Core Infrastructure IT Projects ( Kerala)
1. Kerala State Wide Area Network (KSWAN)
The Kerala State Wide Area Network (KSWAN) is envisaged to function as the core common
network infrastructure for e-Governance, over which a number of applications would run.
The State Information Infrastructure (SII) that connects Thiruvananthapuram, Kozhikode,
and Kochi acts as the backbone of the project. The project extends to all the 14 districts and
to the 152 Block Headquarters. In future, the project intends to extend its range to 1660
remote offices of Government Departments, and thus all Government Offices will get
connected with the project.
Kerala State Wide Area Network forms an integration dais for an array of citizen-centric
services of various Departments of the State Government including Revenue, Registration,
Rural Development, Civil Supplies, Police etc. Also, KSWAN provides advantages like high
degree of citizen interaction.
The first phase of the project has covered 70% of the offices under the 13 Government
Departments which include Department of District Planning Offices, District Panchayats,
Corporations, Municipalities, Commercial Taxes, Motor Vehicles Department, Registration,
Revenue, PWD, Police, Treasuries, and Vigilance.

2. State Data Centre
In order to give a boost to e-Governance scenario in the state, Government of Kerala has
set up a State Data Centre (SDC) in Thiruvananthapuram which is operational since the year
2005. Kerala became the first State in the country to have a state-of-the art Data Centre
exclusively for e-Governance activities. SDC currently hosts more than a hundred
Government WebSites & Web Application Softwares. 100 Mbps Internet link to the National
Internet Backbone facilitates instantaneous connectivity to the State Data Centre from the
Internet. 1Gbps Intarnet link to the Kerala State Wide Area Network (KSWAN) facilitates
direct connectivity to the State Government Offices linked to it. SDC is part of the State
Information Infrastructure (SII), and is currently operated on funds made available by the
Department of IT, Govt. of Kerala.
In addition to the existing State Data Centre, a new State Data Centre will be setup at
Thejaswini building, Techno Park. WIPRO Infotech Ltd has been selected as the consultant
to provide technical assistance to the state for project conceptualization/development, bid
process management, supervision and implementation of the State Data Centre.

3. State Service Delivery Gateway (SSDG)
The State Service Delivery Gateway project has been formulated under the National e-
Governance Plan (NeGP) to fulfill the vision of providing easy and convenient services to the
citizens through remote access primarily through Common Service Centres (CSCs) and
enabling the State Portal (by implementing the key components State Portal viz. SSDG,
electronic Form (“eForms”), Application and Computing Infrastructure).
Ernst and Young has been identified as the Consultant for preparing the State Specific DPR
for shortlisting the System Integrator for the end to end implementation of SSDG. One of
the goals of the State Government is to cooperate, collaborate and integrate information
across different departments in the State. To simplify the above task, the concept of e-
Governance Service Delivery Gateways has been conceptualized that will act as standards-
based messaging switches and provide seamless interoperability and exchange of data
across the departments.
4. Common Service Centre (CSC)
The CSC is a tactical foundation stone of the National e-Governance Plan (NeGP), which
aims to provide high quality and cost-effective video, voice and data content and services,
in the areas of e-governance, education, health, telemedicine, entertainment as well as
other private services. A highlight of the CSCs is that it will offer web-enabled e-governance
services in rural areas, including application forms, certificates, and utility payments such as
electricity, telephone and water bills.
In the state of Kerala, 100% roll-out of CSCs has been completed. Around 2694 CSCs have
been established across the state.

Other e-Governance Projects:
1. e-Procurement
The State Government of Kerala has taken up the e-Government Procurement (e-GP)
project to maintain the transparency and quickness in procurement of works, goods and
services. It automates the procurement and purchase procedures of Kerala Government
starting from demand aggregation to procurement and fulfillment of contract.
The e–Government Procurement project shall be implemented in a Public Private
Participation (PPP) model. The Government of Kerala through a bidding process shall select
the partner agency for implementing e-GP solution on a Build-Own-Operate (BOO) basis. In
this model, the Government has the overall control of the procurement process; the private
partner facilitates the process by providing the application software and the necessary
technology infrastructure for e-GP implementation like servers, networks, security and
payment gateway and also creates training modules, conducts user training and provides
help-desk support. The Government shall have strategic control/ownership over the assets
deployed in the e-GP like hardware, system software including database, data and
application software. The State e-GP Program Management Unit (PMU) would monitor the
performance of the private partner to oversee the Project implementation on a day-to-day
basis.

2. Aasthi - Asset Management System
The Asset Management System or Aasthi is a FOSS based application that creates and
manages a data repository of the inventory pertaining to the hardware and software of IT
resources in an organization. It has two basic components- OCSNG and GLPI. The OCSNG
helps in automatic capturing the inventory data pertaining to the installed hardware and
software of a computer and its associated peripherals. The GLPI further uses the data
generated by GLPI.
KSITM has the overall ownership of the Aasthi project. KELTRON has been appointed as the
Service Agency for installation and data collection. They have installed Aasthi in about 2000
computers in the Government Secretariat and are in the process of installing this e-
inventory management system for the rest of the inventories in the Secretariat.

3. Karshaka Information Systems Services And Networking - KISSAN
KISSAN project aims to develop and deploy Information Systems, Network, Processes and
Services for agriculture in ways that lead to enhanced farm productivity and better results
for the farm products.
The objective of the project is to provide an effective knowledge management and smart
information dissemination system that provides linkage among farmers, public research
institutions, administrative and private entrepreneurs to share the information and
knowledge.

4. E-krishi
E-krishi is the name given to the market driven agricultural initiative through IT-enabled
Agri Business Centres which aims to fill the existing gap in agriculture information flow and
transaction management. E-Krishi facilitates and enables farmers and other stakeholders
involved in agri-business to consolidate on a single platform along with encouraging
interaction between these and agricultural service providers in the private, Government and
Non-Government sectors. E-krishi envisions a connected farmer community throughout
Kerala with access to information on market demand, prices, good agricultural practices
and quality agricultural inputs supported by a technology enabled robust transaction
platform that facilitates all their offline activities.
The basic aim of the project is to benefit the rural farmer to get a better price for their
produce. However, in addition to providing basic inputs and value added information to the
farming communities, e-krishi also targets all the other stakeholders in the agricultural
sector in the State. The project has been able to set up a fairly large network of farmers by
giving them instant access to information useful to them, including market demand, price,
best practices, and expert advice on quality improvement
The Project was implemented in Malappuram district of Kerala during 2006 – 09 periods
through 146 e-krishi centres (CSC) spread over 99 Panchayats. The centres are so placed
that a farmer need not travel more than three kilometers to reach any one of the e-krishi
centres. Seeing the benefits of the project the Government expanded the e-krishi activities
to 5 more districts in the state namely Kasargod, Kannur, Calicut, Ernakulam and Kollam
during the financial year 2008-09. The project will be further extended to the remaining
districts during 2010-11.

5. DACNET
DACNET is an e-Governance Project of Department of Agriculture and Cooperation, which
is being executed by National Informatics Centre. The main focus of the project is to
integrate various G2G, B2B, and C2C services in the agriculture sector so as to empower
employees, enhancing Government productivity and value and financial services. The
solutions are intended to provide the highest levels of consistency, scalability and
functionality. This will facilitate to produce showcase products of next generation
applications. The innovative .NET Platform has been used for this purpose, which facilitates
adoption of XML, SOAP, UDDI and Web services amongst the software architects and
developers community. The Web Based Application Software for DACNET includes:
messaging and workflow applications, Portal services (Directorates and Field Units) and
Decision Support Systems, which forms the part of DACNET Intranet Solution.
In order to bring e-governance and to establish an Intranet for all the offices of DAC, NIC
will facilitate the Directorates and it's field units to be connected and have access to
information like :-

6. FISHNET Project
FISHNET is an e-Governance Portal-cum-online web enabled work flow based application
system that aims at implanting e-Governance solutions in the Department of Fisheries. The
project is being implemented by the NIC, Kerala. It is a knowledge based portal that also
serves as the web based on line application system for Vessel Registration & License
activities, Vessel Impound details etc. It also has features like bilingual language selection,
alert message to officers about license expiry, vessel impounding, Trawl Ban etc and
barcode mechanism in Registration & License certificates.
The Knowledge Portal is designed to disseminate information to different stake holders.
The portal contains information about schemes and services of the Kerala Government, best
package practice system for fishing community, about fishes of Kerala, acts and rules,
statistical and MIS reports, news publications, FAQs and a notice board containing
information regarding seminars, circulars and orders. It provides G2G, G2C and G2E
services to the citizens.

7. HORTNET Project
HORTNET is an e-Governance Portal-cum-Intranet been executed by NIC to facilitate
Horticulture-online and implant e-Governance solution in the Directorate and field offices
of SHM. The project aims at bringing all stakeholders under one umbrella and also at
developing a database on availability of Horticulture crops for growers/buyers, market
prices, NHM schemes and its related guidelines.
The portal contains the information on various SHM schemes & target details, crop wise
best practices, project details, Horticulture product marketing details etc. This portal has
been integrated with AGMARKNET portal for disseminating information on daily market
arrivals and prices details of various markets located across India.
8. AGRISNET
Another Central Scheme launched by Government of India is “Strengthening / Promoting
Agricultural Informatics & Communications” of which one component
is AGRISNET. This project will be implemented in all the States/UTs of India. It aims to
provide improved services to the farming community through use of ICT. Since, the scheme
is going to be implemented in the projected mode; the State Governments shall determine
the output and deliverables for each project in terms of G2C services. Provision of G2G
services would be treated as an intermediate output.
Government of India has sanctioned an amount of Rs. 107.503 lakhs for the implementation
of AGRISNET project in the state. Government of Kerala has decided to implement this
project in Palakkad district on pilot basis.

e-Governance initiatives in IT Infrastructure:
9. Broadband Connectivity for Rural Government Offices
The Department of Information Technology, Government of Kerala has initiated a project to
provide Broadband connectivity to Government offices in rural areas. The Universal Service
Obligation of the Department of Tele-Communications, Government of India envisages a
five-phase strategy to provide broadband connectivity to all villages in India. BSNL will
cover about a tenth of the project, around 60,000 villages under this scheme. With this, DoT
aims to have 20 million broadband connections by 2010. As part of this, BSNL shall connect
Government offices, community centres, health centres, Panchayats and police stations
under its rural exchanges in the blocks at subsidized rates.

10. International Center for Free and Open Source Software (IC-FOSS)
The International Centre for Free and Open Source Software (IC-FOSS) is being set up
by the Kerala Government at Thiruvanthapuram, in order to make Kerala a global FOSS
destination. Some of the areas that this institution proposes to take up include developing
and customizing Open Source applications, FOSS localization to Indian languages and
speech interfaces on FOSS for illiterates. The vision of IC-FOSS is to become a leading
research organization in Free and Open Source model of knowledge development thereby
contributing towards sustainable development of society and to stimulate economic
development in the region. The mission of IC-FOSS is to promote research and
development in the area of Free and Open Source Software and the knowledge
development model it puts forward.

11. Free and Open Source Software (FOSS)
There are numerous OSS and free knowledge initiatives that have been initiated under the
Government. Some of these include: Free software migration of Kerala State Electricity
Board, initiation of online Malayalam Encyclopedia etc. KSITM will try to address
technological aspects which inhibit adoption of FOSS by different sections of the society.

12. FRIENDS
FRIENDS or Fast Reliable Instant Effective Network for Disbursement of Services is a
single-window facility where citizens can make Government related transactions at ease and
comfort, without hassles of queuing. The system has been operational in all 14 districts of
Kerala, and accepts payments of the Kerala University, Local Body, Kerala State Electricity
Board, Kerala Water Authority, Revenue, Civil Supplies, Motor Vehicles, Electrical
Inspectorate and BSNL.
Each of the FRIENDS counter follows a ‘token management’ system and there is a special
Help-Desk to guide the public who are not well conversant with the payment procedures.
Facilities also exist to record suggestions/complaints, which are reviewed on a regular basis.
Railway reservations can also be made in the three centres at Wayanad, Pathanamthitta and
Malappuram. Pilot at Thiruvananthapuram in June 2000, this centre has earned the
benchmark ISO 9001: 2000 certifications. KSITM joins hands with the IT Department of the
Government for the project implementation. A year after, all 14 districts had one centre
each. Centre for Development of Imaging Technology (C-DIT) is the Total Solution
Provider of the project.

13. Centre for Advanced Training in Free and Open Source Software (CATFOSS)
There are many advantages related to Free and Open Source Software (FOSS) like easy
adaptation, customization, flexibility and inter-operability besides being low-priced. The
Kerala Government has advocated the use of FOSS in Government organizations.
Understanding the criticality of trained personnel in promoting FOSS on a wider-scale,
KSITM set up the Centre for Advanced Training in Free and Open Source Software
(CATFOSS), in association with Centre for Development of Imaging Technology (C-DIT)
at ITeS Habitat, Ernakulam in 2008. The aim of CATFOSS, which is designed as a Finishing
School, is to propagate Open Source technology and provide optimal cost solutions for
developing software tools and making available trained human resource that caters to the
needs of the IT industry.

14. Citizen's Call Centre (155300)
The first Citizen's Call Centre (CCC) was made functional on May 09, 2005. From then
onwards, this call centre has been highly successful in providing information to the citizens
especially information related to Right to Information Act, 2005. The call centre works on all
calendar days except national holidays, 24 x 7.
Equipped with a PRI/ISDN connection with 30 lines, the call centre has a team of highly
experienced and skilled Call Centre Executives that function to address the queries of the
citizens round the clock. The Call Centre is available at 155300 (Mobile users may prefix
0471) and is accessible from anywhere in Kerala at local call rates.
The Citizen's Call Center located at Thiruvananthapuram provides, over telephone,
provides information and complaint registry services for the benefit of the common
man.

15. Cloud Computing
Cloud computing is a fast catching concept which can be defined as a style of computing in
which dynamically scalable and often virtualized resources are provided as a service over
the Internet. Cloud computing services usually provide common business applications
online that are accessed from a web browser, while the software and data are stored on the
servers. Pooling resources into large clouds drives down costs and increases utilization by
delivering resources only for as long as those resources are needed. This techniques allows
individuals, teams, and organizations to streamline procurement processes and eliminate
the need to duplicate certain computer administrative skills related to setup, configuration,
and support.
The Government of Kerala has launched several e-Governance projects and services to
address various sections of the population. One project that addresses the employees is
SPARK that addresses nearly 5.25 lakh employees across the state of Kerala. Owing to its
wide reach, a huge amount of resources are required during the peak period of
computation; the last week of the month. SPARK and similar applications witness heavy
traffic during a certain period of time but are scantily used during the remaining time. There
are a few Departments that have huge resources but do not need such huge amounts for
their applications. To overcome this, pooling of resources into large clouds or cloud
computing has been recommended as an efficient way to achieve resource optimization.
Aggregated IT infrastructures of cloud can also make it a lot simpler for Government to
maintain and support their IT.
Presently, cloud computing is still in the early adopter phase, but will continue to move into
mainstream adoption.

16. Content Management Framework
In order to enable the Government Departments to update data on their websites, KSITM
has initiated Content Management Framework or CMF. Since starting of this project, more
than 60 websites including 19 ministers' websites and 42 departments’ websites have been
transferred on CMF. It also intends to include all official websites of municipalities, Gram
Panchayats, welfare boards, schools and the like in the framework, which amount to more
than 2,500. As part of the project, Kerala State IT Mission has trained total service providers
who in turn gave training to the nodal officers of Government Departments and enabled
them to upload the content themselves on the website.

17. Department WAN
In order to connect various Departments of Kerala Government with Kerala State Wide Area
Network (KSWAN), Department WAN are being set up. Each Department WAN will consist
of a network of the existing Local Area Networks of the Offices of Government Departments
which shall be uplinked to KSWAN. As part of setting up of the Department WANs, the
offices, existing local-area-networks, systems and services at these locations shall be
surveyed and documented in depth by Technical Consultants who have experience and
expertise in field of network design, engineering, integration and network management.

18. Digital Workflow System –MESSAGE
In order to bring in efficiency and transparency in administration procedures, Integrated
File-Flow Management System or MESSAGE is being implemented in the Government
offices across Kerala. This system is an intranet based centralized application for the internal
use of offices and Internet based application for the citizen services. The files, tapals /
petitions will be captured at source and the movements will be tracked across the office.
MESSAGE comes with the ability to be instantiated for multiple offices from the same
intranet database. The project is presently implemented in Kerala State IT
Mission, Akshaya (State Head quarter and district offices), Kerala State Urban
Development Programme (KSUDP), Kerala State IT Infrastructure Ltd., Citizen Call
Centre and Food & Civil Supplies Department in Govt. Secretariat. Total users of this system
at present are 186. It is decided to implement MESSAGE in six more departments in
Secretariat viz. Finance, Higher Education, Information Technology, Public Works
Department, Norka and Co-operation Department.

19. Digitization of Government Records
Moving a step closer towards good governance, Government of Kerala has encouraged
digitization of records in various Departments in order to promote easy data accessibility
and retrieval, protection of data authenticity, data security besides the possibility to save
and store data in multiple formats. Once the data is digitized, processing of files becomes
easier and faster compared to the manual system. Also, digitization of data will further ease
access to background data and keyword-based search along with enabling access at
multiple points at the same time, thus reducing delay in processing files. Users can also
save these files to the system or any other media for future reference.
Taking the initiative a step further, the Secretariat Digitization Project has been taken up
that aims at scanning and digitizing all Secretariat files. The digitized files, available through
Intranet are useful in speeding up the routine activities of the employees. This Project has
enabled the creation of valuable repository and back-up mechanism for Secretariat
documents like GOs, Memo files etc.
At present this database is available in the Secretariat Intranet and any Department in the
Secretariat can access the scanned copies of the file through the computer network in

20. Rural IT Parks / Techno-lodges
Rural IT Parks project emphasizes on the setting up of low cost rural centers by ITeS and
BPO companies so as to generate employment opportunities for rural youth. The Techno-
Lodge centers will be set up in old unused government buildings, buildings belonging to
government organizations, Panchayats or other local bodies. Preference shall be given to
Panchayats, who provide their existing buildings/ community halls free of cost for the
scheme.
The main implementing agency for the project in the state is Kerala State IT Infrastructure
Limited (KSITIL) that will set up rural IT Park / Techno lodges. The lands / buildings for
these will be jointly identified by Revenue and IT Departments. The value of land / buildings
shall be treated as share capital contribution of Government in the equity of the KSITI
Limited and the value of land/ building will be fixed by Government in consultation with the
District Collector concerned.
Panchayats where Technologies are being sanctioned are Perinad Panchayat - Kollam
District and Kadakkal Panchayat - Kollam District.

21. Sameeksha- Village Documentation and Community Computing Center
In yet another innovative project in Kerala, Village Documentation and Community
Computing Centers (VDCCs) have been developed. These centres are local units run by
community members trained in all aspects of computing services and media
production. This project will benefit those communities who have remained isolated and
have yet to see the light of IT revolution. VDCCs aim to fill an essential gap in this regard.
Village Documentation and community Computing Centers can produce a range of media
content focused on critical social issues using technologies such as radio, video, web and
new media. The Sameeksha - VDCC project is in the pilot stage in Munnar Panchayat in
Idukki District of Kerala. The project aims to benefit all the people in the Panchayat, with
special focus on the marginalized communities, including plantation workers, tribal
communities, women and others. Some income generating activities like Internet browsing
for tourist at nominal rate, DTP works etc. are also planned.

22. Secretariat Management System
Secretariat Wide Area Network (SWAN) will connect Secretariat, Secretariat annexe, Vikas
Bhavan and Public Office and it will be set in a phased manner. In the first phase of the
project, networking of Secretariat and Secretariat Annexe is envisaged. The system mainly
connects the offices of all the Ministers, Secretaries and other senior officials in the
Secretariat. Effective communication system using this network is in place. Upgradation of
the system, for providing connectivity to all the levels in Secretariat is under consideration.
Already, refurbishing work and modular partitioning of the whole of the Secretariat main
blocks have been completed. There are around 800 computers in the Secretariat, and out of
this around 500 are working in a networked environment.
Internet Based Messaging System (IBMS) is introduced in Secretariat as an alternative to
the existing Tele-printer equipment. Earlier there was Tele-Printer (TP) System for
connectivity of the Secretariat to all the District Headquarters, Advocate General’s office and
the Office of the Special Representative, New Delhi. The system maintains an effective and
error free mechanism for sending and receiving messages.

23. Knowledge Archive Project (K-BASE)
Started in 2004, Knowledge Archive Project (K-Base) is intended to upload Government
Orders in website and make it accessible to all. Anybody can view or take print out of the
G.Os. Since linked with Govt. site, the uploaded G.Os can be accessed by logging in to the
website www.kerala.gov.in under the head “More G.Os” Government Orders being the
most important reference and supporting document to guide or claim for grievances of
citizen/institutions/depts, its availability on fingertip will be a real help.

24. Mobile Governance
M-Governance is the fast catching trend defined as the strategy and implementation
involving the utilization of all kinds of wireless and mobile technology services, applications
and devices for improving benefits for citizens, business and all Government units.
A Common Service Delivery Platform and implementing pilot services are in progress. A
common SMS Platform for the Government has been developed which serves as the
backbone of all the M-Gov services have been developed and deployed and is available
at www.esms.kerala.gov.in .
Components of M-governance Service Delivery Platform
The M-Governance Service Delivery Platform established has the following components:
• MMS Gateway: A dedicated MMS gateway which the departments can leverage.
• e-SMS: This is an exclusive SMS Gateway established for the use by the department officials
for intra and inter-departmental communication.
• Bluetooth Kiosks: Bluetooth Kiosks would be deployed in places like bus-stations, railway
stations and airports. Citizens can turn on Bluetooth in their handsets and receive information
regarding Government schemes, tourism etc on their phones.
• Out Bound Voice Dialers: In order to provide the facility for recording of voice prompts,
transliteration from English to Malayalam and scheduling of Voice SMS as additional services,
a dedicated Out Bound Calling facility has been set up.
• Servers: Dedicated servers would be deployed for voice applications, MMS/SMS services and
USSD services at the State Data Center.

25. Dr. SMS
Dr. SMS is a novel project that enables people to use their mobile phones to receive
information on health resources and to provide the user with a comprehensive list of
medical facilities available in that locality, like hospitals having expertise in various medical
specialties (Cardiology etc), Doctors in the locality with expertise in ENT or any other
Specialization etc. The system now has complete information about the health
infrastructure of Kozhikkode, Kannur, Kasaragod, Trissur, Ernakulam, Iduuki(60%) and
Alapuzha (90%) districts.

26. Secretariat Wide Area Network (SecWAN)
In order to strengthen the information system at Kerala Secretariat, a SecWAN is being
established by the Department of IT of the state. SecWAN shall be on the basis of a
comprehensive User Requirement Specifications (URS) prepared after taking into
account the investments already made, emerging technologies, and the service levels
required to meet future needs of the Government.
Secretariat Wide-Area-Network is the largest Campus-Area-Network (CAN) of the
Government of Kerala in the state, consisting of more than 200 network equipment and
2000 network nodes inter-networked using optical fiber and copper cables. This network
facilitates the information-system services in the offices of the ministers and the heads of all
the administrative departments of the Government of Kerala located within the Secretariat.

27. Special Postgraduate Education Expansion Drive in IT (SPEED - IT)
In an effort to sponsor Kerala as top-notch IT destination, Government of Kerala has come
up with the new scheme called Special Postgraduate Education Expansion Drive in IT
(SPEED-IT) for post-graduates and PhD holders in the IT field. Implemented by the Kerala
State IT Mission, the main objective of the SPEED-IT programme is to expand the existing
base of post graduates in IT and IT related disciplines.

28. State Spatial Data Infrastructure (New Scheme)
In today’s time, the use of Geographical Information System or GIS has increased manifolds
and thus GIS has emerged as one of the fastest growing subjects in the IT
domain. Creation, dissemination and processing of spatial data for very useful applications
has been enabled easily through GIS. In order to ensure cost effective, efficient and reliable
development of GIS based applications, it is essential to have a common Spatial Data
Infrastructure. Kerala government is trying to bring the Spatial Data Infrastructure
(SDI) to state level, by setting up a State Spatial Data Infrastructure, in the model of NSDI.
This SDI shall act as a state level repository of spatial data, collected or acquired by various
agencies.
A RFP is floated for selection of TSP for setting up of a Geoportal and Clearinghouse for the
Kerala State Spatial Data Infrastructure. KSITM will select a TSP for setting up of a Geoportal
and Clearing house for the Kerala State Spatial Data Infrastructure as per the conditions
mentioned in the RFP.

29. Video Conferencing - VC
The Video Conferencing (VC) aims at creating an effortless and expedient means for
Government Departments to perk up their functioning through location-independent and
real-time communication access. The project has enabled Video conferencing with one to
one location and multi point locations. It also comes with features like audio conference to
participants' mobile or land line, support for both IP and ISDN connectivity.The system can
display a maximum of 16 video conferencing locations at a time in the screen.
Also, Webinar can be integrated to the video conferencing using a computer with internet
connection and webcam.
After the launch of the project linkages have been achieved amongst Kerala State IT
Mission, all District Collectorates, North Committee Room - Government Secretariat, Public
Office, Vikas Bhavan, Kerala House, New Delhi and Advocate General’s Office, Ernakulam.
The setting up of VC room at Kasargod Collectorate is also in progress. Recently, video-
conferencing facility between courts and jails has been launched.

30. Webinar
Webinars are the innovative yet cost-effective way to conduct training sessions, live
meetings and presentations via internet. They support interactions over a network between
participants across various geographic locations. It also has additional features like data,
voice & video sharing and meeting tools such as common Whiteboard, Reference file
sharing, Application sharing, text chatting etc. All this managed in a highly secured
environment which allows only authenticated users.
The system can conduct remote identity verification and also provides distance education
courses effectively. It also comes with ability to digitally record sessions (Critical information
shared can be revisited as many times needed) and can conduct meetings even when
participants are out of station.

31. BOUGETTE – Budget Preparation Software
BOUGETTE is budget preparation software that has been specially designed to takeover
various activities involved in the budget preparation process. The software helps in
publishing of Alteration Memorandum. It assists in Lump sum Head distribution, Additional
Authorization, Government Order (G. O) preparation and regularization of Additional
Authorization through Supplementary and Alternate Memorandum.

32. EMLI (Effective Management of LC Issuance)
For automating the Issuance of Letter of Credit (LoC) based on the bills submitted by the
work executing departments, EMLI (Effective Management of LC Issuance) a web-based
application has been launched for Finance Department. It is a workflow-based application
that comes with ability of entry & verification at Division Offices and confirmation Chief
Engineer Offices. It monitors balance of amount deposited and balance amount in Head of
Account. It also monitors Unique Work Id generation for all the works having
Administrative Sanction Issued.
At present, 118 Divisions of Minor Irrigation, Major Irrigation, Irrigation Projects (I,II& III),
PWD(Roads & Bridges) and PWD (Buildings) Departments are using this application for
submitting bills. Finance Department is using this for LoC Issuance and Government Order
preparation.

33. KVATIS
A complete Information System software, KVATIS enables the automation of various
functions of the Department of Taxes. The software runs on an advanced IS infrastructure
fully hosted within the State Information infrastructure. More than 2000 computers in about
280 Commercial Tax Offices and Check Posts are interconnected through an encrypted 24x7
Wide Area Network to the KVATIS. It comes with various modules- Dealer Registration
module, Returns module, Check Post module, Enforcement module, Tax Accounting
module, Penalty and Offences module, Refunds and Employee Information module,
Appeals and Revisions module, Recovery module, and finally the Audit Assessment module
for addressing to all the major issues related to taxation.

34. Bhoomi Keralam
Bhoomi Keralam is the name given to land record management system of Kerala, which
aims at completion of land resurvey in the state in three years and computerisation of land
records with financial assistance from the centre. The project is to be carried out by Kerala
Land Information Mission constituted for the purpose and modern technologies like
Electronic Total Station, Satellite/Aerial Photogrametry, GPS are being planned to be
utilized for the work. A system for online mutation linking the Village office and
Registration office with a central database prepared during resurvey is the ultimate
objective. The project is piloted in Thycaud Village of Thiruvananthapuram district.
BHUREKHA software developed by NIC deals with transfer of Registry and subsequent
updation of Land Records at Village Office is handled by. Another software called PEARL
(Package for Effective Administration of Registration Laws) also developed by NIC is used
by the Registration Department at its offices and these offices are linked by the Kerala State
Wide Area Network (KSWAN). The entire data reside on a central repository at the State
Data Centre established by the Kerala State IT Mission, constantly updated in real time. The
networking and the web enablement of the software packages are progressing and soon
the integration of the computers of the village offices and sub registrar office will be
established. After the pilot implementation, resurvey records will be available in a touch
screen kiosk and also will be published inwww.revenuekerala.gov.in to enable the large
Non-Resident Kerala (NRK) community to verify their land details from anywhere in the

The main aim of the Sutharyakeralam is to bring the complaints and grievances of citizens
directly to the notice of the Chief Minister, Kerala thereby ensuring transparency and
efficiency in the functions of the Government. This is achieved through the automation of
Chief Minister's Grievance Redressal Cell and convergence of all the available forms of
communication to redress the grievances of the citizens. A Citizens Call Centre has been
made functional in this regard. The data collected via the call centre will be saved in a
database and will facilitate the grievance redressal process. This data will act as a guideline
for deciding the priority of a particular petition. The petitions will be selected after scrutiny
and Chief Minister will respond to the selected grievances.

50. Akshaya - e-pay
Akshaya e-pay project is an online system for the collection of various utility bills and fees.
It is implemented as a Public Private Participation (PPP) model. With the availability of
district-wide connectivity, Malappuram was selected for the implementation of e-pay
services. The 'Akshaya' entrepreneurs constitute the private participation entity in this
model. Other stake holders in the model are the FRIENDS, Janasevana Kendrams of
Government of Kerala and the SBI online. Payments to participating agencies are routed
through FRIENDS.
Through Akshaya epay, citizens can remit their bills and dues to Government. Presently,
epay services are delivered through nearly two hundred e-kendras in Malappuram district.
Remittance pertaining Electricity bill, Water Authority bill, BSNL land line and Mobile bill
and University fees is offered through Akshaya e-pay. Akshaya e-pay is implemented in the
districts of Kollam, Pathanamthitta, Ernakulam, Thrissur, Kozhikkode, Kannur and Kasargode.
The service is presently offered through nearly 150 centres in above districts. The collection
has crossed 55 lakhs from nearly 15000 transactions in a short span.

51. e-Payment
With the delivery of various e-Services and Government services through the Internet, an
Internet e-Commerce Payment Gateway was identified as a critical infrastructural
component to ensure that such transactions occur without any hitches and in total security
over electronic networks. The main benefits of e-Payment include multiple payment
options, secure transmission, multi-currency settlements and rapid processing. The e-
Payment Gateway will provide an operational component of the e-Governance
infrastructure and a full e-Commerce facility that will allow secure online payments (e-
Payments). It will also operate as a critical shared service within the e-Governance
architecture along with the State Government e-Services Portal.
The goal of the e-payment gateway project is to provide a mechanism to handle the online
payment for services offered by the government of Kerala, which subsequently, will be
made available to commercial entities in Kerala. The e-payment gateway is a key enabler to
the successful delivery of public sector services online and once operational will increase
the adoption of e-services due to its efficiency and ease-of-use. The e-Payment Gateway
shall support Internet and other electronic channels including the mobile phone, IVR, Call
Center, etc. in future.

52. Email to all Employees
The 'Email to all Employees' project envisages for a better speedy communication with
multi-platform support solution using email as the medium. This project aims to transmute
the present Government communication to another competent level. This project is
designed and developed on open source software. C-DIT is the implementing agency of
the project.
53. Ente - gramam - My Village
Ente-gramam is a flagship project funded by UNESCO in association
with Akshaya and SPACE, which today connects 9 Panchayats and 1 Municipality in Kannur
District to the internet. The project stresses upon building a portal for Panchayats with
locally relevant information in local language through local community participation.
All the web portals under development are in Malayalam. Unicode encoding is used to
adhere to the universal standardization, which in return will make it searchable content in
the web. Each web portal covers detailed information of the Panchayat. The information
includes history of the land, governance, information on public services, to mention a few.
Also, locally relevant news and announcements will find its way to the portal. The project is
aimed at bringing forth web portals that cater the needs of the citizens locally. In the course
of time the portals will be used for local transaction, enabling in it with more business
features. If successful, such portals can be set up every village/Panchayat of the state.

54. FILE TRACKING SYSTEM for State Government Offices – IDEAS
An IDEA is a name given to the state-of-the-art file information system that has been
designed by the IT Department of the state. The system helps in tracking files of the offices
of the State Government in an efficient manner. The citizens can obtain online information
about the current status of their petitions submitted to the government. The officers can
obtain online information about the movement of files related to their subject, office,
department or ministry under the government. The government obtains an advanced
information support system that facilitates more efficient administration.
The system establishes a web-based file-tracking system that records details of the
documents that come into a government office, like Petitions received from citizens, or
‘Tapal’s received as communications from other offices.
IDEAS has been implemented and is used in the offices of Ministers and the various
administrative Departments in the Government Secretariat under the Secretariat Internet
Communication System. Few Government Offices have taken advance initiative to
implement IDEAS in an effort to improve its efficiency in administration.

55. INSIGHT
In order to promulgate the benefits of IT among the common man of Kerala, KSITM has
started INSIGHT project in association with SPACE (Society for Promotion of Alternative
Computing and Employment).
A first-of-its-kind initiative in Kerala, INSIGHT aims at enabling the differently abled through
the deployment of free software. The major objectives behind the setting up of INSIGHT is
to use technology as an interface to increase the quality of life of the differently abled,
make technology accessible and available for hassle-free use by the target group and
enhance the employability of the differently abled.
So far, 17 MTs have been trained at the Resource Centre and over 70 MTs in Akshaya
centres in Mallapuram, Kannur and Thrissur. Trainings have been given for Akshaya
entrepreneurs as part of the roll out process of Insight. Apart from the visually challenged,
Insight hopes to address the issues of other disabilities as well in the coming days.INSIGHT
centre situated at Vellayambalam, Thiruvananthapuram provides training and support to
public on technologies for visually challenged.

56. Integrated Govt. Service Gateway (IGSG)
Integrated Government Service Gateway or IGSG is the name given to the FOSS based
geographical information Portal, which serves as a comprehensive repository of all the
Government offices, tourist destinations, and other places of historical significance in Kerala.
It provides details of location, how to reach and the services offered, etc. to the citizens. It
helps the public to easily gather information through this WebGIS Application without any
time delay. As a pilot implementation, the geographical details of theTrivandrum
District have been digitized and are in the process of updating this WebGIS with relevant
information about the state of Kerala as a Wiki-model.
Apart from the WebGIS, a Touch Screen Kiosk model is to be introduced into the proposed
system and will be placed at Trivandrum International Airport. The successful processes are
now in place for implementation of program in Malappuram and other districts of the state.

57. Intelligent Enforcement System
This project is a brainchild of Kerala State IT Mission, which has been initiated to support
the Motor Vehicles Department for automating its enforcement wing in order to enhance
the road safety. The project aims to utilize wireless technologies to enable the enforcement
team with the Right Data, at the Right Time at the Right Place.
After the implementation of SMART application in all the Regional Transport Offices (RTOs)
and Sub RTOs, the driver and vehicle data of the Motor Vehicles Department has been
digitized. In order to bridge this intra-department divide, Enforcement Officers will be
empowered with pre-loaded applications in mobiles/pdas or other such mobile gadgets,
using which they will be able to query the database for Vehicle, Driver and information
regarding Motor Vehicles Act. The information provided will cover various aspects like
driving license, expiry date, past offences, vehicle registration details, tax details,
information on various offences and their applicable penalties etc.

An official intranet portal of Government of India, IntraGOV has been developed with an
aim to provide comprehensive, accurate, reliable and one stop source of information to its
Staff & Officers.
Kerala State IT Mission had decided to implement IntraGOV on a pilot basis with IntraKSITM
as a common login to three applications viz. MESSAGE, IDEAS and SPARK.

59. Payroll and Personnel Management System-SPARK
SPARK-Service and Payroll Administrative Repository for Kerala is a Personnel and
Payroll Management System, which has been implemented for all the employees in the
state of Kerala. This Centralized system helps the departments to get details of any
employee immediately. As this system is well-integrated therefore changes made in one
can be instantaneously viewed in another module. Then system also ensures that the rules
and regulations are uniformly applied to all employees there by avoiding complaints and
thereby achieving better employee relations.
Kerala State has 39 Government Departments, over 122 Field Departments and over 30000
offices spread across the state. SPARK will be implemented in all the Government Offices
across the state.

60. Public Key Infrastructure (PKI) – Digital Signature
Public Key Infrastructure or PKI is a KSITM's project on Public Key Infrastructure, which
envisages the creation of an electronic environment as this will promote the usage of IT
across various services and ensure security and legal sanctity of the same by leveraging the
PKI technologies. It provides digital signatures to the people in Government which further
authenticates communication, especially in electronic transactions that happen in e-
Governance and other service delivery. Thus, PKI helps in providing secure communication
for G2G, G2C and G2B transactions.
KSITM will be a Sub Certifying Authority for Licensed Certifying Authority under Controller
of Certifying Authority for issuance and management of legally valid Class I, II and III Digital
Signature Certificate (DSC) towards the implementation of Public Key Infrastructure in
Kerala.

61. AADHAAR & Unique Identification Authority of India (UIDAI)
UID or Unique Identification Number is an exclusive, exemplary project that intends to take
the process of e-Governance to the common masses. Initially conjured up by Planning
Commission for the identification of local populace and for enhancing the efficacy and
range of G2C services, project UID is all set to steer a new revolution in the field of e-
Governance. On complete implementation, it would also function as an effectual tool for
supervising the Government run schemes.
To expand, implement and strengthen the obligatory institutional, technological and legal
infrastructure for the issuance of UID numbers to the Indian Nationals, the Unique
Identification Authority of India (UIDAI) has been formulated as an attached office under
the Planning Commission.
The Government of Kerala has set up a Cabinet Sub Committee under the Chairmanship of
Chief Minister of Kerala to oversee and guide the implementation of the Unique ID number
in the State. The Information Technology Department has been designated as nodal
department for the UID project. A Memorandum of Understanding has been executed on
28 May 2010 between The Unique Identification Authority of India (UIDAI) and The
Government of Kerala for the implementation of the UID Project. Besides, there would a
State Resource Person and a Bank Representative (for financial inclusion). This and other
recommendations of the committee have been approved by the Government of Kerala.

62. CERT-Kerala
Cyber security has emerged as a key concern in these times of globalization. The threat and
vulnerability to cyber-attack on IT assets has increased manifolds. With over 200 websites
and over 100 applications running online, Government of Kerala IT regime is more
vulnerable to threats from viruses and hackers.
Since there is lack of adequate expertise in Government/Government Agencies/Kerala IT
Mission for handling/preparing such sectoral contingency plans and handling any crisis that
may happen due to cyber-attack/cyber terrorism, it emerged that there is need for setting
up an ongoing permanent mechanism which would act as nodal agency for monitoring
various cyber security related matters for Government of Kerala/Government Organizations.
Government of Kerala have therefore felt the need for setting up of Computer Emergency
Response Team-Kerala (CERT-Kerala or CERT-K) in line with CERT-India (CERT-IN) to
ensure cyber security in the state and announced setting up of the same.

63. e-District
The e-District project is spearheaded by Department of Information Technology,
Government of India. The project proposes for setting up of Citizen Facilitation
Centers across the country that will serve as front-ends. Each of these centres will function
at District-, Tehsil-, Sub-division- and Block- levels. Village-level front-ends would be
established through Common Services Centres (CSCs) for delivery of services. An integrated
approach will be assumed for delivery of citizen services by District Administration and the
whole process will encompass automation of backend, workflow based on process redesign
and data digitization across participating departments. The project will also utilize the three
infrastructure pillars of State Wide Area Networks (SWAN), State Data Centers (SDC) and
Common Service Centers (CSCs) to deliver services to the citizen at his doorsteps.
Under Kerala E-District project a total of 46 services pertaining to six departments will be
covered. These services include various certificates like birth, death, caste, marriage,
domicile, income, relationship certificates, etc. and filling up various forms like passport,
petition filing, ration card, etc. At present the Pilot of the project has gone live in Kannur &
Pallakad. Also, training and hardware installation is completed. STQC testing of application
is under progress.

64. e-Grantz
The Department of SC & ST Development initiated an online project named “e-Grantz”
which is a web based grants distribution system. The system enables the students
belonging to backward classes to enter Scholarship applications and check their status
online. Other facilities include checking the stipend status, sanction order status, etc.

65. e-Gazette
An initiative has been taken by the Government of Kerala to provide government gazettes
online to the citizens of the state. Those who apply and remit the subscription for the same
at specified rates are eligible to subscribe for the Kerala Gazettes. Subscribers are enrolled
during January and July of every year.

67. e-MIST
Electronic Management and Information System for Stationery Department (e-Mist) is
the name given to on-line enterprise solution to manage and co-ordinate the activities of

For increasing the pace of administrative work at PWD numerous IT initiatives have been
taken up. The most important of them is a comprehensive web portal “WINGS”. Major
initiatives under IT implementations are as follows:

WINGS functions as the main information sharing platform for PWD. The technical

69. Establishment of Geomatics Lab
With the introduction of remote Sensing and GIS in the field of Soil Survey, various soil and
land resource maps and interpretative maps can be quickly made available to the users.
With this objective, a Geomatics Lab was established at the Soil Survey Headquarters during

Development of Software for the prioritization of watersheds
The Soil Survey Organization could develop software for the prioritization of watersheds
and the module will enable the user to arrive at priority ratings easily based on field level
information. In the MS Access developed system, based on the values fed for each class, the
system automatically generates the priority group. The values are also stored in a table
which can be queried to extract the required information.
70. Higher Secondary centralized Allotment Process (hsCap)
hsCAP, popularly known as Single Window Admission is now looked upon as a brilliant
example of IT intervention for eliminating corruption and establishing social justice in the
admission process with optimum transparency and efficiency. Apart from being a
centralized allotment process for merit seats it has been functioning as the pivot around
which many departmental activities like Central Admission Registry, Nominal Roll for
Examinations, Staff Fixation etc. revolve. The system bagged two national awards and one
state award for its unmatched performance: CSI-Nihilent Award 2008-09, National e-
Governance Award 2009-10, Kerala State e-governance Award 2009.
71. Forest Management Information System (FMIS)
In an attempt to introduce e-Governance in the Forest Department of Kerala, a separate
wing by name FMIS Wing (Forest Management Information System) was formed.
Computerization of various offices started during this period. FMIS facilitates the flow of
information within KFD units. It also helps in faster & better decision making in a cost-
effective manner. M/s RITES, New Delhi were the Consultants for development of FMIS
Software till 2006.

72. Boat Registration Module
Under the Boat Registration Module of Port Department of Govt. of Kerala, computerization
of Registration procedures and issue of Registration certificates has been taken up. There is
a search module for searching, sorting and identification of various types of vessels and
harbour crafts registered all over Kerala - By License No., Name of the Owner, Name of the
vessel, year of built, Engine No., vessel type - sailing, fishing and harbour craft, Port wise,
Date wise etc. It also generates port wise and month wise customized reports.

73. Export and Import Module
The Export and Import Module of the Port Department help in carrying put following
activities:
• Certification of Export and Import applications.
• Certification of Export Manifest.
• Generation and issue of Entry / Exit certificates.
• Calculation and generation of Export/ Import fee, port dues and bills
• Certification of ship/ vessel Arrival Report.
• Issue of Certificate of Entry and Certificate of Clearance.
• Computerization of all the Export and Import procedures.
• Generation and issue of Landing permit.
• Search Module for searching, sorting and identification of various types imports/ exports
done at various ports over Kerala - By vessel Name, Name of Exporter/ Importer, Foreign
cargo, Coastal cargo, Port wise, Date wise, month wise, Shipping Order wise, Commodity /
category wise, total revenue collected etc.
• Generation of customized reports(Monthly, Yearly, By vessel Name, Name of Exporter/
Importer, Foreign cargo, Coastal cargo, Port wise, Date wise, commodity / category wise,
revenue collected etc) of all the exports and imports made at all ports under the Department
of Ports.

74. Integrated Treasury Management Programme
Core Financial Management System (CFMS)
An amalgamation of software, hardware, automated and manual processes, procedures,
controls, and data necessary, the Core Financial Management System carries out financial
management functions of the state. It helps in Electronic submission of all the bills of
Government to the Treasury; totally eliminating manual submission of bills and ensures
Electronic flow of information between all stakeholders viz, Finance Department, individual
Departments, Drawing and Disbursing Officer’s, Treasuries, Accountant General (AG),
Reserve Bank of India, Agency Banks, etc. It also ensures Budget Estimation, allotment and
monitoring system for the preparation, distribution and monitoring of the budget to the
lowest level. The system uses ECS (Electronic Clearing System) and Net Banking for Bill
Payment. Hybrid approach ensures the integration and use of legacy systems and to take
into account all the processes and can set up the IT infrastructure incrementally.

75. FFP (A) & FFP (B)
There are two schemes - Swatanthratha Sainik Samman Pension Scheme dealt with in FFP
(A) Department and Kerala Freedom Fighters Pension scheme dealt with in FFP(B)
Department. These schemes are implemented through District Collectors.

77. Hospital Management System
The computerisation of Medical College Hospital, Thiruvananthapuram, the largest Medical
College Hospital in Kerala was entrusted to CDAC Thiruvananthapuram. A Software has
been developed as a three tier web based application. The system includes a campus wide
network of 250 nodes with fiber optic backbone.
The Functional area of the system includes – In patient admission, Out patient
management, Ward Management, Lab Management, Enquiry, Pay ward reservation and
Resource scheduling.
Software developed for the above can be utlised for other medical college hospitals also.
Efforts are on for the roll out of the same in all government Medical College Hospitals in
Kerala.

Allocation Public Distribution System which is an application software designed by NIC
