On
‘Human Resource Management

Executive Summary Introduction:
Forestry, wildlife and allied sectors of natural resources management is undergoing
tremendous metamorphosis with passage of time and evolution of newer technologies,
approaches and practices. As pressure on forests and biodiversity keeps on rising, the need
for improving the human resource management of the department too emerges. These
trends necessitate upgradation of knowledge and skills of the forest officers functioning at
the cutting edge in the field including State Forest Service (SFS) Officers and Forest Range
Officers (FRO). Focusing on such training needs for the SFS Officers and Forest Range
Officers, a module on “‘Human Resource Management’” has been designed by the
Directorate of Forest Education, Dehradun.
As part of its mandate to conduct refresher courses and themebased training
workshops for serving State Forest Service officers from various State Forest Departments,
Central Academy for State Forest Service, (CASFOS) Dehradun organized six day Training
on ‘Human Resource Management’ from 09thDecember to 14th December, 2019. This
was one of the theme based trainings being held for in-service SFS officers and Senior FROs
by the Academy. A total of thirty four (34) Officers from fifteen States participated in the
Training.
The training module on “Human Resource Management” has been designed to
achieve the following objectives:
• To develop Human Resource Management skills for achieving the best performances.
• To seek an insight in Human Resource Management issues before the Forest
Department.
Training design and content:
The training was designed based on the principles of andragogy and originally derived
from the principles of Systematic Approach to Training (SAT). The training methodology
included an ideal mixture of classroom lectures, field visit, case studies and peer learning. The
learning atmosphere encouraged the participants to discuss and share knowledge and issues
thus paving way for participatory learning.
The Human Resource Managementmodule was developed with the experts’ input
on the subject and feedback of earlier courses and in-house experience. The methodology
followed was a mix of class room sessions for theoretical inputs, two days of field visit for
group activities and peer learning. The inaugural session was chaired by R.P. Singh, Director,
Forest Education and the valedictory session was chaired by Mr. Omkar Singh, Director,
IGNFA.
The deliberations began with a session on Stress Managementby ShriSachinGhai, IFS;

Management by Shri S. D. Sharma, IFS, DDG (Research)ICFRE, Dehradun; Effective
Presentation Smt. Sarita Kumari, IFS; Decision Making by Dr. C. Ramesh, IFS;
Communication Skills by Dr. B. Balaji, IFS, IGNFA; Innovations for Society by
Government by Ms. HimaniGuleria, from National Innovation Foundation, Dehradun;
Ethics & Values by Shri E. Vikram, IFS, ADG (M&E), ICFRE; Conflict Management by Dr.
Senthil Kumar, IFS,Addl. Professor, IGNFA; Emotional Intelligence by Dr. Neeraj Anand,
UPES, Dehradun and NegotitionSkills byDr. Ajay Saini, Professor, Graphic Era Hill
University, Dehradun. The detailed time table showing session-wise topics and resource
persons is enclosed as Appendix I & III.
Field visits:
The participants were given outdoor exposure by way of aone half day field visit to
Golatappar,Barkot Range for a group activity and learning on "Interpersonal relationship &
Motivation" by Dr. Rahul Raj, Professor, Graphic Era Hill University, Dehradun and one
full day visit to Kempty Watershed, Mussooriefor "Team Building & Group Dynamics" by
Dr. Ajay Saini, Professor, Graphic Era Hill University, Dehradun. Further, yoga session was
organised in the morning wherein most of the participants participated enthusiastically.
Training materials:
A compendium of article related to the relevant topics in soft copy covered during the
course, apart from the copies of the presentations made by the experts in each session were
provided to each trainee.as part of the training kit. A copy of National Working Plan Code
2014 was also provided to the participants.
Participant profile:
A total of 34 participants attended the training module out of 15 states in which 27
participants were gentlemen officers, 7 of them were lady officers. Maximum participation
was from Maharashtra (4) followed by 3 participants each fromUttarakhand, Haryana, Bihar,
Chhatisgarh, Karnataka and Andhra Pradesh. The details of participants is enclosed at
Appendix IV. The field experience of participants varied from as low as 2 years to 35 years
approximately.
Resource persons:
Resource persons were selected based on their experience in relevant topics and on
feedbacks from the trainings conducted in the past. A total of 12 resource persons
conducted training sessions spread over 13 classroom sessions, five sessions of field visit.
The details of topics covered and the concerned resourcepersons is enclosed as Appendix
III. The feedback of the resource persons by participants based on objective parameters is
enclosed as Appendix VI.
Overall impact of the training was positive and the feedback and high rating from the
participants corroborates the assessment of the organizers.

9.1 Course Content and Structure (CCS)
Course Content & Structure including reading material was found to be relevant and highly appreciated by the participants with rating of 83.52% Course aim was met to the full satisfaction & as per feedback, there was increase in knowledge level of the participants.
9.2 Training Faculty (TF)
The participants have rated the training faculty as more than
79.01%
Training faculty for lectures and field visits were highly
appreciated by the participants.
9.3 Usefulness of the course (UOC)
The participants have given a feedback that the training
course will be highly useful immediately and also in future
for their job with combined rating as 84.09%
9.4 Overall impression about the Course
(OIC)
The participants are highly impressed by the course and
rated it around 78.03%.

Overall the participants have appreciated the course. The
suggestions made by them along with Academy’s comments

The expectations of the participants regarding level of
infrastructural facilities available in the training Institute has
been met to certain extent.

The weighted average of the course has been rated as
81.72% which is found to be very satisfactory.

The participants were enthusiastic and expressed their
keenness to learn. All participants were always punctual and
appeared very interactive during the sessions and quite
involved in field visits.

Feedback received is excellent in all aspects of course
design, content, quality and facility etc.
However, the suggestions to include more topics and to
increase the duration of field visits need to be looked at.

As reported by the participants, they were immensely
