Public employment costs have dropped slightly, primarily due to freezes and reductions
Government employee compensation as a share of GDP has decreased by 0.3 percentage points between 2009 and 2014. Employment reforms have been moderate, focusing on recruitment freezes, a freeze on compensation (particularly for central government), and non or partial replacement of retiring staff. Some (semi-) public sectors and subnational governments have faced dismissals. This has put labour relations to the test. Other reform instruments included outsourcing, privatisation and especially decentralising tasks to municipalities.

Conflict of interest scoring reflects Dutch integrity practices
Disclosure of private interest of public officials is one of the tools for managing conflict of interest in gov-ernment. In 2014, according to the OECD composite indicator on asset disclosure across branches of gov-ernment, the requirement in the Netherlands is high for the judicial branch (45/100 points) branch, relative to the OECD averages (32/100). On the other hand, with scores of 36 and 50, disclosure requirements are below the OECD average (44/100 and 63/100 respectively) for the executive and legislative branches. How-ever, it is important to stress that the Netherlands’ government emphasises ethical awareness and avoiding excessive procedures in conflict of interest regulations.

Satisfaction with public services is above the OECD average
Satisfaction with health care in the Netherlands is high – 86% – compared to 71% across the OECD; fol-lowed by education – 78% in the Netherlands compared to 67% on average in the OECD; while 65% had confidence in the judicial system, compared to an average of 54% in the OECD. Out of pocket expenditure for healthcare as a share of final household consumption is relatively low in the Netherlands (1.5% in 2012, compared to 2.8% on average across the OECD). Responsiveness of the health care system to patient needs compares well internationally as expressed by the involvement of patients in care and treatment.

GOVERNMENT OUTPUTS AND OUTCOMES
Notes Fiscal balance as reported in the System of National Accounts (SNA) framework, also referred to as net lending (+) or net borrowing (-) of government, is calculated as total government revenues minus total government expenditures. Structural fiscal balance, or underlying balance, represents the fiscal balance adjusted for the state of the economic cycle (as measured by the output gap which resulted as the dif ference between actual and potential GDP) and one-off fiscal operations. Government gross debt is reported according to the SNA definition, which dif fers from the definition applied under the Maastricht Treaty. It is defined as all liabilities that require payment or payments of interest or principal by the debtor to the creditor at a date or dates in the future. All debt instruments are liabilities, but some liabilities such as shares, equity and financial derivatives are not debt.
