Statistics Canada says“most of the improvement is occurring in middle-incomeand upper-middle income groups. The gap in Internet usepersists between people with the lowest incomes andthose with the highest.” StatsCan made the statementTuesday in its household Internet survey for 2001. Morethan 5.8 million households, or 49% of all 12 millionhouseholds, had at least one member that regularly usedthe Internet from home in 2001, a 23% increase from2000. That number, however, was down from a 42% gainfrom 1999 to 2000... Arthur alleged that Johnson, who served briefly asQuebec premier in 1994, awarded grants to a ski resortnear Quebec City and was in a conflict-of-interestsituation due to his personal situation. Thepossibility in the US of a delay of Webcasters’ paymentsof digital royalties to artists and record companies is in theworks. Rep. F. James Sensenbrenner Jr. (R-Wisc.)introduced legislation that would delay royaltyimplementation for six months instead of a start date ofOct. 20. DecimaPublishing Inc. research shows that satellite TVsubscriber growth in Canada is slowing or levelling off,while cable companies are gradually gaining digital TVmarket share. The recently-released research seems topoint a finger at cablecos being in a stronger position thanrecently released Statistics Canada data would indicate...On Monday, a deal was reached between Webcastersand the Recording Industry Association of America(RIAA) on the royalty fees Webcasters will pay. The deal,which included the US House Judiciary Committee, setsthe retroactive fees Webcasters will pay going back to1998 and the fees they’ll pay for the next two years. Theagreement (Small Webcaster Amendment Act) could soonbe ratified by Congress. Webcasters will pay 8% of theirrevenue or 5% of their expenses or a $2,000 minimum(whichever is greater) for 1998 to 2002. For the next twoyears, they’ll pay 10% of their revenue up to $250,000and 12% for any amount over that up to $500,000. AnyWebcaster earning over $500,000 the first year and $1.25million the second year will pay the full rates enacted bythe Copyright Arbitration Royalty Panel.

GENERAL: The CRTC wants morecommunity access and more localprogramming and, hence, has issued a

new policy on community-based media. TheCommission’s new policy, it says, will worktoward greater diversity while offering newalternatives to conventional TV. This newframework replaces existing policies forcommunity channels, LPTV stations in remoteareas and low-power radio stations. It alsosets out a new licensing framework forcommunity TV. The CRTC, in apparentrecognition of converged ownership amongstthe Canadian mainline broadcast media, said:“This has led to fewer players inconventional television and radiobroadcasting. In some instances, this hasresulted in a reduction in local programmingand reduced representation of local voices.”The process leading up to this new frameworkbegan two years ago when the CRTC askedfor comments on LPTV. It evolved to includecommunity cable channels and low-powerradio... Jim Pattison will receive the 2002Gold Ribbon for Broadcast Excellence at theCAB’s annual convention in Vancouver (Oct.20-22). The Jim Pattison Broadcast Group,based in Kamloops, operates three TV stations and over20 radio stations in BC and Alberta... A survey of mediaanalysts for their thoughts on the media sector seesAstral Media and Torstar put in a positive light.Desjardins Securities analyst Carl Bayard likesMontreal-based Astral because it continues to deliver“fantastic” results while Odlum Brown analyst LaurenceCashin thinks Torstar, with no debt concerns, will take fulladvantage of the recovering ad market. Torstar and Astralshare another commonality; neither – for respectivereasons – became involved in convergence (as did, for

example, BCE, CanWest Global Communications andQuebecor). Indeed, Astral and Torstar were criticized acouple of years back for not making convergence moves.High-cost debt, the fallout from costly acquisitions, is themost common concern among financial analysts... For thefirst time since 1970, the US Federal CommunicationsCommission – by a vote of 4-0 – has scuttled a majormedia merger. Toronto-based GenesisMedia now has the media planning and buyingassignment for CBC, responsible for CBC-TV and radio'sad presence in English Canada. TV/FILM: Twin-stick operations (CBC and CTVprogramming aired on separate transmittersby a single operator) in Saskatchewan and

Ontario have come to an end. The CRTC has approvedCBC's buy of transmitters associated with six CBCaffiliate stations owned and operated by CTV. Theagreement covers CKBI-TV Prince Albert, CKOS-TVYorkton, CFCL-TV Timmins, CHNB-TV North Bay,CKNC-TV Sudbury and CJIC-TV Sault Ste. Marie. Thetwo Saskatchewan stations will see CBKT Reginatransmitted to Yorkton and its repeaters and CBKSTSaskatoon to Prince Albert and its repeaters. In Ontario,CBLT Toronto programming will go to the four stationsand their repeaters. Because of the twin-stick status, CTVprogramming to all these communities won’t be affected...Corus Entertainment and Shaw Communicationshave introduced Canada's first subscription-based Video-on-Demand (SVOD) service. It’s called, Movie CentralEXPRESS. Subscribers will pay a monthly fee rather than

per transaction. The service is to be launched next monthin Calgary... CJOH-TV Ottawa VP, News & Public AffairsMax Keeping is celebrating his 30th anniversary at thestation. Keeping also retains his News Anchor position,possibly the longest-serving anchor at the same station...In London, Granada Media PLC and CarltonCommunications PLC say they are in advanced mergertalks to combine Britain's two largest independent TVproduction companies. The two companies produceprograms for ITV, and are ITV's biggest shareholders.The merger would be a major step in the consolidation ofthe broadcasting industry in Britain... Toronto-basediLoveTV Entertainment Inc. and Delray Beach, FL-based Five Star Productions have formed a strategicpartnership to assist iLoveTV's penetration of the USinteractive media market. Five Star will provide a home foriLoveTV's US production facilities which, says iLoveTV,will allow for rapid deployment of its TV technology forsports and entertainment events. The two companies arealso evaluating the technology to provide interactivity andconvergence for Five Star's syndicated TVprogramming... That October 6 interview with JerryFalwell on CBS’ 60 Minutes – simulcast on a number ofCanadian stations – in which the right-wing Baptist pastorcharacterized Muhammad as a terrorist isn’t sitting wellwith the Canadian Islamic Congress. It is filing acomplaint with the CRTC contending that Falwell'sremarks about the prophet of Islam were hate-speechagainst a religious minority. Falwell has since apologized– and the congress has welcomed it – but says it will stillfile the complaint.

RADIO: There has been a growing call, primarily by USradio execs, for more research before the PortablePerson Meter (PPM) is deployed any further by

Arbitron. Arbitron VP ofResearch and Standards,Bob Patchen, says the USmeasurement service has todetermine why morningdrive numbers are lower inPPM ratings than in diaries.Interestingly, the 12-17 and18-34 demos – asmeasured by both diary andPPM – are exactly the same.Where the problemssurface are with the 35-54and 55+ demos... GENERAL: CHUM Limited has reported a $4-million loss for the fourth quarter which it blames onhigher operating costs and interest expenses from

the acquisition of new stations. CHUM says it lost 35 centsa share for the three months ended Aug. 31. Thatcompared with profits of $1.6 million or 14 cents a sharelast year. Quarterly revenues rose to $116.7 million from$103.8 million. CHUM paid $125 million for Citytv (CKVU-TV) Vancouver last year. CHUM’s operating expenseswere higher -- $111.3 million compared with $95 million lastyear. The company also booked $7.8 million indepreciation costs in the quarter, compared with $4.7million last year, and paid $2.6 million in interest costs, upfrom $2.1 million. For the year, CHUM reported profits of$14.1 million, down from $17.5 million in 2001. Yearlyrevenues rose to $479.9 million from $413.1 million... Of139 countries surveyed, four North European democracies– Finland, Iceland, Norway and the Netherlands – are firstwhen it comes to press freedom. China and North Koreahave the least. Reporters Without Borders says the firstnon-European country on the list is Canada, rated 5th. Thepress watchdog group says the US 17th ranking reflects thenumber of journalists detained or jailed, with arrests oftenmotivated by journalists' refusal to reveal their sources.Another aspect in the American ranking – particularly sinceSept. 11 – is the number of journalists who have beendetained for violating security perimeters of officialbuildings... Astral Mediahas closed its transaction to acquire TelemediaCorporation's FM and AM assets in Québec, NewBrunswick and Nova Scotia. Astral Media has agreed tosell to TVA Group and to Radio-Nord, subject to CRTCapproval, all of its AM assets in Québec as a network andCFOM-FM Quebec City. That leaves Astral with CIKXGrand Falls, CJCJ Woodstock, CFXY/CIBX/CKHJFredericton, CKTO/CKTY Truro, and CKBC Bathurstin the two Atlantic provinces, plus the Energie FM andthe Radio RockDetente FM networks in Quebec... Mojo(CFYI) Toronto is off the hook for what’s described as a“mild but tasteless ethnic joke.” The CanadianBroadcast Standards Council had received acomplaint from the Chinese Canadian NationalCouncil about a segment that included “sarcasticallystereotypical content” and which was derogatory anddisrespectful towards Chinese Canadians. CBSC ruledthat the joke wasn’t in breach of broadcast standards... Inanother CBSC decision, comments made on CKRS-AMChicoutimi promoted violence against women. CBSCconcludes that host Louis Champagne’s remarks that“some women need a slap in the face” were in breach ofthe Canadian Association of Broadcasters Codeprovisions concerning human rights, sex-role stereotypingand violence against women.
