Councilmember Esmeralda Soria District 1 News
Thank you for your support during the last four years. We
are excited to continue working on your behalf to make District
1 neighborhoods safer and stronger. There are several new pro-
jects happening throughout District 1. This year Councilmember
Soria was able to secure two Fresno Police Bike Patrol Officers
for the Tower District, helped pass a resolution to start the first
ever Youth Jobs Taskforce, hosted the first Women’s Empower-
ment Summit in Fresno and supported new housing develop-
ments west of Highway 99.
Over the last four years, Councilmember Soria secured
additional first time resources for District 1, brought more jobs to
our city, placed more police in our neighborhoods, added green
space for our children, and created legislation to provide job op-
portunities for our youth. She has been the voice on tough issues
that affect all of our residents regardless of background or socio-
economic status. District 1 has worked incredibly hard to get
sidewalks fixed, repave our roads and clean our alleys. All of this
could not have been possible without your help and input. Alt-
hough there have been many accomplishments in District 1,
there is still more to do!

Rebuilding Public Safety
Budget priorities continue to address needed increases in staff-
ing and funds for safety equipment and training in both the
Fresno Police and Fire Departments. This fiscal budget also
commits to increases in safety support staffing and area bike
police patrols.
12 Community Service Officers and 13 Dispatcher po-
sitions will be added with priority funding as funds be-
come available in FY 18/19.
Two Police Officers will be assigned as a permanent Bike
Unit for the Tower District.
$383,000 Fire Department facility improvements/
repairs for aging fire stations.
$208,700 Fire Department Vehicle and Equipment
purchase to meet fire service needs.
$365,000 Fire Department Land Acquisition for future
fire stations due to city growth.
12 additional Fire Department positions to be added.
Parks and Recreation
$25,000 Inspiration Park Boys and Girls Club for youth
afterschool programs.
Senior Hot Meals will be provided for the first time at
Inspiration Park beginning this summer. (M-F 9am—
1pm).
$1,500 in Swim Scholarships (30 scholarships-Fresno
and Central High School).
EOC Summer Food Program Quigley and Inspiration
Park, meals for youth program expanded to these new
locations.
$1,000,000 Parks infrastructure, dedicated funds for
citywide maintenance and irrigation needs in neighbor-
hood parks.
Taking Care of our Seniors
$100,000 funded for initiation of a Mature Adult Cen-
ter Business Plan.
Investing in our Youth
$100,000 for the Fresno Youth Commission was approved extending the program 2
years.
Junior Lifeguard Program Funded, providing 14 young people an opportunity to learn
a skill and earn money during the summer.
Summer Youth Internships Program has been funded for two additional years. City
Youth Summer Jobs providing training and opportunities for youth.
Housing
$1,000,000 Housing Funds, recognizing the critical need for affordable housing options
and opportunities the City of Fresno has set aside $1,000,000 for use of first time home
buyer down payment assistance, rehabilitation of housing and affordable housing units.
Neighborhood Restoration
Our City continues to invest funding for maintenance, repair and replacement of our aging
neighborhood infrastructure.
$775,000 for Sidewalks in Shields/Dakota neighborhoods.
$795,000 Signal Light Shields/Weber.
$389,000 Signal Light Cornelia/Dakota.
$312,000 Hughes Avenue Street Overlay Hughes from Ashlan to Emerson.
$1,000,000 Polk Avenue Improvements west side of Polk, Shaw to Gettysburg (4 year
project). Widening of Polk to include new curb, gutter and sidewalk.
$1,004,000 Fresno Metro Flood Control District Pipeline to collect flood water from
streets and direct to drainage basin. Polk/Shaw neighborhood streets.
$112,300 Concrete Repairs in District 1 neighborhoods.
$114,300 Tree Trimming in District 1 neighborhoods.
$3,400,000 City Infrastructure Improvements Blackstone/McKinley neighborhoods.
As part of a $16,000,000 private investment State Grant the City was awarded $3.4 mil for
improvements in area of Blackstone/McKinley.
Building our Reserve
Our City relies on a strong reserve to strengthen the City’s Credit Rate and Bond Capacity.
This reserve ensures the City’s financial stability in tough economic times.
$9.9 Million increase to the General Fund Reserve from one time captured Sales Tax
Revenue will be allocated to the City Reserve to reach the City’s goal of a 10% reserve.
As a City we are keeping our commitment to continue critical investment in our city services, build a healthy reserve, invest in our older neighborhoods and our youth.

Shimeka Conway (Education), Tammy Rinkenberger (Education), Sophie Jimenez
(Youth), Susan Kodama (Health & Wellness), Adela Ruacho (Public Safety), Courtney
Sorensen (Business Agriculture), Carmen Romero (Community Advocacy), and Alex-
andra Knudsen-Thornton (Arts& Culture).
2 New Bike Officers in the Tower District!
After 3 years of negotiating and advocating
to keep our communities safer, Council-
woman Esmeralda Soria, rallied unanimous
support of the Fresno City Council to dedi-
cate two Fresno Police Department Bike
Officers to the Tower District.
Officers Ashley Alvarado and Christopher
Clark began their service on July 23, 2018!
The 2018 District 1 Young Councilmembers had a productive year learning about
career opportunities in public safety, technology, agriculture and medicine. This
year’s program graduates are Destiny Her, Evelyn Govern, Antonio Barajas,
Marina Garcia, Harjot Thiara, Monserrath Medina, Isabel Gonzalez, Zoe
Miller, Jaime De La Cruz, Marisela Avila, Stephanie Ramirez, Kong Xiong
and Vanessa Ybarra, students from Fresno, Central and Edison High Schools.
West Area Specific Plan Meeting
The West Area Specific Plan is under-
way and has had two meetings in May
and June 2018. The goal is to work to-
gether to plan for the future of this area.

Council President Esmeralda Soria spon-
sored a resolution to introduce a City of
Fresno Youth Jobs Taskforce. This Task
Force will identify and recommend addi-
tional programs, potential partnerships
and grants to expand employment train-
ing and job opportunities for youth in the
City of Fresno. Taskforce will begin to
meet this Fall.
The City of Fresno an-
nounced a partnership
with Habitat for Human-
ity in building three new
affordable homes in Dis-
trict 1, west of Highway
99. It made a contribu-
tion of $445,000 from
the HOME Investment
Partnerships Program.
The Mendoza Sardenetas
family of 5 was selected
for 1 of 3 homes in this
subdivision. This project also marks the first time that Habitat for Humanity and the
City of Fresno have partnered on this type of development in Council District 1.
Crosswalk Art Installations in District 1
The Fresno Arts Council was awarded $7,500
by the California Arts Council and with the
help of Councilmember Soria, 8 sidewalks will
be transformed into public art installations by
adding painted embellishments between desig-
nated pedestrian traffic lines. Designs of each
crosswalk will be created and applied in col-
laboration with the surrounding residents.
ABOUT LOCAL ENERGY & COST SAVINGS PROGRAMS
There are two local opportunities for low-
income families to upgrade their homes to
become more energy efficient and reduce
energy costs. The Fresno Economic Oppor-
tunities Commission (EOC) Weatherization
program provides energy efficiency educa-
tion and upgrades to low-income families.
These upgrades could include insulation,
lightbulb replacement, and/or weather-
stripping.
Call the EOC Weatherization Office for information at 263-1588. Free solar installations are also available for eligible
customers. The Fresno EOC will release applications in the Fall on their web-
site: http://www.fresnoeoc.org/weatherization/solar.
