Bob assumed the role of Project Engineer for these concurrent jobs after an INDOT staffing adjustment. Parsons was already providing the inspection staff. B-41004 has completed already and RS-40108 will complete within the next two weeks.

Project Engineer. RS-41981. I-74 and US 421 Pavement Patching Project. Fountain, Vermillion, and Clinton Counties, IN.

This fast-paced, late season job is repairing pavement on I-74 and US 421 damaged by harsh winter weather. Bob and two inspectors are providing complete project administration and construction inspection.

Project Manager/Engineer. I-65 ATL Design-Build Construction Inspection Services, Tippecanoe County, IN. Bob led this $88 million design-build contract to add new third travel lanes, completely replace mainline pavement, and mainline bridge widening and deck replacements.

Kent has been a Project Supervisor with Parsons for four years and has 27 total years of experience. He has successfully delivered multiple projects for the INDOT Crawfordsville District through Parsons' seven on-call contracts.

Scott Cotter has more than 21 years of construction experience working for INDOT and on the contracting side of the business. He has 20+ years of military service in the Army with multiple deployments to the Middle East. Scott is still active in the Army Reserves helping prepare troops for deployment around the world.

RS-41006. US 40 Resurface from Brazil to Reelsville. Clay and Putnam Counties. INDOT requested to have Kent assist on this late season resurfacing contract. The project is patching and resurfacing approx. 5 miles of US 40 from the East side of Brazil to near Reelsville. Kent is working on this job while concurrently completing the Final Construction Record for B-36694. This dual responsibility is a direct cost saving to INDOT.

B-36694 SR 46 Bridge Replacement and Overlay, Clay County. – The District requested to have Kent take over this project from the original Project Supervisor. He seamlessly took over in July 2019 with an Inspector from another firm working under him. This project is replacing a bridge on SR 46 over Killion Ditch east of SR 59 and overlaying another bridge on SR 46 to the west of SR 59.

R-30907 SR 75 Pavement Replacement and Utility Relocation, Advance, IN. – Kent led field inspection activities for this project through end of June 2019. During his time on this job, he shared his experience and knowledge of construction with younger inspection staff. Knowing this is how Kent approaches his job, gave INDOT the confidence to reassign Kent to B-36694 and still be assured the SR 75 project in Advance would continue to successful completion.

Key Projects/Role

B-39578 I-65 Bridge Removals and Overlays, Clinton and Tippecanoe Counties, IN. – Scott is the Project Supervisor for this $8 million project at three different locations. Near the SR 28 exit in Clinton County, NB and SB I-65 bridges over an abandoned rail line are being completely removed, filled in, and new mainline pavement placed. To the south of SR 28 bridges over Little Potato Creek are being overlaid with special Latex Modified Concrete that gains strength rapidly to reopen to traffic sooner. Lastly, bridges over Lauramie Creek in Tippecanoe County are receiving more extensive rehabilitation, including new approach slabs, conversion to semi integral end bents, removal of existing overlay, hydrodemo and deck patching, new latex modified overlay, and polymeric overlay. To accommodate traffic and phased construction, a temporary prefabricated bridge and roadway are being constructed in the median.

INDOT Greenfield District, ID/IQ Contracts. – Scott was a Project Manager for INDOT overseeing the ID/IQ contracts in Greenfield District. These contracts serve as a bridge between Maintenance and Construction. The contractors perform bridge and roadway work that is beyond the capacity of normal INDOT Maintenance forces and prolongs the service life of the assets until construction contracts are developed, bid, and executed for more robust rehabilitation or replacement is performed.

The bulk of the work involves full-depth concrete patching that requires the inspection staff to perform multiple tests on subgrade treatment and concrete every day. Jake's attention to detail and commitment help ensure quality results.

B-37785 SR 55 Small Structures Replacements, Benton County, IN. – Jake is the Project Supervisor for the replacement of two existing small structures with new concrete box culverts on SR 55 north of Oxford, IN. To add value, Parsons utilized an inspector to provide most of the on-site duties during construction. This allowed Jake to help on other assignments while still administering this job. The work was completed on September 20, 2019 and SR 55 was reopened.

RS-40109 SR 63 Resurface. Vermillion County, IN. – Jim is the project supervisor over this project for the patching and resurface of nearly 6 miles of SR 63 between Cayuga and SR 32. The project has reached substantial completion early and Jim is working on the Final Construction Record for early submittal to District Review.

R-40376 Small Structure Pipe Lining on US 41, SR 32, and SR 63 in Montgomery and Warren Counties., IN. – Jim was the Project Supervisor over this bundled project. Work included trenchless pipe installation, thermoplastic liner placement, application of centrifugally cast concrete, and cured-in-place liners to rehabilitate existing pipe culverts.

RS-41656 Institution and Park Road Maintenance at Shades State Park, IN. – Concurrent with R-40376, Jim served as the Project Supervisor over this job at Shades State Park in west central Indiana. Work included patching, milling and overlay of 0.8 miles of CR 800 S from SR 234 to the park entrance, Patching, milling and overlay of Main Park, Campground, and Pond Roads within the park.

Parsons was selected to provide Construction Inspection services on the I-65 Added Travel Lanes project from Lebanon to SR 47. Jake and Jim are commited to this project for construction years 2021 and 2022. However, if the District's needs change, Parsons remains flexible to meet any request from INDOT for staffing adjustments.

Description

▪ Removal of NB and SB I-65 bridges over an abandoned rail line just north of SR 28.

▪ Overlay of NB and SB I-65 over Little Potato Creek using Latex Modified Concrete-VE.

▪ Rehabilitation work on I-65 bridges over Lauramie Creek, including new approach slabs, conversion to semi integral end bents, removal of existing overlay, hydrodemo and deck patching, new latex modified overlay, and polymeric overlay.

Assignment Highlights

▪ Close coordination with contractor due to complex maintenance of traffic on I-65.

▪ Worked with INDOT, designer, and contractor to implement use of movable barrier for overlay work at Little Potato Creek to increase safety for work force and traveling public.

▪ Worked through change to add piling for temporary bridge in median at Lauramie Creek. Drove the complex shop drawing review process and cost analysis to move the project forward.

PROVEN CONSTRUCTION INSPECTION EXPERIENCE

Description

▪ This project was the replacement of two existing small structures with new concrete box culverts on SR 55 north of Oxford, IN.

▪ Built under closure, the contractor was required to replace one structure at a time in order to maintain access to property between the structures. They elected to compress the schedule and do one after the other and not utilize the allowable 40 days of closure for each box. The work completed on September 20, 2019 and SR 55 was reopened.

▪ Parsons eliminated the field office, providing direct contract savings.

▪ Parsons utilized an Inspector to provide the daily on-site observation, documentation, and materials testing to save costs. Project Supervisor Jake Cunningham was able to help on other projects while still administering this contract.

▪ RS-39327. US 40 through Plainfield. Providing two Inspectors to INDOT PES Al Naderi, now through the end of November 2020.

▪ RS-40108. SR 32 through Lebanon. Project will complete by end of September. FCR turn in by end of October 2020.

▪ RS-39259. US 40 from US 231 to SR 75 and on US 231 South Approach to US 40. Currently providing two inspectors to INDOT PES Jeff Stanley. Anticipate completion by end of October 2020.

▪ RS-40109. SR 63 from SR 234 to SR 32. Project has substantially completed. Final Acceptance anticipated by end of September. PES Jim Bauer working on Final Construction record.

▪ B-41004. SR 39, 32, 267 Thin Deck Overlays in Hendricks County. Project completed very early due to good cooperation between Parsons staff and contractor. Final Construction record will be submitted early before due date in mid-October 2020.

▪ RS-41006. US 40 Resurface from Brazil to Reelsville. Parsons PES Kent Eaton performing double duty inspecting this late season project while finishing FCR for B-36694 with help of 1 Parsons Inspector. Completion anticipated end of October and FCR submittal be end of November 2020.

▪ B-40873. US-150 Boardwalk Trail. Terre Haute, IN. INDOT asked us to provide an Inspector to work for PE Ben Leege using capacity provided by underrun assignments on our oldest active On-Call RFP 171104c. This assignment was originally was to start in June. Due to utility relocation delays and Cost Reduction Incentive redesign, the start has delayed until now, late September. We are still answering the call and providing CECon Inspector Lynn Fox.

Description

▪ This project is replacing a bridge on SR 46 over Killion Ditch east of SR 59 and overlaying another bridge on SR 46 to the west of SR 59.

Assignment Highlights

▪ Kent Eaton replaced INDOT Project Supervisor on July 1, 2019.

▪ Inspector from another consultant working under Kent's supervision.

▪ Kent closed the field office at end of August to move to R-41006 on US 40 east of Brazil. He will help deliver that late season resurface job while finishing the Final Construction Record for the bridge job on time. This results in direct savings to INDOT.

Project UnderstandingOn-call construction inspection contracts continue to be INDOT's preference for supplementing their in-house staff to fully staff and successfully deliver projects. Parsons proven approach has been developed from our strong understanding of INDOT's use and expectations for On-Call Construction Inspection services.

ADAPTING TO DELIVER

In the Spring of 2020, the Parsons team was supplying inspection staff on RS-40108 and B-41004 for an INDOT PE/S who resigned mid-June. The Area Engineer asked Bob Fisher to assume the role of PE/S on both. Bob took over the administrative duties and Inspectors Eric Fisher and Thomas Padgett tag-teamed the inspection of work on both jobs. This team effort and willingness to adapt made the transition seamless and have delivered quality projects for INDOT.

Parsons' proven approach to delivering on-call construction inspection services has been developed and honed through five contracts with the Crawfordsville District. RFPs 131004b, 141004e, 171104c, 180901d, 190403b, 190903e, and 200407e.

3 FLEXIBILITY

Highway construction is a dynamic business. Countless factors can require changes to the best laid plans. Parsons is ultimately flexible to adapt and respond as the District needs to deliver successful projects at the best value possible.

As shown in the table on Page 4, we have a variety of staff with availability at the end of this construction season. We also continue to look for and hire quality construction professionals that can provide the District with additional staffing options.

5 LOGISTICS

The required map on Page 3 shows how our staff has unmatched district-wide coverage. We feel this has been a difference maker for us by being able to staff projects anywhere in the District. This gives you more options and creates true costs savings on travel and provides better service being close to our jobs.
