A little walk to help a big problemAdAm [email protected]

CORNWALL, Ontario - All ages bundled up for the Coldest Night of the Year walk in support of the Agape Centre in Cornwall on Saturday.

More than 100 people in over 20 teams braved the cold, trekking up to 10-kilomtetres to help raise over $15,000 for the soup kitchen/thrift store/food bank.

It was about paying forward for 77-year-old Sheila Bourget and her son Ray Bourget.

“When a person has had everything: a home, food, warmth…don’t you think it’s time to give

some back?” said Sheila.The Bourgets took to the downtown streets

for a 2-kilometre walk, which started at the Agape on Fifth Street and looped back around.

Sheila credited her strolls at the Benson Centre for giving her the stamina to complete the snowy terrain route.

The Coldest Night of the Year helps partici-pants understand the experience of surviving in poverty during a cold Canadian winter in more than 80 communities across Canada.

Valley Community Health Centre team.Both are students at St. Lawrence College in

the social service worker program.“I hope people realize that walking in the

cold sucks, and people shouldn’t have to do that,” said Massia.

“We’re here to raise money and awareness for people who have to do this on a regular basis.”

Rempkens added: “No social situation is going to get solved unless the community comes together.”

Alyssa Blais, executive director of the Agape, said the walk, in its second year locally, raises an exceptional amount of awareness on poverty issues as well as much-needed funds to help counterbalance Christmas to spring when dona-tions are routinely down.

“I’m hoping next year will be bigger,” said Blais. “We want this to be the Agape Centre’s sig-nature event.”

She added: “When you think about what we do, it’s important to remember that there are a lot people in need. It’s fun to do a gala and those kinds of events, but it really doesn’t bring us closer to the issue. By walking outside in the cold

you realize the struggles others face who live this way.”

In 2014, 98 walkers braved frigid temper-atures, helping to raise $13,000.

The Agape Centre provides 175,000 food bank meals, 35,000 soup kitchen meals, over $30,000 worth of clothing to families, and responds to 12,000 emergency food requests on a yearly basis.

CORNWALL, Ontario – It will cost about $2.2 million to achieve a tax freeze in Cornwall – but it appears there’s little appetite among some councillors to undertake such a scenario.

Councillors ran through the budget num-bers Friday morning and the starkness of the figures resulted in some finger-pointing at the table as some councillors lined up against each other to debate how to address munici-pal spending and mitigating a tax hike.

“For the first time the elephant in the room is right out there in the open. I’m glad these things are out there somewhere,” said Coun. Elaine MacDonald. “Nobody here campaigned to build a leaner, meaner city. If we bring taxes down to zero, then we are cutting.”

And that’s not something she necessarily wants.

“I don’t think that’s what anyone was elect-ed to do,” she said. “Everyone here campaigned to leave the city better than where they were before.”

But her comments sparked a string of responses.

“I did campaign on a zero tax increase and I plan to keep that promise,” said Coun. Brock Frost. “I understand I’ll probably get turned down, or beaten down, at the council table.

“I don’t believe taxes should go up just because that’s the way it has always been.”

Coun. Maurice Dupelle agreed.“I’m not sure zero is going to be achievable,

but I think when we look at raising taxes – we raised water and sewer and you compound them together,” he said. “I’m not seeing any-thing we’re doing that will reduce the amount of a tax increase. We need to get to work.”

CURL FOR THe CURe: Cancer may have met its match in Carol-Ann RattrayTOdd [email protected]

CORNWALL, Ontario - Carol-Ann Rattray has cancer - you just wouldn’t know it.

Rattray was diagnosed in 2011 with meta-static breast cancer...but it’s a good bet that with her upbeat attitude even the cancer cells are questioning their future.

Rattray’s philosophy when it comes battling the disease is matter-of-fact in its strength.

“My philosophy is you can’t change the cards life has dealt you,” she said. “I was very sick when I was diagnosed. But I’ve never lost a wink of sleep. “You just get up the next morning and get on with your day.”

She’s trying to draw awareness to the disease and the work done by doctors and patients to research new treatment options, by hosting a curling bonspiel next month.

Curl for the Cure takes place March 8 at the Cornwall Curling Centre and there are still limited spots available to sign up your rink.

Rattray said the funds raised at Curl for the Cure will go directly to cancer research – in par-ticular the work being done by her oncologist, Dr. Mark Clemons from the cancer institute at the Ottawa General Hospital.

“He’s just a wonderful doctor,” she said.Rattray’s cancer treatment was as simple as

taking a pill – arimidex – which defeated many of the cancer cells in her body and helped to guard against the disease’s spread.

But, not unlike taking an antibiotic for too long, the medication’s strength has begun to waver. Now Rattray is scheduled for chemother-apy. How long she will have chemo administered to fight the disease is unclear.

“It doesn’t matter,” she said. “You get on with it, right?”

Curl for the Cure will include a silent auction and an array of prizes, including an autographed curling jersey from the Jennifer Jones rink not to mention others. Doctors and staff, as well as can-cer patients and others who have defeated the disease, will gather at the curling club at 3 p.m. the day of the event for a group photo.

The Bank of Nova Scotia has agreed to match funds raised at Curl for the Cure, up to $5,000.

“During my journey people have been sup-portive – family and friends,” said Rattray. “If the funds can help research and help one person I will be happy. The need is so great.”

CORNWALL, Ontario – One city councillor thinks it’s time to start looking at hiring part-time firefighters to fill the ranks of absent full-time people who are helping to drive up the cost of the service. And another one believes firefighters are taking too much. At a budget meeting Friday Coun. Mark MacDonald, a former firefighter, lik-ened the skyrocketing costs of the fire service to people sitting around a table eating a pie.

“The firefighters might not want to hear this…they keep eating more and more. We have to come up with solutions to solve that,” he said. “The difference between a pig and a human being is that a pig knows when to stop eating.”

Jason Crites, president of the Cornwall Professional Firefighters Association, took issue with MacDonald’s comments.

“I hope people associate that comment with the person who said it and realize it’s not everyone saying the same thing,” he said. “It’s embarrassing and we need to move on from it.”

Coun. Andre Rivette said it doesn’t make sense

for the fire department to staff a par-ticular shift with 14 people, to ensure that a minimum of 10 firefighters are available to fight a fire.

The unique, and some say expen-sive, situation within the fire service is that there can be as many as three fire-fighters off at any given time and there has to be an adequate number avail-able to douse any particular blaze.

Rivette suggested when the people are not off, the city is paying for additional firefight-ers on a shift that it doesn’t need.

He has argued against filling four vacant pos-itions within the service (one per shift), but fire chief Rick McCullough pointed out that if the pos-itions are not staffed then overtime costs will “go through the roof.”

“The reason we need 10 men is to get the job done. If we go below 10 men…we could be in a situation where we are compromised,” said McCullough. “Why do we need the extra four? To allow them to take the time off.”

Rivette was having none of it.

“I’m not saying you don’t need 10 men. I’ve got a problem is that you have 14 men that the city is paying for,” he said. “We have to start taking a look at temporary firefighters to not have them in there when they’re not needed.”

Mayor Leslie O’Shaughnessy said perhaps it’s time to change policies within the fire service that limits the number of people off at any given

time.“Sure, you’re going to have maybe a little bit of

overtime, but not the cost of four firefighters,” he said.

McCullough pointed out that not only are men off on vacation, but some are on sick leave and receiving training.

“There will be challenges” in reducing the num-ber of people off during a shift, he said.

“But there are challenges in every department,” said MacDonald, who has railed against the sky-rocketing costs of protective services in Cornwall, which includes the fire department.

“What we’re talking about is having less people off at a time,” said Coun. Maurice Dupelle. “We’re not going to change the level of service for our (city).”

The city’s budget committee has defered a decision on shelving the new hires - essentially leaving the situation in limbo for now.

Coun. Carilyne Hebert argued for keeping the number of people within the department, and suggested the city is falling behind on fire prevention.

She pointed to other larger communities like Aurora and Guelph that have fewer fires than Cornwall.

Crites agreed and suggested Cornwall is well above the average when it comes to the number of fires in the city. Cornwall has the dubious distinc-tion of having 32 fires for every 10,000 structures in the city. Cornwall has about 24,000 structures, Crites added.

“That puts us in the range of cities two-and-a-half times our size,” he said, adding more fires puts pressure on the service to pay for the firefighters who are on the job, or get called in for overtime.

CORNWALL, Ontario – The rate at which costs for police, fire and paramedics is skyrocketing in Cornwall cannot continue, councillors agreed last Friday morning.

A report to the city’s budget committee shows that the cost of so-called protective

services has jumped by 83 per cent to $28.5 mil-lion from $15.6 million in the last 10 years.

Meanwhile, all of the other city departments combined have only increased by a paltry 19 per cent over the same period of time – to $32.5 mil-lion from $27.3 million.

“There is a trend here – a fairly significant trend here and it has been difficult for depart-ments to come in tighter and tighter,” said finance

manager Maureen Adams.But just what councillors can do to shift the

huge amount of spending appears limited. And the irony is that just last week the city’s budget committee approved the Cornwall police budget, with many councillors suggesting it was a solid document.

Much of the costs associated with police, fire and EMS are mandated by collective agreements

and awards provided by provincial arbitrators.“Clearly the costs of protective services is not

sustainable,” said Coun. Elaine MacDonald, who enjoyed the support of the Cornwall Firefighters Association during the recent municipal election. “But the answer isn’t at this table. This is a prov-incewide problem. We need to work with them to come up with some kind of provincial solution to a provincial problem.”

CORNWALL, Ontario - The Dentistry @ Cornwall South Stormont Selects Atom B Hockey team has successfully moved on to round two of the Upper Canada Minor Hockey League playoffs. After finishing the regular season in third place with a 11-10-3 record, the Tony Joseph lead squad polished off the South Grenville Rangers in two straight games. Game one was played in Long Sault on Feb. 18 and it was a tight checking game. The Selects were inspired by Owen Villeneuve’s shutout performance in nets which led to Jett Joseph notching the lone goal of the game which

was assisted by Weston Therhorst.On February 21 the Selects travelled to South

Grenville where the team outplayed the Rangers coming home with a 5-2 victory. Alexandre Slykhuis led the attack for the team with two goals, Joseph continued his scoring streak by adding another while Everett Crump and Ethan Turcotte rounded out the scoring for the victors. Assists were tallied by Kyle Brown, Ben St Germain, and Aiden Scott. The Dentistry @ Cornwall Selects await their next opponent as teams finalize the first round of their playoffs.

CORNWALL, Ontario - The Cornwall River Kings fell to the Sorel Eperviers 3-1 Sunday after-noon at the Ed Lumley Arena.

It was the Eperviers’ fourth straight victory over the River Kings. The two teams will likely meet in the first round of the LNAH playoffs.

Goaltender Adam Russo was solid in goal for Sorel, turning aside 33-of-34 shots faced.

Sasha Pokulok opened the scoring for the River Kings 1:41 into the contest. Pokulok, all alone in the high slot, ripped a wrist shot above Russo’s glove.

Soon after, Pierrick Martel levelled the score with a bizarre goal. Martel’s shot banked off the end boards, then Pete Karvouniaris’ pad and in at 5:37 of the first.

Sorel took the lead with 4:36 to play in the second on Martel’s second of the afternoon. Martel took advantage of the time and space in front of Karvouniaris when defenceman Jason Lepine’s stick shattered.

Cornwall fired 19 pucks at Russo in the mid-dle frame but couldn’t muster any offence.

Sebastien Rioux scored a powerplay goal with 5:28 to play in the third to round out the scoring.

Sorel defeated Cornwall in front of 1,033 fans.Russo (first), Karvouniaris (second) and

Martel were the announced stars. Sorel outshot Cornwall 43-34.

Fisticuffs: Cornwall’s Curtis Tidball and Sorel’s David Lacroix had a spirited bout early in the first. River Kings speedster J.P. Caron, upset after a hit, dropped the gloves for a rare fight with Sorel’s Dominic Savoie. Manuel Frechette of the

River Kings and Lacroix squared off later in the first. Captain Steve Simoes dropped the mitts with Sorel’s Maxime Robichaud early in the third.

Road loss: On Friday night at Sorel, Christian Deschenes had two goals and two assists to lead the Eperviers to a victory over the River Kings. Andre Sandrzyk (with two), Francois

Ouimet and Caron scored for Cornwall.Next weekend: The River Kings have a

home-and-home next weekend with a team other than Sorel. Cornwall travels to Laval on Friday night (8 p.m.) and the following evening, Saturday, Feb. 27, the River Kings host Chris Cloutier and the Predateurs at the Civic Complex. The puck drops at 7:30 p.m.

CORNWALL, Ontario - The first edition of the Seaway Hobbies, Crafts & Collectors Show invaded the Royal Canadian Legion on Saturday,

February 21.The event, which ran from 9 a.m. to 4 p.m.,

featured Seaway Slot Racing, Cornwall Replica Association in Plastic, Seaway Lighthouse Third Rail Modular Club, and Cornwall Aero Modellers, amongst others.

Organizers said the purpose of the showcase is to help create a collectors club representing Cornwall, the United counties of SDG, and Akwesasne by encouraging networking with exhibitors and guests.

CORNWALL, Ontario – It appears as though weekly recycling pickups will continue in Cornwall.

Councillors found out Friday morning at a budget meeting that taxpayers would only save $89,000 a year if it went back to bi-weekly recyc-ling pickup.

While that may sounds like a lot, councillors had hoped the number would be as high as $300,000 or $400,000.

“It’s not the number I thought would be coming back,” said Coun. David Murphy. “Now it’s a risk/reward type of situation and that miti-gates it substantially.”

Solid waste manager Morris McCormick had the answer for that.

“That number you had in your mind was the comparison between the previous tender and the one we have right now,” he said.

If the city were to go with bi-weekly recyc-ling, it would limit the success of long-term plans to introduce garbage bag tags, and bag limits in Cornwall, McCormick added.

What does my family history

have to do With cancer?Tyler Cook was only 10 years old when his mother died. At such a young age, it was

difficult for him to understand the devastating loss. What he definitely didn’t know then was that the cause of his mother’s death would dramatically impact his future.

Tyler’s mother died at age 35 from stomach cancer in 1991. Then, in 2007, his sister, Jennifer, was diagnosed with advanced stomach cancer and died at 32. “A doctor suggested the stomach cancer could be genetic,” says Tyler.

Around the same time, Dr David Huntsman, a researcher at the British Columbia Cancer Agency, had just developed a DNA-based blood test that identifies the genetic cause of hereditary diffuse stomach cancer, a rare form of the disease which is often diagnosed at very late stages when it is not treatable.

With funding from the Canadian Cancer Society, Dr Huntsman studied over 80 families with the disease and discovered a number of genetic mutations that greatly increased their risk. Those individuals who are found to carry a mutation have the option of surgery to remove their stomach, a drastic step that reduces their chances of dying from the disease from 70 percent to less than one percent.

Based on these results, Tyler and his sister Shelley chose to be tested. Both carried the mutation, as did other extended family members.

“After seeing what my mother and sister went through, deciding to have the surgery was a no-brainer,” says Tyler. After his stomach was removed, doctors detected several small tumours in his stomach tissue, as they did with Shelley. “We’re so thankful. We both know that we wouldn’t be here today if we hadn’t had the genetic test and the surgery.”

There are very few cancers that have a single, known cause. Most cancers seem to be the result of a complex mix of many risk factors. We do know that about 5 to 10% of cancers are related to specific inherited genetic abnormalities. Which means that there are some cancers that occur more often in some families than in others.

Thanks to researchers like Dr Huntsman, there are scientific methods to identify some of these inherited defects and show whether some people have an increased chance of developing certain types of cancer. It is important to discuss the option of genetic testing or screening with your doctor if you have a family history of cancer.

Let your healthcare provider know if any of your close relatives (parents, brothers, sisters and children) have ever been diagnosed with cancer. Rest assured, though, the fact that 1 or 2 family members have been diagnosed with cancer doesn’t mean that you will also develop cancer. This is especially true if the family member is not a first-degree relative or if the cancers are of different types.

CORNWALL, Ontario - In 2005, South Glengarry recognized it had become more than just a quaint rural township.

Fast-forward a decade later and they’ve still got plenty of successful businesses and out-standing community members to celebrate at their 10th annual awards gala.

The popular event will take place on Saturday, April 11 in the upstairs hall of the Char-Lan Recreation Centre.

Organizers chose the new location for the gala to showcase the hall’s recent renovations.

“The Business & Community Awards Gala recognizes the contributions and accomplish-ments of individuals, community groups and businesses in South Glengarry,” said Mayor Ian McLeod. “The Township is proud to recognize these individuals and establishments who con-tribute their time, energy and resources to the betterment of our community.”

In 2014, Sylvia Thomson was named Citizen of the Year.

The lifelong resident of SG devoted much of her time visiting hospitals, donating and

delivering food, and providing transportation for medical appointments. For the better part of 50 years, Thomson was actively involved in leadership roles with the Martintown Horticultural Society, the Martintown Women’s Institute, and the United Church Women, among others.

Kelli Shaver, development & communica-tions director with South Glengarry, said the first edition was spearheaded by MPP Jim McDonell (mayor at the time), Linda Wilson (for-mer development & communications coordin-ator), and township clerk Marilyn Lebrun.

“We are thrilled to be celebrating the 10th anniversary of the Gala this year,” said Shaver. “It has become a signature event for the Township – last year’s event was sold out and boasted rec-ord attendance.”

Nominations are currently being accepted for the following awards: Citizen of the Year, Business of the Year, Entrepreneur of the Year, Community Service Award, Excellence in Agriculture, and Youth Merit.

A firefighter recruitment drive will be held on

April 25 at Station #4 (Lancaster) beginning at 8:30 a.m.

“South Glengarry Fire Services responds to fire emergencies within the township; however, our firefighters also participate in fire prevention,

public education and fundraising activities,” said fire chief Vic Leroux. “This is both a challenging and rewarding experience. I would encourage all interested individuals who meet the eligibility criteria to apply.” South Glengarry Fire Services is divided into five fire districts.

Residents from the fire districts of Glen Walter, Martintown, Williamstown, Lancaster and North Lancaster are welcome to apply.

To be considered a candidate for a Volunteer Firefighter position, applicants must live within the district where they are applying and have the capability of responding to emergencies within a reasonable timeframe.

Summerstown Trails a hot draw this winterADAM [email protected]

CORNWALL, Ontario - From newbies to pros, the wind-sheltered trails of Summerstown Forest in South Glengarry are becoming a must-do win-ter activity for locals and tourists alike.

More than 175 people came out to the Summerstown Trails’ fourth annual Family Day event, despite the bitter cold conditions that warmed up to about minus 14 by mid-afternoon. A fun snowshoe race for kids, guided tours, and free food were offered.

“It was a great opportunity to experience cross-country skiing or snowshoeing for the first time at no cost as all the equipment was available free of charge throughout the day,” said Jean-Pierre Tibi, Friends of the Summerstown Trails (FOTST) board member.

After the outing was over, many participants stuck around to enjoy free hot dogs and marshmallows.

FOTST board Member and organizer Mary Lou Leroux thanked the nearly 20 volunteers who came out to help and make sure that every-thing ran smoothly.

In recent years, an impressive amount of progress has been made as trails have been improved and expanded, grooming equipment and signage obtained, and new activities offered,

such as races, instructional lessons, and outings for schools and seniors.

The trails are situated on Summerstown Road, 1.6 km north of exit 804 of Highway 401, and are open seven days a week. Equipment rentals are available on weekends only. For more informa-tion, visit www.summerstowntrails.com.

The city budget continues to marinate, with every indication that instead of a fast-fry steak we’ll likely end up with a slow-cooked stew.

In other words, don’t expect a document to be finalized anytime soon.

Which might be just fine for some – and not so much for others.

ZERO HEROES?It will cost about $2.2 million, maybe a

touch more, to bring in a tax freeze in 2015.It’s already quite clear there is no political

will to reach such a scenario…councillors sug-gested as much when they got the news last week.

Brock Frost sent out a missive saying he would vote against any budget that resulted in a tax increase.

Supporters will suggest Frost is fighting hard, while critics will say he is doing it for show because he knows a budget with a mod-est tax hike will pass with, or without, his vote.

Frost also suggested city managers should prepare their annual budget documents with no increases – then, presumably, it would be up to council to add spending.

They tried this a few years ago when Cecil Vincent was the CAO. He suggested council should be making spending decisions – which backfired for those around the table.

Instead of being the heroes who cut spend-ing, councillors were the bad guys who kept adding to the pot.

Council reversed the policy the next year and haven’t looked back.

OUTSIDE LOOKING INNearly two dozen outside agencies (some

of whom are legislated to receive support from the city, and others who come cap-in-hand) will begin appearing before the budget com-mittee Friday.

One of those on the list is The Art Gallery – Cornwall, which has seen more members in recent years than there are hairs on a paint brush.

The ask this year? Seventy grand – which would be fine if this were a stable organiza-tion…only it’s not.

TAG’s revolving door has been spinning like a top in recent years, in a few cases with entire boards walking out only to be replaced by new people who similarly jump ship not long after assuming their new roles.

A few years ago TAG was in danger of losing its municipal funding because it missed the application deadline – typically an action that results in serious consequences for the agency from its board of directors.

Seventy thousand dollars might appear to be a pittance on a $160-million city budget, but to those of us that work for a living, it’s a lot of money.

Now, there is a growing sentiment around the council table that the funding should be pulled.

I have to agree. Seventy thousand dollars is too much money to spend on an organization that very honestly needs to reinvent itself from the ground up…or push away from the table all together.

Instead the city should take the money and invest it in this arts centre that is so badly needed in Cornwall. Officials have already sug-gested the $17,000 the city is spending on an arts centre feasibility study is not enough

– there’s money available to solve that prob-lem if the TAG funds are used.

No one, not even an arts nincompoop like me, is suggesting this part of an anti-arts crusade.

What we should be about is prudent invest-ment of taxpayer money…and spending $70,000 on what appears to be a rudderless agency is a waste.

Studying the future of an arts centre is not.NOTEABLE QUOTEABLESTwo newly-minted city councillors raised

some eyebrows (and some tempers) during last Friday’s budget session.

The first remark came from Mark MacDonald, who suggested firefighters might be eating too much of the municipal pie.

He added: “The difference between a pig and a human being is a pig knows when to stop eating.”

Wow…not exactly words that one expects from a city councillor who ironically enough used to be a firefighter.

You’ve got to applaud his frankness, though his former brothers in the Cornwall Professional Firefighters Association (who

were conspicuous in their absence at Friday’s budget session) think otherwise.

The other quote that earned a modicum of distinction came from Carilyne Hebert, who would appear to be running short of vacation days.

“I’d like to take some time off to myself at some point,” she said during the meeting as councillors tried to map out a schedule for the coming weeks. “This is becoming really time-consuming.”

She suggested to me Saturday night at the chamber awards that it was a joke – though I didn’t hear anyone laughing. I related her Saturday comments to some other city coun-cillors who agreed…they didn’t find it funny either.

Critics within the community and around the council table have told me the rookie city councillor needs to keep such feelings to her-self – jokes or not.

I can think of about two dozen people who would love to be in her position and would gladly give up a few vacation days in the pro-cess – they ran, and lost, in the October election.

Dear editor:The statements made by Mayor Jim Bancroft in

media reports on Feb. 18 have a number of dis-crepancies and inaccuracies regarding South Stormont’s reserves and future plans. Mayor

Bancroft stated that the township did not have reserves put away for municipal buildings. There are two reserve funds for our arena, building main-tenance, equipment and Zamboni. The OPP, St. Lawrence Medical Centre and Municipal buildings

are not affecting the budget. All three mortgages are being paid through a lease agreement.

Mayor Bancroft stated that there was abso-lutely no money in the bank for the proposed St. Andrews Fire Hall, and we should get past the talk and actually do it. We got past the talk two years ago and the previous council put away $400,000, and growing in reserves towards a new Fire Hall for the community of St. Andrews.

Another incorrect statement by Mayor Bancroft is that we do not have a specific amount of money set aside in the public works Department for equipment replacement, and that we should plan for three, five or even ten years. I would sug-gest that Mayor Bancroft go to the Public Works Department and take a good look at our 10-year infrastructure and equipment plan we developed and adopted with the Staff and former council. There has been a quarter of a million set aside in reserves per year for equipment for the roads department. I welcome everyone to confirm the above information with the municipality.

Council and Administration should call for a

press release only AFTER all final budget numbers (levies) are submitted to South Stormont by all School Boards, County Council and both Conservation Authorities. Council can only make informed decisions on budget items when all the figures are in. I made many trips to Toronto asking Provincial cabinet Ministers for provincial and Federal funding to offset costs to the local rate payers.

Most Municipal governments cannot sustain a small rural township with the tax base only. Something is definitely wrong to ask the rate pay-ers for a 12.2 tax increase. Especially when the counties are looking at a seven per cent decrease and the school Boards at zero per cent increase for the past many years. We kept a line on municipal taxes for years even if we take in consideration of all the projects that were completed. One import-ant fact I can say we have on our side, is that South Stormont has a very competent and knowledge-able staff.

When it comes to tobacco use, provincial and federal governments act like the guy who wanted to get shot but didn’t want to get hurt in the process.

Tobacco is a deadly product that kills thou-sands of Canadians each year and costs the over-worked, underfunded health care system millions of dollars. Not even the tobacco companies deny this fact.

But while governments have banned other lethal products labelled too dangerous for human consumption, it dillydallies on tobacco. The word ban is a no-no when it comes to tobacco. Instead, governments have been trying to kill the tobacco industry with the slow process of higher taxes. (How this benefits the contraband industry is another story). If taxes are the answer, why not just whack ‘em with an overnight 200% tax increase rather than this slow strangulation process?

Perhaps I missed it, but I don’t recall hearing of any government-funded public health body demanding that the government ban the manu-facturing of tobacco products.

There is good reason governments are reluc-tant to put the hammer to tobacco, at least in one mighty slam.

We go back to the guy who wanted to get shot but didn’t want to get hurt.

Whether they want to admit it or not, govern-ments have come to rely on the billions of tax dol-lars generated by tobacco sales. Some call it a gov-ernment addiction to tobacco tax revenues that requires a cautious weaning-off process. The fact

is, the financially challenged provincial govern-ment that is running out of things to tax needs those tobacco tax revenues.

It is the same with alcohol and gambling, two vices provincial governments encourage through slick advertising campaigns, always careful to include a fine-print warning that they can be dan-gerous to one’s well being.

HERE AND THERE Since it opened in 1976, the total of annual deficits for the Cornwall Civic Complex is around $15.5 million (It was built for about $6.5M). We note this because when it opened the finance manager of the day assured city council that the facility would incur a first-year operating deficit of “around $100,000” but that in its second year the complex would start turning an annual profit. Some profit! ... Another bold predic-tion was made in 1956 when a government study said Cornwall’s population would climb to at least 70,000 by 1976. The latest forecast is a little more toned down: 50,000 within 10 years.

THIS AND THAT According to population fig-ures supplied by the Municipal Property Assessment Corporation (MPAC), Cornwall’s popu-lation is 36,785. They are, of course, about 35 years behind. The actual population figure is around

46,000. ... Despite the change in attitudes when it comes to drinking and driving, it remains a prob-lem. Statistics offered by Cornwall Police Service show that the force lays an impaired driving charge every 2.37 days.

SEEN AND HEARD When it comes to a future tenant for the huge state-of-the-art Target distri-bution centre there is no shortage of rumours. Les rumeurs du jour are FedEx and Amazon.com. ... Do we really need to be told to bundle up when it gets cold? What happened to common sense? ... Gerald Lefebvre, winner of the Chamber of Commerce Lifetime Achievement Award, repre-sents the third generation of Lefebvre family hotel-men. His son Paul continues the legacy as general manager of the family-owned Parkway Hotel and it doesn’t stop there. A fifth generation is in the wings. Not many, if any, families can lay claim to that kind of record when it comes to the hotel business.

IN THE REAR-VIEW MIRROR Remember back in the dark ages (pre-1980s) before we had the three Rs and recycling. You know, when we bought milk and soft drinks in glass bottles, and we returned them to the store which returned them to the supplier who washed and sterilized them and refilled them. ... Groceries were packed in sturdy brown paper bags that were reused at home for all sorts of things. Some folks even fash-ioned the bags into covers for recycled school books. Grocery stores didn’t charge for the bags. Lunches were packed in lunch pails and coffee was kept in thermos bottles. Water came from a tap, not a plastic bottle. ... Folks walked to the neigh-bourhood grocery store and took the bus or street

car to work. Kids walked or rode their bicycles to school and went home for lunch. At school, kids used refillable ink pens. Everybody had a clothes line that was used year-round and/or a clothes rack set up in the kitchen or hallway. The wringer wash-er (no spin cycle) was stored in a corner of the kitchen. Nobody heard of disposable diapers. ... Most homes had one radio and/or one TV set that lasted 10 years or more. Refrigerators and stoves had a lifespan of 20 years or more.

AND FINALLY The eye-opening documentary “To Light a Candle” will be screened Saturday at Cornwall Public Library, 2:30-4 p.m. It is free and open to the public. The documentary by Maziar Bahari highlights the persecution of Baha’is in Iran and tells the stories of those associated with the brutal clamp down of Baha’i Institute for Higher Education by the Iranian government. Hundreds of members of the peace loving religious minority in Iran have been imprisoned, tortured and exe-cuted. Despite the threats and intimidation, mem-bers of the religion continue studies in under-ground classrooms.

Perhaps the government should consider a 200 per cent tobacco tax hike?

CORNWALL, Ontario - In just a few days Cornwall will be one of more than 85 towns and cities in Canada hosting the world pre-miere of To Light a Candle, a documentary by award-winning Iranian-Canadian journalist and filmmaker Maziar Bahari.

The Cornwall screening followed by partici-patory discussion will take place at the Cornwall Public Library on Saturday from 2 to 4:30 p.m.

The film highlights the Iranian govern-ment’s denial of education to Baha’i youth and the creation of an underground university in response, which has survived and developed since 1987. In fact, students from this univer-sity (called BIHE or the Baha’i Institute of Higher Education) have been accepted into graduate programs in more than 100 universities around the world, including many in Canada.

The screening will be followed by participa-tory discussion with input from a local panel consisting of lawyer Bernadette Clement, jour-nalist Hugo Rodrigues and educator Paula Wheeler, complemented by two BIHE gradu-

ates from Ottawa. The discussion will be mod-erated by Bernadette Clement.

The Cornwall event is being organized on behalf of the local Baha’i community by local residents Jane and Neil Macmillan who have been involved with BIHE since the late 1990s and personally know three of the four BIHE stu-dents with graduate degrees from Canadian universities who are currently in prison in Iran for their efforts to educate others.

This action on the part of the Iranian gov-ernment is one of several ways the regime per-secutes Baha’is with arrests, attacks on Baha’i-owned businesses, hate propaganda and destruction of cemeteries intensifying over the past 18 months.

Although not a Baha’i, Bahari has taken up the cause of their persecution in Iran, following his own imprisonment and torture there which he recounted in his bestselling memoir Then They Came for Me – the book then became the basis for Jon Stewart’s forthcoming movie Rosewater.

Bahari also launched the “Education is Not a Crime” campaign (www.educationis-notacrime.me), which has been endorsed by several Nobel Laureates including Archbishop Desmond Tutu and Jody

CORNWALL, Ontario – A former board mem-ber of The Art Gallery – Cornwall is suggesting the agency not receive any more municipal funding Eric Covington, who recently stepped down as vice-chair of the art gallery, said in a missive made public that not only should some $70,000 from city hall be shelved this year, but the agency should merge with Your Arts Council (YAC) to cre-ate a stronger local arts presence.

“This may sound harsh but I think at this time it is necessary to ensure a thriving and vibrant arts community in Cornwall and SD and G,” he said.

TAG has been the subject of much focus recently, with board after board resigning.

Covington most recently quit, attributing the reason to an inability to effectively govern the agency.

“In TAG we have a long-standing gallery, in a reasonable location, with some assets, both liquid and illiquid, but has become moribund, has a poor reputation with its community and suffers from poor governance,” said Covington. “In YAC we have a team with excellent governance and a track record of maintaining good governance, few assets, a mediocre gallery location but an excellent reputation with the artists it is serving.”

TAG is headquartered on Pitt Street in

Cornwall, while YAC is more regional and accepts resources from the United Counties.

“I see two under-funded organizations whose strengths and weaknesses comple-ment each other,” said Covington. “This is an opportunity for a mutually beneficial merger.”

But how likely is such a scenario to unfold is still a matter of debate.

Bruce Davis, director of YAC, was not about to wade into the specifics of Covington’s suggestions.

“Eric has done (this) without contacting YAC,” he said. “We really can’t comment on the viability or the appropriateness of it.”

But Davis did say local artists should begin speaking with a more unified voice.

“It’s important for the arts and culture

sector to reduce costs and create economies of scale,” he said. “It’s important to find ways to create partnerships.”

Wyatt Walsh, the newly-minted chair of TAG, could not be immediately reached for comment. Covington made his thoughts known via social media Monday night, and has sent his suggestions to members of city council, and many regional municipalities.

The nine-year-old Bouvier had won a place in the home, and the hearts, of the Snyder family.

“I get emotional talking about it even now,” said Snyder in an interview.

The emotion was palpable Saturday night when Snyder received the award and had to wipe away tears.

“I was going out to get my mind off the pass-ing of the dog,” he said. “My mood was very sombre. It’s probably why I was so emotional.”

In the time since he received the award Snyder has had time to reflect. “It’s overwhelm-ing,” he said. “I’m very humbled with the whole thing. “I’m pleased to be recognized, but it’s not the reason why I do what I do.”

What he does is help several notable local charities, including the Special Olympics, among others.

He has a special place in his heart for people like Chico Ouellette and Lynn Chauvin who have helped him with an array of charitable work like golf tournaments, boxing events and torch runs

(to mention a few) that have raised tens of thou-sands of dollars locally.

“They’re such good partners,” said Snyder. “You can’t do what we have done in the com-munity without all this support.”

Snyder wasn’t the only winner at Saturday’s gala.

“The awards are given to selected businesses and industries whose commitment to excel-lence help the local economy to grow and flour-ish,” said chamber executive manager Lezlie Strasser. Close to 250 of Cornwall’s leading busi-ness professionals were guests at glittering black-and-white affair to salute their profes-sional peers.

This year the chamber celebrates its 125th anniversary. The Cornwall Chamber of Commerce, established in 1890, is one of Ontario’s oldest business associations with close to 700 members.

“There are a number of 125th anniversary events planned for this years and the awards banquet is the chamber’s first such event,” said Strasser.

If you’re having problems getting into tight spaces because of your brush handle, just cut the handle off. Then, you’ll be able to get into those tight spaces. When you want to take a break in the middle of your paint job, you don’t have to stop to clean your brush every time. Just store it in a plastic bag, make sure it’s sealed and put it in the refrigerator. It will keep it fresh until you can get back to it. Finally, one last tip: use an ordinary cotton swab. Dip it in paint and use it to touch up those tiny, hard-to-reach spaces. When you’re done, throw it away—it’s that easy.

have to set it aside only to find that when you came back, the masking tape would not come off without doing damage to the surface it was stuck to? Here’s an easy way to get it off: Use a hairdryer! Hold the hairdryer just three or four inches away from the tape. The heat will soften the adhesive as you gently pull it off the wall. This technique will work on almost any kind of tape or label and remove it from wallpaper, paint, wood finishes or even furniture.

En effet, on peut apercevoir sur la photo, les élèves de la 6e année travaillant à leurs nouveaux Chromebooks (mini-portables). Tous les élèves jouissent également d’un tableau blanc interactif dans chacune des classes ainsi qu’un accès à l’internet sans fil partout dans l’école. Ainsi, les élèves de la 6e seront sensibilisés au monde de Google en passant par Google agenda et Gmail. Ils seront donc très bien préparés pour le Pavillon intermédiaire La Citadelle qui se servent déjà de l’outil Google. Mais ce n’est pas tout ! L’installation d’un Apple TV dans chacune des classes commencera sous peu afin de permettre au tableau blanc d’être encore plus interactif ! De plus, les élèves auront accès à un nouveau laboratoire de 30 tablettes électroniques en septembre 2015.

I’ll be the first to admit that my reflexes and dexterity are not what they used to be when I started driving 59 years ago. That’s why, as far as I know, there are no 92-year old test pilots.

However, thanks to hundreds and hundreds of thousands of miles and kilometers driven in umpteen different countries during that time, I not only have more experience but also a hefty bankroll of wisdom. Every time I get behind the wheel of my pickup truck this serves me in good stead.

I wasn’t in the Piggly Wiggly parking lot on Wednesday February 18, but a 92-year old driver and a surveillance camera were. The driver was backing out of a parking spot when he lost control of his vehicle. It rapidly lurched backwards and forwards several times, boun-cing off nine other vehicles in the process like the silver ball in a pinball machine, or a dodg-em car driven by a drunk in a midway ride.

A newspaper report quoted the driver as saying, “My foot got caught on the accelerator.” Careful scrutiny of the Weather Channel video revealed some interesting points.

Here’s my committee-of-one report

regarding this incident, including the possible cause, and some recommendations regarding shopping centre parking lots.

CAUSE: If a depressed accelerator ‘gets stuck’, I think it would be impossible to shift from reverse to forward. Therefore, in my opin-ion, the driver’s panic governed the car’s move-ments, not any stuck accelerator.

The driver had the option of driving out straight ahead into the vacant parking slot directly in front of him, but opted not to. Bad move! Since 1973 I’ve been driving VW Westfalia campers; since 1987 I’ve been driving pickup trucks with caps. Both types

of vehicles are notorious for having poor rearward visibility. As a result, I want the forward-exit parking spots at shopping centres.

When emerging from a parking spot, assume that the rotund little lady with three toddlers in tow will instantly break into a gal-lop to get in your way, even though she is 150 meters distant at the time she spots you.

Proceed slowly, very, very slowly. It’ll give you and other drivers time to react, and dam-age caused by any collision will be minimal.

Scrupulously clear off all mirrors and window surfaces to enhance your visibility.

Getting that tomato sauce stain off your counter top is easier than you think. Simply wet the stain with lemon juice, let sit for 30 minutes or so, and them sprinkle baking soda on the abrasive-side of an all-purpose sponge and scrub the discoloured area. Most stains will vanish.

My sincere thanks to the Cornwall Fire Dept. for responding so quickly to my call on Feb. 20th, when my smoke alarm failed and the beeper dis-turbed me and my dog. Shelley dispatched the services of three great fireman. After doing a thorough house check, they even corrected the carbon monoxide detector, which without my knowledge, had also failed. As a senior and just out of the hospital from a serious fall on Jan. 26th, I also am thankful for the ambulance attendants. They truly were angels. As well, my thanks for the caring doctor and nurses at the CCH, McConnell Site, namely Dr. Hasseltyne and nurses Kevin, Sue and Kristen and others that I may have not gotten their names. C.L.

Perhaps the Cornwall chamber can consider moving its annual awards gala to April - that way we can avoid snowstorms.

The Kinette Club of Cornwall joined in the fight against bullying. At their last meeting, they all arrived in their pink shirts. These shirts can be purchased at Scotiabank and Independent Grocers.

We had to separate Gerald Lefebvre’s family photo from the balance of our Cornwall and Area Chamber of Commerce’s annual Business Excellence Awards because, quite frankly, he deserves it. Lefebvre and his family have been fixtures in the hospitality industry in Cornwall for three generations and chances are if you have hoisted a beer, gone to a public event or even eaten a chicken wing in Cornwall in recent memory, the Lefebvre family was on the other end of the function, making sure things ran smoothly. The Lifetime Business Achievement award winner Gerald Lefebvre, centre is joined by his family Michel Lefebvre, Paul Lefebvre, Bernice Lefebvre, Andree-Anne Morin and Rick Morin.
