OPENING REMARKS: Chair Olson called the meeting to order at 1 :30 p.m. in Commissioners' Meeting Rooms A and B.
PUBLIC WORKS: Liane Welch reviewed the county's transportation system. Peggy Weitman distributed a bridge report. The Oregon Department of Transportation (ODOT) pays for bridges to be inspected that are over 20 feet long (see attached). There is a lot more work to be done on bridges. The highest priority is to fix exposed rebar. Grant Graves is developing a maintenance plan. We have raised our Pavement Condition Index (PC I) from 45 to 50 since 2008. Ms. Welch reviewed a list of 20 critical risks. She provided an overview of the proposed $2.3 million budget of which $1.8 million is for 19 FTEs. She is proposing to spend down her beginning balance from $2.4 million to $1.5 million. She outlined her road repair strategy.
Ms. Welch began a detailed review of her budget. Commissioner Labhart asked about the Century Link settlement. Ms. Welch gave a summary of the Third Street project. ODOT is pursuing this. Geoffrey Davey asked about imposing trench cut fees. Ms. Welch said counties cannot impose franchise fees, but she will look into it. Paul stated that trench cut fees may not be considered franchise fees. Ms. Welch uses bike path money on some projects like Third Street. She is proposing $25,000 as match on a larger project if it materializes in the future.
Ms. Welch said they are cleaning their own buildings. She is not budgeting for the $217,000 in indirect costs. Deb Clark said everyone has historically paid these costs. Ms. Clark described how this affects beginning cash balances. There was discussion about how beginning cash balances fit in.

Ms. Welch reviewed the proposed maintenance expenditures. FTE is down to 12 from 13. Ed Grimes retired. Commissioner Labhart was worried about that. Ms. Welch said if the bond passes, she will develop a new budget strategy. It has its own fund in capital. Chair Olson agreed to hold 13 FTE but don't fill it unless the bond passes. Most maintenance lines are the same as the present year. Ms. Welch is proposing $108,000 for asphalt, up from $75,000 this year This is where cuts would occur. She then reviewed construction, engineering and shop. Fuel and lubricants are the biggest expenditure in shop. She is budgeting $8,000 for a bridge repair trailer and $75,000 for a used excavator. She reviewed buildings, including $30,000 for maintenance. She has cut staff as far as possible for safety. Ms. Welch is asking for $217,000 from the General Fund for indirect costs. It would be an in and out. Ms. Clark said she is making notes but $333,000 from the General Fund is also needed for Lommen Bridge.
Commissioner Baertlein was concerned about the beginning fund balance. Chair Olson agreed with the indirect costs showing in the budget.
Ms. Welch said 1% of Department of Motor Vehicle (DMV) receipts go here. She is proposing $25,000 to the Road Fund. The Trask River Road fund will only see a couple hundred thousand as the program winds down. She will do a thirteen-mile chip seal. She finished with the Slab Creek Road grant budget. We will have to come up with 10%.
Chair Olson recessed the meeting at 2:40p.m. Chair Olson reconvened the meeting at 2:46p.m.
COMMUNITY DEVELOPMENT: John Boyd made a Power Point Presentation (see attached). The budget is similar to last year with exceptions. He compared revenue and expenses. They are behind in providing services. He has reduced revenue forecasts. He is asking for one more person, a planner. They will never be independent from the General Fund. Commissioner Josi said they are getting good data now. Mr. Boyd said, as a service department, they are a $288,000 draw on the General Fund. Commissioner Josi mentioned a Bill that would remove large building permit projects from county government. Mr. Boyd then presented fee and no-fee services that create dependence on the General Fund. He has not done a fee comparison.
Commissioners Josi and Labhart suggested Mr. Boyd look again at fees even though he is back in the General Fund. We do not want to have to play catch up. Chair Olson suggested he also look at system development charges from other jurisdictions.
Mr. Boyd then reviewed exceptions: one Planner 3, a copier, vehicle replacement, and part-time temporary for document scanning. He discussed a vehicle replacement

program to replace one vehicle per year. He placed $35,000 in the budget for a 4 x 4. He gave statistics on the need for a copier ($13,517). He described the tasks the Planner 3 would undertake, including updating ordinances, administration for flood plain regulations and just getting caught up over the next two to five years. He would also use grant funds.
Mr. Levesque talked about the need for someone to help with the archiving. Commissioner Labhart said he strongly supports the Planner 3. He is optimistic that building new starts are picking up. This is part of turning the economy around. We need a Certified Floodplain Manager (CFM). Commissioner Josi agreed with Commissioner Labhart. He said there is a morale issue as well.
Larry Rouse said all recessions end. The people who are best are those who plan ahead. One more person in Community Development could help economic development.
lelean Rouse also supported the request for the Planner 3. She reflected on the hazard mitigation plan where we almost lost the Federal Emergency Management Agency (FEMA) funding. She supported the archiving request. She also wanted the web site updated. Final Orders should also not have so many attachments. Commissioner Josi said we still have to balance our budget. He said this was the most professional budget presentation by a Community Development Director.
FAIR: Miranda Muir said the budget is similar to the past The total budget is down once again due primarily to off season usage. They want to grow that They will be making facilities more useful (painting, cleaning). They are marketing equine services on the web site. They are working on brochures. They are using Face book more. She posts two to three times a week.
Ms. Muir said the fair is very successful. There are no increases in fees this year, due to the economy. This year's revenues were below in paid admissions. They will do a food drive on Wednesday with free admission for any child fifteen years or under with two cans of food. The Pig-N-Ford races will be added on Wednesday. Friday night they will have a Fiesta with a Spanish band and a cover fee of less than $3.00 per person. They will also do on-line ticket sales. Lee Brice, Travis Trip and Fog hat are the acts.
Ms. Muir said they have a contingency of $40,000 and $10,000 per year for a new fork lift. She asked that the grandstand contribution of $75,000 continue for this next year. Commissioner Labhart was concerned long term about capital replacements. Ms. Muir said horse racing is a dying industry. Jockey insurance is a huge cost.

COMMUNICATIONS: Michael Soots said this is a static budget. The system is operating well. There will be savings from sirens.
INFORMATION SERVICES: Mr. Soots said last year we spent a lot in capital software; this year not so much. Intercounty, the number of new computers is down. We are operating with Windows 7. There is a large increase for a new server and the new telephone system. The latter will reduce our local service costs. He described how the new phone system costs of $77,000 will be shared with the departments who receive no General Funds. We will save $23,000 per year.
There being no further business, Chair Olson adjourned the meeting at 4:30 p.m.

We have weathered the storm. The losses have t1attened out and growth is returning.
We are not there yet, but the prognosis is cautiously better. It is a good time to prepare for economic recovery.

* 6201 (Upstairs- Color) is the highest used copier in the county system. Purchased in August 2008 and is budgeted for 134,000 copies per year.
* 620 (Downstairs- BW) was purchased in June 2005 and is budged for 65,900 copies per year.
