    This booklet provides guidance or those in the Large Goods Vehicles

    (LGV) and Passenger-Carrying Vehicles (PCV) sectors who are delivering,

    or intending to deliver, the Periodic Training aspects o the Driver

    Certifcate o Proessional Competence (Driver CPC), EU Directive 2003/59.

    This guidance is available or training providers, (including employers who

    are acting as training providers) and or individual trainers.

    The inormation contained in this guide is as comprehensive as possible

    but should not be taken as a complete or authoritative statement o the law.

    This guide relates to the implementation o periodic training in England,

    Scotland, Wales and Northern Ireland. The Driving Standards Agency (DSA)is responsible or implementation in Great Britain, and the Driver & Vehicle

    Agency (DVA) is responsible or implementation in Northern Ireland.

    The Competent Authority or Driver CPC is the Secretary o State in GB

    and the Department o the Environment in NI.

    WHAT IS DRIVER cPc?

    The EU passed the Driver cPc EU Diretive in 2003. This will aet all proessional

    LGV and PcV drivers. For new drivers it introdues a new initial qualiation, the Driver

    cPc, whih inreases the amount o knowledge that drivers need beore they an

    drive. When ombined with liene aquisition tests, the initial qualiation inludes a

    our hour theory test and a two hour driving and pratial test.

    All drivers, new and existing, will then have to undertake 35 hours o training every ve

    years to ensure that their Driver cPc is urrent. This is known as Periodi Training.

    Only ourses that have been approved - and are being delivered by a training entre

    that has been approved - by the Joint Approvals Unit or Periodi Training (JAUPT) will

    ount towards the Periodi Training requirement.

    Periodi Training is designed to onrm, and expand on, the existing knowledge and skills

    o eah driver to ensure that they ontinue to be sae, ourteous and uel-eient drivers.

    This will also enable drivers to keep up-to-date with ever hanging regulations and to

    benet rom training throughout their whole areer.

    1WHAT IS

    PERIODIcTRAINING?

    1.1 |What is periodic training?

    Periodi training is ontinuing proessional development or bus, oah and lorry drivers. It

    arries on throughout the proessional drivers areer, no matter how inrequently they drive.

    1.2 |How much training is required?

    All drivers must undertake 35 hours o training in every ve-year period. The minimum length

    o a training ourse that ontributes to the Periodi Training requirement is seven hours.

    1.3 |How is it delivered?

    courses and training entres must be approved by JAUPT on behal o the competent

    Authority or the delivery o periodi training. The ontent, title and method o delivery o

    eah training ourse are looked at during the approval proess.

    A ourse is a oherent programme o learning o at least seven hours. The seven hours

    exludes any breaks; only diret training and ontat time (time with a trainer) ount

    towards the Periodi Training requirement. Periodi Training is designed to improve

    the knowledge o the driver and it ould inlude ourses in subjets suh as Disability

    Awareness, Tahograph Regulations and Sae and Fuel-Eient Driving. There are notests or exams involved but training entres will be required to evaluate eah ourse to

    ensure that those attending have beneted rom the training that they have reeived.

    2.1 |Who does Driver CPC apply to?

    Driver cPc applies to all new and existing drivers who wish to drive proessionally and

    who require an LGV or PcV liene in order to do their job.

    2.2 |Existing Drivers (PCV)

    All drivers o PcV vehiles, holding a ategory D, D1, D+E or D1+E liene at 10 September

    2008, will need to omplete the 35 hours o periodi training beore 10 September 2013,

    unless exempt (see 2.6). This also inludes drivers who hold D1 entitlement by virtue opassing a ar test pre-1997. Ater this, they will need to undertake a urther 35 hours o

    training in every subsequent ve-year period in order to retain their Driver cPc.

    2.3 |Existing Drivers (LGV)

    All drivers o LGV vehiles, holding a ategory c, c1, c+E or c1+E liene at

    10 September 2009, will need to omplete the 35 hours o periodi training beore

    10 September 2014, unless exempt (see 2.6). This also inludes drivers who hold c1

    entitlement by virtue o passing a ar test pre-1997 and drivers who hold HGV lass 1,

    2 or 3, gained prior to 1991. Ater this, they will need to undertake a urther 35 hours o

    training in every subsequent ve-year period in order to retain their Driver cPc.

    2.4 |New Drivers

    New drivers who gain their initial Driver cPc ater 10 September 2008 (PcV) or

    10 September 2009 (LGV) will immediately begin their yle o periodi training upon

    reeipt o their Driver Qualiation card (DQc) and will need to omplete 35 hours o

    training within ve years o attaining their initial Driver cPc and then omplete 35 hours o

    training every subsequent ve years. Periodi Training ould inlude ourses in subjets

    suh as Disability Awareness, Tahograph Regulations and Sae and Fuel-Eient Driving.

    2.5 |Drivers who hold both a PCV and LGV licence

    Drivers with both PcV and LGV lienes will have to omplete only one ourse o 35 hours

    o Periodi Training every ve years; they will not have to undertake 35 hours o training or

    eah liene ategory.

    2.6 |Drivers with LGV/PCV licences rom other countries

    Periodi Training must be ompleted in the ountry o employment or residene. Drivers

    rom other ountries, who are based in the UK, an undertake Periodi Training in the UK

    i residing here or longer than six months in a alendar year.

    Training ompleted in another EU state, where employed or resident, will ount towards

    Periodi Training in the UK.

    2.7 |Exemptions

    The Driver cPc diretive will not apply to the drivers o

    vehiles with a maximum authorised speed not exeeding 45 km/h

    vehiles used by or under the ontrol o the armed ores, ivil deene, the re servieand ores responsible or maintaining publi order

    vehiles undergoing road tests or tehnial development, repair or maintenane

    purposes, or o new or rebuilt vehiles whih have not yet been put into servie

    vehiles used in states o emergeny or assigned to resue missions

    vehiles used in the ourse o driving lessons or any person wishing to obtain a driving

    liene or Driver cPc

    vehiles used or non-ommerial arriage o passengers or goods or personal use

    vehiles arrying material or equipment to be used by the driver in the ourse o his or

    her work, provided that driving the vehile is not the drivers prinipal ativity.

    This list is not neessarily exhaustive and is intended only as a guide. It is reommended

    that in all ases where it is elt an exemption applies, drivers and operators seek speialist

    independent legal advie.

    Only a training entre approved by JAUPT an deliver Periodi Training. The Diretive

    stipulates the requirements or approval and this is laid out in Annex 1 o this guide.

    An approved entre is responsible or all training and all sites that operate under its

    approval. I an approved entre (inluding external sites/sub-entres) is deemed to be

    operating in an inappropriate manner, then approval will be revoked or the whole entre.

    centres that are made up o a onsortium o training providers or operators may have

    their approval revoked or the whole onsortium i any o the members are deemed to be

    operating in an inappropriate manner.

    Training providers who do not have their own training premises may still apply to be a

    training entre. Approved training entres that do not use their own premises are responsibleor ensuring that all requirements or premises are met beore any ourses are delivered.

    Training entres should ensure that premises are heked prior to training taking plae.

    Training entre approval will last or a period o ve years rom the date the approval is given.

    During that period, the entre and its training ourses will be subjet to inspetion by JAUPT.

    3.1 |Requirements or becoming an approved training centre

    This setion provides a summary o the requirements or beoming an approved entre.

    The ollowing riteria must be met:

    Adequate insurance cover

    Appliants will need to provide proo that they have adequate insurane over in respet

    o any risks that might our rom eah and every ourse they intend to undertake. All

    appliants are strongly advised to disuss this issue with their Insurer and/or Broker.

    IT systems

    Appliants will need to have omputer systems that are apable o reording and seuring

    reords o training and, through a seure website, transmitting details o driver training

    onto a entral database. They must be able to transer this inormation onto the entral

    reording database within ve working days o the training ourse.

    Adequate inrastructure

    Appliants will need to have the use o suitable premises, administration, equipment and

    resoures to be able to deliver their approved ourse.

    Identity checking

    Training entres must arry out identity heks in order to veriy the identity o eah

    partiipant on a ourse. This requires a visual hek o an oial orm o Identiation;either a passport and old style paper driving liene, or photoard and ounterpart

    driving liene.

    Driver evidence o attendance

    Training entres will be required to issue a reeipt to eah partiipant. This must onrm

    the date o attendane and the number and title o the ourse. This is to provide the

    driver with independent evidene o partiipation. Approved entres will be issued with an

    eletroni template or this reeipt, ollowing entre approval; entres may use either theJAUPT ormat or their own version, as long as it shows the required inormation.

    An example o a course Attendane Reord Form is provided in Annex 10.

    Evaluation

    It is important that the quality and relevane o training is ontinually monitored. As a

    result, all approved training entres will be required to build into eah approved ourse a

    method o evaluation that will demonstrate the eetiveness o the ourse and the entres

    ommitment to maintaining and improving quality. When evaluating their training provision,

    training providers should review the eedbak rom drivers attending the ourse and should

    also seek eedbak rom the operators who have purhased the ourse. Reviews should

    ous on the ontent o the ourse (i.e. did the ourse over inormation that drivers and/or

    operators onsidered useul) and also the delivery (i.e. was the ourse pithed at the right

    level and delivered in a way that engaged the drivers). Providers should also review theperormane o trainers - this ould identiy whether there is a pattern in driver eedbak

    whih demonstrates that some trainers are more eetive than others. consideration

    should also be given to the optimum number o attendees on ourses as this may need to

    be adjusted in response to previous experiene o delivering the ourse. These evaluation

    reords will need to be kept or inspetion by the Joint Approvals Unit or Periodi Training.

    Driver eedback orm

    Eah driver should omplete a driver eedbak orm at the end o eah ourse.

    The approved training entre should retain this eedbak or inspetion.

    A sample driver eedbak orm or ompletion by drivers is attahed as Annex 7.

    Employer eedback

    This will be primarily monitored through driver eedbak orms olleted by the approved

    training entre in addition to the evaluation proess detailed above.

    Recording and inspection

    Approved training entres will be required to maintain a ull reord o all training delivered

    so that JAUPT an veriy:

    the names and driving liene numbers o drivers who have attended training ourses

    the date, title and number o the ourse delivered together with the name(s) o the trainer(s)

    the evaluation o the ourses delivered

    the driver eedbak orms.

    Training entres must provide aess and inormation to JAUPT or the competent

    Authority as and when required. All reords an be kept in either paper or eletroni ormat.

    The trainers

    Approved training entres are responsible or ensuring that the trainers they use haveappropriate knowledge o the subjet they intend to deliver and have appropriate

    experiene o delivering training. More guidane on this is given in Setion 4.

    course approval

    All ourses must be approved. Further inormation on ourse approval is provided in

    Setion 4.

    3.2 |Inormation required rom providers/employers seeking to become an

    approved training centre

    Annex 3 ontains an appliation orm that providers/employers seeking approval as a

    training entre will need to omplete. The ollowing inormation will be required:

    The organisation

    The registered name and address o the organisation this should inlude the name o

    the person responsible or the appliation.

    The type o organisation e.g. an operator with in-house training, training provider,

    FE college.

    A list o approvals/areditations (e.g. rom awarding bodies) already held and ourses

    already being delivered.

    4WHAT IS THEPROcESSFOR cOURSEAPPROVAL ANDRE-APPROVAL?

    The inrastructure

    Details o the premises and training areas to be used. It is aeptable or approved

    entres to deliver training at ustomer sites or other premises. It is the responsibility o

    the approved entre to ensure that any premises they use or training meet the riteria

    set down in the entre appliation orm. A mobile lassroom would also be aeptableas long as it meets the riteria. Reords o all premises used or training and evidene o

    quality assurane heks will need to be retained by the entre or audit purposes.

    Administrative details Sta proedures and IT systems.

    Resoures Teahing aids, materials, equipment.

    Poliies or Quality Assurane, Equal Opportunities, Health and Saety, Sta

    Development, Data Protetion where appropriate.

    Proedures or dealing with complaints and Reunds.

    The courses to be delivered

    With the initial appliation orm, an indiation o the ourses to be delivered will be

    requested. This is not a denitive list and additional ourses an be added through the

    ourse approval proess (see Setion 4).

    A searhable list o ommerial approved ourses or eah training entre an be oundon the JAUPT website (www.driverp-perioditraining.org) and will enable prospetive

    ustomers to seek and nd providers delivering ourses in their required subjets. Training

    centres have the aility to publiise any ourses they deliver on the JAUPT website.

    Appropriate trainers

    A list o the trainers to be used in ourse delivery is requested. Approved training entres

    will be required to keep evidene whih demonstrates that the trainers they use to deliver

    approved training ourses meet the requirements o the Diretive. They must also make

    reords available that show whih trainer/instrutor has been used to deliver a spei

    ourse when requested by JAUPT.

    4.1 |The content o the course

    Approved training entres are responsible or developing and submitting ourses. courses

    should be developed in partnership with the LGV and PcV industries, based on the needs

    o the business and the drivers.

    content must be linked to the Diretive syllabus (see Annex 2 o this Guide or the ull

    syllabus). Individual ourses do not have to over the ull ontent o the Diretive syllabus

    but an ous on aspets o the syllabus as relevant e.g. working with ustomers. In

    some instanes, it may also be appropriate or entres to inlude some ontent that goes

    beyond the ontent speied in the Diretive, as long as it an be learly linked to the

    syllabus and viewed as an expansion on a Diretive topi.

    The ontent o eah ourse must be pithed at least to a Level 2 Voational Qualiation.

    The UK qualiations regulators dene Level 2 as ollows: competene whih involves

    the appliation o knowledge and skills in a signiant range o varied work ativities,

    perormed in a variety o ontexts. Some o the ativities are omplex or non-routine, and

    there is some individual responsibility and autonomy. collaboration with others, perhaps

    through membership o a work group or team, may oten be a requirement.

    4.2 |Inormation required when submitting a course or approval

    Annex 4 ontains an appliation orm whih approved training entres seeking approval

    or ourses will need to omplete. When proposing a ourse, the approved training entre

    will need to provide spei inormation as listed below.

    The registered name o the training centre

    The title o the course this might over just one subjet e.g. First Aid, or two subjets

    e.g. Emergeny Risk Assessment and causes o Aidents.

    Aims o the course this should state what the ourse is designed to ahieve.

    The length o the course ourses must be at least seven hours in duration. Where

    ourses are seven hours in duration, they an be divided into two parts, but the seond

    part must start within 24 hours o the rst part nishing. Please note that the total ourse

    length must be a ull hour or hal hour e.g. 7 hours or 712 hours but not 714 hours.

    4WHAT IS THE

    PROcESSFOR cOURSEAPPROVAL ANDRE-APPROVAL?

    Shorter modules an be submitted or approval as long as two o these modules an be

    ombined to produe a seven hour ourse. For example, a entre ould have our 312hr

    modules (A B c D) that they want to deliver in any ombination to make a 7 hr ourse (AB,

    cD, Bc, AD, Ac, BD). In this instane, the entre would need to obtain two approvals:

    one approval or all our modules together and one approval or another skeleton ourseo 7 hrs (at no extra ost). The skeleton ourse ould then ontain any two o the our

    modules already approved within the longer ourse.

    Where ourses are over seven hours, but an be delivered in bloks o seven hours

    (i.e. ourse o 14, 21, 28, or 35 hours), the ull ourse must be delivered within the year o

    approval. NOTE: drivers must omplete the ull ourse or any o the hours to ount towards

    Periodi Training e.g. i a driver ompletes only 28 hours o a 35 hour ourse, exept in

    exeptional irumstanes, none o the hours will ount, as the ull ourse has not been

    ompleted. The review o these exeptional irumstanes will be at JAUPTs disretion.

    Where ourses are over seven hours but not divisible into bloks o seven hours

    (i.e. ourses o 10 or 15 hours), the ull ourse must be delivered over onseutive days

    and within the year o approval.

    NOTE: drivers must omplete the ull ourse or any o the hours to ount towards

    Periodi Training e.g. i a driver ompletes only 28 hours o a 35 hour ourse or seven

    hours o a 10 hour ourse, exept in exeptional irumstanes, none o the hours

    will ount, as the ull ourse has not been ompleted. The review o these exeptional

    irumstanes will be at JAUPTs disretion.

    Training entres should ensure that employers and drivers are ully aware o the

    requirements or the ompletion o the ull ourse; inormation should be provided prior to

    drivers starting the training ourse.

    Trainers qualifcations and/or experience the diretive requires that eah trainer

    is suitably qualied in the subjet area(s) they are proposing to deliver. Trainers will be

    expeted to present evidene o knowledge in the relevant subjet area and also evidene

    o expertise in training/training tehniques.Evidene will take the orm o:

    Training

    An appropriate training qualiation OR

    A ertiate o experiene rom an employer or ustomer that an evidene expertise in

    delivering training (see Annex 9).

    AND

    Knowledge

    An appropriate qualiation in the relevant subjet OR

    A ertiate o knowledge rom an employer or ustomer that an evidene expertise in

    the subjet being delivered (see Annex 10).

    NOTE: In some instanes the same qualiation/ertiate may provide evidene o

    both subjet knowledge and training experiene e.g. the DSA Registered LGV Instrutorcertiate or the Driving Instrutor NVQ.

    Please note that JAUPT enourages ontinuous proessional development or all trainers

    as this will benet drivers and their employers.

    The breakdown o course content

    This will require:

    the length o time alloated to eah omponent

    reerene to the relevant setion o the Diretive Syllabus

    the method o training this may inlude lassroom sessions, driving and driver partiipation

    a list o resoures required these may inlude lassroom size, vehile, AV and IT equipment

    (guidane on the ompletion o the orm showing ourse ontent is provided in Annex 6).

    Number o drivers per course the maximum number o partiipants or eah ourse

    must be stated. The numbers attending eah ourse should be at a level whih will ensure

    that the trainer an make an adequate assessment o eah drivers level o understanding

    o the subjet(s) being delivered.

    5WHO WILLAPPROVE

    TRAININGcENTRES ANDcOURSES?

    Publication o the course or those entres wishing to deliver training on a ommerial

    basis, a list o ommerial approved ourses or eah training entre will be available

    on the JAUPT website (www.driverp-perioditraining.org) and will enable prospetive

    ustomers to nd providers delivering ourses in their required area or subjet. Those

    delivering training in-house will not have their ourses publiised.

    4.3 |Approval/Re-Approval o the course

    One the ourse has been approved, it will be alloated a unique number. In order to

    ensure that ourses remain up-to-date and relevant, and are reviewed thoroughly at

    regular intervals, ourses will remain valid or only 12 months. One a ourse has expired

    it must be re-submitted to JAUPT beore it an be delivered again as Periodi Training. I

    re-approval ours within ve years o the expiry date o the original approval, the ourse

    will be treated as a re-approval. I a ourse approval lapses or more than ve years, the

    ourse will be treated as a new submission.

    The ourse re-approval will require entres to demonstrate that they have assessed the

    ourse based on the results o ourse evaluations and have made any hanges neessary

    to ensure the urreny and quality o the ourse. centres will also be required to provideupdated inormation on the trainers who deliver the ourse and opies o eedbak orms

    rom drivers and employers on the quality o ourse delivery.

    5.1 |The Joint Approvals Unit or Periodic Training (JAUPT)

    The Driving Standards Ageny in GB and the Driver & Vehile Ageny in NI, as the

    appropriate government agenies, have set up an approvals body, the Joint Approvals

    Unit or Periodi Training, that will approve and quality-assure training entres and ourses

    or both PcV and LGV. The two Setor Skills counils, Skills or Logistis and GoSkills,

    manage the Joint Approvals Unit or Periodi Training. The Joint Approvals Unit ensures

    that a onsistent approah to training entres and ourses is maintained aross the LGVand PcV industries. Training entres that are approved in NI will also be approved to

    deliver periodi training in GB, and training entres approved to deliver periodi training in

    GB will also be approved to deliver periodi training in NI.

    5.2 |Quality Assurance

    The approval or training entres will be or a period o ve years. At any time during the

    ve-year approval period, the Joint Approvals Unit or Periodi Training or the competent

    Authority may ask to inspet any reords, visit the training entres premises and attend

    any approved ourse at any time.

    The riteria or the renewal o approval or a urther ve years will be based on the reord

    o the organisation. It will be a straightorward proedure or organisations who have

    maintained standards. However, i JAUPT suspets that terms and onditions have not

    been omplied with, they reserve the right to investigate and, i neessary, ask the training

    entre to attend a hearing. Training entres will be onsidered or ontinued approval on

    the ollowing riteria:

    Driver eedback this will be primarily monitored through eedbak orms olleted by

    the training entre at the end o eah ourse. It will also take into aount any spei

    issues raised diretly by the driver with the Joint Approvals Unit or Periodi Training.

    Employer eedback this will be monitored through eedbak olleted during the

    inspetion visits and through diret ontat with employers.

    5.3 |Non-compliance with approval requirements

    JAUPT, on behal o the competent Authority, will have the power to withdraw entre and

    ourse approval at any time, should ativities beome evident whih are in ontravention

    o the onditions.

    5.4 |Appeals process

    In the event o any dispute in respet o deisions made by JAUPT, these should be rst

    direted to the JAUPT Manager. I a dispute annot be resolved at this stage then it will

    be esalated to the chie Exeutive o the Driving Standards Ageny (DSA) or the chie

    Exeutive o the Driver & Vehile Ageny (DVA) in Northern Ireland. Appeals an be urther

    esalated to the Transport Tribunal. Please see www.transporttribunal.gov.uk or details o

    how to proeed with an appeal.

    5.5 |Auditing

    All approved training entres and ourses are subjet to audit by JAUPT and the

    competent Authority.

    centre and ourse auditing will start rom 10th September 2008 or PcV entres and 10th

    September 2009 or LGV entres. All entres will reeive at least one visit within the ve-

    year approval period.

    centres are risk-rated by JAUPT, based upon inormation submitted with the entre

    approval appliation. This rating takes into aount qualiations held by the trainers and

    previous approvals held by the entre. The programme o audit visits will refet the risk

    ratings alloated by JAUPT. centres will be ontated prior to a JAUPT visit to arrange an

    appointment. The visit will inlude observation o an approved ourse and its trainers.

    The audit visit will involve the ations listed below.

    1. Inspetion o entre doumentation suh as reords o training delivered (inluding

    name o trainer), trainer qualiations/experiene or delivery o spei ourses,

    up-to-date reords o sub-entre addresses (or any other loations where training is

    delivered), poliies suh as H&S, trainer cPD, QA, Equal Opportunities, data protetion,

    vehile doumentation (i appropriate).

    2. Review o the general management o the entre, inluding proedures or identity

    heking o drivers, use o the entral driver reording database, use o ourse

    evaluations and quality assurane (inluding systems to manage any multi-site delivery).

    3. Disussion with the Driver cPc course Administrator to go through the administration

    proess or a spei ourse.

    4. Appraisal o the delivery o a ourse by sitting in on the ourse or at least two hours at

    the start or nish.5. General disussion with the trainer about proedures, ourse delivery and sta training.

    One a visit has been ompleted, the auditor will submit a report to JAUPT. JAUPT will

    eed bak the onlusions o the audit bak to the entre or their review and omment .

    I the audit visit requires urther ation on the part o the approved entre, this will be

    speied by JAUPT, and the entre will be given a deadline or any ation to have been

    ompleted. Depending on the nature o the ations, a ollow-up visit may be required.

    The onlusions o the audit will then be used to urther inorm the risk rating given to the

    entre by JAUPT.

    6HOW WILL

    PERIODIcTRAININGHOURS BEMONITORED?

    6.1 |The DSA/DVLA in GB and DVA in NI

    In GB a entral reord o training undertaken by drivers will be held by the DSA. This Driver

    Reording Database will inorm the DVLA when a Driver Qualiation card should be

    issued and renewed. NI will use the same database as GB and DVLA will issue and renewthe Driver Qualiation card, on ompletion o 35 hours o approved training.

    6.2 |The Driver

    Drivers are responsible or ensuring that they have undertaken suient periodi training

    hours by the relevant date to maintain their Driver cPc. Drivers will have aess to the

    driver reording database to hek on their progress throughout the period.

    6.3 |The Employer

    The employer must not ause or permit someone to drive proessionally without a Driver

    cPc. Employers will be able to aess the driver reording database with the permission

    o the driver.

    6.4 |Maintaining the Driver Record Database

    Approved training entres will be required to reord inormation on ourse attendees on

    the driver reording database. This inormation must be entered on the entral database

    within ve working days o a ourse taking plae. This inormation will be submitted via

    the website www.businesslink.gov.uk/transportand will inur a ee that must be paid

    by redit/debit ard at the time o data entry. When a entre is approved, DSA will send

    a letter that ontains a unique ode. This ode, along with their entre number and

    some other details, will be required to log into the Driver Reording Database using the

    Government Gateway and then reate a user name and password. Training entres log in

    eah time they use the database through the seure Government Gateway. The database

    allows the training entre to reord ompleted training and they an seurely enter and

    store details o the payment ard(s) they wish to use. When entering training details the

    only inormation that needs to be entered is the driving liene number or the trainee and

    the three digit ode on the payment ard to authorise payment.

    1.1 |CPC certiying the initial qualifcation

    CPC awarded on the basis o tests

    In aordane with Artile 3(1)(a)(ii), Member States shall require trainee drivers to pass

    the theoretial and pratial tests reerred to in setion 2(2.2) o Annex I to the Artile.These tests shall be organised by the Member States competent Authorities or an entity

    designated by them and shall serve to hek whether, or all the aorementioned subjets,

    the trainee driver has the level o knowledge required in setion 1 o Annex I o said Artile.

    The said authorities or entities shall supervise the tests and, upon suessul ompletion,

    issue the driver with a cPc ertiying an initial qualiation.

    1.2 |Periodic training

    Periodi training shall onsist o training to enable holders o a cPc as reerred to in Artile

    6 and the drivers reerred to in Artile 4 to update the knowledge whih is essential or their

    work, with spei emphasis on road saety and the rationalisation o uel onsumption.

    This training shall be organised by an approved training entre, in keeping with setion 5 o

    Annex I to the Artile. I a driver moves to another undertaking, the periodi training already

    undergone must be taken into aount. Periodi training shall be designed to expand on,

    and to revise, some o the subjets reerred in setion 1 o Annex I o the Artile.

    1.3 |Approval o periodic training

    The training entres taking part in periodi training must be approved by the Member

    States competent Authorities. Approval may be given only in response to a written

    appliation. The appliation must be aompanied by douments inluding:

    a suitable qualiation and training programme speiying the subjets taught and

    setting out the proposed implementing plan and teahing methods

    the instrutors qualiations and elds o ativity

    inormation about the premises where the ourses are given, the teahing materials,

    the resoures made available or the pratial work, and the vehile feet used

    the onditions regarding partiipation in the ourses (number o partiipants).The competent Authority must give approval in writing subjet to the ollowing

    onditions:

    the training must be given in aordane with the douments aompanying the appliation

    the competent Authority must be entitled to send authorised persons to assist in the

    training ourses o the approved entres, and must be entitled to monitor suh entres,

    with regard to the resoures used and the proper running o the training ourses and tests

    the approval may be withdrawn or suspended i the onditions o approval are no

    longer omplied with. The approved entre must guarantee that the instrutors have

    a sound knowledge o the most reent regulations and training requirements. As part

    o a spei seletion proedure, the instrutors must provide ertiation showing

    knowledge o both the subjet material and teahing methods. As regards the pratial

    part o the training, instrutors must provide ertiation o experiene as proessional

    drivers or similar driving experiene, suh as that o driving instrutors or heavyvehiles. The programme o instrution must be in aordane with the approval and

    must over the subjets in the list in setion 1.

    FOR cOURSEAPPROVAL

    Explanatory note (please read beore completing this part o this orm).

    Only ourses approved by the Joint Approvals Unit or Periodi Training (JAUPT) on behal

    o the competent Authority an be ounted as Periodi Training.

    The ontent o eah ourse must be pithed at a level at least equivalent to a Level2 Voational Qualiation. The UK Qualiations regulators dene Level 2 as ollows:

    competene whih involves the appliation o knowledge and skills in a signiant

    range o varied work ativities, perormed in a variety o ontexts. Some o the ativities

    are omplex or non-routine, and there is some individual responsibility and autonomy.

    collaboration with others, perhaps through membership o a work group or team, may

    oten be a requirement.

    courses must be at least seven hours in duration. Where ourses are seven hours in

    duration, they an be divided into two equal parts, but the seond part o the ourse must

    start within 24 hours o the rst part nishing.

    Shorter modules an be submitted or approval as long as two o these modules an be

    ombined to produe a seven hour ourse. For example, a entre ould have our 3

    hour modules (A B c D) that they want to deliver in any ombination to make a sevenhour ourse (AB, cD, Bc, AD, Ac, BD). In this instane, the entre would need to obtain

    two approvals: one approval or all our modules within one ourse and one approval or

    another skeleton ourse o seven hours at no extra ost. The skeleton ourse ould then

    ontain any two o the our modules already approved within the longer ourse.

    Where ourses are over seven hours but an be delivered in bloks o seven hours

    (i.e. ourses o 14, 21, 28 or 35 hours) the ull ourse must be delivered within the year

    o approval. (Note: drivers must omplete the ull ourse or the hours to ount towards

    Periodi Training e.g. i a driver ompletes only 28 hours o a 35 hour ourse, none o the

    hours will ount, as the ull ourse has not been ompleted).

    Where ourses are over seven hours but not divisible into bloks o seven hours

    (e.g. ourses o 10 or 15 hours) the ull ourse must be delivered over onseutive days

    and within the year o approval. (Note: drivers must omplete the ull ourse or the hoursto ount towards Periodi Training e.g. i a driver ompletes only seven hours o a 10 hour

    JAUPT will onsider written appliations rom training providers and employers on behal

    o the competent Authority on the orm below, subjet to the terms and onditions listed

    at the end o this doument. I all onditions are satised, approval will be granted or a

    period o one year, subjet to ontinued ompliane with the terms and onditions.

    One an appliation orm has been reeived, JAUPT will aknowledge reeipt in writing.
