Information from the Sta- tistics and Census Service (DSEC) indicated that total receipts of the gaming sector reached MOP363.07bn (E35.7bn) in 2013, up by 18 per cent year-on-year. Receipts from gaming and related services - which include food, beverages and currency exchange - increased by 18 per cent year- on-year to MOP362.75bn (E35.7bn). Gross value added, which equals receipts from gaming and related services in addi- tion to changes to invento- ries but excludes purchases of goods and commission paid, measures the sector’s contribution to the economy. According to the survey, gross value added totalled MOP225.9bn (E22.2bn) in 2013, a 21 per cent increase over that of the previous 12 months. Operating expenses and compensation of employees in Macau went up by 21 per cent and 13 per cent to MOP21.17bn (E2bn) and MOP16.18bn (E1.6bn) respectively. Non-operating expenditure such as depreci- ation and interest paid totalled MOP3.57bn (E350m), up by 15 per cent year-on-year. With an incredible $38bn (E30bn) gross gaming rev- enue in 2012, Macau’s 32 casi- nos earns six times more revenue than the whole Las Vegas Strip did in the same year. Indeed, given Macau’s domination of the global gaming industry skyline, the former Portuguese enclave is subject to fervent month- by-month analysis around the world. It has been widely reported that gambling rev- enues for the month fell some 23 per cent year-on-year, the sharpest drop since the Spe- cial Administrative Region started keeping records. “A two-year campaign on corruption has discouraged China’s high-rollers from ostentatious displays of wealth in Macau,” said Bloomberg analyst, Billy Chan. Meanwhile, the indus- try could be further affected by Chinese President Xi Jin- ping’s expected visit to Macau next month, accord- ing to Union Gaming Research analyst Grant Govertsen. Despite the dip, however, many operators continue to focus on expansion in Macau - the only place where casino gambling is legal in China. Commenting on October’s revenues Steve Wynn, chief executive of Wynn Macau, which is cur- rently building a $4m ($3.2m) integrated resort in the territory, said: “I don’t know if it is a squall or if we are in the rainy season, or how long it will last, but we are still very bullish on Macau.” Wynn’s sentiments were echoed by Lawrence Ho, co- chairman and chief execu- tive officer of Melco Crown Entertainment, which recently posted a drop in third-quarter earnings. “Macau remains the leading and most exciting gaming destination in the world,” Ho stated. “As the only legal casino gaming destination in China, Macau is ideally positioned to cater to one of the fastest growing con- sumer markets in the world, with a burgeoning middle and upper class which, together with a forward- thinking development and infrastructure blueprint for the region, will ensure Macau’s long term success.” MARKET Its monthly revenue growth may not be at levels it wants to see, but Macau remains the focal point for development for the world’s leading resort operators. Same- day visitors accounted for 52 per cent of the total, at 1.2m. Analysed by place of residence, visitors to Macau from Mainland China increased by six per cent year-on-year to 1.6m, coming primarily from the nearby eastern provinces of Guangdong Fujian Province. Mainland visitors travelling under the Individual Visit Scheme rose by 11 per cent. This increase was echoed by a growth in visitors from South Korea (up 24 per cent), Japan (seven per cent) and the US (seven per cent). In the first three quarters of 2014, visitor arrivals reached 23.5 million, up by seven per cent year-on-year, with same-day visitors sharing 53 per cent of the total. fter a soft opening in July, theRoyal Plaza Hotel andCasino in Kazakhstanhosted its official openingparty on October 25, withguests able to catch aglimpse of the country’s lat-est luxury gaming andleisure venue.

Located in Kapchagay,50km north of the city ofAlmaty, Royal Plaza is thecountry’s largest casinoresort, with 65 internationalstandard rooms and a rangeof other facilities, includinga spa, restaurant, beautycentre and nightclub.

In terms of gaming, thefacility has 66 live tables onits main floor - 16 Americanroulette, eight black jack, 40poker, one craps and one fullsize Punto Banco - and eightprivate gaming rooms.

According to Evsel Erkosar,chief executive officer forLiberty Gaming, Royal Plazaaccommodates 140 of thenewest gaming machinesfrom leading manufacturersincluding Euro Games Tech-nology (EGT), Novomatic,GTech and WMS Gaming, allof which are broughttogether with systems fromAdvansys.

Liberty Gaming suppliedall gaming equipment andsurveillance systems. TheTurkey-based group is alsomanaging the complex.

“Local and internationalguests enjoyed the openingparty with one of Russia’smost famous bands, Lyube,and local singers,” Erkosartold International CasinoReview.

Kapchagay is one of the

two gambling zones desig-nated by the Kazakhstangovernment in 2008. Thesouth-eastern gaming zoneis joined by Shchuchinsk inthe north, 200km fromAstana on the shores ofLake Burabay.

Although some operatorswere impacted by the gov-ernment’s decision to relo-cate gambling to the twozones, Kazakhstan repre-sents an interesting proposi-tion for global casinosuppliers. High-rollers andmass market gamers aroundthe world continue toexpand their range, and thecountry’s close position toboth Russia and China helpsto ensure a constant influxof visitors.

However, casinos in thecountry are not only target-

ing gamers from overseas.According to the WorldBank, Kazakhstan has anincreasingly affluent popu-lation base, described as an“upper-middle - incomecountry” with per capitaGDP of nearly $13,000 in2013.

“Strong domesticdemand, coupled withincreased oil output andrecovered crop production,boosted economic growthfrom five per cent in 2012 tosix per cent in 2013,” theWorld Bank said. “Incomegrowth in the country had apositive impact on povertyindicators, with prosperityshared broadly. Over the lastyear, the share of the popula-tion living in poverty wentdown from 5.5 per cent in2011 to 3.8 per cent in 2012,

as measured by the nationalpoverty line. This is a signifi-cant improvement from 47per cent officially registeredin 2001.”

In an effort to tap into thisemerging consumer base,leisure operators have beenslowly ramping up theirpresence in Kazakhstan. InOctober, a new family enter-tainment centre opened inOral, the country’s largestcity. Housed in the City Cen-ter shopping mall, the 13thFunky Town venue covers1,400sq.m and features eightrides, soft play, a toddlerarea, trampolines, bumpercars and 65 games.

Wynn Resorts hasreported a slightincrease in profits for

the third quarter of 2014, asstrong revenue gains in the USpartially offset a shaky per-formance in Macau.

In the three months to Sep-tember 30, revenues for thegroup, which owns the WynnLas Vegas and Wynn Macaugaming resorts, totalled$1.37bn (E1.08bn), down 1.4 percent on the $1.39bn (E1.09bn) inthe prior-year period. The dipin the company’s top line was

primarily attributed to a 5.6 percent decrease in revenuesfrom Wynn’s operations inMacau to $997.6m (E784m).This was partially offset by anine per cent increase in netrevenues from the group’sbusiness in Las Vegas.

Third-quarter profits forWynn Resorts were up 1.7 percent to $253m (E199m).

The company is currentlyconstructing Wynn Palace, afully integrated resort contain-ing a 1,700-room hotel, per-formance lake, meeting space,casino, spa, retail offerings andfood and beverage outlets inthe Cotai area of Macau.

In July 2013, chairman SteveWynn signed a $2.6bn (E2bn)guaranteed maximum pricecontract for the project’s con-struction. The total projectbudget, including constructioncosts, capitalised interest,pre-opening expenses, landcosts and financing fees, isapproximately $4.1bn (E3.2bn),and the Cotai resort isexpected to open the first halfof 2016.

“During the third quarter of2014, we invested approxi-mately $301.1m (E236m) in ourCotai project, taking the totalinvestment to date to $1.4bn(E1.1bn),” Wynn said.

The master plan for inte-grated resort casino gam-ing in South Korea could

see the government of conserva-tive President Park Geun-Hyeauthorise up to three more ven-ues for Yeongjong Island nearSeoul as early as next year.

Home to Incheon Interna-tional Airport and part of theIncheon Free Economic Zone,the 34,183-acre island, 30 milesfrom the capital city and its25.6m inhabitants, is already setto be the site of the $1.7bn(E1.35bn) Paradise City project,which is a joint venture fromlocal casino operator Paradiseand Japan’s Sega Sammy Hold-ings, from 2017 while CaesarsEntertainment expects to fol-low a year later with the $794m(E634m) first phase of its Midan

City project.South Korea currently has 16

foreigner-only casinos whilelocals are only permitted to gam-ble at the Kangwon Land Hoteland Casino in remote JeongseonCounty. Eight venues alone arelocated on the southern island ofJeju, which benefits visa-freeaccess for Chinese players, withhalf of the nation’s venuesowned by Paradise and the state-owned Grand Korea Leisure.

Jeju is also soon set to featurea new $2.2bn (E1.75bn) casinoresort from Malaysian operatorGenting, while Paradise, whichalready operates three venueson the tourist island, hasrecently announced plans todevelop a nearby integratedresort.

“Our checks with officialsand industry participants sug-gest that Yeongjong Island willbe the centre stage for inte-

grated resort project develop-ment,” read a report from Stan-dard Chartered EquityResearch.

“We expect an additional twoto three casino integratedresorts to form a cluster with thetwo current projects. Accordingto the government’s target, visi-tors from China should accountfor half of the 20m total inboundtourists expected in 2017 versus4m out of 12m total tourists in2013. This would translate into a23 percent compound annualgrowth rate for China touristsand a 13 percent compoundannual growth rate for totalinbound tourists in the next fouryears. Foreigner exclusive casi-nos should benefit from Chinatourist growth. China visitorshave the highest gaming profile[with] 32 percent higher per visitdrop than average and representthe largest customer group.”

After surviving a legalchallenge from theGibraltar Betting and

Gaming Association (GBGA)in the High Court last month,the UK government has nowimplemented the provisionsof the Gambling (Licensingand Advertising) Act 2014.

Passed by Parliament inMay, the Act now requiresthat all remote gamblingoperators wishing to adver-tise or offer their services toUK-based players first obtainan operating licence fromthe Gambling Commission.

Such operators were pre-viously permitted to offertheir services to UK-basedplayers if they had beenlicensed by authorities inGibraltar, a nation in the Euro-pean Economic Area or a‘white-listed’ jurisdictionsuch as Alderney, the Isle of

Man, Tasmania or Antiguaand Barbuda.

As a result, all broadcast-ers, publishers and sportsclubs carrying any gamblingadvertising must nowensure that the involvedoperator holds an appropri-ate licence in addition to dis-playing a link to the GamblingCommission webpagewhere further information isto be displayed.

Another key part of thelegislation will see all remotegambling operators requiredto pay a 15 per cent tax on allgross gambling profitsattached to transactionsfrom players whose usualplace of residence is in theUK. Previously, numerousoperators had chosen tobase their operations in terri-tories such as Gibraltarwhere tax rates could be aslow as one per cent.

Based in the ECA’s newhead office in Brussels,Cezanne will act as the ECAmembers’ primary contactfor all legal and regulatoryissues.

“As with many of the tradi-tional sectors of the gam-bling industry, there arealways many challenges thatneed to be addressed,”Cezanne told InternationalCasino Review in a confer-ence call earlier this month.“This is certainly true for thecasino sector, and it will bemy responsibility to be here

in Brussels to highlight thoseimportant issues.”

“My position will be multi-faceted, but there are essen-tially two key aspects to therole,” said the Germannational, who has a bache-lor’s degree in EuropeanStudies and a master’sdegree in Diplomacy. “Thefirst I will be specificallyfocusing on is the assistanceand the day-to-day co-ordi-nation of the ECA. This is the‘executive’ element, andencompasses the workingsof the association, ensuringall necessary communica-tions, actions and reactionsare dealt with accordingly.”

“The other element of myrole is public affairs. One ofthe main reasons the ECA

was established was to give astrong voice to casino mem-bers across Europe. My roleis to aid these casinos to beable to represent themselvesvis-à-vis the European insti-tutions and any other stake-holders, to ensure that theirinterests are represented,protected and, of course,heard.”

As responsible for institu-tional relations for GTech inEurope for five years,Cezanne played a key role inraising the profile of the Ital-ian gaming conglomerateand establishing the group asa key source of informationto EU and national policy-makers.

Cezanne’s appointmentcomes ahead of the ECA’s

general assembly in Febru-ary, where further boardelections will take place. Heembarked upon his new rolein Brussels on November 1,replacing GwendolineMotte, who left for personalreasons and to spend moretime with her family.

“The ECA is very thankfulto Gwendoline for all hergood work at the associa-tion,” said ECA spokesman,Hermann Pamminger.

Equally, the ECA will sayfarewell to Elise Frketich,who supported the associa-tion in its day-to-day work-ings, and has now taken up ascholarship.

In addition to addressingthe key national and EU-wide issues currently affect-

ing the European casinoindustry, the ECA continuesto focus on implementingnew initiatives for the benefitof its members, their employ-ees and, indeed, the playersthemselves. The associationrecently announced that the2015 European DealerChampionship will takeplace at HIT Casinos in Slove-nia on May 12-13. “This is thebiggest event of its kind thatgenerates a lot of interestacross Europe’s communityof casino dealers,” Pam-minger said.

“It is very important for usto create new initiatives,” headded. “The ECA has work-ing groups that focus on arange of different issues,such as responsible gam-

The European Commissionhas referred Sweden tothe Court

of Justice ofthe EU in rela-tion to its legis-lation forgamblingservices. TheCommissionsaid it believesthe Scande-navian countryhas enacted arestrictivemonopoly andis in breach ofEuropeanbusiness leg-islation with its state-ownedgaming operator SvenskaSpel, which currently hasexclusive rights to offer onlinegambling services in Sweden.

On the other side of Europe,Spain announced its intentionto issue an undefined numberof new casino licences in anattempt to help the nationalonline gambling regulatedmarket grow. The country’sDirectorate General for theRegulation of Gambling(DGOJ) said the move willallow operators to apply for alicence to offer online slots andbetting products within the‘dot-es’ market. Applicationswill be open both for operatorscurrently in possession of a dif-ferent DGOJ-issued licence,as well as operators that arenot currently active in Spain’sregulated online gamblingindustry.

In the Netherlands, mean-while, the Dutch gamingauthority, the Kansspelau-toriteit, has announced it willbe accepting online gaminglicence applications fromprospective suitors fromDecember 1. According toMarja Appelman, director ofthe Kansspelautoriteit, onlinegaming operators will be ableto express their interest in thesoon-to-open market througha simple registration form onthe authority’s website. Earlierthis year, Appelman said sheexpected the new Dutchonline gaming legislation tocome into effect on January 1,2015. Although the bill hasbeen delayed, the announce-ment that operators will soonbe able to register their interestin the market suggests the leg-islation is indeed imminent.

The introduction of compulsoryplayer registration and a range

of social responsibility measures inSweden have resulted in anexpected dip in the country’s gam-ing revenues.

Earnings after tax for the thirdquarter of 2014 totalledSEK1.141bn (E124m), according tostate-owned gaming group Sven-ska Spel, down by SEK182m(E19.8m) - or 13.7 per cent - com-pared with the same period in 2013.

“The decrease is according toplan,” Svenska Spel CEO, LennartKäll, stated. “We have, in recentyears, seen the Swedish gamblingmarket evolve in the wrong direc-tion. Therefore, we showed the way

to a healthier gaming marketthrough the introduction of severalinitiatives, including compulsoryregistration. It’s a position thatcomes before short-term profitmotives.”

The compulsory registrationwas implemented in November2013, in an effort to both enhanceconsumer protection and reduceopportunities for fraud in the formof match fixing and money laundering.

“Our decision represents a major

effort to strengthen consumer pro-tection on the gaming market,” Källsaid. “We are convinced that amandatory customer card is animportant part of a more consistentand clear approach to responsiblegaming, and that it will lead to thedevelopment of a healthy andsecure gaming market. Meanwhile,we must continue to develop a widerange of attractive gaming experi-ences, so that our customers do notseek out unregulated gamblingsites.”

Between 2005 and 2013,gross profits in the Nether-lands’ casino industry

dropped from E322m to E209,according to new statistics fromDutch gaming authority, theKansspelautoriteit.

The Kansspelautoriteit’s ‘Analy-sis of the Dutch Gaming Market2013’ is the authority’s first in-depth report on the country’s gam-ing industry. It indicated that 8.7mof the Netherlands’ 16.7m resi-dents participate in gambling, on atleast a semi-regular basis.

In 2013, gross gaming revenuesacross all channels totalled E2.3bn,

with the biggest sectors being lot-teries (46 per cent), slot machines(43 per cent), casino games (nineper cent) and sports betting (threeper cent).The drop in casino earnings,according to the authority, “seems

to coincide with the financialcrisis”.

Almost 60 per cent of the Dutchpopulation within half an hour’sdrive of a casino, almost 20 percent are 30 minutes away fromtwo casinos. More than 93 percent of the population lives withinan hour of a casino establishment,the report stated.

The Kansspelautoriteit, whichhas presented its new onlinegaming bill to the Dutch parlia-ment and is currently waiting foran implementation date, high-lighted illegal gaming activity inthe country. In 2009, an estimated205,000 people participated inillegal online gaming, particularlypoker.

Monaco leisure groupSociété des Bainsde Mer (SBM) has

achieved its best perform-ance in the past six years,due to a series of cost-cut-ting measures and success-ful expansion into newsectors and territories.

SBM, which operatesfive casinos in Monaco,including the iconic Casino

de Monte-Carlo, hasreversed a decline in opera-tional profitability thatstarted amid the economiccrisis of 2008.

The group’s operatingresult swung from a profitof E19m in fiscal 2009 to aloss of E33.4m in 2013. Thishas now been reduced to aloss of E11.8m in fiscal2014.

At its shareholders’ gen-eral assembly in Septem-ber, the SBM board said the

gaming and rental sectorshave contributed to thisimprovement, while thehotel sector saw a slightdrop in performance.

“Following the slightrecovery in financial year2013/2014, the groupremains cautious withregard to the resultsexpected for the currentfinancial year,” a manage-ment statement read.

“The pursuit of actionsundertaken as part of the re-

launch and recovery planhas enabled the group toachieve higher turnover inthe first quarter of financialyear 2014/2015 versus thesame period in the previousfinancial year. Turnover infact amounted to E147mversus E144.4 m previously.This two per cent rise wasmainly the result offavourable developmentsin the gaming sector.”

In the area of online gam-bling, Betclic Everest

Group, of which SBM groupholds 50 per cent, has con-firmed its recovery, pro-ducing a positiveoperational cashflowshowing strong progres-sion as compared to theprevious year.

SBM’s results act as aclear indication that thecasino group is on the roadto recovery. However, thecompany said improve-ments in the gaming sectoreffects are still “insuffi-

cient to ensure a return to abalanced outcome in theoperating results”.

Looking ahead, SBMsaid it would focus on re-launching its gaming activi-ties. In particular, the groupwill soon begin to open theCasino du Café de Paris for24-hours a day, whilst look-ing into new markets inLatin America and Asia.The company will also con-tinue to focus on reducinginternal costs.

MONACO

JOA Group, the third largestcasino operator in France,will cut the ribbon on its

expanded Casino JOA d’Uriagein Saint-Martin-d’Uriage onNovember 20.

The venue will be inaugu-rated by Laurent Lassiaz, exec-utive chairman of the group,along with venue directorArnaud Loret and mayor GeraldGiraud.

The expanded Casino JOAd’Uriage will employ 80 peopleand features 1,000sq.m of addi-tional space, which the operatorsaid will accommodate showsand business seminars. Thecasino remained open duringthe renovation work.

According to JOA, the 250-

seat function room will increasethe casino’s footprint to2,500sq.m. It is intended to cre-ate a separate entry betweengames and entertainment, andnon-gamers will not need topresent identification to enjoythe shows.

“This extension work, for a

total investment of E5m, willallow the venue to establishitself as a key regional player inthe leisure, catering andevents,” JOA Group stated.

Lassiaz added: “JOA’s ambi-tion is not to become the num-ber two or even number onecompany [in France’s] casino

market. Our aim is primarily tomake true leisure destinations.”

Loret said: “This restructur-ing will allow us to remain num-ber one in Isère and positionourselves as a major player inthe recreation reference on theregion. The new developmentshould satisfy existing cus-tomers, but also inspire touristsand businesses to rediscoverthe casino. With these changes,we expect a 10 per centincrease in visitors.

JOA Group operates 21 casi-nos across France, in addition toa gaming site offering sportsbetting and poker. The companyemploys 1,500 and counts 2,200slot machines, 100 table games,21 restaurants, 32 bars, twohotels, three cinemas, sevenclubs and two bowling alleysacross its estate.

Charles Michel in Bel-gium has announcedplans to amend the 1999Games of Chance Act inorder to increase thenumber of land-basedcasinos in the nation bytwo to 11.

Under an agreementsigned following May’s

elections to “help thecountry’s strugglingeconomy”, the centre-right governmentdeclared that it is set toreview current gaminglegislation for the pur-poses of ‘increasing thenumber of allowed class-one establishments ofgames of chance toeleven’.

Belgium does not cur-rently collect tax casinowinnings but this couldsoon change with the

government also due toinvestigate the possibilityof taxing regular pokerplayers. Under plansbeing considered by thenew government, someresidents placed in thetop earnings bracket dueto their gambling exploitscould face taxes as highas 75 per cent.

The news of the twonew casino licences inBelgium has been wel-comed by someobservers as a positive

development in the coun-try’s gaming industry.However, Andrew Lau-rent from Seeben, acasino products distribu-tor based in the east ofthe country, notes: “Bel-gian casinos are losingmoney and some of themare even reducing staffnumbers.”

Other casinos are try-ing to sell their licenses tointerested parties whoare looking to operate anonline gaming platform in

Belgium, as to do this youneed a bricks-and-mor-tar venue, Laurent said.“For example,NapoleonGames.bebought the Grand CasinoKnokke to be able to oper-ate casino games online.”

Napoleons Casino hasreopened the doors of itsSheffield Owlerton venue.

The $3.21m reinvest-ment followed two decadesof uninterrupted operationon the site: “We’ve been atOwlerton for nearly 20years now,” commented

Mark Allen, chief executiveof A&S Leisure Group, ofwhich Napoleons is part.“After implementing manyimprovements over thistime we felt now was thetime to make the invest-ment in drastically improv-ing the facilities.”

A&S have been a long-term presence within theleisure sector in the northof England: last year sawthe Yorkshire firm cele-brate its 45th anniversary.

Its Napoleons brand oper-ates six separate venues:including two in Sheffieldand one in central London.

The Owlerton renova-tion aims to enhance cus-tomer facilities: “Bypopular demand it wasclear that we needed a big-ger restaurant and bar areaand lounge where cus-tomers could relax andenjoy a drink,” stated Allen.“My personal highlight,however, is our new out-

door gaming terrace; it’s avery exciting addition toour casino and currentlythe only one of its kind out-side of London.”

With Yorkshire steepedin a strong sense of its ownidentity, Allen argues thatthe renovation effort willstill maintain a locallyfamiliar ambience: “We liketo keep a traditional feel toNapoleons with a personalexperience; however, weare always looking at ways

we can improve.” He says,arguing that the balancingact lies in “maintaining yourtrue ethos whilst con-stantly improving & movingforward with the times.”

Friday, October 17 sawthe opening of theHungary’s newest

gaming venue, the GrandCasino, in the eastern city ofDebrecen.

Developed and operatedby Aranybónusz 2000, theHUF750m (E2.4m) casinois located at the DebrecenPlaza shopping centre. Ithas opened with 240 slotmachines and four tablegames.

Debrecen, the secondlargest city in Hungary, isabout 200km east ofBudapest and 25km fromthe Romanian border.

Aranybónusz, whichwon the concession tooperate the DebrecenGrand Casino for 10 years,has an option to extend itslicence for another fiveyears. The operator has

also won the tender foranother casino in Nyiregy-haza, also in eastern Hun-gary.

The two new casinos areamong the seven new con-cession contracts grantedby the Hungarian govern-ment in May. The remainingfive concessions wereawarded to Las VegasCasino, a developmentgroup owned by AndyVajna, the government’sfilm industry commissioner.

At present there are threecasinos operating in Hun-gary: two in Budapest, oneof which is owned by LasVegas Casino, and one inSopron, near the borderwith Austria.

On October 10, 2012, allslot machines outside casi-nos - totalling some 6,591units - were banned acrossthe country.

Pro-casino lawmakersintend to push back a voteon the bill instead of tryingto pass it in the current par-liamentary session ending

this month, three peopledirectly involved in pushingthe casino bill told Reuters.

“Although they aim tokeep the bill on the table,the sources said there was aconsiderable chance itwould not come up for dis-cussion even in 2015,” saidthe report, which noted thathigher-priority bills, includ-ing those related to nationaldefence, were likely to takeup debate time in the nextparliament session.

national working groupto help crack down on anillegal offshore gamblingindustry estimated to beworth up to A$1.5bn(E1.04bn) a year.

Unveiled by Victoriapremier Denis Napthineand federal social serv-ices minister KevinAndrews, the Illegal Off-shore Wagering WorkingGroup includes repre-

sentatives from thehorseracing industryand professional sportsand wagering organisa-tions and will work underthe government’s Gam-bling Industry AdvisoryCouncil to provide rec-ommendations forstamping out illicit bet-ting.

“There are alreadyAustralia-headquar-tered organisations thatare operating in this wayby basing their bettingoperations in unregu-lated international juris-dictions including in the

Pacific and Asiaregions,” said Napthine.

“There are significantnumbers of illegitimateoffshore operatorsalready targeting Aus-tralian racing and sportand it is vital that aneffective regulatoryregime be introduced toaddress the seriousintegrity and revenuerisks that they pose.”

Napthine declaredthat wagering incomeswere important for thefunding of racing andsports while preventa-tive measures could

include requiring localInternet serviceproviders to blockaccess to offshore book-makers.

“It is unfair that legiti-mate Australia-basedand registered book-makers pay the productfee required of them byracing and sports bodieswhile offshore bookmak-ers effectively pirateAustralian product,” saidNapthine.

US casino groupCaesars Enter-tainment wants to

tap into the burgeoningAsian market by obtain-ing a licence that wouldallow it to construct a$1bn (E797.5m) resort inthe Philippines.

its first casino.Housed in The Deltin

hotel complex, 170kmnorth of Mumbai, theresort’s casino will be upand running within threemonths.

The casino is beingdeveloped by Delta Cor-poration, one of India’sleading gaming and hos-pitality groups, and pro-moted by groupchairman, Jaydev Mody.

With 175-suites TheDeltin, the largest inte-grated resort complex inDaman, recentlyreceived a five-star rat-ing. The luxury propertyincludes 70,000sq.ft ofoutdoor pool and eventsspace, three bars, fourspeciality restaurants

and high-end retailstores.

Delta Corporationowns a 51 per cent inDaman Entertainment,which is operating TheDeltin Hotel and Casino.The company’s expan-sion in Daman follows thegroup’s establishment of

two hotels in Goa on thesouth-east coast.

Mumbai-based Deltaalso owns three of the sixpermitted offshorecasino licences in Goa. Itsflotilla – which is made upof the Deltin Royale, theDeltin Jaqk and the DeltinCaravela - houses 80

slots and 180 tablegames, with combinedplaying positions totallingmore than 2,200. The Car-avela is currently under-going renovation and isdue to recommenceoperations next year.

Mody, a 58-year-oldentrepreneur, started out

in the real estate and con-struction business,before moving to casinossix years ago. His passionfor gambling, both as agamer and as a business-man, is reportedly rootedin his 40-odd years as aregular at the local TurfClub.

Cambodian hotel,gaming and leisureoperator NagaCorp

has issued a statementthrough the Hong KongStock Exchange designedto reassure investors on thesecurity of its exclusivecasino licence in the Asiannation.

NagaCorp operates theNagaWorld hotel andcasino entertainment com-plex in Phnom Penh under alicence that is not due toexpire until 2065. The

group stated that this alsoincludes exclusivity for allareas within 200 kilometresof the capital for the next 21years excluding the Cam-bodia-Vietnam border area,Bokor, Kirirom Mountainsand Sihanoukville.

However, critics haverecently expressed con-cerns that the operator’srights, along with those ofits Ariston Sdn Bhd localsubsidiary, are closely tiedto the political fortunes oflong-serving Prime Minis-ter Hun Sen and could be injeopardy amid risingdomestic opposition to his

Cambodian People’s Party-led government.

ollowing positive steps inthe direction of regulationand legislation, SouthAfrica’s Department ofTrade and Industry is pro-posing that all forms ofonline gambling and othernew forms of gambling inthe country be prohibited.

The proposal is currentlyunder discussion at theNational Gambling PolicyCouncil (NGPC), whichbrings together national andprovincial government rep-resentatives to discuss pol-icy.

The department is alsoproposing that the numberof electronic bingo termi-nals allowed nationally berestricted, along with a banon newer forms of gam-

bling, such as dog racing.Once the policy council hasfinalised the draft policy itwill be submitted to the cab-inet for approval and it willthen be released for publiccomment.

In 2008, South Africanforbade companies fromoffering internet casinogambling in the country, butby 2011 the governmentappeared to be softening itsstance on the subject afterthe Gambling Review Com-mission adopted a numberof legal measures designedto prepare South Africa for apossible transition to regu-lated online gambling.

With this grey marketjurisdiction in mind, theopposition Democratic

Alliance had been trying toreverse the old laws, butnow the Department ofTrade and Industry seemsmore determined than everto impose a blanket ban oninternet gaming altogether.

The department’s deputydirector-general ZodwaNtuli and chief directorMacDonald Netshitenzhetold MPs in early Novemberthat the proposal to banonline gambling was basedon the view that the govern-ment had the capability toenforce regulations of theindustry.

Netshitenzhe explainedthat there was no way toquantify how online gam-bling can benefit the cre-ation of jobs. He also made a

point to mention that othercountries across the worldhad placed bans on onlinegambling.

Ntuli, meanwhile, saidthat part of the department’sdesire to impose a ban isbecause South Africa has ahigher level of problemgamblers and playersdeeply in debt in compari-son to other countries.

Part of the proposal is tointroduce tighter controlover South Africa’s ease ofaccess when it comes togambling, such as eliminat-ing the ability to gamble inshopping malls. Included inthe proposal is a method ofregulating betting on horseraces. To enact most ofthese plans, the gambling

industry would have to begreatly adjusted, especiallyin how licences are issued tooperators.

The Democratic Alliancevoiced strong opposition toan outright ban on onlinegambling, arguing in favourof regulation instead.

Commenting on the lat-est debate, DemocraticAlliance spokesmanGeordin Hill-Lewis, said:“That is a very, very baddecision. I fiercely disagreewith that view. It is com-pletely short-sighted to saythat it is better for SouthAfricans not to be allowedto gamble online when thereis patently significantdemand in the country to dothat. Following a report in last month’s Inter-national Casino Review, details haveemerged over the suspension of the

country’s entire National Gambling Board(NGB).

South Africa’s Trade and Industry Minis-ter, Rob Davies (pictured), suspendedmembers of the NGB pending the outcomeof a forensic investigation in September.

According to subsequent reports, theboard suspension came about due to mis-management and wasteful spending on thebehalf of the board members.

The board spent ZAR4.1m (E295,000) ontrips abroad in three years, including visitsto Turkey, Singapore and France, the TimesLive website reported. The biggest trancheof cash was spent on flying seven of itsmembers to a Las Vegas gaming confer-ence in 2011, at a cost of more thanZAR936,000 (E67,000), according toDavies.

The board members’ spending habitswere understood to have come to lightafter a parliamentary question on thedetails surrounding their suspension,which happened in September.

They have allegedly contravened thePublic Finance Management Act by “failingto prevent irregular, fruitless and wastefulexpenditure,’ the website reports.

South Africa is currently set to review itsgambling laws, with a draft bill presented togovernment official in April of this year. Thedraft bill focused on centralising gamblinglegislation and presenting a new frame-work for monitoring and regulating onlinegambling in the region

Net income was downsharply from the $41.3m(E32.6m) posted for thethird quarter of 2013, butcomparisons between the

two quarters are compli-cated because the companysplit off its properties into aseparate publicly tradedcompany late last year fortax advantages.

With more than 3m votescounted, 59 per cent of vot-ers cast ballots againstProposition 48.

The measure had askedvoters to approve or reject alaw passed by the state leg-islature and signed by Gov-ernor Jerry Brown allowingthe North Fork RancheriaBand of Mono Indians tobuild a casino resort com-plex with up to 2,000 slotmachines nearly 40 milesfrom its reservation.

The North ForkRancheria Resort andCasino was proposedabout 30 miles from Fresnoand 25 miles from a casinooperated by the TableMountain Rancheria tribe.The closeness had TableMountain accusing NorthFork of “reservation shop-ping” to build a casinocloser to an urban centre.

North Fork said the 305-acre plot was used by thetribe in the 1850s, and acasino would bring 4,500jobs to the area.

Before the votes werecast, North Fork said 15locally elected officials, rep-resenting “a majority” of theMadera County Board ofSupervisors and City ofMadera City Council mem-bers serving over the pastdecade had pledged theirsupport for a ‘yes’ vote onProposition 48.

“The gaming industry constantly talksabout innovation and the need to createnew product categories. IGT continues

to work on both these aspects of game devel-opment in an effort to help maximise ourcustomers’ return on investment. However,we are also working on redefining existingcategories.

One of the best examples of this - which wasone of the hits at G2E Las Vegas this year - is theS3000, our new, next-generation mechanicalreel cabinet. The S3000 marks an interestingdevelopment in that was have taken an exist-ing category that has been around for a longtime and created an experience with a newcabinet. This not only allows us to bring acrosssome iconic, legacy games that we all love,such as DoubleDiamond and Red, White andBlue, it also enables us to create new contentthat makes mechanical reel games attractiveto first-time players.

We are looking to make mechanical reelsmore profitable for operators by generatingadditional play from traditional mechanicalreel players and bringing in the non-tradi-tional player.

On the games side, we are all very proud ofour new Ellen DeGeneres Show video slots.The game is a licensed brand, and develop-

ment came about after we wereapproached by The Ellen DeGeneresShow production team, who workedclosely with IGT from its inception tothe finished product. After all the hardwork, it’s extremely rewarding to seethe machine on the show floor.

When it comes to finding the bal-ance between licensed, entertain-ment-style games and what I like to callthe ‘gambler-style’, high-volatilitytitles, it’s clear that, especially in resort

locations like Las Vegas, there is a very impor-tant role for the former category.

People who visit Las Vegas are there to havea good time and gamble a little, and this iswhere entertainment-focused, licensed prod-ucts come into play. At the same time, on theother end of the spectrum, you have folks whofrequent the casino often - and they are oftenprimarily looking for a gambling experience.These games not only have to have a highervolatility aspect to them, in many cases theyalso need to be simpler games. The spinning ofthe wheels has to be faster and the result has tobe provided more quickly.

In the US, what we find is, that as marketsmature, players become more frequent intheir use of the casino and they tend tomigrate from the entertainment style tohigher-volatility games.

The S3000 cabinet really is a key develop-ment for IGT team because, when you create acabinet like this, it’s not just about the hardwareand the physical box - it’s also the game library.You have to have a quantity of exciting and suc-cessful games that come with it. For us, that’snot just a few games. We launched the cabinetwith 20 titles last month, and after the first yearwe will have a total of over 50 games available,giving operators a wealth of options.”

Peopleasino Review: How have preparations been going for thesecond annual MGS?Jay Chun: Plans have been going very well. The Macau govern-ment and the Gaming Inspection, and Coordination Bureau(DICJ) have been very positive about this gaming trade show.The exhibitor space is significantly bigger this year, and the showis getting stronger and stronger. We have even stronger junketrepresentation in 2014. This year there will be six big junkets atMGS, along with all of the large machine vendors.

November is an important month for casino operators, as thisis the month when they finalise their budget for next year. MGSgives casino managers and procurement personnel the opportu-nity to sample the latest development in gaming equipment andservices. It will be a great opportunity for exhibitors to fosterrelationships with this group of eager clients.

CR: The junket representation is one element that seems toset MGS apart from other gaming exhibitions. Does thishave any challenges or considerations?JC: Junkets work in the service industry, and like others in theservice industry they need to promote themselves. All the jun-kets who attend MGS understand this very well. They need toshow not only the services they offer, but also that they are quali-fied to undertake these services.

CR: What else will we expect to see at MGS this year?JC: The Macao Gaming Show prides itself on having an extremelydiverse selection of exhibitors displaying products and servicesfrom both the gaming and non-gaming sides of the industry. Onthe gaming side, the world’s biggest and most widely used gamingequipment and accessories suppliers will be on hand showing offthe latest products to hit the casino floors and those coming verysoon. From slots, table games and hybrids to gaming chips andshuffling machines, you can expect to find everything and any-thing gaming related across the vast exhibition space.

CR: What has been top of MGEMA’s agenda this year?JC: We have been focusing on growing our membership base, andhave welcomed a 20 per cent rise in new members this year. Theyare from different areas of the industry. Our membership focus isbecoming increasingly broad, and now includes LED suppliers,IT systems, furniture, lighting and restaurant suppliers.

MGEMA has been strengthening its ties with other trade asso-ciations around the world. Our primary focus is to serve the busi-ness interests of our members and act as a mediator between theindustry and the Macanese government.

CR: What are your thoughts on the Macau gaming market in 2014?JC: Over recent years, China has established itself as a keyemerging market, and now the market is maturing. We have a lotof people who love to gamble. The mass market is expanding, andI believe that if junkets continue to offer attractive programmesthen the high-roller sector also has room for growth.

CR: What, in your opinion, makes MGS the leading event ofits kind in Asia?JC: Fundamentally, MGS is the only show that is truly representa-tive of the Asian gaming industry. You just have to look at ourpanel of event organisers, supporting organisations and co-

Bally offers ‘all in’ packagewith MGS showcase

Bally’s Technologies has upped thestakes in its Asian operations inrecent years: its acquisition of

SHFL entertainment in November lastyear expanded upon an already sizeablefootprint in the region. MGS will presentan opportunity for the hegemonic USplayer to demonstrate a number of newproducts aimed specifically at the Macaumarket.

Housed in its Equinox cabinet, the flag-ship of Bally’s MGS game line-up will beDancing Drums, on the latest title of itswidely successful Du Fú Du Cái four-level link. A t t r i b u t a b l eEBITDA for the NewYork-based gamingc o n g l o m e r a t eincreased to $38.3m(E30.6m), comparedto $128.2m (E102m)in the third quarter of2013. During theperiod, ScientificGames incurred a netloss of $69.8m (E55.7), inclusive of a$19.7m (E15.7) impairment chargeto write down the company’s equityinvestment in its Northstar Illinoisjoint venture and $5.9m (E4.7m) oftransaction and financing-relatedcosts associated with the pendingacquisition of Bally Technologies.

In the prior-year quarter, the com-pany reported a net loss from con-tinuing operations of $0.4m(E0.3m), inclusive of $2.5m (E2m),of WMS-related transaction costs.

“During the quarter, the com-pany generated $126m (E100m) ofcash flow from operations, whichafter $62m (E49m) of capitalexpenditures resulted in $65m(E5.2m) of free cash flow,” saidGavin Isaacs, president and chiefexecutive officer.

“While our operating results stillrequire further improvement toachieve the level of performance weexpect, we believe we are makingsolid progress in utilisation of work-ing capital, implementation ofWMS-related integration initiatives,strengthening the organisation-wide focus on disciplined cost man-agement and directing capitalallocation only toward our highest-return opportunities.”

Isaacs added: “In addition to theprogress being made with the WMSintegration, we are focused on thepotential to meaningfully increasefree cash flow following the Ballyacquisition, which we continue toanticipate closing this quarter, anddeploying our free cash flow toreduce net debt.”

As a result of the third-quarter performance fig-ures, Scientific Gamessaid it expects to yieldgreater-than-expectedfinancial savings thanoriginally anticipated.Cost synergiesrealised from thepending acquisition ofBally Technologies areexpected to total

$235m (E188m) by theend of 2016.“In addition, we nowexpect to realise anadditional $15m(E12m) in annual costsynergies from theWMS acquisition,bringing the total to$115m (E92m) annualcost savings by the end

of 2015, of which slightly more thanhalf has been achieved to date,”Isaacs stated.

With all necessaryregulatoryapprovals now in

place, Australian gamesmanufacturing giant Aris-tocrat Leisure hasannounced that its $1.3bn(E1.02bn) take-over ofVideo Gaming Technol-ogy (VGT) has now beencompleted.

The acquisition triplesthe count of Aristocratmachines in North Amer-ica from 8,200 to 28,400.Aristocrat have remainedinsistent that VGT will still

operate as a distinctbrand and business entitywithin the Aristocratumbrella going forward.

Founded in 1991 in

Franklin, Tennessee, VGTemploys over 600 peopleand has established a rep-utation throughout theUnited States and Mexicofor innovation with theClass II machine market.

“The addition of VGTcomes at an ideal time forAristocrat,” claimed Aris-tocrat’s chief executive,Jamie Odell. “It will buildon the sustained opera-tional momentum wehave achieved in our coreClass III business.”

Aristocrat’s refocus on

the North American mar-ket has been prompted byfalling revenues at home.The company’s US bi-annual profit up to March31st rose 4.6 per cent thisyear, whilst Australian tak-ings for the same periodfell 19 per cent.

American casino operatorBoyd Gaming has releasedits financial results for the

three months to the end of Sep-tember showing that its quarterlyunaudited net loss had improvedby almost 60 per cent year-on-yearto $15.1m (E12.04m).

The Las Vegas firm reported anet loss of $37.26m (E29.67m) forthe same three-month period in2013 while its deficit for the firstnine months of this year stood at$20.61m (E16.43m) as it evaluatescreating a real estate investmenttrust in order to spin-off some orall of its casino holdings into aseparate entity.

Boyd Gaming operates 21 ven-ues throughout the US, includingthe Eldorado Casino, Gold CoastHotel and Casino and Jokers WildCasino in Las Vegas and saw its

third quarter net revenuesimprove slightly to $738.84m(E589.37m) despite a 0.7 per centincrease year-on-year in totalexpenses to $665m (E530m).

The company revealed thattotal third-quarter adjusted earn-ings before interest, tax, depreci-ation and amortisation hadimproved by 5.5 per cent year-on-year to reach $163.86m(E130.75m) while its cash onhand stood at $120.9m (E96.45m)with total debt now $3.48bn(E2.77bn).

“This was a solid quarter forour operations as we improvedoperating margins in every seg-ment of our business,” said KeithSmith, President and CEO forBoyd Gaming.

“Growth resumed in ourNevada business as our Las Vegas

locals and downtown Las Vegasoperations both achieved posi-tive earnings before interest, tax,depreciation and amortisationcomparisons. We saw initial signsof stabilisation in our regionalbusiness as well. We paid down anadditional $70m in debt in thequarter to bring our total debtreduction to more than $165m(E132m) so far this year as wecontinue to use free cashflow todeleverage the balance sheet.And we began work on severalprojects in our long-term initia-tive to reposition and enhanceselect non-gaming amenities inour portfolio.

“In all, we continue to makegood progress executing on ourstrategy to drive profitablegrowth and increase long-termshareholder value.”

Amaya Gaming hasimplemented a strate-gic review of its Cadillac

Jack subsidiary so that it canexplore ‘various alternatives’for the B2B land-based gam-ing solutions business. DavidBaazov, chairman and chiefexecutive officer of Amaya,said executive managementhad initiated the review withthe fundamental objective ofexpediting Cadillac Jack’sgrowth strategy and maximis-ing value for Amaya’s share-holders.

“In light of recent consoli-dation within the gamingmachine supplier industry, webelieve that this is an appro-priate time to review and eval-uate potential strategicalternatives for Cadillac Jackthat may further maximisevalue for our shareholders,”Baazov continued.

He also said that there is nodefined timeline for thestrategic review, and noassurance that the process

will result in the consumma-tion of any specific action.

“Cadillac Jack has maturedgreatly as a company underAmaya’s ownership,” MauroFranic, chief operating officerof Cadillac Jack, continued.“We have developed a robustproduct library and enhancedour operational efficiencies.We will now consider alterna-tives that will accelerate ourmarket expansion and addvalue to our current andprospective customers.”

September.However, the deficit was

better than the $22.3m(E17.8m) it posted for the

same period in 2013 while italso announced a one percentrise year-on-year in total rev-enues to $2.49bn (E1.98bn).

Las Vegas-based MGMResorts International whollyowns 14 properties across theUnited States and these sawearnings for the three monthsto the end of Septemberincrease by three percentyear-on-year thanks to a fivepercent hike in room rev-enues. But, the firm’s MGMMacau venue posted a 19 per-cent decline in VIP tablegames revenues alongside atwo percent drop in net rev-enues to $794m (E633.9m).

“Our consolidated net rev-enues increased by one per-cent and earnings beforeinterest, tax, depreciationand amortisation increasedby two percent during thequarter,” said Jim Murren,Chairman and CEO for MGMResorts International.

“In Las Vegas, the marketcontinues to improve as ourtop line revenues grew threepercent. While we expectedto have some negativeimpact to margins during thequarter as a result of the dis-ruptions related to ourinvestments in Delano atMandalay Bay and the Stripfrontage at Monte Carlo, wewere also negatively affectedby lower year-on-year tablegames hold and an increasein certain expenses.

“MGM China reported atwelve percent increase inearnings before interest, tax,depreciation and amortisa-tion to $214m (E170.8m) andmargin expansion of 330 basispoints despite a difficult mar-ket. The construction of MGMCotai is progressing well andis on time and on budget for afall 2016 opening.”

Murren stated that thecompany remains ‘highly

focused on increasing rev-enues and expanding mar-gins’ while also ‘drivingoperating leverage in animproving market’.

Novomatic, one of the largest integratedgaming groups in the world, has signed a

seven-year contract with Mifal Hapais, theIsraeli national lottery, for the provision of itsstate-of-the-art video lottery system.

Las Vegas-based TPG stated that thepatent was one of the first that allowedadditional data such as advertisementsto be introduced into a picture-in-picturegaming machine application in order toproduce different and desired outcomeson the video display.

“Dunn was truly a visionary and pio-neer in the area of picture-in-picture forthe gaming industry and this patent is sig-nificant in that it is one of the earliestactive patents in this category predatingany other picture-in-picture patents onthe market,” said Sam Johnson, CEO forTPG. “We are pleased to have taken an

exclusive licence to such an importantpatent.”

TPG stated that its flagship PlayItVi-sion patented proprietary picture-in-pic-ture-style system is capable of offeringwager-based side games, customisedand targeted marketing promotions andevent-based bonusing for any existingdeployed electronic gaming machine.

“Licensing the Dunn patent not onlyhelps pave the way for TPG’s proprietarypicture-in-picture delivery technology, itexemplifies our commitment to expand-ing our intellectual property portfolio thatnow stands at more than 30 intellectualproperty assets,” said Johnson.

he industry’s appetite for major blockbustergaming events was put into sharp reliefwhen organisers of February’s ICE show inLondon announced that over 1,000 interna-tional gaming professionals had registeredto attend within three days of the 2015 web-site going live.

Reflecting on the response, Jo Mayer,marketing director responsible for ICE said:“In 2014 we succeeded in attracting a total of23,506 attendees to London - an achieve-ment which represented our fifth consecu-tive year of growth. I am delighted at thespeed with which the gaming communityhas shown its commitment to ICE 2015 andthe enthusiastic manner in which they’veresponded to our campaign.”

The ICE campaign Mayer refers to isinspired by the pioneering work of Frenchnovelist, poet and playwright Jules Verneand his epic stories of adventure. It invitesthe industry to embark on its own VoyagesExtraordinaires and ‘Discover’ the world ofgaming which will be at ICE in London.

Kate Chambers, who is responsible forthe Totally Gaming portfolio, which in addi-tion to ICE includes EiG and GiGse, believes

that the campaign captures the essence ofICE and the unique benefits that it deliversstakeholders. She said: “Jules Verne is prob-ably most famous for the adventure novelAround The World in Eighty Days: ICEenables attendees to travel around theentire land-based and online gaming worldin just three days, a feat which no other eventon the gaming calendar can match.
