That man will at anytime be subjected to these hostile tragedies warrants the need for pre-disaster planning, community disaster preparedness and positive, precise disaster control action to insure the survival of man during these calamities.

II. OBJECTIVES.

The primary objectives of this Plan are: to save lives, to prevent needless suffering, to protect and to minimize damages during disasters and calamities.

III. CONCEPT.

This Plan embraces all conceivable contingencies, short of war emergencies, making use of all available resources, both government and private. It is functional and action-oriented and is capable of meeting simple or multiple contingencies. It also develops self-reliance by promoting and encouraging the spirit of self-help and mutual assistance among the barangay officials and their constituents.

It is expected that each political and administrative subdivision of the country shall utilize all available resources in the immediate area before asking for assistance from neighboring entities or higher authority.

While emergency preparedness is a joint responsibility of the local and barangay governments, its effectiveness will depend largely on the skills and resources and the involvement of private organizations and the general public in the area of disasters.

To this end, regular exercises and drills will be conducted at all levels to enhance the people’s reaction capability and ensure precision and spontaneity in responding to emergencies.

IV. ORGANIZATION.

This Plan presents, among others, the composition and responsibilities of the Barangay Disaster Coordinating Council that will provide the vehicle for a concerted and coordinated disaster control efforts within its area of jurisdiction.

It shall provide executive management and control over all disaster operations and coordinate the support and assistance activities of the national and local government agencies existing in the locality.

A “BARANGAY DISASTER RISK REDUCTION AND MANAGEMENT COMMITTEE” (hereinafter referred to as BDRRMC) which is under the over-all supervision of the Punong Barangay, shall be composed of a Chairman, a Vice Chairman, an Action Officer, Service Team Leaders and volunteer members.

V. TASKS

A. BDRRMC

1. Inform the Municipal Mayor thru the BRRMC Chairman and Action Officer on the status of disaster preparedness programs, disaster operations and rehabilitation efforts undertaken by the government and private sector.

2. Establishes policy guidelines on emergency preparedness and disaster operations.

3. Establishes priorities in the allocation of funds, services, disaster equipment and relief supplies.

4. Establishes the Barangay Disaster Risk Reduction and Management Operations Center (BDRRMO).

5. Implement guidelines set by National and City Disaster Coordinating Councils.

6. Coordinate disaster operation activities.

7. Advises the various BRRMC Service Teams in accordance with the guidelines on disaster management.

8. Submit recommendations to the Local Disaster Risk Reduction and Management Coordinating Council.

B. The BRRMC Chairman

1. Convene the BRRMC as often as necessary to effectively coordinate the national and city efforts on disaster preparedness, emergency operations, relief, recovery and rehabilitation activities; and

2. Call on other departments, bureaus, agencies and instrumentalities and corporations of the government and the private sector for assistance in preparing for, reacting to and recovering from the effects of disasters/calamities, local and national emergencies.

VI. ADMINISTRATIVE AND LOGISTICS

6.1 All logistical and financial support for both short-term and long-term operations shall be chargeable against the BDRRMC Fund.

6.2 Request for support for protracted operations shall be forwarded to the Barangay Disaster Coordinating Council through the BDRRMC Chairman and/or Action Officer.

VII. CONTROL

The direction and control of disaster operations at the barangay level will be exercised through the BDRRMC Action Officer under the over-all supervision of the BDRRMC Chairman.

VIII. IMPLEMENTING GUIDELINES

The BDRRMC (Barangay Hall) must be activated at once as soon as the warning issued by the Warning Service Leader/Members or by any reliable source.

A. PRE-IMPACT PERIOD

1. All leaders/members must report automatically to the BDRRMC to get last-minute instructions from the BDRRMC Chairman.

2. All families must be warned about the type of danger they will expect within the next few hours or days as the case may be.

3. A re-assessment on the capability of the barangay must be made.

4. The following must be re-checked:

a. roster of familiesb. supplies on hand-food and cooking utensils. Clothing and blankets

c. medicinesd. materials for temporary shelters if needede. evacuation/alternate evacuation places and routes/alternate routesf. rescue materials and equipmentg. plans on how to evacuate people if and when necessaryh. pick-up points of evacueesi. plans for emergency repair.j. transportation needs; andk. plans on how to involve volunteer workers.

B. IMPACT PERIOD

As soon as disaster strikes, the Leader/Assistant Leader or any qualified member of the specialized service teams must stay at the BDRRMO.

Their duties are to issue directives/order to the field and to receive feedbacks from the field. Each specialized service team must:

1. Analyze all communications/reports sent out and/or received.2. Determine the materials and human resources needed by those operating in

the field.3. Supervise the members of their respective team; and4. Control operations.

The Communications Service Team must:

1. Send a message to the next higher local authorities, informing them of the preparedness of the barangay; and

2. Follow-up this vital initial report with progress reports as needed. The BDRMO must be manned twenty-four (24) hours a day and never for a minute must it be vacated by a staff of any service team to ensure proper coordination and smooth operations among the service teams.

If possible, the BDRRMC must be located nearest the evacuation center or in the evacuation site itself, but separate from the evacuees. This must be so because operations will be disorderly if there are many people milling around.

All instruction must emanate from the BDRRMC Chairman and/or Action Officer and likewise reports coming from the field must be directed to the BDRRMC for the Service Team Leaders to act upon.

C. POST IMPACT PERIOD

1. A final report must be accomplished by each Service Team Leader upon the termination of the disaster operations.

2. Such reports must be consolidated by the Communications Service Team Leader.

3. All pre-disaster, actual disaster and post-disaster operations must be properly recorded and kept intact for future reference; and

4. All agencies concerned must be furnished with copies of the reports.

25 units - Mobile phone for Purok Chairmen.

E. MEANS OF TRANSPORTATION.

The following are the available vehicles of Barangay Poblacion that will be automatically utilized during disaster/rescue operations:

CONTINGENCY PLAN FOR ARMED CONFLICT/CIVIL STRIFE

I. Situation

The unstable peace and order situation in Mindanao including the Municipality of Tupi due to presence of NPA, MILF and unidentified armed groups activities are building up and pose a threat to the life and properties of the people. In the Municipality of Tupi, seven (7) Barangays were identified as high risk areas in which B’laan and Muslim dominated the area. The scenario happened in the Municipality of MaitumSarangani will most likely create panic also to the populace of the Municipality of Tupi considering the presence of armed groups in the Roxas Mountain Ranges. As the heart of the Municipality of Tupi and the gateway to the identified seven highly risk areas, Barangay Officials presumed that PoblacionTupi is also a risky area of the Municipality of Tupi.

II. Probable Scenario

The lawless element most likely create some atrocities in the neighboring barangays of Poblacion considering they are claiming an ancestral domain and taking position on it. Those activities may spillover to the puroks mostly by Christians. It also disrupts the peaceful living condition of these people and will seek refuge to safer areas bringing about problems of providing resettlement for influx of migrants to absorbing puroks.

Barangay Poblacion is composed of 25 Puroks with 14,423, populace and 3,155 households where 10% of Muslims and B’laan dwelled in. However, Purok 1, 8, 8-A, 10-B and 11-D are considered highly risk areas considering that these are some are remote areas of the Barangay and probably serves as gateway of terrorists.

III. Assumptions

1. The unstable peace and order situation specifically happened in the Municipality of Maitum, Sarangani Province, Maguindanao and North Cotabato will most likely happen also in the Municipality of Tupi which will be resulted to armed encounters due to claiming of ancestral domain and show force will also create massive evacuation and dislocation of families.

2. Emergency response or quick response team on rescue, relief, medical, shelter and transportation will be needed.

3. The Southern Philippines Terrorist (SPT’s) like MILF, CPP-NPA, ABU SAYAFF and Unidentified Armed Groups might take advantage of the peace and order situation in Mindanao, probably including the Municipality of Tupi and destabilized the government’s vital installation and infrastructures.

IV. POLICIES/OBJECTIVES:

1. Ensure the provision of security and public safety.2. No discrimination in the provisions of assistance and basic services.

3. To ensure that displaced disaster victims will be provided temporary shelter, food

clothing and other domestic items and comfort.4. Strengthen communication network and monitor the infrastructure facilities.

5. Observe proper reporting (Who, When, Where, What, Whom and How).

OBJECTIVES:

To save lives, prevent needless suffering, protect properties, minimized damages and prevent loss of lives.

V. ORGANIZATION/TASK:

a. Punong Barangay Act as Chairman of BDRRMC and oversee all disaster operation.

b. Sangguniang Barangay Facilitate the declaration of the “state of calamity”.

c. Treasury Office Ensure appropriation and specify release of funds for disaster

operation.

d. Barangay Tanod/Accredited Community Volunteers.

Coordinate the peace and order situation with the PNP, BFP, 27 th

and 72nd IB. Facilitates availability of transportation rescuers and ensures safety

of victim’s volunteers and supplies. Provide security in vital installation and evacuation centers. Act as lead agency for intelligence and disaster analysis. Maintain Day and Night Patrol.

e. BDRRMC Chairperson/Secretariat

Prepare Contingency Plan or Community Defense Plan. Facilitate the series of peace dialogue. Have a listing of inhabitants in the Barangay.

Take charge of registration of new individuals/persons/families and report it to proper authority.

Coordinates with the Municipal Agrarian Office and facilitate the conduct of survey in disaster area to determine extent of damages in agricultural crops/livestock and fisheries and render report to the councils.

Assist in the implementation of Relief and Rehabilitation Plan.

f. BDRRMC/Mother Leaders/Cos

Facilitate availability of evacuation centers and ensure the provision of foods and other basic needs of victims.

Establish and maintain Disaster Operation Center and Inquiry Desk. Undertake rehabilitation activities until victim have recovered from the

effect of disaster. Pre-position of relief supplies/items for use at designated evacuation

center. Provide Stress Debriefing session. Assist in the tasking of relief and rehabilitation services. Conduct survey and prepare records of victim. Received and distribute donation from all sources.

g. Barangay Health Center

Coordinate with the Municipal Health Office and Municipal Hospital regarding organizing mobile medical, dental, psychiatric team equipped with complete medicines which can be dispatched an areas to provide immediate assistance.

Collaborates with the Local Health officials, clinics, and hospitals where casualties in the affected areas can be brought.

Establish emergency medical station at different evacuation centers and provide personnel to the station.

Institute preventive and creative measures and checks and control the occurrences spread of disaster.

h. DEPED/Day Care Workers

Allow the evacuees to utilize the classroom as temporary shelter. Assist in the evacuation areas where evacuees stay. Coordinate with other agencies in the construction of sanitary facilities in

the evacuation center. Assist in the dissemination of warning information to the general public

regarding situation of disaster. Make available spot equipments for disaster victims.

i. Infrastructure Committee/BAWASA

Provide potable water in the evacuation centers and construct sanitary facilities in coordination with DOH and Local Health Office.

Undertake restoration and repair of damages to structures and utilized other public work facilities.

Coordinates with the Municipal Engineering Office in providing transportation/equipments needed for rescue and evacuation.

Assist in transportation of relief goods supplies and other equipments to affected areas.

j. NGO’s/Civic Organization/Religious Clubs

undertake rehab activities in coordination with local DCC’s.

VI. ADMINISTRATIVE AND LOGISTICS

a. All involved agencies shall provide their respective logistical requirements and funds.

b. Request of additional requirements shall be channeled through BDRRMC.

VII. EVACUATION

a. The designate evacuation center will be at the Productivity Center inside the Barangay Hall for all evacuees as one channel of distribution of goods and services. It is also part of monitoring.

b. Alternative evacuation centers will be the Tupi Municipal Gymnasium, Tupi Central School, Tupi National High School and available Purok Reading Center.

Its boundaries include: Brgy. Crossing Rubber (northwest); Brgy. Cebuano, BrgyLinan, and Brgy.Acmonan (northeast); Brgy. Kablon and Brgy.Polonuling (Southeast); Brgy. Polonuling and Brgy.Bunao (southwest). It is composed of twenty-five (25) puroks.

Brgy.Poblacion is accessible to all types of vehicles. Tricycle is the main mode of public transportation within the barangay proper. “Skylab” (the wonder motorcycle capable of carrying 5-6 passengers) are easily available at designated places within the public market/terminal for those who are residing in the interior barangays. Buses, vans, and passenger jeepneys are constantly available for those who need to go the neighboring cities and municipalities.

II. Probable Scenario:

Barangay Poblacion was susceptible to tornado/whirlwind which most likely damaging the crops, properties and lives of populace. This might be happened in the Month of May, June, July, August, September and October due to change of the weather condition.

III. Assumptions:

1. Strong wind or whirlwind due to heavy rainfall which eventually result to massive destruction of crops, properties, infrastructures and lives of people.

2. Emergency response or quick response teams, rescuers will be needed to undertake measures to minimized casualties and damages.

Establish communication linkages in affected purok. Facilitates availability of transportation rescuers and ensures safety of

victims, volunteers and supplies. Provide security and peace keeping forces. Establish intelligence network to prevent looting and incident of theft.

6. BDRRMC Chairperson/Secretariat

Coordinate with other agencies in the construction of sanitary facilities in the evacuation centers.

Make available school building nearest to affected area as emergency in evacuation centers.

Assist in the dissemination of warning information to the general public regarding situation of disaster.

Assist in the camp management and camp coordination.

7. BARANGAY HEALTH CENTER

Coordinate with the Municipal Health Office and Municipal Hospital regarding organizing mobile medical, dental and psycho-social team at barangay level equipped with complete medicines which can be dispatched an areas to provide immediate assistance.

Collaborates with the Local Health Officials, clinics and Hospitals where casualties in the affected areas can be brought.

Establish emergency medical station at different evacuation centers and provide personnel to the station.

person in coordination with other agencies. Undertake survey in disaster area to determine extent of damages in

agricultural crops/livestock and fisheries and render report to the councils.

10. NGO’s/Civic Organization/Religious Clubs Undertake relief and rehab activities in coordination with local

DRRMC’s.

I. Situation:

Mt. Matutum is an active volcano center. It last erupted1914. It is likely that Mt. Matutum will erupt again and the people of Barangay Poblacion, Tupi, South Cotabato is at risk! It is very difficult to imagine the consequences of a major eruption. Even the minor eruption from Mt Matutum will have significant impact in the community. Relocation will take place! If the eruption is large; evacuees could be away for months or even years, some may never come back again to Barangay Poblacion, Tupi, SourthCotabato again ever!

II. PROBABLE SCENARIO:

Volcanoes affect people in many ways, some are good, some are not. Some of the bad ways are that houses, buildings, roads, and fields can get covered with ash. As long as you can get off(especially if it is wet) your house will not collapse, but often the people leave because of the ash and are not around to continually clean off their roofs. If the ash fall is really heavy it can make it possible to breath. Likewise, earthquake will occur after the eruption of volcano. Thus it also affect the lives of every individual in the community.

Provide potable water in the evacuation centers; construct sanitary facilities in coordination with DOH and Local Health Office.

Undertake restoration and repair of damages to structures and utilized other public work facilities.

Provide transportation/equipments needed for rescue and evacuation.

Assist in Transportation of relief goods supplies and other requirements to affected areas.

9. BDRRMC/Disaster Volunteers

Activate Disaster Risk Reduction Council/Committee in the affected areas upon orders when necessary.

Assist in giving information to the general public or existing disaster/calamity.

Assist in monitoring reporting of disaster situation and tracing of missing person in coordination with other agencies.

Undertake survey in disaster area to determine extent of damages in agricultural crops/livestock and fisheries and render report to the councils.

10. NGO’s/Civic Organization/Religious Clubs

Undertake relief and rehab activities in coordination with local DRRMC’s.
