Richmond BC is a culturally diverse, growing, and dynamic urban centre with approximately 214,000 residents
and a unique mix of residential and commercial property, agricultural lands, industrial parks, waterways, and
natural areas. Situated on the coast where the Fraser River meets the Pacific Ocean, Richmond has developed
excellent parks, playing fields, scenic trails with waterfront access, cycling paths, modern recreation facilities,
historic sites, and a growing inventory of public art installations.

THE OPPORTUNITY MANAGER, PURCHASING
The Manager, Purchasing is responsible for maintaining a city-wide function around procurement best prac-
tices, risk mitigation, and identifying value opportunities. Strategically leading the evolution of purchasing and
supply chain at the City of Richmond, the Manager will provide leadership to the Purchasing Department, and
be accountable for securing necessary materials, supplies, equipment, and services required by the City includ-
ing contracts for all non-inventory items, construction contracts, and consulting services.
The Manager, Purchasing should be seen as a enabler of the City’s operations, rather than a rule-bound road-
block or instiller of red-tape, developing a deep understanding of the various lines of business and tailoring
his/her approach to the meet specific needs at hand. This “can-do ethos” should continue to be instilled
across the Purchasing Department so it can efficiently function within the existing policy framework.
The position is responsible for the refinement of purchasing policies, systems, and procedures to ensure the
procurement of high quality equipment, materials, and services. This will be accomplished by aligning
department initiatives and goals to city objectives, as well as operational and customer metrics. They will be
responsible for management of budgets in relation to procurement, and will streamline operational policies
and processes in coordination with other departments, external agencies, and government. The Manager is
also accountable for providing quality control for all department work, and will be responsible for ensuring
strategic initiatives align with the Council’s Term Goals.

Key Responsibilities
The Manager, Purchasing will have the following core accountabilities:
• Supervise and coordinate the operation of the Purchasing and Stores Section, as well as the activities of
personnel engaged in buying, clerical duties, inventory management, and storekeeping activities;
• Provide advice and guidance to Senior Management, Council, and staff on all purchasing, procurement,
acquisition, and inventory matters;
• Direct the acquisition of goods, services, and construction by competitive bidding processes;
• Design RFEOI, RFQ, RFP, and Tender templates for use throughout the City;
• Review competitive bid responses and evaluations in collaboration with user departments, and ensure
award decisions comply with City policies;
• Review contract agreements, ensuring compliance to City policies, assessing risk, and ensuring adequate
contract language is in place to protect the City;
• Direct the receipt, issue, storage, and control of supplies, materials, tools, equipment, and fleet parts in the
City Stores warehouse, overseeing the accuracy of inventory records in both stores and the fleet section;
• Coordinate, assign, and review the work of Purchasing and Stores staff, coaching and evaluating staff
performance and identifying needs for training and development;
• Establish and maintain effective relationships with senior management, management staff, union staff and
suppliers, the public, and outside agencies;
• Ensure that well-developed and established principles, policies, and procedures are in place for managing
operational and capital procurement, supporting the Auditor General for Local Government recommen-
dations; and
• Provide organizational education on procurement policies and practices.

THE PERSON
The Manager, Purchasing will be an experienced purchasing professional with a diverse skillset in municipal
and/or public sector competitive bidding, procurement, and inventory management. Possessing a deep back-
ground in contract negotiation and risk analysis, and a proven track-record of rolling-out strategic purchasing
initiatives in complex organizations, the Manager should bring a practical, implementation-focused mindset to
the City of Richmond. They should be an engaging, service-oriented problem-solver and enabler, finding
ways to efficiently make things happen within the required policy framework.
Knowledge, Skills, and Abilities
• In-depth knowledge of the Canadian Competitive Bidding Law and competitive bidding process;
• Exercises considerable independent action and judgement in the area of procurement and complex
matters involving suppliers, contracts, and strategic partners;
• Thorough knowledge of purchasing and other related public policies;
• Working knowledge of PeopleSoft is an asset;
• Knowledge of internal controls and practices pertaining to the administration of purchasing;
• Strong interpersonal skills and ability to work collaboratively with other departments in the organization;
• Able to perform under pressure and deliver results in a demanding and fast-paced team environment that
requires fresh thinking and innovation;
• Accomplished leader with a drive to provide exceptional customer service; and
• Ability to successfully pass a Police Information Check for the business sector.

Qualifications, Education, and Experience
• Undergraduate degree in a related field; Business Management or Finance is preferred;
• Professional designation in Supply Chain Management, and a minimum of five years’ experience in a
senior purchasing capacity is required.
