The following Anzac Day Services will be conducted in the Shire and residents are
encouraged to attend their local service to commemorate this important National Day.
Rankins Springs: March to commence from the eastern end of the Alan James Park at 8.00 am
with the service conducted at the Rankins Springs War Memorial Hall.
Hillston: Dawn service (5.45 am) at Memorial Park.
March to commence from the Hillston Ex-Servicemen's Club at 10.30 am with
the service conducted at the Hillston Cenotaph in the Memorial Park.
Goolgowi: March to commence from the Goolgowi Public Hall at 2.45 pm with the
service to follow at the Cenotaph outside the Goolgowi Ex-Servicemen's Club.
Carrathool: Dawn service (6 am) at the Cenotaph, Memorial Hall, Wade St, Carrathool.
High Street Hillston from the Ex-Servicemen's Club to Memorial Park will be closed to traffic for the march
from 10.30 am to 12.00 noon and Napier Street Goolgowi from 2.30 pm to 4.00 pm.
ANZAC DAY SERVICES - Tuesday 25 April
COUNCIL OFFICE AND LIBRARY EASTER AND ANZAC DAY CLOSURES Carrathool Shire Council offices at Goolgowi, Hillston and the Library will be closed for the:
Easter Period from Friday 14 April 2017 re-opening on Wednesday 19 April 2017.
Anzac Day Tuesday 25 April and re-opening Wednesday 26 April 2017.
All Students are invited to participate in their nearest March. Come along and proudly March in your school uniform.
NEW COMMUNITY LIAISON OFFICER - JOHN RANDALL
John Randall has been appointed Council’s new Community Liaison Officer. John brings
over 15 years of experience in similar roles interstate in both Queensland and Victoria.
John will be working with both local businesses as well as community groups to build
their individual capacity and long term sustainability. John is keen to learn of the
challenges and opportunities facing rural and remote shires such as Carrathool, and he is
looking forward to meeting the locals.
MEETING MATTERS
Lachlan Street Levee
An update on the Lachlan Street Levee project was provided at the meeting. Due to flooding in 2016 the project was
delayed, planning discussions between Council and Central West Civil Pty Ltd (the contractor) have resulted in an
agreed work plan, this plan has now been approved by the Office of Environment & Heritage.
The Work Plan provides for works to commence on 27th March 2017 commencing from the western end of
Boundary Road with the projected completion date for the project being August 2017.
Sale of Land for Unpaid Rates and Charges
Council resolved to commence sale of land for unpaid rates in accordance with Section 713 of the Local Government
Act 1993, after numerous attempts to recover debts totalling $222,653.47, a final request for payment will be made to
landholders prior to sale of land.
Change of Date April Council Meeting
The April Council meeting has been moved from Tuesday 18 April to Wednesday 19 April due to the Easter period
and the Union Picnic Day.
PRIVATE J. WILLIAM A. JACKSON INTERPRETIVE PANEL
Council received funding from the Department of Veteran Affairs under the Anzac Centenary Local Grants Program
(ACLGP), for an interpretive panel commemorating the service and life of Private J. William A. Jackson V.C.
Council are holding the official opening on Saturday 22 April 2017 at 10.30 am at the Gunbar Community Hall.
The community are most welcome to attend.

The following road closure applications were approved:
Crown roads at Warrawidgee bounded by Bringagee Road to the west, the Junee Hay Railway to the south,
Barber Road to the east and Twaddell Road to the north. Crown road at Benerembah bounded by Barber Road to
the west, Killen Road to the south, Drew Road to the north and Woodside Road to the east. (Cluster 577369, File

Crown roads at Wilbriggie within and adjoining the property at 158 Dosseter Road and Crown roads at
Benerembah within and adjoining the property Gum Creek, Coppard Road Wilbriggie. (Cluster 579106, File Ref:

Adoption of Community Engagement Strategy
The Community Engagement Strategy was adopted by Council after the normal period of exhibition with no
submissions received.
Riverina Regional Tourism
Council moved to continue supporting Riverina Regional Tourism in 2017/18 subject to the review of membership
fees during the second half of 2017 and the progress of the new Riverina Murray Destination Network.
Membership includes 12 local government authorities and provides real networking and a regional focused tourism
group.
WATER & SEWER UPDATE
Rural/Raw Water Schemes
Goolgowi Raw & Rural / Yoolaroi / Melbergen / Goorawin / Bunda / Budawong / Rankins Springs water supply
schemes are classified as stock and domestic and ARE NOT SUITABLE FOR DRINKING.
Merriwagga Standpipe
Merriwagga village has experienced significant pressure and flow issues during the past few months due to
unauthorized water being taken from the standpipe. Council would like to advise that water is not to be taken from
the standpipe at Merriwagga (except emergencies services). If you require water please contact Council to discuss
other options available. Residents are urged to contact Council on 0429 690 010, 02 6965 1900 or 02 6961 7600 if
they notice anyone taking water from this standpipe.
Goolgowi – Solar Tender
The 20KW Solar PV system at Palmyra dam has been constructed and commissioned successfully.
Hillston Water Mains Replacement
580 metres of water main replacement on Molesworth Street & McGee Street has been constructed successfully,
with all service connections connected to the new water main. The old PVC pipeline has been decommissioned.
Goolgowi Dam – Fencing Works
Construction work of new fence at the Goolgowi dam site was completed in March.
Rankins Springs
The Rankins Springs potable water project is progressing well with construction expected to be completed in next
couple of weeks. Following completion commissioning and testing will be conducted by contractor and council
employees.
Council is in working progress to determine the appropriate fees and charges of this new scheme and will advise
residents and ratepayers in due course.
DRUMMUSTER
The Goolgowi P&C is the official agent for
drumMuster at the Goolgowi Collection Site.
Please support the drumMuster programme.

AUDIT COMMITTEE CHARTER
Notice is hereby given that the Council intends to adopt
the Internal Audit Charter & Audit Committee Charter,
following an exhibition period of 28 days.
A copy of the charters are available for public inspection
at:
Goolgowi Shire Office; 9-11 Cobram Street Goolgowi,
Hillston District Office; 139-145 High Street Hillston,
Hillston Library; 175 High Street Hillston.
The documents will also be available on Council’s
Website www.carrathool.nsw.gov.au.
Any enquiries should be directed to Council on

At any time during the public exhibition period,
submissions in writing will be received by Council and
must be addressed to the Acting General Manager.
Submissions can be sent by mail, fax or email, and must
be received by 4.15pm on Wednesday 19 April 2017.
Prior to formal adoption of the draft charters, Council
will take into consideration any submissions that have
been received.

Carrathool Shire Council currently has a vacancy for a
Plant Mechanic. This position is based at Goolgowi.
The Position: Maintain and repair the full range of
Council’s plant and equipment to ensure minimum down
time.
Salary & Conditions: Will be in accordance with the
Local Government (State) Award. Salary will be in the
range of $996.20 to $1,085.86 pw plus allowances,
dependent upon experience and qualifications. The
successful applicant will be required to undergo a
pre-employment screening at Council's expense.
