The average residential front setback measurement on the 1100 block of North Beachwood Drive are incorrect in the official staff report in this case. Planning #VTT-72899-SL-2A.
The front setback measurements used in staff report are incorrectly calculated at 15'6".These measurements have been taken three times by the appellant with three separate witnesses, then run through the ladbs.org setback calculator, as required. This correct figure has been submitted, and the true measurement is at least 1873". This discrepancy would not allow the project to be built as planned, and is therefore integral to the case.
I am disputing these findings as incorrect, and request an independent calculation with representatives for both the appellant and applicant.

Greetings.I am writing regarding the appeal in the above case. We support the
appreal. as we believe the Department ofCity Planning should have performed an Environmental Impact
Report ("EIR") at this site, to assess :
1 .Fire safety, egress routes, and emergency vehicle access at the site.2. Earthquake readiness of the project.3. Noise levels during construction, for which no mitigation has been
proposed.
We believe the conclusions of the Project’s Mitigated Negative Declaration (“MND") and Advisory Agency’s CEQA Findings of no impact/less-than-significant impacts resulting from the Project are unsubstantiated by the evidence, and therefore preclude informed decision making and proper public participation.
This project needs to be further conditioned by the Department of City Planning through a proper EIR before any construction takes place at this site. Los Angeles residents deserve a full accounting of the facts
. This project needs to be re-designed with input from the community, the Neighborhood Council, and the developer working together.

Below is a segment from the original motion brought before City Council by Councilmember LaBonge, No. 13-1478, regarding the Small Lot Design Guidelines, as well as problems with the Small Lot Ordinance, dated November 30, 2013
" I THEREFORE MOVE that the Department of Planning be instructed to update and
improve the Small Lot Subdivision Guidelines.
I FURTHER MOVE that the Department of City Planning, with the assistance of the City
Attorney, be instructed to evaluate the Small Lot Subdivision Ordinance and prepare any changes to
the Ordinance that are necessary to ensure that future Sinall Lot Subdivisions are compatible with

I will now highlight language from section 2 of the August 1,2014 document.The following text is verbatim from this document.
"2. DIRECT the DCP, with the assistance of the City Attorney, to evaluate the Small Lot
Subdivision Ordinance and prepare any changes to the Ordinance that are necessary to ensure
that future Small Lot Subdivisions are compatible with the neighborhood."
Obviously, it is my contention that the proposal in case VTT72899SL 2A (City Council file 14-1746) is in no way compatible with theneighborhood.

Los Angeles City Council PLUM Committee :
I am writing to voice my support for the appeal filed in Council file 14-1746, concerning the proposed construction of a Small Lot Subdivision at 1146/1152 Beachwood Drive, Los Angeles, 90038.
As a neighbor in the immediate neighborhood, my quality of life will be negatively affected by the construction of these buildings. My main concern is the height of the proposed homes, 45 feet tall in places.
This is a very low profile neighborhood. The average residential height on this street is only 18 feet. Such high structures will result in :
1. A loss of privacy for the surrounding residents, some of whom will be set back only five feet from the new buildings.
2. A lack of sunlight and fresh air available to the surrounding homes. The properties to the East of this project will be dark most of the day if the construction proceeds.
I ask that you uphold the appeal on the grounds that City Planning has not used the Small Lot Design Guidelines to remedy these issues. The developer in this case should then go back to the drafting table to design a more responsible project.

Los Angeles City Council PLUM Committee. I support Small Lot Subdivision legislation reform. Just as City Council does.
Below is a segment from the original motion brought before City Council by Councilmember LaBonge, No. 13-1478, regarding the Small Lot Design Guidelines, as well as problems with the Small Lot Ordinance, dated November 30, 2013
11 I THEREFORE MOVE that the Department of Planning be instructed to update and
improve the Small Lot Subdivision Guidelines.
I FURTHER MOVE that the Department of City Planning, with the assistance of the City
Attorney, be instructed to evaluate the Small Lot Subdivision Ordinance and prepare any changes to
the Ordinance that are necessary to ensure that future Sinall Lot Subdivisions are compatible with

Also, below, is the confirmation by City Clerk, regarding the adoption of No. 13-1478 by City Council (unanimous, one absent), dated August 1, 2014.
I will now highlight language from section 2 of the August 1,2014 document.The following text is verbatim from this document.
"2. DIRECT the DCP, with the assistance of the City Attorney, to evaluate the Small Lot
Subdivision Ordinance and prepare any changes to the Ordinance that are necessary to ensure
that future Small Lot Subdivisions are compatible with the neighborhood."
Obviously, it is my contention that the proposal in case VTT72899SL 2A (City Council file 14-1746) is in no way compatible with theneighborhood.
