Rise of The Death Eaters Harry Potter Backgrounder

To say that the battle of Hogwarts was a slaughter would be an understatement, for this clash of power claimed the lives of many loved ones. After the battle of Hogwarts, with Lord Voldemort gone, the Wizarding World seemed to be at peace. Harry Potter and many acclaimed wizards were also ingrained in the hearts and memories of the people. However, it has been brought to our attention that the Death Eaters; the followers of Lord Voldemort, have risen from the dead and they are now more vengeful than they have ever been before. To claim the land of Lord Voldemort, to abolish those who are ‘good’, and to demolish the Wizarding World is their promise. Without the brave delegates and their smart and quick decisions, their promise will become a reality.

CPSS Model United Nations Delegates, We thank you for joining us in this conference. On behalf of Central Peel Secondary School, we welcome you to our first Model United Nations simulation and hope that you enjoy yourselves. This committee will be a great experience that will unite students from different schools and different backgrounds to consider and debate on various situations. This experience will allow students to improve on their interactive/social abilities as well as convey their ideas in a persuasive manner. Model UN is recognized as being a rigorous and thought-provoking educational experience, however in our committee, we hope to inspire a lot more fun and creativity. This simulation will require delegates to be aware of the characters’ backgrounds as well as the basic terminology and decorum . It is encouraged that alliances, plots, strategies, and risks be taken to ensure the best time and outcome of this simulation. When partaking in this simulation, one is stepping into the minds and worlds of original Harry Potter characters, but creating a new reality. Thus, it is important to represent your characters with as much respect and amusement as deemed suitable in your strategic approaches. Ultimately, the way you participate is up to you, but we encourage making the best out of it. Do not let fear hold you back. Albus Dumbledore said, “It is the unknown we fear when we look upon death and darkness, nothing more.” And as the Death Eaters rise again, we must find the courage within ourselves to not fear, but instead reign. Fear is immobilizing, but valour will push us through. With fists of iron, with eyes of justice, and with hearts of magic we will be able to defeat the Death Eaters. However, the variables of time, unity, and courage will either allow or prevent us to protect our home… and it all lands in your hands. Good luck! Introduction: There is a crisis and the Wizarding World is in need of your help! The Death Eaters are reappearing and working to attack and conquer our world. They want to restore the fear and control Lord Voldemort had and have already started terrorizing and murdering people. Harry Potter and Hermione Granger were ambushed three days ago and are in critical condition… we now realize that the Death Eaters are stronger than ever before. This is not a problem we can ignore. In order to protect our people and to not let the names of those who passed away fighting wither in vain, we must create a new Dumbledore’s Army to combat the forces of the Death Eaters. We need 12 of the most determined and competent wizards to infiltrate the Death Eaters nest and they must be lead by a leader. These individuals must be strong, smart, and brave enough to sacrifice their lives and realize that not all may make it out alive. However, those involved will hold a lot of power and fame, and will be regarded as dignitaries of the Wizarding World. Who is going to lead? Who will be in the new army? Will they be loyal? are questions that must be answered. The Wizarding World is crumbling and can only be saved by your decisions. To exacerbate this situation even more is the complication of the Wizarding World being exposed to the Muggle World. For centuries, the Wizarding World has been one of the greatest kept secrets and if we are discovered, then disarray, panic, anger, and war will ensue amongst the two worlds. The Death Eaters are trying to disseminate terror amongst humanity and they have started by exposing the Wizarding World to complicate matters. If the Wizarding World is seen by those who are oblivious, war and death will occur, and we cannot let that happen. An invisibility charm has been cast by Minerva, however, as the minutes go by, she weakens and the Wizarding World is gradually uncovered. We need to invest in either a better invisibility charm or another solution for this complication, but that will not come without a price. Invisibility charms have been casted only by those eminent or those financially prosperous and this is because powerful magic, like this one, now has a price. The Death Eaters have not only have been killing people and purloining happiness, but they

have been collecting our magic through forces that we are even uninformed of. The Ministry and Hogwarts do not have the power nor the money to invest in more magic for this invisibility charm, and that is why your help is needed. Devise a plan to keep the Wizarding World concealed from the eyes of the Muggles, for in this case, ignorance is bliss especially since it will prevent war and chaos between these two worlds. The money needed can be obtained through your own choosing, whether it be by personal donations or by other means, but to perform an invisibility spell of that caliber, it will cost 800 000 galleons. Create a new Dumbledore’s Army and fix the unmasking of the Wizarding World before new complications arise. Think smart and think fast or else the Death Eaters will reign.

Regulations:

1) In this time of crisis, the Ministry of Magic understands the need for the usage of some illegal spells. As such, Avadra Kedavra can be done if granted permission by the Ministry. There must be a minimum of 15 signatories and substantial reasons as to why this death is necessary. The person who proposed this is the only one who can use the spell. A wand will be delivered to the individual and using that wand, he/she must perform the spell in public.

2) a. If there is suspicious activity, one can be reported to the Ministry and sent to Azkaban. There has to be a minimum of 8 signatories with an explanation as to why the individual should be sent to Azkaban. If this is completed, the person in question will be informed of the signatories for the motion. They will also be given the opportunity for a trial and amnesty.

b. If one has been selected to be sent to Azkaban, they have an opportunity to be pardoned. Their trial will be short and will last for a maximum of 7 minutes. In the trial the people who proposed this sentence will be allotted time to ask questions. The individual will answer these questions honestly. The Ministry and everyone else, except the person on trial, will do a poll answering yes or no to whether they choose to send the individual to Azkaban. If the majority is yes, the person will be sent to Azkaban. If the majority is no, the person will not be sent to Azkaban and the conference will resume.

3) One can choose to intercept another’s passing notes if they have 4 signatories and permission from the Ministry. If this is accomplished then one note from the individual will be read out loud (like a Howler) by a member of the Ministry.

CPSS Model United Nations The Story so far: The Dursley family household was taken aback when they saw a young Harry Potter was left at their doorstep. Ten years later, the same house occupied Mr. and Mrs. Dursley, their spoiled son Dudley Dursley and Harry Potter. The Dursley knew about Harry’s gift but chose to keep him in the dark. One day when letters from Hogwarts School of Witchcraft and Wizardry he learned the truth. When he arrived at Hogwarts he was immediately recognised by others around him for reasons Harry himself did not know. He then learns about He who must not be named, Lord Voldemort, and how he was the only one to ever survive an attack from him. In school Harry befriends Ron Weasley and Hermione Granger and they were all placed into the house Gryffindor. Throughout his first year, Harry and his friends learn how to fly broomsticks, fight off a troll, escape from a giant three headed dog, obtain an invisibility cloak and found the Resurrection’s Stone. When Dobby the house elf shows up to the Dursley house telling Harry not to come back to Hogwarts, Harry politely disregards the warning, and Dobby wreaks havoc in the kitchen, infuriating the Dursleys. The Dursleys angrily imprison Harry in his room for the rest of the summer. Luckily, Harry's friend Ron Weasley steals Harry away in a flying car, and Harry happily spends the rest of the summer at the Weasley home. Dobby did not stop there, Harry and Ron were not able to get into Platform 9 ¾ so they took Mr. Weasleys car and crashed it. During a lesson, Harry speaks in parseltongue to a snake. When bodies are turning up petrified, the professors believe that the Chamber has been opened. Harry's ability frightens the others because only the heir of Slytherin, who is responsible for opening the chamber, would have the ability to converse with snakes. When Harry finds Tom Riddle's notebook, he is told the story of the chamber and Hagrid’s past. With the help of Moaning Myrtle, he finds the chamber. When he arrives in the chamber, he sees Tom Riddle and an unconscious Ginny. A phoenix and a magic hat arrive. Tom summons a basilisk, but the phoenix punctures its eyes. The hat produces a sword, which Harry uses to kill the giant snake. Harry sticks a basilisk fang through the diary, destroying Tom. Ginny wakes up.

When enraged with the Dursley's, Harry runs away and is picked up by The Knight Bus which drops Harry off at Diagon Alley where he is greeted by Cornelius Fudge, the Minister of Magic. Here, he meets up with Ron and Hermione and learns that Sirius Black, a con who escaped from Azkaban, is after Harry. When they board the Hogwarts Express train, it is soon stopped by an entity called a Dementor. Harry faints and is revived by Professor Lupin, the new Defense Against the Dark Arts teacher. Since Harry was not granted permission to go on a class trip, he stayed with Lupin to learn how to defeat a Dementor. In order to comfort Hagrid, Harry, Ron and Hermione went to pay him a visit. On their way back, a large black dog approaches them, pounces on Ron, and drags him under the Whomping Willow. Harry and Hermione and Crookshanks dash down after them. They move through an underground tunnel and arrive at the Shrieking Shack. They find that the black dog has turned into Sirius Black and is in a room with Ron. Harry, Ron, and Hermione manage to disarm Black, and before Harry can kill Black, avenging his parents' deaths, Professor Lupin enters the room and disarms him. The children soon learn that Lupin, Black and Harry’s parents were best friends and that Black is Harry’s Godfather. The real betrayal was done by Peter Pettigrew, who turned out to be Ron’s rat. In order to save Black from being administered the deadly Dementor’s kiss through the Ministry, Harry and Hermione use her time-turner. They not only save Black but Buckbeak as well. Harry wakes up to throbbing pain from his scar and is worried that Voldemort will return soon so he writes to Black about his concern. Harry and Hermione are invited by Ron and his family to go see the Quidditch World Cup with Cedric Diggory and his dad. The night after the game, a crowd of Death Eaters, followers of Voldemort who escaped punishment, torture four Muggles by levitating them in the air. Harry, Hermione and Ron escape by fleeing into the woods, where Harry discovers that his wand is missing. Moments later, someone fires the Dark Mark (the sign of Voldemort) using his or her wand. When the trio reach Hogwarts, they are informed that Hogwarts will be the host of the TriWizard Tournament. Since these events will be very dangerous, only students over the age of 17 may participate. Someone puts Harry’s name into the cup and he is chosen to partake in the tournament. Harry gets through the first two tasks and makes it into the final round. The trophy turns out to be a portkey and Harry and Cedric are in a cemetery. This is where Voldemort is brought back by Wormtail. Voldemort kills Cedric and then challenges Harry to a duel. Harry prepares for death, but he manages to use the disarming spell on Voldemort just as Voldemort cries "Avada Kedavra!", the killing curse, at Harry. The light from the two wands meets in midair and remains connected. Voldemort's past victims emerge from his wand and protect Harry once the wand connection is broken, giving him time to grab Cedric's body and touch the trophy, thus

returning to Hogwarts. The trophy was a trap set by Mad Eye Moody, who was actually Barty Crouch. In this part of the series, Harry is taken to 12 Grimmauld Place, Sirius Black’s home as well as the headquarters to the Order of the Phoenix. The Order is a group of wizards dedicated to fighting Lord Voldemort and his evil forces. Harry attends a hearing for himself due to illegally using magic to defend himself and Dudley, however, he is let free. Upon arrival at Hogwarts, Harry meets Dolores Umbridge, his new Defense Against the Dark Arts teacher who is also an employee of the corrupt leader of the Ministry of Magic, Cornelius Fudge. Umbridge does not teach the students anything to do with the dark arts and eventually gets appointed to High Inquisitor of Hogwarts, allowing her to evaluate each of the other teachers of Hogwarts and report back to the Ministry of Magic. In response to the lack of defense being taught, the Golden Trio take it upon themselves to form a Defense Against the Dark Arts club, known as Dumbledore’s Army, in which 25 students take part in. During this time, Harry has begun to have recurring nightmares and informs a teacher who immediately tells Dumbledore. Harry is then forced to train with Professor Snape to defend against Lord Voldemort’s mind invasions but is unsuccessful. Later, Umbridge learns about the Dumbledore’s Army and Dumbledore takes full responsibility, despite having had nothing to do with the club. He resigns his post as headmaster which Umbridge wastes no time in claiming. Afterwards, Harry, in an attempt to save Sirius Black, goes to the Ministry of Magic to the Department of Mysteries, however, Black is not there. It is actually a trap and Harry and his friends fight off the Death Eaters as they try to take the prophecy of Harry Potter and Lord Voldemort from Harry. Members from the Order arrive and help Harry to defend against the Death Eaters, however, Harry breaks the prophecy container and Sirius Black is killed by Bellatrix Lestrange in the process. Dumbledore helps seal the victory, but Voldemort and Lestrange are able to escape. Arriving back at Hogwarts, Dumbledore informs Harry of the prophecy and how it states that “...either must die at the hand of the other for neither can live while the other survives…” meaning that either Harry kills Voldemort or be killed by him. Snape makes an Unbreakable Vow to Narcissa Malfoy, a Death Eater, that he will do anything to protect her son, Draco. Harry begins to suspect Draco of being a Death Eater. Upon arrival back to Hogwarts, Dumbledore reinstates Snape as the Defense Against the Dark Arts teacher. Harry receives a textbook that has been augmented with useful tips which he uses during his Potions class. He has also begun learning about Voldemort’s past with the help of Dumbledore and learns about the seven horcruxes that Tom Riddle’s soul has been divided into to become Lord Voldemort. In terms of relationships, Harry falls in love with Ron’s younger sister, Ginny, and

Hermione becomes jealous of Ron’s new girlfriend, Lavender, however, Ron and Lavender break up, making Hermione very happy. Harry and Dumbledore find and destroy one of Voldemort’s horcruxes (Voldemort’s mother’s locket) and, upon returning to Hogwarts, Harry is frozen by the spell that Dumbledore has cast on him. Dumbledore is threatened with his life by Draco Malfoy but is able to talk to him when Snape enters and kills Dumbledore. When Dumbledore dies, Harry is freed from his spell and rushes Snape, however, Snape is able to escape. Upon closer inspection of the locket, Harry realizes that it is a fake horcrux and vows to not go to Hogwarts and instead spend the next year destroying Voldemort’s horcruxes and defeating him once and for all. Ron and Hermione choose to join him. Harry, Ron and Hermione set out to destroy the horcruxes, receiving help from the Order. Along the way, Mad Eye Moody dies as they are ambushed by Lord Voldemort. After most of the horcruxes are destroyed, Harry learns that he is a horcrux himself and needs to let Lord Voldemort kill him before he can kill Voldemort. Harry allows himself to be killed by Voldemort and learns from Dumbledore that he is still alive as Lily Potter’s protective charm is sustained by Lord Voldemort since he used Harry’s blood to reconstruct himself. Lord Voldemort takes Harry’s body to Hogwarts to demand for their surrender. Instead, Neville destroys the last horcrux and Harry reveals himself to still be alive and the battle of Hogwarts erupts, causing the casualties of Lord Voldemort, Fred Weasley, Bellatrix Lestrange, Nymphadora Tonks, Remus Lupin, Severus Snape and more. Harry Potter had defeated Lord Voldemort.

In the epilogue, it was told that Harry and Ginny had married and had children as well as Ron and Hermione. They were last seen dropping off their children to Hogwarts together.

Dudley Dursley: He is a Muggle who grew up with Harry Potter, but also tormented and bullied him throughout his youth. He was placed under the protection of the Order of the Phoenix when Lord Voldemort reappeared. He has two children and is married. He is seemingly envious of those with magic, but has reconciled with Harry Potter and is grateful to him for saving his life. He is large and strong, but manipulative and academically challenged.

Cho Chang: She is a witch and has remained loyal to Dumbledore’s Army. She was romantically involved with Harry Potter and Cedric Diggory, however, some believe that she had a role in Cedric’s death. She is married to a Muggle. She is loyal and intelligent, but easily swayed by her emotions. She was the only one to support and defend Marietta when she betrayed D.A.

Marietta Edgecombe: She is best friends with Cho Chang and was part of Dumbledore’s Army before being ostracized for betraying them to Umbridge. She did not respect nor enjoy the lessons. Her mother worked for the Ministry and was keen on impressing Umbridge. Marietta’s job is unknown, but she is considered to be a traitor by most. She is insecure because she has scars on her face, but is very intelligent.

Dolores Umbridge: Known to excel in the Dark Arts and having a high position in the Ministry, she is recognized for being a powerful yet deplorable person. She was sentenced to Azkaban for using illegal spells and abusing students, but has recently been on probation for good behaviour. People are still suspicious of her since they believe that she had the same motives as Voldemort and is very power-hungry, but she avidly denies this. She has a lot of connections within the Ministry and with those in the Slytherin house.

Scorpius Malfoy: A pureblood and only child of Draco Malfoy, he bears a great resemblance to his father. He carries a lot of responsibility and burden with the tainted Malfoy name, for his father was known to reluctantly align with Lord Voldemort. Although Scorpius is a young adolescent, people are mistrustful and wary of him. He is likely well-trained in the Dark Arts.

Albus Severus Potter: Albus is the middle child of Harry Potter and, although attending school with many relatives, he is a target for hate and violence from those who are supporters of Lord Voldemort. He is a quiet child and has the closest relationship with his father. He is known for having similar talents as his father. His strength and courage is questionable, but his motives are not.

Lily Luna Potter: She is the youngest child of Harry Potter and is eager to go to Hogwarts. She, too, has been trained by her father and mother in advanced spells and is known for being an outspoken and enthusiastic wizard. She is often underestimated due to her young age and is occasionally naive.

George Weasley: Born a natural prankster and an identical twin, George played an important role in the Order of the Phoenix and helping Dumbledore’s Army. He owns a joke shop and is wealthy, however, because of the passing of his brother, he is vengeful and disheartened. He is talented and creative, undoubtedly a great and capable wizard.

Rose Weasley: Daughter of Ron Weasley and Hermione Granger, she is of the same age as Albus Potter and Scorpius Malfoy. Known to be intelligent and competitive, she has a close relationship to Albus, no doubt carrying on the legacy of The Golden Trio. She is known to be a confident and intelligent person.

Rubeus Hagrid: Known to be an extremely loyal and trustful individual, Hagrid has played a significant role in protecting and defending the Wizarding World and its students. Part of the Order of Phoenix, he has a great connection to Harry Potter and is protective of him. Known as Dumbledore’s right-hand man, he is a target by those who are opposed to Dumbledore’s teachings. He specializes in the Care of Magical Creatures.

Sybill Trelawney: She is the one who foretold the prophecy that The Chosen One would be the only one to defeat Lord Voldemort. She is considered outlandish, but her prophecies are usually accurate. She could be a potential victim for bribery or kidnapping because of her advantageous skills. Nonetheless, she is a talented wizard who has contributed a lot to the well-being of the Wizarding World.

Narcissa Malfoy: The mother of Draco Malfoy and the grandmother of Scorpius, Narcissa is very protective of her family and will go to great lengths, even disowning her name, to protect them. However, she disagrees with Draco’s marriage and is known to be a secretive and intelligent strategist. She is known for aiding Harry Potter and has skills in the Dark Arts and Occulemency. Her only true alliance is to her family, especially her son.

Peeves: Known famously for being a mischievous poltergeist, he had respect for Albus Dumbledore and will be an asset if one was to avenge his death. He is known for making death threats and some speculate he is capable of murder, but he did defend Hogwarts in the war. He is capable of being invisible at will and can be dangerous, but is loyal to Hogwarts and George Weasley.

Nicholas de Mimsy-Porpington (Nearly Headless Nick): It took 45 tries to kill him as the decapitators swung a blunt axe at his neck. Nicholas died a horrific death, but has found a home in Hogwarts. Although he was originally in Gryffindor, he remained a Ghost because he feared death, and is thus ironically known for being a cowardly individual. He is an ally of Harry Potter and is loyal.

Nymphadora Tonks: She was a metamorphmagus and a descendent of the Black family. Married to Remus Lupin, a werewolf, she had a son before she died valiantly fighting in the war. She was murdered by Bellatrix and is likely to be vengeful and furious of her death. Although she was clumsy, she was a qualified Auror and should not be underestimated. Her layback manner is what she uses to her advantage, easily manipulating those who are deemed to be untrustworthy or despicable. She was resurrected by an unknown person, but the question is why and who?

Kreacher: Some have claimed to hear him mumbling to himself and his beloved Walburga and Regulus Black, professing his admiration and loyalty to them. He is eager to please the “honourable” Blacks and will go to great lengths to do what he believes is good. He has helped Harry Potter, but only fighting in the name of Regulus. If Regulus was resurrected he would have a lot of power with Kreacher and the house-elves rallied to serve him.

Edward Lupin (Teddy): The only child of Remus and Nymphadora, he is a model student raised by his godfather, Harry Potter, and is Head Boy of the Hufflepuff house. He is a metamorphmagus like his mother which is considered to be a rare and desirable gift in battling since he can easily disguise himself. Teddy is aligned with the Weasley and Potter families and is looked over by the Order of the Phoenix.

Neville Longbottom: His parents were tortured by Death Eaters and has since inspired him to be brave and defeat the evil forces. He became a leader of Dumbledore’s Army and is known to be one of the most valiant and great wizards in Harry Potter’s generation. He slayed Nagini, one of the Horcruxes, with the Godric’s Gryffindor Sword and is known as the Other Chosen One. He is not an envious nor power-hungry person, for, he just wishes to restore goodness to the world, but some doubt this.

Peter Pettigrew: One of the creators of the Marauder’s Map and former best friends with James Potter and Sirius Black, Peter is an Animagus and was a server of Lord Voldemort. He was hesitant to strangle Harry Potter and was even more hesitant to face the consequences of his past, thus, he constantly runs away and tries to align with those against the law. Peter is cowardly, but nonetheless, a talented and skillful wizard. There is animosity with him and the Potter and Weasley families. He, too, was resurrected.

Antonin Dolohov: Resurrected, he claims to no longer be a Death Eater. Antonin fought alongside Lord Voldemort avidly, but states that he now realizes that “the bad side always loses.” He was in Azkaban before, but claims that he does not have any affiliations with Death Eaters because he has been ostracized by them. He is a target since the Death Eaters feel betrayed and he is not on good terms with the Potter, Weasley, and Longbottom families. Terminology:

Abstain: During specific votes in which the dias will inform the delegates on, one can abstain when voting. This generally means that they have no opinion/are neutral in the matter.

Adjourn: By adjourning, one is closing or suspending a debate session to either resume later or to go to break.

Amendment: A change in the resolution presented. ● A Friendly Amendment is supported by the original proposers of the

first resolution. ● An Unfriendly Amendment is not supported by the original proposers

of the first resolution, and thus a voting procedure to pass the new amendment must occur.

Moderated Caucus: Delegates speak on a subject one person at a time causing an exchange in opinions and strategies.

Unmoderated Caucus: A temporary recess where delegates can talk in small groups about strategies and proceedings.

Chair: Member of the Dias that moderates debate, checks time etc.

Dias: Group of people in charge of the Model UN committee.

Decorum: The order and respect that must be maintained in a session. The Chair will call for decorum when they feel it is not being exhibited by the delegates.

Placard: A piece of paper with the delegate’s name that must be raised whenever the delegate wishes to speak or vote.

Roll Call: The reading of the delegates’ names before starting the conference.
