S ince 2004, JIATF West, in coordination with the Philippine government, the U. S. Embassy in Manila, and various U. S. Law Enforcement agencies, has planned and executed dozens of counterdrug and advanced law enforcement training missions in numerous locations throughout the Philippines. Between 2004 and 2012, JIATF West organized 68 training missions and facilitated over 30 infrastructure projects all geared toward improving the counterdrug capabilities of the Philippines. For 2013, this training mission was the first of four scheduled events to take place in the Philippines, running from the 6th of May until the 7th of June 2013. The purpose was to provide intermediate level counternarcotics training to units and individuals who have previously trained with JIATF West. Several law enforcement agencies in addition to the Philippine Drug Enforcement Agency (PDEA) were able to participate this year. Additional agencies included the Philippines National Police (PNP), the National Bureau of Investigation (NBI), the Bureau of Customs (BOC), and the Bureau of Immigration (BOI). Participants trained for five weekson a variety of law enforcementtopics including warning and

operation orders; legal issuesand human rights awareness

training; patrol operations; advancedrifle and pistol marksmanship; small unittactics; medical first aid; and maintenance

procedures such as pre and postoperational maintenance checks.Additionally, a smaller group of15 students received a one-weekInstructor Development Course(IDC), where they were taught amethodical way of training theirfellow agents. These students thenbecame assistant instructors forsubsequent training. During thefifth week, a multi-agency fieldtraining exercise took placesimulating the take down of aclandestine drug lab.

For this event, instruction wasprovided by U. S. DEA and U.S.Army members at the PDEAtraining academy at CampGeneral Mariano N. Castanedain Silang, Cavite. The trainingteam consisted of 12 U. S. ArmyMilitary Instructors and twoDEA agents. Coordination andmanagement of the event wasprovided by the JIATF WestTraining Liaison CPT JasonLaNore, USA.

THE MOUTThe Marine Corps Training AreaBellows located in WaimanaloHawaii has three full scale mockcities used to simulate militaryoperations in urban terrain(MOUT). The mock cities allowthe Marines to conduct a varietyof non-live fire night and daytraining simulations. Each citycovers 10 Acres and has over300 cameras used in producingafter action reports for eachtraining evolution.

JIATF West Deputy DirectorWilliam Roig’s Farewell Dinner

On July 25th 2013 a farewell dinner was heldat the Hickam Officers Club to honor Deputy

Director William Roig’s service at JIATF West ashe will be retiring soon. The evening’s event waspresided by RDML and Mrs. Rendon as well asDEA Liaison, Mr. Micheal McCormick; ACOS ofC4 Systems, Mr. Mike Ryan; and Lieutenant MitchBoltz. LT Boltz was the organizer of the event.The evening’s meal was “Mongolian Barbecue” andwas followed by the presentation of awards andfarewell gifts to Mr. Roig. RDML presented Mr.Roig with the Chairman of the Joint Chiefs of StaffJoint Meritorious Civilian Service Award for hisleadership and professionalism while serving asthe Deputy Director from April 2007 to July 2013.Mr. Roig was also presented with a certificate forhis 38 years of loyal service to the Government ofthe United States. Plaques of appreciation fromthe DEA and ICE were presented by Mr. MichaelMcCormick as well. Mr. Mike Ryan presented asouvenir help desk keyboard as a gag parting gift,

a keyboard that had the keys rearranged to spellout the word, “help desk”. Lastly, a Stetson Cowboyhat and lasso were presented by RDML Rendon.In closing, Mr. Roig gave his appreciation to every-one and spoke about his service in the military,government and JIATF West. Mr. Roig will con-tinue to serve as the Deputy Director until the endof August before beginning retirement.

JIATF West Chief of Staff Retires

Aretirement ceremony washeld on 28 June 2013 in

honor of JIATF West's Chief ofStaff Colonel Timothy Moore,USAF, for his 30 years of service inthe U. S. Air Force. The ceremonytook place in the conference roomof the Nimitz-MacArthur PacificCommand Center, Camp H.M.Smith, Hawaii, and was organizedby YN1 Fae McClafferty. Director,Joint Interagency Task ForceWest, RDML James Rendon,USCG gave remarks followed bythe presentation of awards,retirement certificate, and a flagceremony.

Rendon for his exceptionalservice and leadership as theChief of Staff during his timeat JIATF West from June2012 to July 2013.

On the 27th of June 2013 a frockingceremony was held to promote Chief

Danielle Salo, USN, to the rank of Senior Chief.CAPT Howard Hart, USN read the lettersigned by RDML James Rendon authorizingChief Salo the privilege of wearing the rank ofSenior Chief and of taking on the additionalresponsibilities of a Senior Chief. ISC MichaelThompson, USN, pinned the new Senior Chiefanchors onto Salo’s uniform. Assistant Chiefof Staff of C4 Systems, Mr. Mike Ryan was alsopresent to congratulate Senior Chief Salo onher accomplishments. On June 4th 2013 a small ceremony was heldin the J5 conference room for YN3 Misty

Smiley, USN, to promote her to the rank of aSecond Class Petty Officer. Assistant Chief of Staffof Operations, CDR Jeffrey Scudder, USN, read theletter of advancement. YN2 Smiley is a reservistin the Navy and is currently on active duty ordersserving as the executive assistant to the OperationsDepartment.

Yeoman is the oldest rating in the United StatesNavy. Yeomen perform administrative and clericalwork. They deal with protocol, naval instructions,enlisted evaluations, officer FitReps, visitors,telephone calls and mail. They organize files andoperate office equipment and order and distributesupplies. They write and type business and socialletters, notices, directives, forms and reports. --

Stephen Bower’s Promotion toLieutenant Commander

On June 10th 2013 a ceremony was held inhonor of Stephen Bower's promotion from

Lieutenant to Lieutenant Commander in the U. S.Navy. LCDR Bower is a reservist serving at JIATFWest on active duty orders as the Officer in Chargefor the Integrated Maritime Skills Training Team.Since reporting onboard in October 2011 he andhis team have completed nine missions, training201 students and increasing organic maintenanceand operational capability across six key partnernations. The team (formerly known as SCMTT)recently expanded their function beyond smallcraft maintenance and can now provide morecomprehensive maritime skills training thatincludes underway operation and maritime lawenforcement fundamentals in addition tomaintenance instruction. --

Recipe of the Month - Roast Beef Canapés- By Food Specialist Chief Andrew Donahue, USCG

Imade these Roast Beef Canapés for a dinner 3weeks ago. The taste was amazing! They wereserved at a reception for the Royal Thai Policedelegation and was a great success thanks to lotsof team work. The recipe is from “KitchenCulinaire”, see web address below.

Both the red onion jam and the Stilton cream canbe made a day or two before serving.

To make the red onion jam:Heat the 3 tablespoons of olive oil over mediumheat and add the thinly sliced onion. Season withsalt and pepper and reduce the heat down tomedium low. Allow the onions to slowly caramelizeand stir occasionally until they are soft and wellbrowned. This may take up to one and a half hours.The longer and slower that you caramelize theonion the better the flavor. Allow to cool and setaside.

To make the Stilton cream:In a medium bowl combine the crumbled Stilton,sour cream and mayonnaise. Season well with saltand pepper. Set aside.

Roast Beef Canapés with Stilton Cream and RedOnion Jam

3 large red onions, thinly sliced3 tablespoons olive oilFine grain sea salt and freshly ground black pepper1 baguette, sliced into approximately 40 slices6 ounces (168 g) of Stilton cheese, crumbles1/2 cup of sour cream1/4 cup of mayonnaise14 ounces (400 g) sliced roast beef2 ounces (60 g) baby arugula leaves

To assemble:Place the sliced baguette slices on a serving platter.Place a heaping teaspoon of the red onion jam ontothe base of the baguette slice. Take a small portionof the roast beef and roll it up to add a bit of height.Top with a dollop of the Stilton cream and place afew leaves of baby arugula on top. Season with abit of salt and a few grinds of freshly groundpepper.

Makes approximately 40 canapés.
