Coronavirus Food Assistance Program Overview for Specialty Crops• In April 2020, U.S. Department of Agriculture (USDA)
announced the CFAP as part of its plan to implement funding provided by the Coronavirus Aid, Relief, and Economic Security (CARES) Act. The CFAP includes $2.1 billion for direct payments to specialty crop producers.
• CFAP provides direct support based on losses for agriculture producers where prices and market supply chains have been significantly impacted and will assist eligible producers facing additional adjustment and marketing costs resulting from lost demand and short-term oversupply caused by COVID-19.
• USDA’s Farm Service Agency (FSA) and Agricultural Marketing Service (AMS) administer the CFAP program.

Coronavirus Food Assistance Program
• CFAP sign up runs from May 26, 2020 -August 28, 2020
• Producers must submit all eligibility forms within 60 days of signed application
• Producers apply to their local FSA office• Producers self-certify to their losses but
should have documentation available
EligibilityEligible producers:• Must have ownership risk of identified commodities that
suffered a 5% or greater national price loss as a result of the COVID-19 Pandemic or had substantial marketing costs of inventories
• AGI of 900K or less (average of 2016, 2017 & 2018); UNLESS 75% or more from agriculture
• Note: IC-DISC is included as income
• Producers must own or share in the risk of the covered commodity
• Crop subject to price risk as of January 15• Co-op producers are eligible too!
Three Possible Categories
1. Sold (between Jan. 15 – Apr. 15)
2. Delivered but not paid
3. Unharvested and/ or undelivered
Sold
A firm price agreed to on or after Jan. 15 and on or before Apr. 15
Payment has been received or a dependable expectation of payment exists
Includes all uses for which payment was received (FH, PR, feed, etc)
Delivered but not paid
Crop is no longer on the farm as of April 15th
Payment has not been received and no expectation of future payment exists
Stored commodities that will be sold in the future are not currently eligible
Unharvested and/ or UndeliveredAt full maturity and left on the tree or farm stored or dumped as of April 15.
No reasonable expectation of harvesting or selling in the future
Donations where recipient picks up fruit on the farm are eligible in this category

Ineligible Situations
• Any crop in storage as of April 15, 2020 that will be sold at some point in the future, regardless of price (#2)
• Any 2020 crop not yet harvested (#3)

CFAP Payments• Applications will be processed on a rolling basis (i.e.
not first come first served).• Are being made to offset producers' losses.• Do not come with stipulations.• Will not be withheld to satisfy prior USDA debts.
Note: This is not a loan program and payments do not have to be repaid (unless there has been an error or fraud) There is no fee to apply for this program.
