overseas Indi-ans. Mr. Singh is a Post Graduate in Political Science and History from Maharashi Dayanand University, Rohtak (Haryana). Earlier, he has served in various Indian Missions abroad including Jeddah, Palestine & Sydney. Mr. Singh is married to Mrs. Pankaj Kumari and has two sons.

Mr. Nadeem Ahmad Khan joined the Consulate on 1st February, 2012. He has been promoted as Vice Consul during the month of July 2013. Since then he has been working as Vice Consul (Community Welfare). He is a science graduate. Before joining the Post, he was working in Haj Cell of the Ministry of External Affairs, New Delhi.

جلنــة احلــج اهلنديــة يف منطقــة العزيزيــة الــي تبعــد حــوايل ٥-٧

كيلومــر مــن احلــرم الريــف.

وصــل ٥٩٢٣٠ حــاج مــن جحــاج جلنــة احلــج اهلنديــة اىل جــدة

بيمنــا وصــل ٦٢١٠٨ حــاج اىل املدينــة املنــورة.
