Mayor Button called the meeting to order at 7:00 p.m.
Roll call was done by the Clerk.
The Pledge of Allegiance was led by Alderman Carlos Holcomb
There were severalService Awards for the Mayor to present
Greg Albertson for 25 years of service with the Street Department - he was not present
Carolyn Kenyon for over 30 years of service as an Election lnspector - she was not present
Roger Austin for retiring from the City of Sparta - he was not present
Joa n ne Ben ning was present to receive her award for over 30 years of service as an Election lnspector
A motion was made by Jim Church and seconded by Alli Karrels to approve the consent agenda
consisting of the minutes from the last meeting of the Common Council on April 15, 2014, the firstmeetin8 of the Common Council on April 15, 2014, the Committee of the Whole Meeting of May 7,
2014 and monthly bills, Motion carried 8-0.
Terry Lackey, the Plant Manager from U. s. Silica, did the annual presentation to the council. He
indicated that the staff has doubled in the last year with 12 salaried and 51 hourly personnel. There
were no environmental or safety issues within the last year; are open 7 days a week, 24 hours a day and
they were awarded the Sands of Time Award for 2013. They have given a lot of individual tours and
have donated funds to Iocal clubs and organizations.
Bruce Humphrey gave a short update on the Monroe County Justice Center. On Wednesday, May 28'h,
there will a ground breaking ceremony at noon. Then they will prepare to tear down the old Credit
Union Building the first week in June. Then they will run full blast the second week in June and hope towrap up in 2016. The Monroe County Board would like to thank the city Council for their past support
and help. Kurt will keep the City informed by e-mail on the weekly progress and what is to be done inthe weeks ahead.
The Public Hearin8 to Vacate and Discontinue a one block portion of Randy Road per Wis. Stats. Sec.
66.1003(2X8Xa) and (9) was open for discussion at7'.22. This area was intended to be a street but is no
longer needed and the two neighbors will each get half of this lot. There was no further explanation ordiscussion and this hearing was closed at 7:25.

Mr. Wayne Woodman of 1009 Howe Court did speak against the Howe Court parking change
ORDINANCE OF DIRECT ANNEXATION BY UNANIMOUS APPROVAL

third time by title only, rules be suspended and placed before the Council for immediate action,seconded by Kevin Brueggeman. Motion passed 8-0. Mayor Button read the Ordinance the third timeby title only and the Ordinance was approved on a roll call vote 8-0.

Jim Church moved to read the Resolutionthird time by title only, rules be suspended and placed before the Councilfor immediate action,seconded by Alli Karrels. Ed Lukasek made a motion to approve the three Resolutions at the same time,seconded by Alli Karrels. Motion passed 8-0. Mayor Button read the Resolutions the third time by titleonly and the Resolutions were approved on a roll call vote 8-0.

A motion was made by Norm Stanek and seconded by Carlos Holcomb that, upon payment of all fees,the Temporary Class "8"/"Class B" License for Sparta Festivals, Inc. for Butterfest be approved.Motion carried 8-0.
A motion was made by Jim Church and seconded by Josh Lydon that, upon payment of all fees, thefollowing new and renewal class "A" Beer licenses be approved:

There was a little discussion on what the laws would be for Kwik Trip on Hwy 16 to sell beer from nowuntil July 1't with the recent annexation. Our City Attorney and Kwik Trip will be discussing this.
Todd went over the City Administration Report. He did mention that the website was up for the Park
and Rec Department to register on line for programs.
He told the Council the results from the stickers placed on the chart at the Committee ofthe Wholemeeting.He also updated the Council on the pool problems with the paint that was used. Jurowski 's will extendthe warranty of the paint.There was concern that there might be a lot of pedestrian traffic by the pool on opening weekend.We are also working on getting the utility billing on-line set up.
The Blue Ribbon Committee for the Police Department needs was set up. The members are: Carlos
Holcomb, Josh Lydon, Chairman, Gary Ascher, Bill Bohn, LaVerne Erickson and Chief Kass.
Items for future consideration were
Redistricting Concerns as the County Board will be downsizing supervisors from 24 to 16 members. Wewant to make sure that we get proper consideration. We can discuss with Bruce Humphrey.Business After 5 is at the Museum this week.Boy's & Girl's Club AuctionPeggy passed out her summer flierBridge dedication

NOTTCE tS HEREBY GIVEN that, pursuant to wis. stats. sec. 66.1003(2)(8xa) and (9), a Resolution has
been introduced to the Sparta City Council to vacate and discontinue a portion of Milwaukee Street
traversing a railroad crossing and will be acted on at the City Council meeting on June 17,2014 at 7:00
p.m. atthe Sparta City Hall, 201 W. Oak St., Sparta, Monroe County, Wisconsin.
Any interested party may appear personally or by their agent and/or attorney to Present their views
for or against the petition.

THE COMMON COUNCIL OF THE CITY OF SPARTA, MONROE COUNTY, WISCONSIN,DO ORDAIN AS FOLLOWS:
Section 1 Section 12.01(5Xa) of the Code of City Ordinances is hereby amended to read asfollows:

Section 2 Section 12.03(8)8 of the Code of City Ordinances is hereby amended to read asfollows:
lf a retail Class "A" license, between midnight and 6:00 a.m
Section 3 This ordinance shall be in full force and effect following its passage and publicationas provided by law.

THE COMMON COUNCIL OF THE CITY OF SPARTA, MONROE COUNTY, WISCONSIN,DO ORDAIN AS FOLLOWS:
Section 1 Section 17.05(2)(a) of the Code of City Ordinances is hereby amended to read asfollows:
(2) RESIDENTIAL ACCESSORY BUILDINGS AND USES. Accessory uses may beallowed where they comply with the following conditions and requirements:
(a) Size of Accessory Structures in Residential Districts. Accessory Structures inResidential Districts may not occupy more than 10% of a yard area. ln noinstance shall the accessory structure exceed the ground floor area of the mainbuilding used for residence. The measurement of accessory structure size shallinclude the total of all detached or attached accessory buildings on the lot.
The total area of accessory structures on a single lot in Residential districts underone-half acre in size shall not exceed 860 square feet in area.
The total area of accessory structures on a single lot in Residential Districts overone-half acre in size may not exceed 960 square feet. A Conditional Use permitmay be issued for accessory buildings of up to three (3) percent of the totalparcel area.
Section 2 This ordinance shall be in full force and effect following its passage and publicationas provided by law.

THE COMMON COUNCIL OF THE CITY OF SPARTA, MONROE COUNTY, WISCONSIN, DOORDAIN AS FOLLOWS:
Section 1 Pursuant to statutory notice, a hearing was held before the Plan Commission of theCity of Sparta, Monroe County, Wisconsin, at the Sparta Municipal Building inSparta, Wisconsin, on June 16,2014 at 6:00 p.m., and the recommendation of theCity Plan Commission has been obtained.
Section 2 The classification of the following parcel of real estate in the City of Sparta is herebychanged from Agricultural to (B-2) Business Highway District, to-wit:
Propedy at 1751 E. Wisconsin Street
Section 3. This ordinance shall take effect and be in full force from and after its passage andpublication as provided by law.

RESOLUTION ADOPTING STATEMENT OF PROJECT INTENTIONS
WHEREAS, the State of Wisconsin Division of Transportation lnvestment Management -Bureau of Aeronautics has requested that the City of Sparta complete a six year statement ofproject intentions for Sparta/Fort McCoy Airport as part of its long range planning, and,
WHEREAS, it is recommended that the attached Statement of Project lntentions besubmitted on behalf of the City of Sparta for Sparta/Fort McCoy Airport,
NOW THEREFORE, BE IT RESOLVED, BY THE COMMON COUNCIL OF THE CITY OFSPARTA, MONROE COUNTY, WISCONSIN, that the attached Statement of Project of lntentionsfor Sparta/ Fort McCoy Airport for 2014 to 2021 be and hereby is adopted and it is directed that it besubmitted to the State of Wisconsin Division of Transportation lnvestment Management - Bureau ofAeronautics for their inclusion in their long range planning.

-Online Parks and Recreation registration is operating very smoothly. We registered over $3 000 inonline fees in the first day.
-The Justice Center has started construction and will be pouring footings within the next few weeks
-We have been actively working with Foremost Farms regarding their odor issues. It is a complicatedsituation and the DNR has been contacted for advice. They maintain they are doing everything thatcould possibly be done on their end .
