Tenth Annual Scholarship Awards
Free and open to the public, the Citizens
Academy is a 12-week course held on
Thursdays from 6:30 to 9:30PM. The Spring
session started on March 29 and ends June 21.

Spring Citizens Police Academy
Since 2003, CPAAAN has awarded academic
scholarships each year to children of active-
duty Norfolk Police Officers. The continued
success of the John Roger Academic
Scholarships is particularly gratifying in that it
has grown in the dollar amount and number of
awards. We are pleased that this will be the
tenth consecutive year scholarships have been
provided, with total awards as of June 2012
exceeding $20,000.
The deadline for submitting an application
is June 4 (go to cpaaan.org for an application
form). The awards will be presented at the
membership meeting on June 19, 2012.
Winners will be selected by Dr. Lawrence
Dotolo, President of the Virginia Tidewater
Consortium for Higher Education.

Dear Membership,
What a great turnout we had for April’s
General Meeting. Thank you to Denise R.
Meyers from the Virginia Department of
Forensic Science. Ms. Meyers’ presentation on
Using DNA in Cold Cases was very
informative. We look forward to seeing Ms.
Meyers again in the future.
Our CPAAAN working year is almost over,
and I hope that the Membership will continue
to come out and support our General
Meetings. This month we will present the
CPAAAN Officer of the Year award at our
regular meeting on May 15.
The Police Memorial takes place this
month on May 17, 2012, at City Hall. For
those of you who have not had the
opportunity to attend the Memorial, I hope
that you will come out to pay your respects to
those who have lost their lives in the line of
duty and to support their loved ones. At
April’s General Meeting, I asked for
volunteers to arrive at 9AM. We are setting up
and serving refreshments, and giving out the
Memorial Ribbons. CPAAAN also presents a
wreath.
I look forward to seeing you at our next
General Meeting on May 15, 2012 at 7PM.

2012 Norfolk Police Department Police Memorial Activities

“There is much in the role of a law
enforcement officer that changes over the
years. Two factors remain constant: A
dedication to serve and a willingness to
make whatever sacrifices are required”

On May 17, 2012, at 10:00AM, at City Hall, the
Norfolk Police Department will formally honor
the 38 Norfolk Police officers who made the
ultimate sacrifice in the performance of their
duty while serving the City of Norfolk. The
ceremony is an opportunity to gather together
as a department and community and, most
importantly, with the families of the fallen
officers who are now legacies of our heroes’
sacrifice.
Many of our officers work throughout the
year in support of families of fallen officers.
Several will cycle again this year to
Washington D.C. with other members of LEU
(Law Enforcement United). LEU’s annual 250-
mile bicycle ride serves as a memorial to fallen
officers and as a fundraiser to financially assist
the families left in the wake of their death. The
regional send-off for the LEU cyclists this year
is May 10, 2012, 7:00AM, at the Chesapeake
Marriot in Chesapeake.
In 1962, President Kennedy officially
designated May 15 as National Peace Officers
Memorial Day, and the calendar week in which
May 15 occurs as National Police Week. This
year, National Police Week is May 13 through
May 19. The Norfolk Police Department
respectfully pays tribute to the 38 Norfolk
Police Officers who proudly wore the uniform,
carried the badge, and held in high regard the
significance and responsibility of their job.
Without concern for themselves, each gave
their life in service and protection of their
fellow officers and the City of Norfolk.
I ask that you let the memory of their good
work never be forgotten, and to join us on May
17, 2012.

Yvette Brown called the meeting to order at
7:00PM. Ms. Grace Clarke gave the invocation.
Mr. Ron McEntee led us into the Pledge of
Allegiance.
Motion to adopt the minutes was made by
Ms. Mary Babcock, and seconded by Mr. John
Birkel. The Treasurer’s Report was given by
Ms. Edith Warring.
Yvette Brown informed members of the
Fundraiser at Applebee’s (5750 E. Virginia
Beach Blvd) for National Night Out. Flyers
were available showing the scheduled dates.
The Flyers must be presented to the server for
a 20% donation toward National Night Out,
sponsored by Fairmount Park Civic League.
Yvette reminded members of the Police
Memorial on May 17, 2012, and that
volunteering members are to report to City
Hall at 9AM.
The Guest Speaker was Ms. Denise R.
Meyers, from the Virginia Department of
Forensic Science. Ms. Meyers works in the
DNA Section. Following her presentation, Ms.
Meyers answered questions from CPAAAN
members. Yvette Brown thanked our guest for
such an enlightening program.
Minutes of April 17, 2012 CPAAAN members were reminded of the
upcoming Crime Prevention Awards at the
Murray Center on Monday, October 22, 2012.
The 50/50 raffle was won by Mr. Lewis
Bateman.
The meeting was adjourned at 8:00PM.

Denise Myers, Virginia Department of
Forensic Science, gave an excellent
presentation on the use of DNA in solving
Cold Cases. Following her program, members
asked many interesting questions.
We learned that the DNA Data Bank did
not come into existence until 1997. There are
4 Labs in the State of Virginia that process
DNA, including ones in Richmond and
Norfolk. One procedure used for collecting
DNA is called PERK (Physical Evidence
Recovery Kit). Ms. Myers told members that
all private citizens should stay clear of a
crime scene so agencies can do their job.
When crimes are committed, police
agencies go out to study and collect whatever
evidence is available. DNA is collected in
different forms, such as saliva and blood.
Luminal, a chemical, is a form of detecting
blood from areas that have been cleaned up.
Two new DNA Technologies are: Y-STR’s,
from the male chromosome; and
Mitochondrial, which is passed on from
mother to child.
Some considerations for collection of DNA
evidence are: condition of the scene, condition
of stored evidence, and previous handling of
evidence. DNA is evidence in history and can’t
go back in time.

It’s the Law– STOP when a School Bus
is Flashing its Lights and
Watch for Children Crossing Streets
The NSO’s 242 hand-held 800 megahertz
radios have been converted from analog to
digital format as part of a city-wide initiative
to reprogram police, fire, and sheriff’s
department radios for public safety reasons. In
terms of audio clarity, Dan Knorowski, Senior
Communications Systems Analyst for the City
of Norfolk’s Information Technology Division,
says it’s like transitioning from “a vinyl
(record) to a CD player.”
The process of converting the department’s
inventory of radios took about two weeks while
NSO Fire Safety Coordinator Paul Ballance
carefully timed the switching out of the radios
with the deputies’ regular floor duties.
Ballance accomplished this, one floor at a time,
“by taking a handful of spare radios we have
and backfilling them with those that were
taken out of service,” said Ballance. The task
meant working around shift and court
schedules, as well as transportation runs.
For City IT crews, it often meant working
into the night to clone a software program for
each model and duplicating it to each radio by
changing their ID’s (identities). In addition to
the hand-held radios, units in each of the
sheriff’s department vehicles also had to be
reprogrammed. The NSO’s Special Projects
Division coordinated getting each of the fleet
vehicles to City Communication garages for
the work.
The final phase of the radio reprogramming
won’t be completed until next year, when the
IT techs must go back and wipe each radio
clean of all its analog display information. In
the meantime, the info tech wizards will work
on converting the City’s recreation department
radios and some other divisions in Public
Works. In all, four thousand radios will be
reprogrammed through November.
“Mary Sue” joins Master Deputy Bob
Walsh’s collection of ventriloquist dolls which
are used in the community to teach lessons in
everything from anti-bullying to manners to
conflict resolution and bike safety. Mary Sue is
20 years young and wasn’t easy to find. She
cost $500 and was located in Tennessee. And,
yes, MD Walsh says he is capable of
transitioning to a female voice for his acts!

Who Are You Going to Call?
Not quite said the same way as a movie of the
1980s, but it’s still a good and valid question.
The only difference is, when you make the call
you won’t be getting someone to come out to
eradicate ghosts, but trained emergency
services personnel who are there to help.
Of course, the number we’re talking about
is 9-1-1, the three-digit nationwide number
for summoning emergency assistance.
9-1-1 is a critical component in receiving
emergency assistance. It is an important link
in activating the emergency services system
and making sure help arrives at the right
location.
For many, they have never needed to dial
9-1-1. However, the need could come for any
one at any time, and it may not just be an
adult who makes the call.
When instructing young people, be sure to
stress when it is and is not appropriate to
call. Curiosity can overrule common sense at
times, so taking some of the mystery out of
what happens will help to avoid wandering
fingers on the keypad. Have them pretend to
call for help (make sure your phone is not
connected during the practice) and then ask
them the questions communications
personnel would ask in an emergency. “What
is the emergency?” ~ “Where do you live?” ~
“Is anyone hurt?” are some of the questions
they will be asked and will help us send the
right type of assistance for their emergency.
How many 9-1-1 calls are there every
year? Over 240 million 9-1-1 calls are made
each year in the United States.
Could it really be spring? While weather can be
unpredictable, the calendar says it’s Spring,
which means time for nice-weather outdoor
activities. For many, it’s biking season!
Time for a two-wheel checkup! Take some
time this month to do an inspection of every
family member’s bicycle. Each bike should be
properly sized for the rider and the rider should
demonstrate their ability to control the bicycle
effectively. Check the brakes and make sure
that when applied they do their job.
For night time users, check the lights to
make sure they are functioning and batteries
have a full charge. Loose parts and low tire
pressures can make a ride dangerous, so be
sure to tighten nuts, bolts, handlebars, and
seats, and then be sure the tires are inflated.
It’s not all about checking the two-wheeled
transporter, but also about checking the rider!
Do they have a helmet and wear it
appropriately? A helmet hanging from the
handlebars may protect the metal, but not your
head! Does the rider know the rules of the road,
hand turn signals, and right-of-way? Taking a
few moments right now will help to make safe
two-wheeled journeys.
