When we wanted to start the work to harmonise IEC 60780 and IEEE 323 in 2006 we didn’t have the proper tool for this
In 2008 we did receive the first documents supporting dual logo standards development
In late 2018 the different document was merged into one document
It’s not totally up to date

NRC will (quite soon?) endorse IEC/IEEE 60780-323 when revising RG 1.87
They are also locking at the possibility to endorse IEC standards where there already exist a IEEE standard!

IAEA Between 1990 and 2000 IAEA did some
extensive work regarding management of ageing
TECDOC 1188 describe ways to work with different types of cables
They point out different ways to measure degradation in different cable insulations material

IAEA In Volume II of 1188 there is the result of a
Round-Robin test on cable samples.
15 different test laboratories did measurements on unaged and aged cable samples
Methods used was: Tensile test, Indenter, OIT, OITP and TGA

CONCLUSIONS FROM THE IAEA WORK “The main conclusion that has come out of this series of round-robin test has
been the need for more detailed specification of the test procedures for condition monitoring methods. This includes the information which needs to be reported with any data generated from such test.”
The variation of result between different laboratories and lack of information in the test reports is to big.It´s not possible to use measurement from different laboratories to handle a EQ system based on Qualified Condition

A condition indicator is monitored during and (especially) at the end of the artificial ageing before DBE testing. The condition at the end of the ageing is the qualified condition.

PART 6 INSULATION RESISTANCE DURING DBE TEST Test labs use the same measurement technics during LOCA
test as during normal condition
Instrument that are designed to measure TΩ are not suitable for measure values in the range of 10-100 kΩ
Test labs usually miss the lowest IR value due to not having continuous measurements.
Proper grounding of the test object is not defined.

TO WORK TOGETHER, IEC AND IEEE
Its wise to work together. We have a limited amount of technical experts and to divide recourses isn't wise in a industry under economical pressure.
From a technical point of view we have had a very good cooperation.
From a formal perspective there are problems. To handle the bureaucracy from both IEC and IEEE at the same time is a challenge, however, person-to-person discussions are the ideal solution to managing such challenges.
Some individuals have been reluctant to support the work but I rarely meet any conflicting interests now.

Convince your manager that it is a good way to gain knowledge
Its OK to start with gaining knowledge
Sometime in the future you will be able to give back something of what you have gained in the beginning
