Why Capacity Development on Gender?
Capacity development is central to the advancement of WFP’s commitment to ensuring that gender
equality is everyone’s business and to deliver on the goals set by the WFP Gender Policy 2015-2020
and the Gender Action Plan. To reach this stage of common understanding and purpose, WFP’s
workforce needs to be equipped with a clear understanding of their own responsibilities and the
capabilities to mainstream gender in their work so as to contribute to achieving gender equality and
women’s empowerment.
The formulation of the corporate gender
capacity plan is underway. The plan will be
based on the results from the WFP-wide
Capacity Assessment on Gender, aligned with
the WFP Gender Policy 2015-2020, the Gender
Action Plan and the six Regional
Implementation Strategies for Gender. Once
the plan has been established and validated, it
will be disseminated broadly across WFP.
Regional capacity development plans for
gender are highly encouraged as they can
facilitate further translation into country
specific capacity development plans.
How are we doing on gender capacity?
WFP’s organizational wide gender capacity assessment (2014) indicated that most respondents are
aware of gender concepts, policies and tools in general. However only a minority of WFP staff perceive
it as their own responsibility to mainstream gender and few feel confident enough to apply the tools at
their hand. Furthermore, a large number of respondents did not see the benefits in integrating gender
concepts, tools, gender analysis or gender coordination mechanisms into their daily work. The capacity
assessment findings as well as evaluations of former WFP Gender Policies show that it is important to
increase WFP’s internal capacity on gender equality and women’s empowerment in order for WFP to
deliver more effective and efficient food security and nutrition programmes and response.
Creating a Learning Journey
In 2016, WFP has increased the availability of eCourses on gender equality from one course to four.
Alongside this, WFP is moving towards an approach of a personal ‘Learning Journey’ that constitutes of
more than the available eCourses by including other initiatives such as engaging in communities of
practice, sharing readings, face-to-face trainings and more.
What can you do increase your personal capacity on gender equality and women’s empowerment? As
an example of activities, you can navigate through the available eCourses, ask and answer questions in
the WFP Gender Community, engage with the Gender Results Network, write an article for the Gender
Results Network digest and share your knowledge with others.

Gender Equality in Emergencies

‘Gender Equality in Emergencies’ continues where ‘I know Gen-
der’ left off and goes deeper into the importance of promoting
gender in all operations and response, particularly in emergen-
cies. This is especially relevant to WFP’s operational environment
as a majority of our operations are in emergencies.

Different Needs – Equal opportunities provides the basic steps a
humanitarian worker must take to ensure gender equality in pro-
gramming. It includes information on the core issues of gender
and how it relates to aspects of humanitarian response.

Gender in Food and Nutrition Security
The course provides guidance on how to design and implement
agriculture policies and programmes that are gender-responsive,
sustainable, contributing to gender equality and therefore able to
improve food and nutrition security.

The Gender Results Network (GRN)
The GRN has now been launched across WFP and
counts over 340 members from around the world.
The GRN members are seen as catalysts for change
and constitute an important part in the Gender Poli-
cy implementation. Specific GRN capacity develop-
ment activities are forthcoming.
The Gender Result Network Digest is published on a
bi-monthly basis. It offers a venue for GRN mem-
bers to submit articles, updates, pictures and any
other material to be shared with the GRN network.
So far, five issues of the Digest have been published
which you can find here:

Monthly Brown Bag lunches
Monthly “Brown Bag” lunches on various gender re-
lated issues are hosted in HQ, at the Forum from
12.30-13.30 every first Tuesday of the month.
Webcast will be available for colleagues in the field.

8 November and 6 December in 2016
WFP Gender Community
WFP has launched its very own Gender Community.
The community offers an online space for all col-
leagues to dialogue on gender. You can ask (and
answer) questions; post comments; share lessons
and/or challenges; exchange news, photos and vid-
eos on WFP’s work and beyond on gender. All Gen-
der Results Network Members will automatically be-
come members of the community (once you log in
the first time), furthermore – everyone can “follow”
the Gender Community. Followers and members
have the same access to post within the community.

Webinars
Access to the WebEx platform is provided through
the Gender Results Network to host webinars on
various gender related topics. So far webinars have
been hosted on issues such as the Gender Marker
Code, the regional GRN networks, WFP’s work with
the African Union and more. RBD has additionally
hosted a series of webinars through another plat-
form called Zoom and RBB has planned webinars
through Skype4Business.

New Partnerships
WFP is finalizing a partnership with the UN University Gender
Equality Studies and Training Programme (UNUGEST), with the
purpose of seeking the university’s expertise, both in training and
research on GEWE, to develop and organize WFP specific learning
initiatives that will be applicable to all levels of the organization.
This partnership is in line with WFP’s increased emphasis on Sus-
tainable Development Goal #17: Partnerships for the goals. The
objective of the partnership is to strengthen and advance gender
mainstreaming efforts and activities within all WFP operations and
programmes. An innovative approach to learning is likely to be
applied, by focusing on game-based learning through a ground-
up approach when developing the learning materials.
Masculinities and Violence against Women
WFP is in the process of designing and implementing a
training of trainers (ToT) on understanding harmful mascu-
linity norms and linkages to violence against women. The
training will aim to equip the participants with technical
knowledge on issues concerning the concept of masculini-
ties. Additionally, the availability of the training is another
step forward for WFP in engaging men and boys in a posi-
tive dialogue on gender equality. By providing training all
global employees and mainstreaming GBV prevention in
food assistance, WFP contributes to the prevention of GBV
in its operations.
Gender Toolkit
A WFP Gender Toolkit is under development and will be
made available to everyone in WFP once finalized. The
purpose of the WFP Gender Toolkit is to provide an “all
in one” toolkit which will provide practical guidance for
all staff on how to meaningfully and statically integrate
a gender equality focus across WFP’s programme of
work. Call for examples of good practices has been sent
out in the WFP Gender Community.

Locally driven capacity development

issues? Engage with the Gender Community, mobilize your lo-
cal Gender Results Network and/or contact the Gender Office
for support if needed!
Thematic Learning Initiatives
As a part of gender mainstreaming efforts, the Gender Office
provides review and input into other thematic training initia-
tives across WFP. This includes, but not limited to; the FAST-
ER stimulation, emergency response and preparedness, nutri-
tion, food for assets, communications, audit and more.
The Gender Marker Code
In 2016 the responsibility for the gender marker coding has been
decentralized to the RBs, increasing accountability for gender at
the field level. The transfer is accompanied by webinars and other
training for those working on the marker. This will enable WFP to
ensure that gender is adequately included at all stages of the pro-
ject cycle. A brief on ‘Writing Gender-Sensitive WFP Project Docu-
ments’ is available in English – French – Spanish and Arabic
Ongoing initiatives
Rapid Gender and Age Analysis Tool
This tool is designed to assist any WFP employees, who are
part of the first wave of response in an emergency and who
needs to do a rapid gender and age analysis. It aims to
answer to frequent questions to come up with ‘quick and
easy’ approaches to gender analysis in those busy times of

16 Days of Activism to end Gender Based Violence
Every year between 25 November and 10 December, WFP par-
ticipates in the 16 days of activism that is a part of the UN SG’s
UNiTE to End Violence against Women and Girls campaign. The
Orange Campaign gives WFP the opportunity to build
awareness and grow support on issues such as GBV within
WFP. For 16 days, WFP is decked out in orange and various ac-
tivities of activism and awareness raising happen around the
organization.
