    3.1 Members' and Secretaries meetingsThe meetings of the Association will be held at Elsternwick Park between March and Septemberat 6.30 p.m. as listed below or as determined by the Board.Members and/or Secretaries are to ensure they are in attendance. Clubs whose Members andSecretaries fail to represent their club, or who are absent without explanation will be fined.

    3.2 Correspondence to VAFAAll correspondence should be directed to the VAFA via mail P.O.     3.3 Application and Affiliation fees(a) Application fees. The following application fees were required to be paid by clubs by October

    1st 2007 for the 2008 season.$200 for each senior and reserve team wishing to compete in 2008.$500 for each Under 19 and Club XVIII team wishing to compete in 2008.$100 expressions of interest from new clubs interested in joining VAFA (by October 1st).Affiliation fees. Instalments are due on May 1, June 1 and July 1 this year and must be paidwithin seven (7) days of the due date.Total affiliation fees for season 2008 are as follows:

    Section A seniors and reserves - $13732 (plus $1373 GST)B seniors and reserves - $13455 (plus $1345 GST)C seniors and reserves - $9803 (plus $980 GST)D1 seniors and reserves - $9251 (plus $925 GST)

    (b) Any club that fails to pay the first instalment of fees within seven (7) days of the 1st October, shallcease to be a member of the Association.Where possible, clubs are requested to make their payment in full, however if this is not possible,then in three instalments as stated.

    3.4 Fines and appealsClubs in breach of the Rules of the Association in regard to conduct of matches or in general,

    may be subject to fines as laid down in the Rules of the VAFA.Rule 30: When the outstanding liability of a club to the Association has exceeded $200.00 formore than thirty consecutive days the Treasurer of the Association shall give written notice tosuch Club of the amount of the outstanding liability and that payment is required to be madewithin seven (7) days. In the event of a Club failing to make payment of any outstanding liabilitiesas required, the Board may suspend the right of such Club to participate in the competitions ofthe Association.Clubs may appeal in writing against fines or penalties imposed by the VAFA or any sub-committee within fourteen (14) days of notification. The Board will consider appeals.

    3.5 Match day requirements(a) If a team is not ready within thirty minutes of the scheduled starting time, the match is forfeited

    to the other team.(b) Before all VAFA matches the following is to apply. The team entering the arena first has the

    choice of ends in which to warm up. The other team, upon entering the arena, must not encroachin the other teams chosen half of the ground during its warm-up, even whilst the team last toenter the arena is doing its slow lap before beginning warm-up drills.

    (c) Umpire escorts:Both the home team and the away team is to provide an escort for the umpiresand both must be with the umpires (one each side) at all times umpires enter or leave the fieldand during on-field breaks. Once the escorts have walked the field and boundary umpires fromthe field at half time and at the end of the match, they must immediately return to the field of playand meet the goal umpires who should have completed checking their scorecards in the middleof the ground and be commencing to make their way from the field.The away team escort must wear at all times one of the official armbands (white) whereas thehome team escort must be the Interchange Steward who will wear a white coat and black

    armband.

    3.6 Club requirements(a) Ground Inspection Sheets

    Both teams, in all VAFA matches, must agree that the ground presented by the home club is ina reasonable position for the conduct of the match.A representative of each team is required to sign the sheet attesting to the above. With changesto the Wrongs Act 1958, volunteers (defined as individuals providing a service on a voluntarybasis for no remuneration) cannot be held liable in any civil proceeding for anything done ingood faith by the volunteer while providing a service in relation to community work organised bythe sporting organisation.Should both or one team believe the ground be not fit for play VAFA rules allow a period of time

    (30 minutes after scheduled starting time) for an alternate ground to be found which is agreeableto the field umpire or the original ground's problems attended to.(b) Ground Changes

    Any ground change approved by the VAFA will only be considered if the ground suggested is areasonable standard for clubs of that particular section. The CEO and General Manager-Football Operations have the power to approve ground changes to grounds that are existingVAFA grounds, however requests for VAFA clubs to play on any non-VAFA ground must be takenby the CEO to the Board for it to consider.At least two weeks notice (in writing) must be given to the VAFA for any ground change request.Clubs wishing to play night matches must conform to the Night Games Policy.

    (c) The"home" club should also supply the following equipment:- goal flags

    - siren or bell- training table (both rooms)- stretcher- dressing rooms with suitable security (both rooms)- room for umpires (able to be secured).

    (d) The "home" club shall arrange for the scoreboard to be operated continuously throughoutevery match.

    (e) For all matches, each club to provide an efficient boundary umpire, goal umpire, runner,timekeeper, umpire escort and thehome club an interchange steward who is to also act asthe home teams umpire escort as well and shall be dressed in a white coat. Other officialsare to wear Association approved clothing. A fine will be applied for each official notappropriately clothed.

    Clubs must ensure that all playerswear correct uniforms and that each player wears a differentnumber, which corresponds to those appearing on the teamsheet and in the "Amateur Footballer".If bike shorts are worn they are to be only shorts supplied by VAFA Properties, which can onlybe flesh colored.

    (f) Each club (except A and B Section Reserves) is to provide areserve umpire who has currentregistration gained by attending one of the pre-season registration nights provided by the VAFA.Teamsheets are checked after each round to see that registered umpires only are used in allVAFA reserve matches. Clubs using non-registered umpires will have the match dealt with in thesame way as if an ineligible player was played (loss of points/fine).Umpires are also observed to see that offences that should be reported are in fact the subjectof an official report.If a registered reserve section umpire does not sign both teamsheets that umpires club

    will not receive the rebate due.(g) Clubs must ensure at all intervals the field, boundary and goal umpires receive attention by way

    of a drink; orange and towel etc. as required.(h) End of match - scorecards, timekeepers' cards, Matchday Incident Report Sheets and

    interchange cards.

    At the conclusion of the match hand to the field umpire the score cards from the goal umpireand timekeeper together with the interchange steward's card. Ensure cards agree.Club Secretaries or nominated Duty Officers should inspect and ascertain the arithmeticaccuracy of all scorecards completed by other than VAFA officials before returning them to theumpire after the game. Where scorecards differ all cards are to be submitted to the VAFA by theumpire, who is to note on the Matchday Incident Report Sheet that a discrepancy exists in thefinal scores.Once all details have been completed and the umpire has completed the teamsheet, the club

    secretary is to sign the teamsheet.The secretary's signature does not indicate implicit acceptance of the reports. Secretaries arenot to discuss matters relating to paperwork or argue with umpires. Secretaries must have anappropriate copy of their teamsheets for club records.An umpire will report to the VAFA any matter that warrants informal or formal VAFA action thatis not covered by the standard Umpire Report Form. This will include advising the VAFA of amelee(s) that occurred in a match, any unobserved incidents, explanatory comments regardinglow Disciplined Award Ratings or any other matter the umpire sees fit to report on. In a situationwhere an umpire has seen the need to complete a Matchday Incident Report Sheet, the whitecopy will be forwarded to the VAFA, each competing club will be handed a yellow copy and eachfield umpire will retain a blue copy of the report.

    (i) The VAFA requires information from clubs related to match scores as follows:

    All senior home clubs from all sectionsmust enter the full match information (i.e. quarter byquarter and full time scores, best players and goal-kickers) onto the results page of the VAFAwebsite by 5.30pm on match-day. If the home club experiences any difficulties with loggingonto the results page (i.e. internet connection problems) results can be phoned in on 9531 8333.Under-19 section home clubs must enter the final match score, including quarter by quarterscores, into the VAFA results webpage by 5.30pm on match-day. If the home club experiencesany difficulties with logging onto the results page (i.e. internet connection problems) results canbe phoned in on9531 8333 by 5.30pm. Full results including best players and goal-kickers mustbe logged into the VAFA results webpage by 10am Monday after the match.Club XVIII and Reserve section home clubs must enter the final match score, includingquarter by quarter scores, into the VAFA results webpage by 4pm on match-day. If the homeclub experiences any difficulties with logging onto the results page (i.e. internet connectionproblems) results can be phoned in on 9531 8333 by 4pm. Full results including best playersand goal-kickers must be logged into the VAFA results webpage by 10am Monday after thematch.The scores of all matches can be obtained on the VAFA web site www.vafa.com.au after5.45 p.m. on any Saturday evening.

    (j) Clubs must ensure that all theirtrainersare accredited and that each team must have a trainerin attendance at all matches. Clubs may be asked to show cause why they should not becharged with conduct unbecoming a club of the Association if they don't comply with thisrequirement.Clubs who believe a trainer holds an appropriate qualification equal to Level 1 accreditationmust lodge these qualifications to have these assessed by an independent body whose decisionwill be final.

    (k) Jumper clashesare to adhere to the following procedure.

    (i) Home and Away matches. In the event of there being a clash of uniforms between twocompeting teams, each visitingclub must wear a distinctively different uniform approved bythe General ManagerFootball Operations. Jumper clashes as determined by the VAFAwill be emailed to clubs on a sectional basis and posted on the VAFA website under theClub Details section. Clubs listed in bold & italics are possible jumper clashes and if bothclubs agree, then the visiting club on each occasion they meet will be required to wear adistinctively different uniform approved by the General Manager Football Operations.In the event of a jumper clash the secretary of the visiting club shall make application forapproval of the said uniform not less than fourteen (14) days prior to the date of thescheduled match. Provided that not less than 28 days prior to the commencement of eachseason, the secretaries of any two clubs drawn to play in games where there is a clash ofuniforms as set out in Schedule B of these Rules, may by joint application in writing signed

    by the secretaries of both clubs, submit to the General ManagerFootball Operations forhis approval, details of the uniforms each club proposes to wear during the two games inwhich the said teams are drawn to play in the said season. The General ManagerFootballOperations shall advise the secretary of each club of his approval or otherwise, not lessthan seven (7) days prior to the commencement of the season.

    Hire sets can be obtained from the VAFA online store (www.vafa.com.au).(ii) Finals Matches.In the event of there being a clash of uniforms in a second round (finals)

    match the following will apply. For the first semi final the team that finished the home andaway matches in the higher position will wear their home uniform, however the winner ofthe second semi final will become the home team in the Grand Final and be able to weartheir home uniform. In a preliminary final the higher placed team at the end of the homeand away matches will be the home team. The away club shall be required to submit forthe approval of the General Manager Football Operations, a distinctly different uniform to

    that worn by the home team. Such application must be made to the General Manager Football Operations not less than seventy two (72) hours prior to the date of the saidsecond round match.Failure of clubs to select an adequate jumper within the prescribed time will mean that theoffending club must wear a VAFA allocated jumper.

    (l) All senior, reserve, Under-19 and Club XVIIIcoachesmust have at least Level 1accreditation.This course must be completed in its entirety before the commencement of the season.Should a coach be unavailable, resign or be replaced, he must be replaced by a coach whoholds current Level One Accreditation (at least). If the club is unable to find a suitably accreditedreplacement coach, the club can provide in detail the complete football and coachingbackground of the person they would like to coach the team.The Board of the VAFA may give "interim" approval for this person to coach, but only until theavailability of the next coaches' course or for the balance of the season (whichever occurs first).This documentation must be received and considered by the VAFA Board before the persontakes charge of a team.Clubs using an unaccredited coach in any senior, reserves or under-19 VAFA match will havethe match dealt with in the same way as if an ineligible player was played (loss of points/fine).Teamsheets are checked after each round to see that only accredited coaches or coaches with"interim" approval are used by clubs.

    (m) The following applies in relation to clubs who choose to appoint aplaying senior coach.Any player who is qualified to play in the VAFA can also hold the position of the club's playingcoach provided he holds current Level 1 accreditation. Obviously if the coach elects to play hecannotreceive a coaching fee.Clubs who have appointed, or who intend to appoint a playing senior coach must undertake thefollowing:(i) Advise the General Manager Football Operations in writing that the club intends to appoint

    a playing coach of a senior team. This will enable Affidavits to be prepared.(ii) No person performing the duty of playing coach may do so until such time as the General

    Manager Football Operations has in his possession the Affidavits as mentioned above.(iii) 2007 playing coaches continuing in the same capacity for season 2008are requiredto

    again swear Affidavits.The Affidavits shall stipulate -(i) The playing coach can receive nil remuneration before, during and after the period of his

    appointment as the club's playing coach or the club will not offer inducement orremuneration to that player to serve as its playing coach either before, during or after hisappointment period.

    (ii) That the club agrees that should violation of the above clause be proven it shall be strippedof all premiership points earned since the coach was appointed; the club be immediatelydemoted a minimum of two sections; the club be fined an amount of not less than $5,000and not in excess of $10,000 and/or at the discretion of the Board the club's membershipof the Association may be terminated.

    3.7 Conditions for the conduct of Club XVIII matches.(a) Clubs have until Monday March 1 to indicate to the VAFA in writing that they intend to field a Club

    XVIII team in 2008. If a club withdraws their Club XVIII team after March 1 the club will be fined$500. Specific conditions for fielding a Club XVIII team in the VAFA can be obtained bycontacting the VAFA.Two teams from the one club can play in the same section. Premiers for each section will be the

    only team to be promoted.Fifteen (15) first round matches are played from April 12 (Rnd 1) to July 26 (Rnd 15) followed bya three week finals series. Three week series: First and Second Semis - August 2, PreliminaryFinals - August 10, Grand Finals August 17.The length of quarters for Club XVIII matches are 17 minutes plus time on with the half-time ruleof the reserves to come into play (in that the match must finish not later than 1.50 p.m.).     allows for no disruption to U19 matches. Refer Law 10.1 (a). All Club XVIII matches mustcommence at 11.40 a.m.

    (b) Player requirements.All players must be registered with a minimum of fourteen (14) requiredto start a Club XVIII match. A registered player may represent the opposition on the day providedappropriate notation is marked on the teamsheet. Registrations for 2008 close on June 30.

    (c) Interchange players.Club XVIII teams are restricted to no more than 8 interchange players forall home and away matches and finals matches.

    (d) Uniforms.Club XVIII teams must wear the appropriate club uniform of jumper, shorts and socks.

    Each team playing "away" must wear white shorts and the appropriate non-white shorts for homematches.(e) Scoresfrom home and away matches must be entered into the VAFA results webpage by 4pm

    on match-day by the home club. If the home club experiences any difficulties with logging ontothe results page (i.e. internet connection problems) results can be phoned in on 9531 5892 by4pm. Full results including best players and goal-kickers must be logged into the VAFA resultswebpage by 10am Monday after the match.

    (f) Footballs -either new or used Sherrin footballs are to be used (with VAFA logo).(g) Coaches: Club XVIII coaches must gain Level One Accreditation before the 2008 season to

    coach.(h) Clubs are to nominate a manager for their Club XVIII who would receive correspondence

    for Club XVIII issues along with the Club Secretary.

    3.8 FinalsThe second round (finals) for A and B sections will be conducted over a four-week period withthe grand finals to be played on September 20/21. C and Under-19 Sections 1 and 2, over athree-week period with grand finals to be played on September 13/14, D1, D2, D3, Under-19Sections 3, North and South over a three-week period with grand finals to be played onSeptember 6/7 and D4 over a four-week period with grand finals to be played on September13/14.

    Extra time shall be played in any drawn second round final match, including grand finals, inSenior, Reserve, Under-19 or Club XVIII Sections. When the final siren sounds the players willremain on the field, change ends and in the meantime the goal umpires will meet and confirm

    that the scores are in fact level. Once confirmation is notified to the field umpire, 5 minutes plustime-on will be played after which the siren will be sounded. The teams will cross straight over(without an address from the coach) and play another 5 minutes plus time-on. In the event thatthe scores are still level a second period of extra time will be played. The coaches can have 3minutes to address their teams following which the teams will kick to the opposite end to whichthey kicked at the end of the first period of extra time. Three minutes plus time-on will be playedafter which the siren will be sounded. The team will then cross straight over (without an addressfrom the coach) and play another 3 minutes plus time-on. In the event that the scores are stilllevel, the match will be declared a draw and replayed the following week.

    3.9 Tribunal hearings and Investigations(a) VAFA Tribunal.

    It is suggested that all club secretaries, team managers and officials of the day familiarisethemselves with tribunal procedures and ensure every player who appears on a report sheet,either as a reported player or as a witness, understands these procedures and to ensure that allplayers concerned are instructed accordingly. It is also imperative that players' copies of reportsare handed to the players concerned. All parties required to be in attendance before theIndependent Tribunal will be listed on the VAFA web-site by 4 pm on the Monday afternoonfollowing the match. Any changes after this time will see the affected parties contacted by eitherphone or email. Non-attendance by any player named on the report sheet shall be dealt with bythe Tribunal, in most cases resulting in a period of suspension as determined by the Tribunal.Club officials being the subject of an umpires report (on an official report sheet) will have thereport heard by an investigation committee and not a tribunal.All players reported, and/or named in connection therewith, together with witnesses are requiredto attend before the Independent Tribunal at Elsternwick Park by 7.30 p.m. on the Tuesdayfollowing the match in which the report occurred.Appearance before the Tribunal designated will be according to the order of arrival andsubsequent reporting to the Tribunal Assistant in the downstairs Function Room. All relevantpersons including appropriate witnesses need to be in attendance before a case is consideredready for hearing.

    decisions in this respect will be ratified by the Chairman Tribunal & Investigations or hisappointed deputy (Chief Executive Officer).If a player is found guilty of an offence and has been found guilty of a previous offence oroffences during the immediate past five years this record will be taken into account when settingthe penalty. Any record before this period of time (5) years will not be taken into account whenthe penalty is being set. A Tribunal is not aware of any prior history during the hearing of a case.Reported player's witnesses.A reported player may call a witness (or witnesses within reason)to assist in his defence of the charge or charges against him. Such witnesses must have actually

    seen the incident concerned, and be able to give material evidence in regard to the charge. Awitness is not permitted to give a character reference on behalf of the accused player.An accused player who desires to call a witness should notify the Tribunal Chairman at thecommencement of the hearing.Witnesses and player(s) offended against are warned that if the Tribunal considers evidence tobe of a misleading or unsatisfactory nature they may be charged accordingly and dealt with bythe Tribunal.

    Use of video at tribunal.Should a video be available, and a club wishes to make use of a video at a tribunal hearing, thematch tape, which can be edited, must be lodged by 3.00 p.m. the Monday following the playingof the match.

    The VAFA will then give the other parties to the report the opportunity of viewing the video at atime that suits them.No other video than the submitted video can then be produced.

    Tribunal matters that clubs require to be heardIf a club of the player against whom an opposition player was reported, considers the reportedincident serious enough to require the matter be heard before a tribunal, the club to exercise thisoption, must tick a box that appears on the report form this must be done when the paperworkis completed after the match. A bond of $200 then must be lodged with the VAFA by noon on theMonday following the playing of the match. The bond may be refunded to the club at thediscretion of the Tribunal Chairman.

    Unobserved incidentsWhen an unobserved incident report made by an umpire is supported by the lodgement of a clubcomplaint from the same incident, the matter will still be resolved before a tribunal. Both playerswill appear before the Chairman who will be in possession of the paperwork (the club chargeletter and VAFA charge) with each player calling witnesses as required that may or may not becalled.No club official is to remain in attendance for the duration of the hearing.

    Advocates(a) A reported playerwho he is less than 21 years of age at the commencement of the relevant

    season may appear before the Tribunal either on his own behalf or with a person who mayact as his advocate. Such player's advocate shall be the Secretary of the reported player's

    Club or a person duly appointed in writing by the Secretary.(b) Anumpiremay appear before the Tribunal either on his or her own behalf or with a person

    who may act as his or her advocate if (i) such umpire is less than 21 years of age at the commencement of the relevant season;

    or(ii) he/she has less that 2 years experience as an umpire at Under19 or senior level at the

    time of the Tribunal hearing.(c) Where thereported player or umpireappears with an advocate, the advocate

    (i) may ask questions on behalf of the reported player of any witness called before theTribunal;

    (ii) may ask questions of the reported player;(iii) may make oral submissions to the Tribunal on behalf of the reported player.

    (d) No person shall act as a player's advocate who is a member of a police force, who is theholder of a degree in Law or who is a Barrister and Solicitor of the Supreme Court of anyState of the Commonwealth of Australia.

    Report not made by an umpireAt the hearing of a complaint by the Tribunal other than a report by an umpire, the player chargedand the player allegedly offended against shall be entitled to an advocate who shall not be (a) a witness in the complaint;(b) a member of a police force, the holder of a degree in law or a Barrister or Solicitor of any

    State or Territory of the Commonwealth of Australia.

    Appeals

    An appeal from a decision of the Tribunal shall be permitted (a) if the charge against the player is one within part (ii) of the Report of Umpires form (Schedule

    D of the VAFA Rules) under the heading Charges MUST be heard by Tribunal(b) if the appeal is notified to the Chief Executive Officer not later than 3.00 pm on the day after

    the Tribunal hearing. The notification of the appeal must be accompanied by the prescribedappeal fee of $750. If the appeal is successful, $500 of the fee will be refunded.

    If an appeal is granted then The appeal from a decision of the Tribunal shall be heard by an Appeal Tribunal comprising theChairman of the Appeal Tribunal and/or other members of the Tribunal who did not participatein the initial hearing of the charge or charges the subject matter of the appeal.(a) Subject to sub-paragraphs (b-(d), an appeal from the decision of the Tribunal shall be heard

    before the next round of matches is played.

    (b) The appeal may be adjourned to a date after the next round of matches is played by theChairman or presiding member of the Appeal Tribunal or the Chief Executive Officer inconsultation with the President and/or Chairman of the Tribunals and InvestigationsCommittee.

    (c) If the hearing of the appeal is adjourned to a date after the next round of matches is played,for any reason, the appeal cannot proceed before the next round is played, the reportedplayer shall be ineligible to play until the appeal hearing is conducted, but any matchesmissed by the player shall be included in any penalty ultimately imposed.

    (d) At the hearing of an appeal from a decision of the Tribunal, evidence not called at the originalhearing shall not be permitted unless the Chairman or presiding Member of the AppealTribunal is satisfied that good reason has been shown as to why such evidence was notcalled at the original hearing.

    SCHEDULE "A"Senior Grade & Reserve Grade1. The Tribunal shall consist of at least two persons all of whom shall be members of the

    Independent Tribunal appointed in accordance with the Articles of Association of the VictorianAmateur Football Association.

    2. A brief written report of the offence or offences shall be in the hands of the Secretary of theAssociation by midnight on the second clear day after the match otherwise the charge or othercharges shall lapse.

    3. In the event of either or both clubs participating in the match failing to provide an official toacknowledge the existence of the report the charge or charges may only be declared void at thediscretion of the Tribunal.

    4. The Tribunal shall elect a Chairman from amongst those of its members present.5. Upon assembly and after the Tribunal has elected a chairman the person who made the report

    shall be summoned before the Tribunal.6. The Tribunal Chairman shall ask the reported player if he was Number..... of the..... Football Club

    on the day stated and shall ask similarly of the other person or persons written on the report. Allexcept the person who made the report and the reported player shall retire until recalled.

    7. The brief written report shall be read aloud by the Chairman who shall be in possession of theteamsheets and any other relevant documents.

    8. After reading the report the Chairman shall ask the reported player to plead "guilty" or "not guilty"to the offence or offences.

    9. When the reported player has pleaded, the Chairman shall ask the person who made the reportto amplify his written words after which he may be questioned by the reported player and the

    Tribunal as they desire.10. The person who made the report may now call such witnesses as he may wish whom that

    person, the reported player and the Tribunal, may question as they desire.11. Each reported person who has been called to give evidence should remain present until all other

    evidence has been presented to the Tribunal.

    12. Any other person or persons mentioned in the report may be called in turn and asked to givetheir versions of the incident and may be questioned by the person making the report, thereported player and the Tribunal as they desire.

    13. The Chairman shall then ask the reported player to give his version of the incident after whichthe person making the report and the Tribunal may question him, as they desire.

    14. The reported player may now call such witnesses as he may wish whom the reported player,may question, the person making the report and the Tribunal, as they desire.

    15. After the person making the report, the reported player, all other persons mentioned in the report

    and all witnesses have delivered their evidence, the person making the report and the reportedplayer shall be given the opportunity to summarise their cases and when the Tribunal is satisfiedthat it has all the evidence it can reasonably obtain to reach a decision, the Tribunal shallconsider the case and record its finding and such penalty or penalties if any to be imposed.

    16. When the Tribunal has recorded its finding(s) all persons concerned shall reassemble and theChairman shall state its findings and such penalty or penalties if any to be imposed.

    17. If the reported player gives consent to the Tribunal to investigate this alleged offence or offencesin his absence and submits a statutory declaration of his case the following additional rules shallbe observed as and where applicable.a) The Chairman of the Tribunal shall pronounce a plea on behalf of the player in the light of

    the statutory declaration by the player of his case.b) The statutory declaration of the player shall be read by the Chairman.

    c) Such persons who are mentioned by the player whom he would have called to give evidenceon his behalf shall be called and may be questioned by the person making the report andthe Tribunal as they desire.

    18. (a) A reported player who he is less than 21 years of age at the commencement of the relevantseason may appear before the Tribunal either on his own behalf or with a person who mayact as his advocate.
