Mission:The Library is a “Window to the World” whose role is to help educate, entertain and enrich
the lives of the school community through providing a safe and happy environment.
1. Role Statements
The Collection Development Policy is designed to encompass the selection, acquisition,
deselection and resource management of Narrabri High School Library (NHS). It is a
guide which outlines the way in which the collection will be managed and maintained.
The collection refers to all the materials found within and under the management of the
Teacher Librarian (TL) that can be used within the context of the school’s teaching and
learning programs.
2. The Purpose of the Collection Development Policy
The purpose of the collection development policy is to provide:
For the educational needs of all students and staff by providing access to a variety
of quality, relevant and current information resources, in a variety of formats.
Opportunities for the development of critical thinking skills through access to
material with varying views.
Recreational reading material relevant to the personal growth and developmental
needs of students.
Collaboration with teachers for the selection and effective use of resources.
3. Goals of the Collection Development Policy
The overall aim of the library collection is to ensure that the resources available are
current, appropriate and accessible, supporting all members of the school community.

The collection goals will aim to:
Provide a variety of appropriate resources supporting the Key Learning Area (KLA)
curriculums and students’ ability levels, learning styles and interests
Provide instruction on the learning of information literacy skills, encouraging
responsible use of information and developing lifelong learners
Provide the opportunity to develop a love of reading for pleasure through appropriate
and quality literature
To update the use of technology in the library, in particular the use of eBooks,
pathfinders and online resources
4. The Collection
The collection consists of resources in several formats:
Print Fiction, Senior Fiction (appropriate for Stage 6 students), Non-
Fiction texts, Reference materials, Teacher resources, Picture
books, Graphic novels, Easy Reading books, Journals,
Magazines, Newspapers
Graphic Resources Charts, Posters, Pictures, Maps, Photographs
Kits
Audio CDs Music, Movie Sound Tracks
DVDs Documentaries, Movies, TV programs
Audio Books
Electronic Resources Online reference sources, including Encyclopedias,
Dictionaries, Journals, Webpages, Computer Software, CD-
Roms, Games, Pathfinders, Clickview

5. Access to Digital and Online Resources
Access to digital and online resources is available through the NHS Oliver Library
Homepage. A direct link to this homepage is available through both the staff and student
portals. Oliver Library Homepage provides direct links to all webpages downloaded
through SCIS and Oliver.
Funding the Collection
The TL is responsible for managing the financial resources of the Library budget, as
allocated by the Principal. The TL develops, maintains and evaluates the budget.
Documents maintained include budget proposal, allocation and expenditure records.
6. Selection of Resources
Selection is the process for deciding which items will be added to the library collection.
The curriculum needs and the ability levels of students is paramount in determining the
resources for selection.
6.1 Responsibility for Selection
The TL has is responsible for selection within the guidelines of this policy and has the
task to provide free and open access to all users material holding all points of view. This
authority is delegated by the Principal.
6.2 Aims of the Selection Process

The aim is to create a well-balanced collection catering for the wide-ranging needs of all
users. Selected material will aim to:
Support the curriculum and be responsive to curriculum change
Represent different viewpoints on subjects
Enrich and support the educational, recreational and information needs of
users
Provide for the varied interests, abilities and learning styles of students and
other users
Cater for the social and emotional needs of the school community
Support the instructional needs of staff.
6.3 Selection Aids
The methods of selection will include:
Curriculum Requirements
Australian Standing Orders
Reviews in Professional journals including SCAN, Connections, Viewpoint
Booksellers’ and Publisher’s catalogues and booklists including Premier’s Reading
Challenge and Children’s Book Council of Australia
Recommendations from sources including Curriculum Support - NSW DEC site,
professional groups such as NSWTL listserv and the Peel Schools Regional TL
collegial group.
The leisure reading interests of students
Personal appraisal
Staff and student requests/recommendations

6.4 General Selection Criteria
The general selection criteria are as follows:
Application to and support of the curriculum
Quality of content and illustrations
Assisting students in understanding their world
Hobbies and interests of students
Differing viewpoints on controversial subjects
Suitability of material for all ability levels
Availability of other materials on the subject
Consideration of budget and space
6.5 Print Resources
In addition to the general criteria, print resources will also be selected according to:
Appearance attractive to users
The quality of the binding
Reference aids such as table of contents, chapters, index, cross references,
glossary, bibliography and appendix
6.6 Electronic Resources
In addition to the general criteria, electronic resources including eBooks, computer
software, databases, multimedia and websites will be selected according to:
Compatibility to hardware and the school’s network
Ease of navigation

Cost of networking or site license relative to alternate resources
7. Acquisition of Resources
Acquisition of library resources is the responsibility of the TL and depends on the
allocated funds from the yearly budget. The decision to acquire or subscribe to resources
will be made by the TL after an assessment of potential use and cost. Only resources that
reflect the established selection policy priorities will be considered for purchase. Personal
recommendations may also be considered.
7.1 Suppliers
Approved suppliers will be used for library purchases. Suppliers will have to
demonstrate reliability and good customer service including accuracy, discounts and
communication. These will include:
Australian Standing Orders
Book surf (http://www.booksurf.com.au)
Narnia Bookshop, Peel Street, Tamworth, NSW, 2343
Reputable publishers such as MacMillan, Cambridge University Press and
Kookaburra Educational Resources
7.2 Donations and Gifts
Donations and gifts of resources are welcome but it will be explained to donors that
donated items must meet the Selection Criteria of the Collection Development Policy.
The TL has the authority to make decisions regarding the acceptance, refusal or disposal
of donated items.

7.3 Duplicate Copies
NHS Library will provide duplicate copies of resources when the resource is in high
demand. These include:
Popular fiction
Teaching resources for several classes at one time
Reference resources including atlases and dictionaries
Non-fiction titles when a Year level is studying the same unit.
8. Collection Evaluation
Collection evaluation is the process of determining the worth of a collection in terms of
its ability to meet the needs of the whole school community and the goals of the school
library.
Collection evaluation will occur:
To meet curriculum priorities
Evidence of a lack of up-dated resources
Identify out-dated resources
In response to requests
With consideration to age and condition of resources
Technological developments
As a result of the growth of the school community
Budget submissions
For deselection purposes
During stocktake

8.1 Deselection
Regular review of the library resources is necessary to deselect items. Deselection of
resources is the responsibility of the TL and follows similar guidelines to selection. When
items no longer meet the selection criteria they are removed.
Criteria for Deselection
Resources will be removed from the collection if an item:
Contains content that is inappropriate, misleading, inaccurate or out-dated
Is no longer of any value to the user
Is damaged beyond repair, including broken website links
Is unattractive to the user
Is a duplicate copy or copies
Is no longer in demand
Has been superseded by newer editions, eBooks or websites
Criteria for replacement of discarded items
As materials become worn, dated, damaged or lost, the TL will determine
whether they will be replaced. The item will not be replaced if:
It has no historical value
Other existing resources fulfill the same purpose
There is no longer any need for that resource
It is no longer available, or,
Up-dated resources are available

8.2 Disposal of Deselected Material
The TL will use different methods of disposal depending on the item and its condition.
Items will be:
Destroyed/deleted
Offered to staff and students
Donated to charitable organizations
8.3 Lost or damaged items
Students will be informed of the need to cover the cost of replacing unreturned
items.
Students who have left the school with outstanding loans will be notified by letter
to their forwarding address or through their new school.
Teachers will be requested to return resources at the end of each term. They will
be informed of missing items but will not be requested to pay for them.
8.4 Challenges to Materials
NHS Library respects the opinions and values of its users. It also reserves the right to
provide a variety of resources as set out by the Australian School Library Bill of Rights
(http://www.asla.org.au/policy/p_bor.htm), and the Statement on free access to
information (http://www.alia.org.au/policies/free.access.html). If a school community
member finds any resource to be unsuitable for the library collection they have a right to
challenge the resource for its removal or restriction. Persons objecting to items are to
complete and return the Unsuitable Material Form (Appendix A)

A review panel is convened once the appropriate form has been completed and returned.
The panel, chaired by the Head Teacher – English, will also include a Parents & Citizens
Association officeholder, a senior member of the Student Representative Council and the
TL.
The panel reviews the item in terms of the library’s selection criteria and any available
authoritative reviews.
The item will remain in the collection during the review period. At the conclusion of the
review process the result is notified in writing to the complainant. If not satisfied with the
outcome, the complainant can appeal to the Principal, whose decision will be final.
If the panel deems the item to be unsuitable, it will be removed from the collection.
8.5 Copyright
Copyright and its management in schools is an issue which involves all members of the
teaching and administration staff.

information on how schools can interpret and manage their copyright obligations.
