It was moved by Councilmember Masuda, seconded by Mayor Tornek, to approve the minutes of October 22, 2019 (special meeting), November 26, 2019 (cancelled meeting), and December 24, 2019 (cancelled meeting), as submitted. (Motion unanimously carried) (Absent: Councilmember Madison)

BRIEFING BY DAVID JONES ON STATE LEGISLATIVE MATTERS

A telephone conference call was conducted with David Jones and Kyra Ross, State Legislative advocates for the City, who reported on the status of Senate Bill (SB) 50 - Wiener (Planning and zoning: housing development: incentives), and responded to questions:

David Reyes, Director of Planning and Community Development, provided comments and expressed concerns regarding SB 50, specifically as it relates to local control, protection of historic resources, and preserving character of single-family neighborhoods.

The following individuals provided their comments, questions and/or expressed concerns regarding SB 50:

Megan Faker, Livable Pasadena Erika Foy, Madison Heights Neighborhood Association Nina Chomsky, Linda Vista Annandale Association

The Mayor voiced his opposition to SB 50, and stated, in response to the public speakers, that staff will provide them with the City's written opposition, as well as distribute any forthcoming information on the bill.

• Report on the Governor's 2020-21 State budget proposal, highlighting additional resources to address the homelessness crisis, and a proposal for a $4. 7 billion resiliency bond to address environmental issues such as climate change and wild fires;

• Report on upcoming conference focused on homelessness, poverty, technology, economy, job training and modernization of the workforce;

• Report on the last day for new legislation to be introduced -February 21, 2020;

• Report on the Interim Report from the Governor's Council of Regional Homeless Advisors

BRIEFING BY CHRIS GIGLIO ON FEDERAL LEGISLATIVE MATTERS

Chris Giglio, Federal Legislative advocate for the City, submitted written material and provided an update on the federal legislative matters listed below:

• Report on the impeachment trial of Donald Trump; • Report on U.S. Congress approval of a Fiscal Year 2020 budget;

includes new measure to raise the age for buying tobacco products from 18 to 21, increase funding to research gun violence, 3% increase in pay for federal workers, boost funding for initiatives such as election security, and 2020 census efforts;

• Report on approval of the North America Trade Agreement; • Report on House Democrats proposal to allocate funding to

target challenges in areas of infrastructure such as transportation, water, energy, telecommunications and broadband, with climate change and health care being addressed later in the year;

• Report on the Fixing America's Surface Transportation Act (FAST Act) and its need for reauthorization (expires in 2020);

• Report on the Water Resource Development Act • Report on proposed federal housing legislation addressing

homelessness; • Report on proposed FY 2021 budget; • Responded to questions regarding carbon tax and immigration.

APPROVAL OF THE FEDERAL AND STATE LEGISLATIVE PLATFORMS FOR CALENDAR YEAR 2020

Julie Gutierrez, Assistant City Manager, introduced the agenda item, and Jennifer Guess, Management Analyst IV, provided a PowerPoint presentation summarizing the agenda report, and responded to questions.

Councilmember Masuda and Madison commented on the coronavirus outbreak in China, and asked staff to include language in the 2020

Federal Legislative Platform in support for funding in the event of an infectious disease outbreak/pandemic.

Following discussion, Councilmember Madison asked staff to reevaluate and better organize how issues related to climate change and protections are addressed in the Platform, and asked staff to include language in support of legislation protecting women's reproductive rights, with the Chair and Councilmember Masuda expressing their support for such language to be included in the 2020 Federal Legislative Platform.

Councilmember Madison asked the City's Federal and State Legislative Advocates to provide any forthcoming information on the State Route 710 (SR-710) Stub, as well as information on the Burbank Airport replacement terminal and flight paths.

The Chair requested the following revisions to the proposed 2020 State Legislative Platform;

• Part II - Legislative Priorities: Density Bonus "Law -include language to note that the City supports efforts that assist cities with the ability to maintain local control for development standards of Accessory Dwelling Units (ADUs); Group Homes -Staff to review the funding levels for group homes and include additional language if needed.

• Part IV - Energy and Water Priorities: Delta Conveyance - revise language to clearly indicate the City's support for the single tunnel project.

Councilmember Madison commented on the need for additional resources to address homelessness, and stated his support for language to be included in the State Legislative Platform to highlight the need.

Following discussion, by consensus of the Committee, approve staff recommendation, and forward the item, as modified, to the full City Council for consideration.

APPROVAL OF CONTRACT RENEWAL WITH CAPITALEDGE ADVOCACY LLC FOR LEGISLATIVE LIAISON SERVICES

Julie Gutierrez, Assistant City Manager, provided an oral presentation on the agenda item, and responded to questions.

It was moved by Councilmember Masuda, seconded by Mayor Tornek, to approve staff's recommendation, and forward the item to the full City Council for consideration. (Motion unanimously carried) (Absent: Councilmember Madison)

BRIEFING BY CHRIS GIGLIO ON FEDERAL LEGISLATIVE MATTERS

Chris Giglio, Federal Legislative advocate for the City, provided an update on the federal legislative matters listed below:

• Report on proposed federal budget for Fiscal Year 2021; proposed elimination/cuts to domestic discretionary programs such as Community Development Block Grant and the U.S. Department of Housing and Urban Development (HUD) HOME Program;

• Update on Budget Control Act of 2011; • Report on the official start of Fiscal Year 2021 - October 1,

2020; • Report on two recently passed bills by the House of

Representatives: Rim of the Valley Corridor Preservation Act and a bill to expand the San Gabriel Mountains National Monument;

• Report on proposed legislation to create a grant program to address cyber security issues and election cyber security;

• Update on legislation to address infrastructure; • Report on legal challenge by local governments regarding

Federal Communications Commission's (FCC's) 2018 Small Cell Preemption Order.

The Mayor spoke regarding the San Fernando Valley Airplane Noise Task Force and its upcoming meeting to vote on recommendations to the Federal Aviation Administration (FAA) to address noise issues affecting the community, and asked Mr. Giglio to follow any proposed legislation changes as it relates to the matter.

Following discussion, Councilmember Madison expressed concerns regarding the coronavirus and the outbreaks of the disease in multiple countries, the potential for an outbreak in the United States, and the impact it has had on the financial market, and requested staff to provide information to the City Council at its next meeting on the matter. He also commented on the homeless crisis and the overwhelming need for resources.

In response to Councilmember Madison, Mr. Giglio noted that the President has asked Congress for emergency funding for the Centers for Disease Control and Prevention (CDC) in preparation for a possible outbreak.

On the order of the Chair, and by consensus of the Committee, the information was received and filed.

BRIEFING BY DAVID JONES ON STATE LEGISLATIVE MATTERS

David Jones and Kyra Emannuels Ross, State Legislative advocates for the City, provided an update on the state legislative matters listed below, with the Mayor requesting staff to provide the Committee with a summary of recently passed bills:

• Report on Governor Newsom State of the State Address; • Report on deadline for introduction of new legislative bills;

budget trailer bills; • Report on Senate Bill (SB) 902 (Wiener), Planning and zoning:

neighborhood multifamily project: use by right: density, SB 50 alternatives;

• Responded to questions regarding Accessory Dwelling Units (ADU) Bills, SB 50 alternative Assembly Bill (AB) 725 (Wicks) General plans: housing element, and AB 1279 (Bloom) Planning and zoning: housing development.

The Mayor expressed concerns with SB 50 alternatives; aligning the City with the League of California Cities position on a housing production bill; and with Pasadena being categorized with other cities that have been recalcitrant to housing production.

Councilmember Madison spoke on how well the City manages local control, specifically as it relates to affordable housing; commented on the Caltrans-owned housing stock in Pasadena and stated the City's desire for the Governor to order Caltrans to release the homes to the

City, noting the potential for such homes to be used to provide affordable housing. Additionally, he requested that the City's State Legislative Advocates make it a priority to communicate the City's above request to the Governor.

Nina Chomsky, Single Family Neighborhood of Linda Vista­Annandale, expressed concerns regarding SB 1017 and its potential to result in dense production of multi-family housing on surplus sites in the city, specifically those in single-family neighborhoods.

Ms. Ross and Valerie Gibson, Transportation Services Manager, briefly spoke on and responded to questions regarding AB 1350, (Gonzalez): Free youth transit passes: eligibility for state funding, with the Mayor requesting that the City's State Legislative Advocates closely monitor AB 1350 and to provide any forthcoming information on the matter.

Councilmember Madison highlighted the benefits of moving to free local transit and stated his support for further discussion on the matter. He also commented on SB 1017 and noted that he shares the concerns of the public speaker (above) as it relates to the proposed bill.

Following discussion, on the order of the Chair, and by consensus of the Committee, the information was received and filed.
