If you’ve been in the business of local government long enough you have likely encountered situations where doing things “the way we’ve always done them” no longer works. The unique challenges of the past few years have no doubt provided many opportunities for local officials around the state to reevaluate how they do things. So how do you respond when faced with new challenges? Are you willing to step back and evaluate the situation and perhaps even move in an entirely different direction? Or do you simply persist in the old ways of doing things and stubbornly believe that if you pound just a little harder, the proverbial square peg will eventually fit into the proverbial round hole? During this conference we hope you’ll discover a number of new ways to look at old problems and find reasons to give the hammer a rest.

It is my pleasure to welcome you to the 103rd Annual

Convention of the Utah League of Cities and Towns.

We hope you enjoy yourselves and return to your

communities with a number of innovative ideas that

will make your job easier and life better for your

constituents.

President’s Message

Our staff has again put together an agenda that attempts to address the wide

variety of interesting but often complex issues that we face in our roles as elected

officials. The recent economic challenges our country is facing have caused us

all to find ways to be more efficient and do more with less. As times change we

need to focus more on our core services and evaluate if the solutions we use to

solve problems need to change as well, lest we end up trying to pound the square

peg into the round hole. Many of the workshops and speakers this week will

address the idea of adapting to change, and of course there are numerous other

workshops that will cover both the interesting and mundane issues that are part

of local government. This conference will be a valuable resources to those who

attend.

I have enjoyed my year as League president. Thank you for allowing me to serve.

It has gone by quickly, it has been an interesting and, occasionally, entertaining

experience. One of the things I have enjoyed most is the unique camaraderie we

share as local officials and the satisfaction that comes from being with people who

are trying to make a difference in their home town.

The Music of ABBA

ABBA was one of the greatest pop music groups of their era, selling millions of records worldwide that included a number of hit songs still heard widely today on radio, TV and in the movies. Not surprisingly, a number of “tribute” bands tour the world trying to recreate the unique sounds and style of ABBA. However, Arrival is widely known for being the tribute band that most closely captures the

look and sound that is so uniquely ABBA.

The history of Rock N’ Roll would be incomplete without the innumerable contributions of Neil Sedaka. For over fifty years, Neil has written, performed, produced, and inspired countless songs, and his canon of compositions will continue to stand the test of time.

Early in his career, Sedaka recorded chart toppers "The Diary," "Oh! Carol," " Stairway to Heaven," "Calendar Girl," "Little Devil," "Happy Birthday Sweet Sixteen," "Next Door To An Angel," and "Breaking Up Is Hard To Do," songs that have become a part of people's lives and can instantly take listeners back to special moments. As a songwriter, he’s written for such artists including Frank Sinatra, Elvis Presley, Tom Jones, and The Fifth Dimension.

In 1975 he was back on top with "Bad Blood" and the quintessential "Laughter in the Rain," both reaching the #1 position on the music charts.

With a career spanning six decades, a rare feat in the entertainment world, Sedaka never ceases to amaze. He shows no signs of slowing down and we’re thrilled to have him performing for Utah’s local officials.

Mitch Albom is a bestselling author, nationally acclaimed newspaper columnist,

and a radio and television host and commentator. He is a prolific writer and

author of nine books including the very popular Tuesdays with Morrie, Have a Little

Faith, The Five People You Meet in Heaven, and For One More Day. Tuesdays with

Morrie is now the bestselling memoir of all time, with over 11 million copies sold

worldwide. Collectively, his books have sold over 28 million copies worldwide,

have been published in forty-one territories and forty-two languages around the

world, and have been made into Emmy Award-winning and critically-acclaimed

television movies. Not bad for a guy who started as a sports writer. Mitch is

married and resides in Franklin, Michigan.

Andrés Duany is one of the most recognized and influential names in the world

in the fields of urban land use and architecture. He is the founding principal at

Duany Plater-Zyberk & Company (DPZ). DPZ is widely recognized as a leader of

the New Urbanism, an international movement that seeks to end suburban sprawl

and urban disinvestment. In the years since the firm first received recognition

for the design of Seaside, Florida, in 1980, DPZ has completed designs for close

to 300 new towns, regional plans, and community revitalization projects. This

work has exerted a significant influence on the practice and direction of urban

planning and development in the United States and abroad.

Jim Carroll’s job is to make people feel uncomfortable… maybe even a bit confused.

Just when you think you have things figured out, Jim probably sees it differently. He

has a knack for predicting trends and change, and helping business and government

leaders see where things are going, and how they can not only adapt to change, but

lead it. Carroll is an author, columnist, media commentator and consultant, with

a focus on linking future trends to innovation and creativity. He’s the author of

Daniel Shapiro is the founder and director of the world-renowned Harvard

International Negotiation Program and associate director of the Harvard

Negotiation Project, the group that wrote the international bestseller Getting to

Yes. He is on the faculty at Harvard Law School and in the psychiatry department

at Harvard Medical School/McLean Hospital. He is co-author (with Roger Fisher)

of the bestseller Beyond Reason: Using Emotions as You Negotiate. Shapiro is chair

of the World Economic Forum's Council on Negotiation and Conflict Resolution,

a group of political and business leaders mandated to establish global priorities

involving negotiation and conflict resolution. He has appeared on dozens of radio

and television shows and has contributed to The New York Times, O: The Oprah

magazine, and other popular and scholarly publications.

They are thoroughly planned to be as they are: the direct result of zoning and subdivision ordinances zealously administered by planning departments. If the results are dismaying, it is because the model of the city being projected is dismal. These ordinances dictate three criteria for urbanism: the free and rapid flow of traffic, parking in quantity, and the rigorous separation of building use. The result of these criteria is that automobile traffic and its landscape have become the central, unavoidable experience of the public realm. In this presentation, Mr. Duany will address alternatives to the way land use is most commonly approached in American cities and towns.

Auxiliary President’s Message

Dear Auxiliary Members:

It seems like yesterday that I came to my first ULCT

auxiliary fall program. I brought my youngest child, Porter.

He was six months old and I packed him around on my hip.

However, I know that it wasn’t yesterday since I just sent my

baby off to the first grade. Now here we are again ready to

get reconnected with old friends and make some new ones.

I have always enjoyed the opportunities the auxiliary

program offers us. As spouses of the elected officials this is

our chance to step out of our comfort zone and try something

new. This year we have workshops and activities that vary

from an exercise class to an interior design class. I encourage

you to attend all the activities, even the ones you may think

you won’t enjoy. You might be surprised as to what you will

take away. The laughter, memories, and friendships I have

made are what bring me back year after year. Take some

time to look over your agenda and make plans to step out

and try something new.

I have truly enjoyed serving you as your president this past

year. I hope we will build more memories that I will take

with me as I hand the reigns to the next President.

In addition to Barbara’s clinical work, she has presented nutrition seminars for the Salt Lake Real soccer players, Ballet West, RDT Dancers, and to many local sports teams and schools. Nutrition is the foundation for a healthy and happy life. Barbara will cover how to be a men-tor to your children, friends, and family through diet and lifestyle changes. Eating smart coupled with exercise is the magic pill to a happier/healthier life.

She most recently served as the volunteer campaign manager to Congressman Chaffetz during his initial run for Congress, helping him defeat a 6-term incumbent using an all-volunteer staff and a limited budget. She has spent a decade working on municipal campaigns and issues in West Jordan, where she served as campaign manager to Mayor David Newton. Jennifer was the General Coordinator for the Wild West Jordan Playground, a community-built project in which organizers raised over $400,000 and pulled together more than 6,000 volunteers to build a playground over a 10-day period. She will talk about how women can make a positive impact in our communi-ties by pursuing our passions, playing to our strengths, and utilizing technology to bring people together.

He went to work for the Deseret News in 1978, working as a sports writer, book critic, editorial writer and columnist over the years. His religion columns (they appear on Thursday and Saturday in the Deseret News) have won awards over the years, including the national Wilbur Religion Column writing award twice, the Mark E. Petersen excellence in writing award twice and other citations from the Society of Professional Journalists and Associated Press. He has also written five books.Jerry enjoys baseball, movies and poetry. He and his wife Carol have been married for 20 years and have a blended family of five kids and 12 grandkids. He and his wife reside in Brigham City.

After attending the University of Utah and Brigham Young University interior design program, she was soon hired by a pres-tigious design firm based in Salt Lake City. Marilyn has received numerous design awards, but values most the following of her loyal clients with whom she has collabo-rated. Her design philosophy is simple and unpretentious. Marilyn says that when she focuses on the client’s personal style, the interiors she creates are much more interesting and authentic.
