SUBJECT: EXTEND AND INCREASE THE CONTRACT WITH TELElNTERPRETERS, LLC, FOR MULTlLINGUAL lNTERPRETAnON SERVICES, REQUEST FOR PROPOSAL (RFP) NO. 900341; AMOUNT: $436,000
RECOMMENDAnON:
Authorize the Purchasing Agent to negotiate a Second Amendment to extend Master Contract No. 900341, Procurement Contract No. 2056, with TeleInterpreters, LLC, (Louis Provenzano, President) Monterey, CA, to provide multilingual interpretation services and increase the amount of the contract from $1,122,000 to $1,558,000, an increase of $436,000. The term of this contract extension shall be for one year beginning on January 1,2011 and ending on December 31,2011. The contract allows for this extension by mutual agreement.
DISCUSSION/SUMMARY:
The Dymally-Allatorre Bilingual Services Act mandates that every local govenunent ensure that its services to the public are provided equitably to limited English and non-English speaking persons. These multilingual interpretation services will be used by up to 24 County departments, agencies, and authorized community based organizations (CBOs) that have health and human service contracts with Alameda County.
The lack of language capability has been identified by the Social Services Agency (SSA) as a barrier to access and, therefore, a service gap. As a result, telephone access to interpretation seven days a week, 24 hours a day, has been one of the priority services delivered by the SSA. Approximately 25% ofthe California Work (CalWORKs) Opportunity and Responsibility to Kids caseload identified a language other than English as their primary language and need employment services provided in a language other than English. Multilingual interpretation services will also be provided to improve access to HN care and treatment services by Alameda County people living with HN/AIDS (pLW HN/AIDS) who speak limited or no English.

On September 18,2007, Item No. 13 File No. 22565, your Board authorized the Purchasing Agent to enter into a three-year contract with TeleInterpreters, LLC, to provide over the phone multilingual interpretation services to County Agencies. On February 24,2009, a First Amendment was signed to docwnent changes in key personnel names stemming from the purchase of TeleInterpreters, LLC by Language Line Services, Inc. (LLS) and to record changes in the SLEB subcontractors named. The contract will be rebid during this extension.
SELECTION CRITERIA/PROCESS:
The County Administrators Office (CAO) and SSA have determined that the County does not have the resources required to provide multilingual translation services.
In 2007, SSA, CAO and the Office ofAiDSAdministration worked with General Services AgencyPurchasing on an RFP that resulted in six qualified responses. TeleInterpreters LLC, earned the highest overall score and originally agreed to subcontract with Eden I & R, Monir Memapuri, and Nalanda Group, UC, all certified Small Local and Emerging Businesses (SLEBs) to meet 15% ofthe contract value and to name additional SLEB vendors to meet the full 20% required During contract negotiations, SLEB subcontractor Live Touch.Net (formerly Line4) was substitutedfor Eden 1& R to meet the 20% subcontracting commitment.
During the first term, two ofthe original SLEB subcontractors, Live Touch and Nalanda Group, LLC were decertified. In addition, TeleInterpreters, LLC was purchased and absorbed by a largerfirm, LLS. LLS did not require the internet services being provided to TeleInterpreters by Live Touch. SLEB subcontracting compliance during the first term was 15.8%. During the extension term, they will subcontract with Blaisdell's Business Products for office supplies, furniture and technology products for 2% (56% ofthe total contract amount) and with PC Professionalfor IT goods and services for 5% (1.4% of the total contract amount). A SLEB waiver, #747, has been granted by the Office ofAcquisition Policyfor the remaining 13% ofthe extension amount as a limited availability ofvendQrs makes subcontractingfor the full 20% not possible.
FUNDING:'
Appropriations for this program are included in the CAO and SSA FY 2010/2011 Approved Budgets and will be requested in subsequent budget years. No additional appropriations are required, and there will be no increase in net County cost.
