MESSAGE FROM THE MAYOR
It's been a busy 12 months for the 9 newly elected
Councillors who are enjoying their new roles and have
been eager to learn and positively commit. We are
currently working on Council's Strategic Plan, a document
which will guide us for the next ten years. Council's Long
Term Financial Plan is complete and can be found on our
new web page.
Cr Lockyer recently attended the Murray Darling
Association National Conference in Toowoomba,
Queensland and is now chairperson of the association's
Region 8 which includes current financial members; BWC,
Northern Areas Council, Regional Council of Goyder, Light
Regional Council, District Council of Peterborough.
At a recent meeting of Council, Councillors voted to install
a half court basketball court and tower with a glass back
board on the Port Broughton Foreshore in the area
dedicated to Council for playground and recreational
purposes. We hope the court brings many hours of fun.
The supper room of the Port Broughton Town Hall has now
been converted into a multi use community/art space
and will be known as Barunga Gallery. While the room can
still be hired for community use, it will also house a
collection of historical photos to provide an interesting
area for visitors and locals to view and read about local
history. An inaugural art competition/exhibition will be
held in the gallery during April 2020. The official opening of
the gallery and the exhibition will be 8 April 2020 at 6pm.
I'm pleased to announce that Police Officer, Dan Crispe is
the new permanent Officer at Port Broughton. Dan is keen
to meet people in the district so if you see Dan out and
about, say hello and introduce yourselves and make him
welcome.
The November Informal Workshop of Council was held at
Alford with several interested community members in
attendance. The Informal Workshop on 25th February 2020
will be held at Bute.
We're yet to have a packed gallery at our Ordinary
Meetings of Council which are held on the second
Tuesday of each month at 7pm in Council's meeting
room, Port Broughton. Councillors would love to see as
many people at these meetings as possible. Come along,
be informed and keep in touch with your Councillors.
Don't forget that Councillors are your representatives in
the community. I encourage you to invite Councillors to
your functions so that you can get to know your Council-
lors and Councillors are informed of your groups' activities.
Excitement is building for the Port Broughton Christmas
Festival from 13 - 15 Dec with the Christmas Tree Festival
beginning on 13th in the Port Broughton Town Hall. On
14th Dec is the street party commencing at 4pm in McKay
St, adjacent the town hall, the Christmas Pageant at 6pm
and Santa's Cave at 7pm with the Christmas Tree Festival
concluding on the 15th.
I wish everyone a safe and peaceful festive season and
look forward to a bright and positive council year in 2020.

Reminder of Duties Relating to Dogs
S45A(6) of the Dog and Cat Management Act 1995 states:
A person who owns or is responsible for the control of a dog (not being an accredited
assistance dog) is guilty of an offence if the dog defecates in a public place and the
person responsible for the control of the dog does not immediately remove the
faeces and dispose of them in a lawful and suitable manner.
Maximum penalty: $1 250.
Expiation fee: $210.
Dog owners are reminded an expiation can be issued where dog faeces is not imme-
diately removed and disposed of in a lawful and suitable manner. “Doggie bags” are available at and
near local Council Reserves, Parks and Beaches to enable easy disposal. Council maintained general
waste bins are located in public areas, or alternately take the bag home and put it in the bin.
Council encourages Responsible Pet Ownership. Take a bag with you, attach it to your dog’s lead. Be a
responsible dog owner.
DID YOU KNOW:
Dogs and Cats in South Australia, require animals new animals to be microchipped and Desexed.
This allows for the safe welfare and management of dogs and cats in the community.
Standard Dog: A dog that is both desexed and microchipped
Non-standard Dog: all other dogs, even if they are exempt from rules around desexing or microchipping,
such as dogs belonging to registered breeders, working livestock dogs etc.

sold, transferred or dies.

Council have initiated a service which now allows you to receive
rate notices via email. If you wish to enrol, you will need to enrol with
your email address and your unique reference number which has
been added to your notice (new this Quarter). This can be accessed
by any ratepayer with a current email address.
Clean Up Australia Day
For 30 years, Clean Up Australia
have been holding successful
days to “Clean Up Australia”.
As a nation, we are creating
more waste than ever, so we
need to work together to reduce
both the rubbish that enters our
environment and the waste we
send to landfill.
A lot of waste ends up in our environment, as Clean Up Australia well
knows, having supported the community in cleaning it up for the last 30 years. Increasingly this waste is
made of plastic, and often turns up in the stomachs of birds or sea creatures, eventually killing them.
Together we can all be part of the solution!
We need to keep improving our attitudes and behaviour when it comes to waste. Refuse, Reduce,
Reuse, Recycle and Compost! Get involved with Clean Up Australia as a member of the
Community. Community includes individuals, friends, family, faith based groups, local community
groups and more! You have to be over 18 to register a Clean Up event but anyone can take part!
Great site choices include local parks, beaches, rivers, shared outdoor spaces and more.

Community Grants
This year Council received community grant applications totalling $75,000 with only $30,000 available.
After much deliberation Council allocated community grant funding to:
Alford Progress Association - mower shed $5,000 Bute 2000 Onwards - caravan park barbecue $5,000
Port Broughton Bowling Club - sprinkler system $4,300 Port Broughton District Hospital and Health
Advisory Committee - helipad $4,300 Broughton Mundoora Football Club - mini carnival equipment
$4,000 Bute Tennis Club - equipment upgrades $3,200 Bute Bowling Club - sunshade shelter $3000 Port
Broughton Combined Christian Churches - youth empowerment $1200 Congratulations to these
community groups and good luck with your projects.

Fencing
Many forms of fencing do not require a development application or council approval. You will
normally only need council approval to build any kind of fence higher than 2.1 metres, a masonry
fence higher than 1 metre, or a fence over 1 metre in height within 6 metres of a road intersection
(except where a 4 x 4 metre corner cut off has been provided) The height is measured from the lower
side.
Should you propose to build a fence on top of a retaining wall resulting in the total height (including
the retaining wall) being greater than 2.1 metres, a development application and council approval will
then be required as the retaining wall will serve as footings for the fence.
The Legal Services Commission of South Australia provided a very informative booklet “Fences and The
Law” addressing requirements and laws associated with proposed fencing. They also offer free legal
advice on many other Civil matters.

Waste Control (Septic Tanks)
The location of your septic tank and associated trenching/irrigation area is crucial information to be
included in your documentation when lodging a development application. Even if you are lodging an
application for a verandah, carport, garage or shed the siting of the septic tank and trenches must be
shown on the scaled site plan and must indicate the distances from the proposed structure to the
septic tank and trenches/irrigation area. This is to meet requirements in accordance with the South
Australian Public Health Act 2011 and South Australian Public Health (Wastewater) Regulations 2013.
When lodging a development application, for any type of structure, always include the siting -to scale
- of the waste control (septic tank) and associated infrastructure so as to ensure the assessment
process is not unnecessarily delayed.

Block clearing
Landowners are required to arrange for the clearing and mowing of any blocks located in and
adjoining townships and maintain over the entire Fire Danger Season.
Council emphasises the importance of undertaking necessary fire prevention measures for the safety
of your family, pets and property.
Preparation of your property (or vacant block) includes but is not limited to the following:
• Cut grass (to approx. 10cm / 4 inches) within 20 metres of all buildings
• Cut grass (to approx. 10cm / 4 inches) within 5 metres of all structures
• Remove dead branches, leaves and undergrowth from around your home
•Prune tree limbs less than two metres above ground
•Prune branches overhanging your home
• Remove bark, heavy mulch, wood piles and any other flammable materials close
to your home and sheds
• Clean out your gutters
• Spark Proofing your home
• Vacant Blocks shall be cut to a maximum height of 10cm to ensure compliance
Please use your Green Waste bin or Dispose of your green waste at the Waste Transfer Station in Port
Broughton or Bute where there is no fee for the disposal of Green Waste. Visit Council’s website to find
services available for Block Clearing & Mowing.
New Signage at Port Broughton Beach
Already, at an early age the Port
Broughton Kindergarten students are
learning about being responsible and
working together with their teachers
and Council to solve a problem. The
Port Broughton Kindy kids discovered
large amounts of glass on the Port
Broughton Foreshore which had
been covered by sand for many
years but eventually uncovered by
the tide. So the students and
teachers decided they should do
something about it. They
approached Council's CEO Andrew
Cole asking if they could have some
signs made to tell people to be
aware of glass on the beach. The
students planned their signs and in
consultation with the CEO and
Council staff, three signs were made and installed on the Port Broughton foreshore. The students are so
proud of their signs and also proud of themselves, having been so hands on with designing and talking
with CEO Andrew Cole and staff about how to progress the project.

Contaminated Kerbside Waste Bins
Council has recently received notification there has been a rise in contamination of:
the Dark Green Lid Kerbside Bin designated for “Paper & Cardboard” ONLY;
the Yellow Lid Kerbside Bin designated for “Recycling materials” ONLY;
the Lime Green Lid Kerbside Bin designated for “Green Waste” ONLY.
Investigation from truck data and photographs available, have been identified with recurrent
contamination occurring on a regular basis. Please be reminded that it is most important that kerbside
bins put out for the collection service contain the correct waste streams.
Any mixed or wrong types of waste received by the waste recycler subsequently need to be re-sorted,
this incurs an additional cost to Council and in turn ratepayers. Please ensure all bins contain the
correct waste stream.
On-going surveillance will be conducted, and where it is identified a bin continues to contain the
wrong waste deposited, the kerbside collection service will not be collected and service may be
suspended.
Infrastructure Services Update
Field Services staff continue working through budgeted projects and on-going capital works on our
road network. The construction team has completed the re-sheeting of Bews Road and has moved to
Haldane's Road with works progressing well. Maintenance grading continues, with category 2, 3, and 4
roads the focus of this round. The patrol grader is continuing its anti-clockwise rotation of our district.
Work on the Sunnyside Road will commence in the new year due to the necessary realignment of this
road and to avoid disruption of harvest activities.
Council has recently provided 10,000 litres of potable water to the Tickera Community Centre to
ensure an adequate supply for upcoming events. Some minor tree trimming was undertaken on South
Hummocks Road and Cameron Road following requests from school bus drivers.

Mosquito Season
Council has conducted mosquito management through various practices in the Port Broughton area
for approximately 12 years with historical data, showing it imperative to take a pro-active stance to
ensure numbers can be kept to as much of a minimum as possible.
Included in the works program is the baiting, through wettable granules, of any areas of pooling
water within three - five days after rainfall. This year will see staff also monitoring and treating the
foreshore area through periods of low tidal flow in an attempt to reduce larvae. Treatment along the
foreshore where any stormwater may be pooling or tidal pools near the stormwater outlets will also be
conducted. It is understood this is where the larvae hatch and when the mozzies emerge, they then lay
among the blades of grass along the foreshore.
It is imperative that individual householders also take responsibility for the area around their homes.
Mosquitoes breed in still water – fresh or salty, and often in puddles and containers, so check for and
eliminate potential mosquito breeding sites. Cover rainwater and septic tank openings wells or other
large water containers with mosquito proof mesh and keep roof gutters in good repair. Regularly
remove leaves and debris so pools of water do not form in the gutters. Make sure wading pools are
emptied at the end of each day and keep swimming pools maintained and disinfected. Ornamental
ponds, unused swimming pools or other water bodies should be emptied or stocked with small
Australian native fish to eat any mosquito larvae (Wrigglers). Empty and refill bird baths, stock troughs
and pets’ drinking water containers at least once a week.
Mosquitos are a natural part of the environment. Many are at their biting best around dusk and dawn,
but of course, some still bite throughout the day and night. Aerosol knockdown or surface inspect
sprays can help control mozzies around the home and mosquito coils may also provide some
protection when outdoors. (always read and follow the instructions on the label)
