Spillman Past to PresentRichard Spillman developed the original idea for Spillman Technologies in the late 1970s while designing an accounting system for Cache County, Utah. Through collaboration with several county officials, including the sheriff’s office, he learned that the county’s real need was for a comprehensive law enforcement information management system. He soon found that the need was not unique to Cache County – it was industry-wide.

In 1982, Spillman Technologies was founded. Since then, Spillman has continued to rapidly grow in the market and is now one of the industry’s leaders.
