Request of Tricia Knight, agent for the owners, Crown Castle, to consider Case No. 17BAR-00000-00089 for Conceptual Review of an amendment to an existing cell site. The amendment includes: removing the existing 45 ft. tall wood monopole and two (2) exiting 14 ft. tall whip antennas with a tip height of 59 ft., 2 inches; install a new 53 ft. tall steel monopole; install six (6) 4-foot panel antennas in three sectors with a maximum tip height of 55 ft. on the new steel monopole; remove the existing standby generator and concrete pad; install a new standby generator and double wall 210 gallon fuel tank on a new cell block pad; install new coax cables from the existing equipment shelter to the new antennas utilizing the existing above-ground cable tray; install a GPS antenna with a height of 10 feet mounted to the existing equipment shelter; and extend the existing 6 ft. chain link fence to a height of 8 feet with dark green vinyl slats. The proposed new monopole and antennas would be painted Frazee “Blackened Beam”. Grading of 4 cubic yards is required to install the footing for the steel monopole, with a maximum depth of 13 inches from existing grade. The following structures exist on the parcel currently; 45 foot telecommunication tower and 60.13 acres of state park. The proposed project will not require grading. The property is a 60.13 acre parcel zoned REC and shown as Assessor’s Parcel Number 081-270-002 located at Gaviota State Beach Rd in the Gaviota area, Third Supervisorial District.

COMMENT: In order to protect the root zones of existing pines, there is a slight preference for a single

Miller-Fisher recused. Regarding the farm employee residence, CBAR would support a change in style from the

main residence. Use darker color (i.e. earth tones) to blend in.

Guest house should be stylistically similar to main house, e.g. with smooth sides and slight roof pitch.

For both farm employee residence and guest house, provide complete floor plans and elevations (with topography) to show how buildings interact with existing grade. Show windows, doors, porches, steps, skirting, etc. on floor plans and elevations.

Need floor plans. Provide colors and materials board. Show light fixtures on plans, and how they are shielded to achieve night sky compliance. Provide photographs of existing house, including details at doors and windows. Suggest taking photos from sites of new structures to show surrounding views. Project may return for preliminary approval.

Project received conceptual review only. Applicant may submit for Preliminary Approval.
