SPECIAL REPORT

FORD FOUNDATION GRANT RECIPIENT: $250,000 to assist a pioneerblack-owned and managed trade book publisher. Third Press has a general list withemphasis on black and Third World themes. The Foundation's investment is beingmatched by such other institutions as the Cooperative Assistance Fund and thePresbyterian Economic Development Corporation. (Source: Ford FoundationLetter, April 15, 1972).

Publishers Weekly (May 1, 1972) reports:

The Third Press received a ten-year $250,000 loan to consolidate the Press as ablack-owned and managed trade book publisher

I am particularly pleased at getting this Joan because we can now continue whatwe have been doing at the Third Press without the uncertainty which comes froma lack of funds,' Mr. Okpaku told PW.

'The Greatest joy to us is that this is the culmination of incredible efforts by asubstantial number of people in the publishing world.'

Mr. Okpaku explained that, although the Press does not expect to alter its level ofoperation, the Joan will enable him to wntinue his publishing plans with a greatersense of security.

Besides the (Fordl Foundation loan, the same amount has been jointly committedto the Third Press by our other groups: the Cooperative Assistance Fund,. UnitedChurch of Christ, Coalition Venture Corporation, and the Presbyterian EconomicDevelopment Corporation.

The Third Press was founded by Mr. Okpaku in 1968 and the firm's books wereto be distributed by Dial/Delacorte Sales. The first book the company publishedwas VERDICT: T H E EXCLUSIVE PICTURE STORY OF T H E CHICAGO 8.The book contained some 200 drawings by Vema Sadock of the NBC ar t department

in Chicago, drawings which were made by Sadock during the trial of Bobby Sealeai1d the Chicago 7. The text of the book was by Mr. Okpaku, a 26-year old nativeof Nigeria. The book also contained excerpts from the trial transcript. 'I 'he finalchapter of the book, t i t led The Reckoning, attempted, in Okpaku's words, toarticulate the basic validity of the criticism· of society being made by young people

· today.

Okpaku attended Northwestem and Stanford Universities. He is the founderand editor of the Journal of the New African Literature and the Arts.

The New York Times (June 26, 1970) did a long feature story on Okpakuand his company. Okpaku told the interviewer that the book VERDICT was astudy in microcosm of the ills of American society. According to the Times, Okpakudecided to publish VERDICT after he saw the illustration of Bobby Seale, the BlackPanther leader, bound and gagged in his chair at the Chicago trial. Okpaku said hefelt there had to be some way to preserve the anger he felt a t that moment. So hecalled NBC and spoke to the artist who did the sketch. He told Miss Sadock tha t hedid not have any money to pay her for the sketches tht;J.t he wanted to p u t into the

book. Miss Sadock agreed to provide the i l lustrations and DialjDelacorte agreed todistribute it, while the Washington firm of Judd and Detweiler agreed to print thebook. '

Okpaku told the Times he had to raise 30,000 to publish V E R D I C T and gethis company started.

The Third Press is located at Okpaku's 8-room apartment, which he shareswith his roommate, Ode Okara. Together, these two constitute the staff of the company, said the Times.

B y early 1971, the distribution agreement with DialjDelacorte evidently wasno longer valid because Publishers Weekly (March 15, 1971) in a feature story onOkpaku and the Third Press announced tha t VERDICT and Okpaku's other bookswere being distributed by The Viking Press.

The same issue of P W also reported that Okpaku had applied to the FordFoundation's Office of Program Related Investments. Ford hired J. K. Lasser, themanagement specialist, to make a financial investigation of Okpaku's operations, and the report Lasser drew up was highly favorable. In February 1971, Ford actedfavorably on Okpaku's behalf. ·

Okpaku, said PW, originally tried to get funding from an organization whoseinitials are AAP (we do not know what this stands for and P W did not spell i t out) ,

and that the negotiations with AAP collapsed. Then, the person handling Okpaku'scase a t Ford Foundation privately arranged with the United Church of Christ toco-sign a Chase Manhattan bank loan of 7,500 to cover Okpaku's immediate costof type-setting, etc.. _

With this assistance fr om the UCC, V E R D I C T quickly went to press.Some months later, Okpaku published W H Y R O B E RT K E N N E D Y WAS

. KILLED by Godfrey Jansen. A portion of the book appeared in Life magazineand i t was the income from Life which paid for the production of the book.

·who were working on Angela's defense . He sent her, through the lawyers, copies ofhis previous books, including VERDICT. By November 1970 Okpaku was readyto make her an offer for the book. He was quite certain that the book would be soldto a paperback publisher and that the i n o ~ efrom this sa le would a t once be sentto Angela for her legal defense . Paperback by New American Library.

At this stag e, according to W (Novemb er 15, 1971), Okpaku was "talking withthe closest circle of Miss Davis' friends , including Howard Moore, her chief attorney; Margaret Burnham, co-counsel; and Bettina Aptheker, her closest friend, who gave Mr. Okpaku the first inkling of the nature of th e book: i t was to be a workof composite authorship on the subject of the political prisoner.

Julian Bond writes in his foreword: "Read it, and remember, and learn, andact "

Bettina Aptheker and Angela Davis, in a joint preface, write:"As Marxists we view fascism not only in terms of the terrorist methods towhich it has recourse , for these may be present before the fascist arrangement is

consolidated. Fasci sm represents the triumph of the counter-revolution, that ,fasci sm is the preventive counter-revolution to the socialist transformation ofsociety.

The girls also quote Georgi Dimitrov's speech to th e 7th Congress of the Communist International ( 1935), where he said that the revolutionary proletariat "mustnot allow fascism to take i t unawares, i t mu s t not surrender the initiative to fascism, but must inflict deci sive blows on i t before i t can gather forc es, i t must notallow fascism to consolidate its position, i t must repel fa scism wherever and whenever i t rears its head, it mu st not allow fascism to gain new positions . nre natura or the publishing business

is that virtually nil of the capital com. mitment-paper, printing, planning andpromotion, plus the manl:script and

"ilistribution-are required before a centof income can be realiaed. There is nosteady sales flow, just a spurt a t thetime tlJe book goes on snle. and the entrepreneur can only hope that the spurtmatches the ·finanCial commitment hehas already made

Like oil drilling, Mr. Okpaku said, publishing is not the kind of enterprisethat ,bankers will readily . bet on. t

is too speculative.Says Mr. Okpaku, whose sales \'Olume

is now edging toward $2-million n year,"it would help to have nt least $1.5-million in the. bunk, as working capital,so thnt you could take off nnd run

Mr. Okpaku takes pride Iri the fnclthat he has broken away from thenat•rower, black-book market. ln hisview, many militarit black pubiJshcrs"shape their anxieties mto an ideologyand then try to ·sell them." This won'twork, he says.· The rcnl black publisher, he feels,~ s not necessarily the one whose booksreflect militancy, hut the 'Dnc who

,achieves financial independence-and· thery Jms freedom· to publish whatever

he wishes

As part of the .effort to. establishhi:; capital base, I'vlr. Okpaku s branchino- into olher businesses. He ha-" star tedar;anging lour.<; to Africa with the larg·esL pl'Oject: being a gmup foray for theAfrica Arts Festival in Lagos in De·cembcr.

He has also started the Third Pre.:;sReview of Books, an attempt .to cstab·\ish a serious international view ofcurrent black literature, with a -plannedsix issues a year.

A more ambitious plan is to setup a Univcrsit.Y Press in. Km;·ait,, andpossibly .a Third Press 1n N1gena-akind of cooperative enterprise with theNigerian Government.

Finally, he l1as not discounted thepossibility of selling a 20 to 25 percent equity share in his business.

"In some wnys Joe Okpaku remindsme o f the legendary figures who eslab-,

r Jished the nation's major publishinghouses" says Charles Harris, a black'"'ho Paved the way into mainstreampublishing for his rae<; by -becomingan editor a t Doubleday in the lateJ 950's. He left Doubleday in 1967, b.: ·came a senior editor at Random Houseand in 1971 was named the first directorof the Howard University Press.

"He is strong, persistent and resourceful," Mr. Harris said. "A11d although J do not agree wiU1 him allor the time I find much to admire."

Evincing ~ candor that occasionallyhas failed to win friends among h sAmericnn peers, Mr. 'Okpaku says thathis African background has been aparticular source of strength.

"Our African heritage has given usthe kind of strength that allows forfailures," he says. "because it has givenus a strong SCI1,SC of 'individual worth. ·The black \'isitor brings with him hisslron<> family base, his sense of belong·ing s ~ n e w h c r e ,and that's crucial."

Mr. Okpnku . says he vi.sils Lagosthree or four times a year, sometimesjust to siL nnd think in an o f f ~ c et h ~ t

swato kill Kennedy.

The letter concludes with an as -$ertlon by Hoover that the FBI intended to take no further action''beyond informing the commission. That seemed to suggest that Hoover had decided not to look into thepossibility that Kennedy was assassinated in retaliation for a CIA plotto murder Castro.

At the time of the letter - June17. 1964 - Hoover was aware ofthe CIA plot, but according to Senate testimony last year, no one onthe commission knew of it exceptthe late CI director Allen Dulles.

Senate and House investigatorsare trying to determine whether abroader inquiry y the commissionmight have caused it to question itsconclusion that Oswald actedalone .

Jhe sources who told The Wash·

Alter the memo was found, thesout;es added, Levi put a clamp ofseGIJCY on the matter, and only asmii}J number of persons in theJuStice Department and FBl knewaboilt the document s existence.

questions as why the memo appar·ently never reached the WarrenCommission, whether the information was accurate and, i so,whether Castro was informedabout Oswald s intentions before o rafter Kennedy was killed .

Documents released recently bythe CIA under the Freedom of In·formation Act establish that Oswald visited Mexico City less than·two months before the assassination and met there with officials ofthe Cuban Embassy.

One of these CIA documents ,dated May 5, 1964, states that before October 1963, Oswald visitedthe Cuban Embassy two r three ·times and was in contact withthree alleged Cuban intelligenceagents, identified as Luisa Calderon, Manuel Vega Perez and RogelioRodriguez Lopez.

Oswald also is known to havetalked with an embassy officialnamed Silvia Duran. She reportedlyhas said that she dealt with Oswald only about his unsuccessfulattempts to obtain a visa to visitCuba.

THE SOURCES were unable toidentify the informant described inthe Hoover memo as having obta .ined the information from Castro. Some of the sources said, though, that they believed, as an ·educatedguess, that it was Rolando Cubela,a high Cuban official and Castrointimate whom the CIA recruitedn 1961, and who later figured inI ~ plans to kill Castro.

In the Senate Intelligence Committee investigation last year, itwas disclosed tbat the CIA employed a highly placed Castro government official with the crypto.nym AM LASH in efforts to assassinate the Cuban leader. Cubela andAMLASH were publicly reportedto have been the same man.
