OBJECTIVES OF THE PROGRAMME :In collaboration with Member States of South-East Asia Region, international organizations, NGOs and other WHO programmes, promote, develop, coordinate and evaluate the Region's need for development of health systems, particularly in the area of HIV/AIDS/STI, Tuberculosis, Malaria and other priority communicable diseases and advise the national authorities on HIV/AIDS/STI, TB and Malaria control programmes.

Description of duties:Under the overall guidance of the Director, Programme Management and direct supervision of the Director, Communicable Diseases (CDS), the incumbent will assume responsibility for the following:

1. Managing the staff and resources of the country and intercountry programme by:

* Ensuring effective coordination between staff

* Coaching and providing guidance to staff

* Monitoring and assisting the Director in evaluating the staff members in terms of the objective developed for them and the overall workplan of the programme

* Contributing to the identification and raising of extrabudgetary resources

* Ensuring the rational use of available financial resources

2. Coordinating, managing and overseeing the development of new policies and strategies in relation to control/prevention of HIV/AIDS, TB, Malaria and other priority communicable diseases and their implementation in the SEA Region, through country and intercountry programmes, and providing advice in relation to policy and procedures relating to the programme area;

3. Coordinating, directing and guiding advocacy and social mobilization efforts towards combating communicable diseases;

4. Initiating, advising and participating in the development and implementation of concepts and tools designed to reorient or improve communicable disease programme and project design, support and monitoring in accordance with WHO policy objectives;

5. Ensuring overall planning and direction of the programme of work of HIV/AIDS, Tuberculosis, Malaria and other priority communicable disease control programmes including the preparation of programme budgets and workplans for intercountry collaboration and for provision of direct technical support to Member countries;

6. Developing close collaboration, effective working relations and coordination with other departments, country offices, other UN agencies, NGOs and other international and bilateral agencies in joint efforts

related to the communicable disease programme area and in support of national disease control programmes;

7. Representing WHO at interagency, international, regional and national meetings related to programme areas;

8. Collaborating closely with technical departments in other regional offices and country offices in our Region to ensure that key elements of the programme are incorporated into their work and ensure effective cooperation, and

9. Act as Department Director during his/her absence and perform any other duties as may be assigned.

REQUIRED QUALIFICATIONS

Education:Essential: Degree in Medicine and Postgraduate Degree in Public Health.

Skills:   Functional Skills and knowledge:

Thorough knowledge of WHO policies, mission and goals. Wide knowledge of international public health issues and health systems management. High level of technical and managerial competence for planning, direction and evaluation of health development programmes. Excellent knowledge of programme analysis. Ability to establish and maintain excellent relations with officials at all levels. Ability to exercise sound professional judgement. Ability to coordinate and motivate staff of various backgrounds. Good interpersonal skills. Familiarity with WHO policies and practices. Demonstrated excellence in scientific writing in the form of publications and papers in national and international journals.

Competencies:

Other Skills (e.g. IT): Computer literacy, particularly related to computer applications as a management tool. Proven ability to write technical documents in a precise manner.

Experience:Essential: At least 15 years of progressive experience in the development and implementation of public health programmes including considerable experience at senior levels obtained in an international context.International working experience in communicable disease programmes, especially in HIV/AIDS/STI, Tuberculosis, Malaria and other priority communicable diseases.

Desirable: Working experience with WHO an asset.

Languages:Excellent knowledge of written and spoken English.

Additional Information:WHO's salaries are calculated in US dollars. They consist of a base salary and a post adjustment, which reflects the cost of living in a particular duty station and exchange rates. Other benefits include: 30 days annual leave, family allowance, home travel, education grant for dependent children, pension plan and medical insurance

MobilityCandidates appointed to an international post with WHO are subject to mobility and may be assigned to any activity or duty station of the Organization throughout the world.

Annual salary:   (Net of tax) Post Adjustment: 39 % of the above figure(s). This

USD 96,540 at single rateUSD 104,444 with primary dependants

percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
