INTRODUCTION
ILR / Inter-basin water transfer (IBWT)
y
a highly ambitious and massive projectunder debate.
y is one of the options to remedy spatial
mismatch in water availability and
demand.
yhuman-induced transfer of water from a
(surplus) basin to a distant (deficit) basin.

Dr K L RAO PROPOSAL (1972)
- GANGA ± C AUVERY LINK ± 2640 Km
- required large amounts of power (5 to 7
MkW) for lifting the water and had no flood-
control benefits.

CAPT. DASTUR PROPOSAL (1977)
- First canal 4200 km river in west to Brahmaputra
in east.
- Second canal 9300 km GARL AND canalcovering the central and south India.
- After detailed examination, it was found to be
technically unsound and costwise repulsive.

NATIONAL PERSPECTIVE PLAN
(1980)y The GOI decided to set up a NWDA.
y After a detailed study of the earlier proposals,
topography, river network, water availability anddemands, it formulated a NPP for water
resources development.
y T
he distinctive feature of this is that the transfer of water is essentially by gravity and only in
small reaches by lifts (not exceeding 120 m).
y This plan comprised of two components:

VERDICT BY SC (2002)y On August 2002, Supreme Court ordered the
Government to complete the construction of the
ILR project in the next 12 years.y In response to this order, the GOI appointed a
Task Force comprising Scientists, engineers,
ecologists, biologists and policy makers to ponder
over the technical, economic and eco-friendlyfeasibility of this gigantic project.

Stated Benefits
y
Flood Control and draught mitigation.y Additional irrigation: 35 m ha (about 25% of the
ultimate irrigation potential of the country)
y
Hydropower generation 34 000 MW additionallyyFood grains production boost
yMany cities will get additional water for daily
use.yNavigation
yTo meet water quality criteria in rivers as more
dilution of water would be available in rivers.

Issues to be addressed for
successful
implementation of ILRy Its optimal design and management would
require large quantity of data from different
disciplines like Topography, soil, geological, hydrometeorological etc.
y On account of the large size of the projects,
skilled manpower needed for extensive fieldinvestigations and to prepare DPRs.

Contd«y Social and political opposition may arise
mainly when people assume that there will be
loss of valuable resources, land and water.y Opposition from environmentalists and climate
change.
y Political issues of who should spend or who
should reap benefits ?
y Time and expenditures.
