Dear Candidate,
Appointment of the Deputy Director of Nursing & Quality Countess of Chester Hospital NHS Foundation Trust
Thank you for your interest in this role at the Countess of Chester. I am delighted to have been appointed as the Director of Nursing & Quality in March of this year. Having been in post a few months, I feel it is now the right time to appoint into the role of Deputy Director of Nursing & Quality from a substantive perspective. I am looking for an outstanding candidate to provide visible, inspirational and professional leadership to our Nursing & Midwifery workforce and support me in ensuring our vision is delivered in an effective and compassionate way. The Countess of Chester Hospital NHS Foundation Trust consists of a 600 bed Trust, which provides its services on the Countess of Chester Health Park, and a 66 bedded Intermediate Care Service at Ellesmere Port Hospital. The Trust has almost 4,000 staff and provides a range of medical services to more than 450,000 patients per year. This is a really interesting and exciting time for the Trust and a challenging time for the Nursing & Midwifery profession. After years of growth, the NHS is now facing its biggest ever financial challenge. Against this backdrop, and together with all of our staff, we must maintain our high standards of care for patients; innovate and embrace improvements; and maintain, or in some areas set, the pace for clinical service development. To achieve this we must work collaboratively with local partners. The new Deputy Director of Nursing and Quality will be key in supporting the Director of Nursing & Quality in transforming care pathways across the whole health and social care system, to meet the challenges associated with long term conditions and increasing ageing. Together with others, we will need to overcome professional and organisational boundaries that too often have made this difficult. Although we have a very solid foundation of delivering high quality care, there is more we still need to do. One of the key opportunities for us is to build upon our foundation of excellent clinical leadership and become one of the most clinically engaged organisations within the NHS. As Deputy Director of Nursing & Quality, you will have responsibility for supporting the Director of Nursing & Quality in delivering the Nursing & Midwifery agenda at the Trust, whilst leading on Quality, Safety and Patient Experience. This is a key an pivotal appointment with the Corporate Nursing Team and I am seeking applications from exceptional individuals who have the passion and desire to ensure our Nursing & Midwifery workforce continues to deliver success.

The Advert
Deputy Director of Nursing & Quality The Countess of Chester Hospital NHS Foundation Trust is one of only five hospitals in the country to achieve a 40 Top Hospitals Award for the twelfth successive year. We require an outstanding individual who will provide inspirational professional leadership to our Nursing & Midwifery workforce. With an income of £190 million, and almost 4,000 staff, the Countess of Chester Hospital NHS Foundation Trust provides its services from a 600 bed general hospital on the Countess of Chester Health Park, and a 66 bedded Intermediate Care Service at Ellesmere Port Hospital. We have recently launched exciting plans to expand the high quality services we already deliver to our patients, and we are extending the range of specialist services we provide to a wider population. This is an exciting and challenging opportunity for an experienced senior nurse leader, with proven experience of leading nursing, clinical services and Trust wide quality initiatives. You will be able to demonstrate a proven track record of successfully leading clinical teams, managing change and putting safety, quality and patient experience at the heart of everything you do. This is a multi-faceted role and working closely with the Director of Nursing & Quality you will be responsible for leading the implementation of the Nursing & Midwifery Strategy, in promoting care that strives for excellence and is delivered with kindness and compassion. You will also be instrumental in leading the quality and safety agenda. Excellent interpersonal and leadership skills, which enable you to inspire, motivate and influence colleagues at all levels are essential. About out Trust The Countess of Chester Hospital NHS Foundation Trust consists of a 600 bedded District
General Hospital, which provides its services on the Countess of Chester Health Park, and a
66 bedded Intermediate Care Service at Ellesmere Port Hospital. The Trust has almost
4,000 staff and provides a range of medical services to more than 445,000 patients per year
from an area covering Western Cheshire, Ellesmere Port, Neston and North Wales.
The Board of Directors has ultimate responsibility for the leadership and direction of the
Trust. The Foundation Trust's performance and compliance is regulated by Monitor, the NHS
Foundation Trust Regulator. Compliance with national service standards is also reviewed
and rated by the Care Quality Commission.
Within the Foundation Trust, the Board is accountable to its membership through the
Foundation Trust's Council of Governors. The Council of Governors is comprised of
appointed Governors, elected Staff Governors and elected Public Governors. Governors
have an important role to play as it is through them the population served by the Foundation
Trust is directly involved in influencing the strategic direction of the Trust which has around
12000 members.

Quite simply we want to deliver the best possible care to our patients - currently 96%
of our patients rate our services as good or excellent and would recommend us to a
friend or relative, but we aim to do more in the next few years;

Delivering the Trust’s Vision
Delivering the best possible care to our patients means we need to continuously
improve and over the next three years we aim to make significant improvements
across the Trust in a range of areas, in spite of the tough challenges we face.
Our Countess Way programme combines the improvement of quality, service
development, pathway and process improvement, cultural change and cost reduction
in a „holistic‟ programme to transform the way we deliver services. Through the
programme we aim to deliver significant improvements in the quality and safety of
patient care, in the patient experience and in achieving maximum value for money in
the use of our resources.

Nursing and Midwifery at the Countess of Chester Hospital
NHS Foundation Trust
The Executive Director of Nursing and Quality provides the strategic and corporate
overview for the nursing and midwifery professions at the Countess. Supported by a
Deputy Director, 2 Heads of Nursing and a Head of Midwifery, the Executive Director
of Nursing develops the local nursing and midwifery strategy taking account of the
national agenda and local needs. The Deputy Director of Nursing & Quality will lead
on its implementation. As you will see from the structure chart on page 13, our
Heads of Nursing and Midwifery are embedded in our main operational divisions for
Planned and Urgent Care, ensuring that the patient is at the heart of everything we
do. The matrons in each Division ensure a whole hospital approach to delivering

patient pathways in the most efficient and effective way, ensuring the best outcomes
for patients with a strong emphasis on “right first time”.
What is important to us
To ensure that patient safety is at the very top of our agenda. We are
currently reviewing our nursing care metrics ensuring we are measuring and
monitoring care effectively. We are committed to delivering the 6Cs at all
times and this is fundamental in the development our of Nursing & Midwifery
Strategy,
To ensure patient care is delivered to the highest standard we aim for an
excellent experience for our patients. By developing smooth and efficient
pathways we ensure that our patients are not in hospital any longer than they
need to be. We monitor their experience through national and local patient
surveys, and we have recently started to develop our 6Cs Nursing &
Midwifery Strategy (Care, Compassion, Commitment, Communication,
Courage and Competence). A strong focus is placed upon the Patient
Experience agenda and in particular to gaining real time feedback from
patients.
Providing excellent care for patients with Dementia is very important to us and
with the development of an inspirational Dementia Team, we have seen the
focus of this important element of care raised both internal and external to the
Trust. We are working closely with the Alzheimer‟s Society and are proud of
our Dementia education programme.
A key aspect of the role is to work with colleagues across the trust to develop
a clinical workforce plan, which reflects the need for a multi-disciplinary
approach to patient care. We have introduced our own programme for the
development of 15 Advanced Practitioners in preparation for the new
enhanced nursing roles in the hospital. We have identified our actions from
the Francis report and these have been integrated into our strategy.
We have an impressive record of reducing hospital acquired infections
including MRSA and Clostridium Difficile.
Nurse development is also underway to support the trust‟s new developments
in vascular surgery, bariatrics and the new integrated critical care unit, which
will be due to open in early 2014.

We are also working collaboratively with colleagues outside the hospital to
redesign pathways which better reflect the patients‟ needs. This involves
working with the nearby mental health trust, and other health and social care
providers including the local authority. We play a key role in the Cheshire
West and Chester initiative. “All Together Better” which takes a “whole
system” approach to a wider range of community needs. We are particularly
involved in the work stream “Ageing Well” concentrating initially on the over
65s.

The Role The Deputy Director of Nursing & Quality is primarily responsible for the provision of
a safe and high quality nursing service as well as leading on the Quality, Safety and
Patient Experience agenda at the Countess of Chester Hospital NHS Foundation
Trust. The post holder is a member of the Senior Nursing Team. This will involve
professional leadership to nurses and midwives, providing expert professional
advice, contributing to the development of policy and strategy in relation to the
nursing and midwifery service, and implementing and monitoring measures to assure
the quality and safety of nursing and midwifery practice. The post holder will work in
close partnership with managers and other healthcare professionals to facilitate the
delivery of a high quality service.
The post holder will lead on a number of initiatives as described within the job
description.
Key Responsibilities:
1. Professional Leadership
Provides professional leadership to all nursing and midwifery staff fostering a culture which values continuing professional development and strives for excellence in the delivery of patient care and quality improvement in line with the 6C‟s.
Ensure a culture of nursing and midwifery leadership, development and living the Trust values is embedded and promoted and act as a professional role model for all nurses and midwives at all times.
Leads on the development and implementation of nursing and midwifery aspects of the Trust‟s strategy, with particular reference to current national policy and statutory obligations.
Provides advice as required on nursing, midwifery and patient experience issues, in accordance with local and national policy.
Works collaboratively with other professional leads in developing a culture which embeds clinical quality and patient safety, and monitors its effectiveness to ensure continuous improvement.
Participates in meeting the Trust‟s obligations to safeguard all individuals who the organisation comes into contact with (e.g. children, adults, learning disabilities and mental health).
2. Quality
To take lead responsibility for performance of clinical care and professional standards across the Countess of Chester Hospital.
To lead on CQUINs, Clinical Indicators and QIPP agendas, ensuring communication of performance reaches all staff.

To work in partnership with the CCG Quality Lead in monitoring safe and effective care to patients.
To be Trust lead for all external quality audits and reviews related to patient care and nursing practice.
To lead on clinical metrics as a method of monitoring quality, safety and patient experience, providing assurance on data quality in conjunction with the Director of Information & Technology.
3. Safety
To lead on risk management arrangements that ensure full compliance with internal and external governance and best practice requirements.
Ensure the implementation of infection control policies and procedures to ensure they meet the CQC standards for safety and NHSLA standards.
Lead on development of the annual Quality Account Report. 4. Patient Experience
To lead on the development, monitoring and evaluation processes by which public perceptions of the service can be measured and incorporated into service development and improvement.
Lead trend analysis of complaints, concerns, compliments and comments and ensure that this is reported back to the Divisions to reduce risk and improve quality, safety and patient experience.
Participate in the Trust‟s Patient Experience strategy and develop mechanisms to ensure that learning from patient feedback results in improvements in service provision.
Take a lead on ensuring compliance with CQC and other standards with regards to patient experience.
5. Strategy
To take a lead on the programme of activity and lead on specific initiatives on related nursing and midwifery matters.
To take a lead on the implementation and evaluation of the Trust‟s Nursing and Midwifery 6C‟s strategy and service improvements, paying special attention to the clinical standards and service improvements that will enhance patient care, within and outside the organisation.
To assist the clinical leads in balancing the challenges of providing high quality, safe services, with excellent outcomes and in a way that delivers efficiencies and meets the expectations of patients and the public.
Deliver improvements in patient experience through making the patient central to all activities of the Trust and „championing‟ the patient experience with compassion.
To lead on the preparation for any external quality assessments.
Lead the Trust‟s responses to consultations as appropriate.

To ensure relevant actions from the Francis Report are fully integrated into strategies going forward.
6. Management
To lead the senior nursing team, which promotes leadership attitudes and capability at all levels.
To line manage key members of the Corporate Nursing Team as required within a specified area.
To provide clinical leadership capability in nursing at the CoCH.
To take responsibility for issues outside immediate sphere of responsibility as required.
7. Delivery
To lead on the delivery of an annual Quality Strategy.
To lead on the review of workforce plans for nursing and midwifery.
To lead on bi-annual nursing & midwifery staffing level reviews.
8. Resources
To appropriately utilise the revenue budgets as required ensuring expenditure and income is within financial plans and budget and to ensure compliance with Standing Financial Instructions.
To work with Finance leads on managing the financial implications and risks of underperformance against quality targets.
To be a signatory for designated budgets where appropriate.
To contribute to the achievement of the Trust‟s efficiency plans. 9. Service Improvement
To contribute to local service improvement projects and/or participate in Divisional or Trust-wide development of programmes that contribute to modernisation of services providing both professional and clinical advice as necessary.
Work collaboratively with external partners in the development of patient pathways and services in relation to the services provided at CoCH.
Work effectively with the Divisional Heads of Nursing/Midwifery, Divisions and other agencies to design and implement innovative methods of service delivery to promote improved patient care and a more responsive service ensuring patient and public involvement is an integral part of service development.

To lead on the strategic development and implementation of programmes of education across the Trust, working in collaboration with academic partners.
To lead on the development and provision of a portfolio of educational programmes which include accelerated development programmes, return to practice, adaptation and other programmes as identified by service requirements.
To lead on the development and implementation of the Trust‟s agenda, strategy and delivery of multi-disciplinary programmes, integrating these to the maximum extent possible with the programmes of academic partners.
Provide support and advice to ensure that there is an appropriate and effective correlation between service and training needs.
