BackgroundIn Global Security Bulletin No. 12, 15 December 2010, MasterCard announcedthe introduction of the MasterCard PCI DSS Risk-based Approach into itsMasterCard Site Data Protection (SDP) Program Standards in recognition of thecounterfeit fraud prevention potential of EMV1 chip transactions, scheduled tobecome effective 1 April 2011.

However, in light of recent developments concerning other PCI DSScompliance programs used within the industry, MasterCard has decidedto postpone the implementation of this approach. The purpose of thispostponement is to minimize any potential merchant impact if MasterCarddecides to revise the framework in the interest of industry alignment.

BackgroundWith the exception of some Europe region issuers, all MasterCard membersmust use MasterCard Stand-In processing services. MasterCard Stand-Inprocessing services provide backup authorization decision-making servicesto an issuer when its primary authorization platform is unable to respondto an Authorization Request/0100 message. Stand-In processing services areprovided for Dual Message System authorization traffic only.

Payment card processing systems are subject to continual probing andauthorization testing by fraudsters looking for system vulnerabilities that theycan attempt to exploit. Fraudsters may exploit such vulnerabilities beforetriggering the limits imposed by the issuer’s Stand-In processing parametersprovided to MasterCard, often launching attacks that can expose issuers tolarge fraud losses in a short period of time.

Issuers have established countermeasures to minimize such situations;however, some of these measures are unavailable when MasterCard approvesauthorizations on an issuer’s behalf during Stand-In processing. Issuerswant the same or similar protection to counter these attacks during Stand-Inprocessing.

NOTE

Issuers are fully responsible for all of their transaction activity processedthrough the Dual Message System, including during Stand-In processing.

Often the vulnerabilities that lead to suspicious transaction activity exist withinthe issuer’s authorization processing system. Therefore, MasterCard and theissuer must work together to help eliminate any identified vulnerabilities.

MasterCard has enhanced its capabilities to monitor Stand-In authorizationrequests for potentially fraudulent transactions on an issuer’s behalf, contactthe issuer, and block further suspicious Stand-In activity (when appropriate),preferably with the issuer’s concurrence.

MasterCard ServicesMasterCard is announcing the Stand-In Investigation Service (SIS) enhancementto its Stand-In processing services. SIS is a new proprietary analytical toolthat alerts MasterCard personnel when authorization requests processed byStand-In through the Dual Message System indicate certain risk factors.

The nature of these MasterCard fraud alerts and the limited cardholder-specificinformation available during Stand-In processing behooves MasterCard toinvestigate suspicious authorization requests to determine if there may besuspicious activity and whether further action is necessary.

Overview of SIS

MasterCard will use SIS to detect, and advise issuers about, suspiciousauthorization requests. When SIS alerts MasterCard about a suspiciousauthorization request, MasterCard will:

• Determine whether the suspicious authorization request is high-risk.

• Send an e-mail message to the issuer’s Authorization and Security Contactslisted in the Member Information tool to request additional informationregarding the suspicious authorization request.

MasterCard will request the issuer to confirm that the suspicious transactionsare fraudulent and to provide MasterCard with further instructions.

Time is of the essence in resolving these SIS alerts, because Stand-In processingwill continue to approve authorization requests that meet the issuer’s approvalcriteria unless and until blocked by the issuer or by MasterCard. Once alertedby SIS, MasterCard will monitor authorization requests for the affected issueron a daily basis until the vulnerabilities are fully resolved in collaborationwith the issuer.

If MasterCard concludes that the issuer’s authorization requests remain highlysuspicious, MasterCard may exercise its authority to block further Stand-Inauthorization requests (such as by BIN range blocking, or blocking specificcountries, types of transactions, or accounts) until the concern is resolvedwith the affected issuer.

NOTE

While MasterCard strives to detect suspicious authorization requests, it may notdetect all of them. Issuers remain responsible for all approved authorizationrequests involving accounts that they have issued.

Description of Services

SIS is comprised of the services summarized in the table below.

Service Requirement Description

SIS Attack Mandatory MasterCard investigates suspiciousauthorization requests and works withthe affected issuers to verify and helpeliminate identified vulnerabilities.

SIS Warning Mandatory MasterCard monitors Stand-Inauthorization requests for early signsof fraudulent activity. In addition,MasterCard investigates and works withthe affected issuers to verify and helpeliminate identified vulnerabilities.

SIS Monitoring Optional This optional service allows issuers torequest customized monitoring of theirStand-In transactions by MasterCardusing customized transactionmonitoring parameters.

The following sections of this article provide additional details regardingeach SIS service.




SIS Attack

The SIS Attack service detects and scores suspicious authorization requestsprocessed by Stand-In through the Dual Message System, followed by aMasterCard investigation of these authorization requests.

The scope of the investigation depends on the nature of the fraudulent activity.In situations where time is of the essence, MasterCard may implement fraudprevention measures on the issuer’s behalf.

During this investigative stage, MasterCard fraud investigators may perform anyone or more of the following:

• Create a case to document and manage this suspicious activity investigation

• Give priority to the highest scoring Stand-In transactions

• Perform an investigation of the transaction

If MasterCard determines the activity to be high risk, MasterCard will:

• Send a SIS Attack notification to the issuer’s Authorization and SecurityContacts listed in the Member Information tool2

The “Subject” line of the SIS Attack e-mail notification will read as follows:

URGENT! Stand-In Investigation Service (SIS) Attack Notification—ImmediateAction Required—Country: xxxxx; ICA xxxx; Ticket# xxxxx

• Await issuer instructions to resolve the situation

• Continue to monitor the issuer’s transactions to determine if the suspicioustransactions escalate

• Should MasterCard deem it necessary or appropriate, and with or withoutissuer input, take action to eliminate or minimize fraudulent activity(which could include BIN range blocking, blocking specific countries,types of transactions, or accounts or other actions that MasterCard deemsappropriate)

• Monitor the issuer’s transactions to determine the impact of the short-termsolution

• Perform monitoring of further authorization activity

• Continue to attempt to contact the issuer if it has not responded, escalatingif necessary

• Work with the issuer to resolve the concern

• Close out the case, review for lessons learned, and revise fraud detectionrules as needed

2. An analyst for the issuer must review the SIS e-mail notification to determine whetherfurther action is warranted and instruct MasterCard regarding the next actions to take.





SIS Warning

For the SIS Warning service, MasterCard created different monitoring parameterswith the objective of detecting fraudulent activity at the earliest stages of thesuspicious activity. These extra investigative parameters are designed to verifythe original suspicions and cause MasterCard to notify the issuer.

SIS Monitoring

An issuer may also request customized proactive monitoring of its Stand-Inauthorizations using customized monitoring parameters. An issuer may find theSIS Monitoring service useful when it expects to see an unusually large numberof authorization requests routing through Stand-In processing. MasterCard willmeet with the issuer to develop a monitoring plan and criteria that alignswith the issuer’s risk tolerance.

MasterCard will subsequently use the issuer’s risk tolerance to create automatedmonitoring criteria. Typically, these criteria will supplement the issuer’sStand-In parameters. The issuer benefits from having a MasterCard fraudinvestigator ready to review any transactions meeting its fraud criteria. Theissuer will receive daily and weekly status reports about its Stand-In processing.

SIS FeesMasterCard will only charge fees to issuers that receive MasterCard notificationsof its investigation into suspicious authorization requests. Issuers can minimizeor eliminate the MasterCard daily monitoring fee by responding to a MasterCardfraud notification by the close of the next business day (St. Louis, Missouri,USA time). Stand-In processing transaction fees remain unchanged.




Description of Fees

The SIS fees are described below.

Fee Description

SIS Attack • Initial fee is charged for up to three inactive BINswith the same member ID/ICA number that havesuspicious activity related to a MasterCard e-mailnotification.

• Initial fee is charged for up to three active BINswith the same member ID/ICA number that havesuspicious activity related to an e-mail notificationthat results in a confirmed BIN attack.

SIS Attack—DailyMonitoring of BIN(s)and Additional MemberCommunication

• Daily fee is charged every day (or any portionthereof) for up to 10 business days, beginningafter the close of the next business day (St. Louistime) following the day of original notificationof suspicious BIN(s) activity until a response isreceived, regardless of whether the activity resultsin a confirmed BIN attack.

SIS Warning • Initial fee is charged for investigation of up to threeBINs with the same member ID/ICA number withsuspicious (but approved) authorizations related toa MasterCard e-mail notification.

• Daily fee is charged for every day (or any portionthereof) for up to 10 business days, beginningafter the close of the next business day (St. Louistime) following the day of original notificationof suspicious BIN(s) activity until a response isreceived, regardless of whether the activity resultsin a confirmed BIN attack.

SIS Monitoring (Optional) • Start-up fee covers the cost of planning andimplementing customized monitoring procedures(per BIN).

Responding within 24 hours of the MasterCard request is the best businesspractice.

Prompt responses will help decrease fraud losses and MasterCard fees.

BackgroundPreviously, MasterCard published a list twice per year in the Global SecurityBulletin that identified the vendors certified for the card production services.MasterCard now publishes a monthly edition of the list of certified vendors inthe Global Security Bulletin.

The Certified Vendors (for Card Production Services of Any MasterCard®,Maestro®, or Cirrus® Card) list provides vendor names by region and includesthe various services that they provide. In addition, the list indicates vendorsby country for convenience of use.

NOTE

MasterCard also provides the vendor listing by country to give members aclearer view of the market within their own countries.

Vendors for Card Production Services—Monthly Edition



MasterCard publishes the monthly edition of the list of certified vendors toprovide members with critical changes regarding:

• New vendors

• Vendor decertification or partial decertification

• Vendor extension of the card production activities certified

• Change of company name or legal entity ownership

• Vendor site address change

• Contact information changes

NOTE

The vendor list is organized into three categories of services to simplify membersearches for any given service: classic vendor services, data preparationfacilities, and mobile provisioning services.

Card manufacturing Card production process composed of the following phases:

If MasterCard extends a chargeback end date for a merchant location listedin the attached file, the acquirer must accept chargebacks for the merchantthrough the chargeback extended date. These chargebacks are for violationsof the GMAP, as described in Rule 8.2 of the Security Rules and Proceduresmanual.

A number of the reported violations may have resulted from member failure tocooperate with the MasterCard audit requirements.

Issuer Chargeback RightsIssuers may charge back fraudulent transactions reported to SAFE to theappropriate acquirers according to the chargeback procedures outlinedin section 3.24 of the Chargeback Guide for message reason code4849—Questionable Merchant Activity. Issuers have 120 days from the St.Louis Operations Center (Central Site) processing date, or an extended periodof 120 days from the publication date of the first Global Security Bulletinthat listed the merchant location, to charge back fraudulent transactions thatoccurred during the chargeback period.
