1 ADJOURNED COUNCIL MEETINGS

Councillors are advised that the adjourned Council Meeting of 14 August 2012 will reconvene on Tuesday, 4 September 2012 at 7.30pm in the Council Chambers, Level 6, Civic Centre, 1 Devlin Street, Ryde.

The Council Meeting of 28 August 2012 will commence following the conclusion of the reconvened meeting of 14 August 2012.

Councillors are requested to please bring their business papers for the meetings of 14 August and 28 August 2012.

Please note that dinner will not be provided on the evening of 4 September 2012.

2 NOTICE OF RESCISSION RECEIVED FOLLOWING COUNCIL MEETING OF 24 JULY 2012

In accordance with Council’s resolution of 27 March 2012, Councillors are advised that a Notice of Rescission was received as follows in relation to the Council Meeting held 24 July 2012.

5 LOCAL GOVERNMENT AND SHIRES ASSOCIATION NSW - One Association Ballot Results

ATTACHED for the information of Councillors is correspondence from the Local Government and Shires Association NSW regarding the One Association ballots.

9 BICYCLE ADVISORY COMMITTEE MEETING - MINUTES OF MEETING HELD ON 13 AUGUST 2012

A Ryde Bicycle Advisory Committee meeting was held on 13 August 2012 when matters relating to current and future cycleway capital works programs were tabled and discussed by Committee members. Confirmation of Minutes from 18 June 2012 The Minutes from the meeting held on 18 June 2012 were confirmed and endorsed. Business Arising from Meeting held on 18 June 2012 Agincourt Road and Balaclava Road traffic signals (update) Mr Muker advised that Council received a letter from RMS about a week ago confirming the funding and accordingly the project has been included in the capital works program for the current financial year. Mr Muker advised that as a result of the road widening, there are three trees which will need to be removed. Mr Muker confirmed that an additional three trees will be planted in the vicinity.

Bike Locker Eastwood – swipe card and lighting (Update) Mr Muker advised that he has been liaising with Council’s Assets Manager and confirmed that there is funding to complete the swipe card and lighting stage of the project, which will cost between $7,000 to $10,000. Mr Muker advised that once completed the swipe cards will be obtained from the library with people being required to pay a bond/deposit for the swipe card. Mr Muker advised that Council will look at some signage on the bike locker and confirmed that the locker should be operational with the swipe cards in the next few months. Mr Torrisi provided some feedback regarding the bike locker and Mr Desai to look at putting an asphalt ramp at the entrance of the locker and also to consider putting an automatic door closer to ensure that the door latches shut. Mr Desai advised that he has had numerous enquiries regarding the bike locker and suggested implementing a trial to get the locker into use. The trial period will be for a period of six to eight weeks whereby the locker is open from 6am to 6pm. The Committee agreed to the trial with an official launch of the bike locker once the swipe card system is activated.

Route Signage for Macquarie Park (Completed) Mr Muker advised that RMS have put up new directional route signage in Macquarie Park with the signs including distances on the regional routes. Mr Desai confirmed that promotional material would be placed on Councils website.

Bicycle Calibration Markings (In Progress) Mr Desai advised that the project is in progress and that there will be a start and finish line. The markings to commence at Meadowbank Wharf and numbers will be placed in centre going both directions. Mr Desai advised the project will be completed in next few weeks.

Proposed Project Projects for 2012-13 for discussion Mr Desai distributed a list of projects for 2012-13. The Committee discussed each of the projects and noted the following:- Vimiera Road – pavement marking to improve driver awareness and cyclist safety Councillor Perram advised that he would bring some photographs back to next meeting. Design Plan needed for ramp at Cooney Street Mr Desai advised that this will be done as part of maintenance. Provision of a shared use path on the southern side of Blaxland Road between Devlin Street and North Road and on the northern side between North Road and Rickard Street – Stage1: between Devlin Street and No. 224 (215m) and Stage 2: between No. 224 and No. 242 (140m) The Committee agreed to focus on this project with the remainder of funds to be used to update maps and print new maps.

Bike week 2012 (Saturday, 22 September 2012) Mr Muker advised that the logo has changed as it is now under Transport NSW and confirmed that Council has submitted the updated graphics to RMS and is awaiting approval which should come through shortly. Mr Muker confirmed that with regards to advertising, Council will be doing a letter drop and also placing poster boards in each of the branch libraries. Mr Desai to arrange for water, sunscreen and temporary shelter structure to be arranged for children area.

General Business Heath Street Mr Edwards advised that when you turn off North Road onto Heath Street, about 5m down the road (in Heath Street) there is a depression in the road.
