As part of our partnership with U.S. Farmers and Ranchers in Action (USFRA), WBCSD’s Scaling Positive Agriculture and SDG Sector Roadmaps Projects supported the development of an SDG Roadmap report to assess the opportunities from now to 2030 for U.S. agriculture to continue to drive a resilient and sustainable agricultural system while resiliently confronting new crises along the way.. This report establishes that U.S. agriculture is accelerating global progress toward all 17 SDGs, and can have an outsized positive impact on a core group of seven. It serves a basis for members of the food and agriculture value chain to acknowledge their own positive contributions, align on challenges that remain and advance specific opportunities to reduce environmental impacts – in the U.S. and in the developing world.In accordance with the framework set out in the SDG Sector Roadmap Guidelines developed by WBCSD, the findings were developed through a literature review and rigorous stakeholder engagement process comprising 41 interviews and a review workshop with stakeholders from across the value chain. Pew’s analysis found that the criteria that states use to geographically target their programs are often ill-conceived or out-of-date, with the result that initiatives end up serving wealthy locations instead of disadvantaged ones. And even when programs do reach the intended communities, they often are not well-suited to help residents. Pew’s research indicates that to begin solving these problems, states should:

Target programs using quantitative measures. To ensure that benefits accrue to communities in need, policymakers should use carefully selected objective measures of distress to determine eligible areas.

Systematically assess geographic targeting. States should regularly examine where businesses using programs are located in order to identify and correct instances in which wealthier areas unintentionally benefit.

Regularly update the set of eligible locations. Because local economic conditions change over time, policymakers should regularly review where programs are available to ensure that those places still need assistance.

Tailor economic development strategies to local needs. Financial incentives alone may be insufficient to encourage private investment in areas that lack trained workers or necessary infrastructure, so policymakers should address these prerequisites to growth.

Create job opportunities for low-income residents. Even programs that successfully encourage investment in distressed areas may not provide benefits to the local population, so states should embrace strategies—such as prioritizing industries that offer good jobs to people without college degrees—that can help

Building Blocks for Sustainable Communities – Two-day, targeted technical assistance to give communities tools to implement smart growth development approaches. Cool & Connected – Helps rural communities use broadband service to revitalize main streets and promote economic development. Any community representative can apply.

Recreation Economy for Rural Communities – Helps communities develop strategies and an action plan to revitalize their Main Street through outdoor recreation. Eligible applicants include local governments, Indian tribes, and nonprofit institutions and organizations representing any community in the United States.

Smart Growth Implementation Assistance – Works with public-sector entities that want to incorporate smart growth techniques into their development. As of 2015, EPA's regional staff identified and selected communities to assist. Summaries and reports from past SGIA projects can be helpful to communities facing similar issues.

According to the Centers for Disease Control and Prevention, as of June 30, 2020, the United States has documented more than 2.5 million confirmed cases and more than 125,000 deaths due to COVID-19. To facilitate the U.S. response to the pandemic, numerous federal agencies have awarded contracts for critical goods and services to support federal, state, and local response efforts. GAO’s prior work on federal emergency response efforts has found that contracts play a key role, and that contracting

The Coronavirus Aid, Relief, and Economic Security Act (CARES Act) included a provision for GAO to provide a comprehensive review of COVID-19 federal contracting. This report describes, among other objectives, key characteristics of federal contracting obligations awarded in response to the COVID-19 pandemic; and the flexibilities available to federal agencies through the CARES Act, or other means to help facilitate the federal government's contract response. Future GAO work will examine agencies’ planning and management of contracts awarded in response to the pandemic, including agencies’ use of contracting flexibilities provided by the CARES Act.GAO analyzed data from the Federal Procurement Data System-Next Generation on agencies’ reported government-wide contract obligations for COVID-19 through June 11, 2020. USDA Rural Development’s flexible Community Facilities Programs can help bring needed resources and innovation to create a framework for rebuilding transportation infrastructure in rural America. Gaining access to sufficient capital for transportation infrastructure is a threshold condition for spurring economic growth. While rural communities share some common challenges with distressed urban areas, they also face some unique challenges in accessing financing and attracting private-sector investment. Rural communities have smaller populations, lower population densities, a smaller tax base, and sometimes lack resources for loan repayments. In addition, rural projects often lack economies of scale, and rural communities frequently lack the capacity and expertise necessary to negotiate complex financing transactions. However, it is possible to overcome these challenges and deliver critically-needed investments for transportation infrastructure to rural areas.Community Facilities Programs, in partnership with capital credit markets, financial consultants, industry experts, and other stakeholders such as Federal, state and local entities, can contribute to building and strengthening rural transportation infrastructure. Community Facilities Programs provide long-term, fixed-rate, low-cost direct loans and loan guarantees for commercial banks to help rural communities finance the development and/or improvement of rural community infrastructure and essential community facilities for public use. Community Facilities Loan Programs can finance more than 100 different facility types, including rural transportation infrastructure such as roads, bridges, airports, inland waterways, port-and railroad-related infrastructure, intermodal terminal facilities, and street improvements.Funding may be used to finance both public and nonprofit rural airports as well as bus and rail infrastructure. This includes facilities and services such as terminals, hangars, runways, parking areas, roadway, curbside, and administrative facilities. Community Facilities Program funds also may be used for infrastructure and space for commercial businesses that are customarily located on or near airport, rail, and bus infrastructure, such as facilities for rental car businesses, mechanical services, and parking operators. For these types of commercial businesses, the facility space must be owned by an eligible applicant and leased to the commercial entity. These types of commercial enterprises are essential to the operation of the underlying facility and not subject to leased space limitations.Public bodies, nonprofit organizations and Federally-
