Michael Baran, PhDSenior ResearcherFrameWorks Institute

Michael Baran is a Senior Researcher and Associate Director of Special Projects at the FrameWorks Institute. In these roles, he conducts and organizes multi-method social science research for more effective communication about domestic social issues related to race, education, health, housing, and immigration issues; he also leads international projects in Brazil (early child development, climate change and violence), the United Kingdom (criminal justice reform) and South Africa (early child development). Additionally, Mr. Baran works on new business development and dissemination of FrameWorks’ digital learning modules.

Prior to joining FrameWorks, Mr. Baran’s research focused on the cultural and cognitive factors influencing how children across different cultures learn about race, ethnicity, and other categories of identity. He has taught courses on race and diversity, Latin America, child development, expository writing, and research methods at Harvard University and the University of Michigan. Mr. Baran holds a BA from Emory University, and a MA and PhD in cultural anthropology from the University of Michigan.

Chantal Bordes has worked with vulnerable populations over the past 20 years and is dedicated to supporting health equity in at-risk communities. Ms. Bordes provides services to minority groups in the nonprofit, health care, and public health sectors and supports state-funded grantees with programmatic and fiscal guidance. She fosters relationships among contractors working on similar projects and relies on evidence-based strategies and best practices to carry out all her work. Ms. Bordes is an expert in community health planning and implementation and holds a MPH from Hunter College.

Theresa Cohen has a background in nutrition and over 10 years of experience working at the county level implementing policy, systems, and environmental changes. In her current position, Ms. Cohen provides technical assistance on increasing access to healthy foods and implementing food standards and nutrition guidelines. She has a BS in nutritional sciences from the University of Vermont.

Josephine Connolly-Schoonen, PhD, RDClinical Associate Professor, ChiefNutrition DivisionStony Brook Medicine

Josephine Connolly-Schoonen, author of Losing Weight Permanently with the Bull’s Eye Food Guide (Bull Publishing, 2004), is a registered dietitian and Clinical Associate Professor of Family Medicine. Dr. Connolly-Schoonen’s expertise is in the area of nutritional management of obesity and related chronic illnesses, such as diabetes, hypertension and heart disease, from both individual and public health perspectives. Since 1994, she has directed a series of public health nutrition projects funded by the New York State Department of Health. These projects aim to establish policies and procedures in community agencies, such as schools, child care facilities, and worksites, to improve the quality of food available to clients served and decrease the prevalence of obesity. Dr. Connolly-Schoonen received a bachelor’s degree in nutrition from Cornell University, a MS in nutrition with a minor in exercise physiology from the Pennsylvania State University, and her doctoral degree in sociology from Stony Brook University.

Dan French, MSCoordinatorHealthy Schools and CommunitiesDivision of Chronic Disease PreventionNew York State Department of Health

In 2004, Dan French joined the New York State Department of Health as the physical activity coordinator for the Bureau of Community Chronic Disease Prevention. Mr. French currently serves as the Coordinator for Creating Healthy Schools and Communities. He also serves as the physical activity expert for the grant and contract manager to several grantees and the Obesity Prevention Center for Excellence. Mr. French played a similar role in grants with Healthy Schools NY and Childhood Obesity Prevention. He is the bureau program liaison to the New York State Education Department and provides technical assistance to other federal grants managed by the bureau.

Mr. French’s professional work began as the Director of Health and Fitness for the Capital District YMCA, working on individually-based health behavior change and social support programs for people of all abilities. After joining the Department of Health, his focus expanded to include population-based policy and environmental change approaches for improving opportunities and access for physical activity for all New Yorkers. Mr. French has a passion for physical movement of all kinds and enjoys outdoor recreational experiences that benefit both the body and mind. He has a BS in health science/exercise physiology from SUNY Cortland and a MS in health promotion management from Springfield College in Massachusetts.

Kate Huber, MSSchool & Community Wellness CoordinatorErie 1 BOCES

Kate Huber coordinates the Creating Healthy Schools and Communities Program at Erie 1 BOCES. Ms. Huber has helped school districts strengthen and implement wellness policies for over 10 years and has a passion for working with schools to create “cultures of wellness” for students and staff. She has presented at multiple local, regional, and statewide conferences sharing the benefits of increasing physical activity in schools to over 1,000 school staff and administrators. Ms. Huber holds a master’s degree in school counseling.

Robert JohnsonDirector of ConsultingPedNet

As Director of Consulting, Robert Johnson has helped communities start a wide variety of educational programs, find and apply for project funding, draft and pass Complete Streets policies, and start Walking School Bus programs.

Prior to his role as Director of Consulting, Mr. Johnson was the Education Coordinator for the PedNet Coalition. In addition to managing the consulting programs, he has written a bimonthly column about active transportation issues for the Columbia Daily Tribune and works on legislative and policy issues. Mr. Johnson has won a “Friend of Missouri Bicycling” award from the Missouri Bicycle Federation and is a member of the Association of Pedestrian and Bicycle Professionals. He holds a BS from Missouri State University.

Stephanie Joyce, MSNational Nutrition AdvisorAlliance for a Healthier Generation

As a National Nutrition Advisor, Stephanie Joyce provides training and technical assistance in the areas of food and nutrition, focusing on the areas of competitive foods and beverages, wellness policy and healthy rewards, celebrations and fundraisers, for the Alliance’s Healthy Schools Program and Healthy Out-of-School Time Initiative. Ms. Joyce began her career overseeing a Coordinated School Health program for a public school district in rural Maine. She helped lead policy and environmental changes to support healthy school environments while earning over $500,000 in grants for the district. She then transitioned into working solely for the school nutrition department, facilitating the implementation of the new USDA meal pattern, assisting with staff training, and overseeing marketing and promotion for the school nutrition program. Most recently, Ms. Joyce served as a School Nutrition Director in another school district.

Ms. Joyce is a member of the School Nutrition Association and lives in Irvine, California. She earned her MS in public health nutrition from the University of Tennessee at Knoxville and was a Maternal and Child Health Trainee for the Department of Nutrition.

Amy Koren-Roth, MS, RDN, CDNNutrition CoordinatorDivision of Chronic Disease PreventionNew York State Department of Health

Amy Koren-Roth has worked at the Department of Health’s Division of Nutrition since 1994; in October 2015, she moved to the Division of Chronic Disease Prevention. From 1998 to 2010, Ms. Koren-Roth managed and set the course for the Eat Well Play Hard community projects from the initial three demonstration projects to the final round of 15 grants establishing sustainable, environmental changes in 22 counties. From 2010-2015, she was the Program Manager for the 22 Creating Healthy Places to Live, Work and Play community projects. Ms. Koren-Roth is the Chair of the Association of State Public Health Nutritionist’s National Council Fruit & Vegetable Coordinators and New York State’s Fruit and Vegetable Coordinator. She is a graduate of the ASPHN leadership training pilot.

Ms. Koren-Roth has 25 years of public health experience providing management and guidance to a variety of programs working to improve access to healthier environments and lifestyle choices. She is an energetic mentor and trained facilitator with experience working with diverse public health programs. Ms. Koren-Roth is a graduate of Mount Holyoke College and received her MS in community nutrition from New York University.

Annie Leary is the Associate Director of The Food Trust’s Healthy Corner Store Initiative and guides implementation of healthy retail programming at local, state, and national levels. Ms. Leary has been with The Food Trust for 10 years, overseeing various aspects of the agency’s comprehensive programming. These include a citywide SNAP-Ed program, Heart Smarts, and The Healthy Corner Store Initiative. Her background is in community and environmental organizing, group facilitation, and team training. Ms. Leary holds a BA from SUNY New Paltz.

Nadine LemmonDirector, New York and Federal PolicyTri-State Transportation Campaign

Nadine Lemmon joined the Tri-State Transportation Campaign in March 2010 as the organization’s first Albany-based staffer. She works to advance sustainable transportation policies at both the state and federal level to ensure safer streets, better transit service, and improved infrastructure funding. Since 2001, Ms. Lemmon has been involved in politics and land use advocacy in New York’s Hudson Valley. As a two-term elected official in Gardiner, New York, she worked to pass and implement smart growth zoning laws and was the project manager for a $1.6 million federally-funded sidewalk improvement project. As a member of the Region 8 MPO, Ulster County Transportation Council, Ms. Lemmon helped to oversee all federally-funded transportation projects in the county, including American Recovery and Reinvestment Act-funded projects. Prior to getting involved in local politics, she was an adjunct professor at City College (New York) and Founder and Executive Director of The Gunk Foundation, an operating foundation that specialized in supporting and promoting public art projects internationally.

Ms. Lemmon was a lead advocate in helping to pass the 2012 New York State Complete Streets Act, and has been working closely with communities across the state to develop funding and implementation plans for safer streets and revitalized downtowns. She has a BA in Economics from Duke University, MFA from the School of Visual Arts, and PhD in sociology from CUNY Graduate Center.

Michelle OwensNational Before/Afterschool and School Employee Wellness AdvisorAlliance for a Healthier Generation

Prior to joining the Alliance for a Healthier Generation, Michelle Owens served as an Afterschool Academic Enrichment Program Manager at Kids in New Directions where she developed curricula and provided national, professional development training and technical assistance to afterschool program providers. Ms. Owens also served as an Elementary and Middle School Exceptional Education Teacher and a Reading and Family Support Trainer for Johns Hopkins University and the Success For All Program. She is actively involved in the National Healthy Out-of-School Time Coalition, a board member of the North Carolina Afterschool Association, and a member of the Outer Banks Running Club. Ms. Owens earned her BA in elementary education and psychology from the University of Central Florida and became a specialist in elementary reading at the University of Mississippi.

MJ Pattison, MSProgram Research SpecialistBureau of Chronic Disease Evaluation and ResearchNew York State Department of Health

Since September 2007, MJ Pattison has been a Program Research Specialist at the New York State Department of Health. Ms. Pattison has expertise in multi-site performance monitoring, local-level evaluation design, instrument development, training and technical assistance, and data collection for community chronic disease prevention initiatives within the Bureau of Chronic Disease Evaluation and Research. She was the lead evaluator for Creating Healthy Places to Live, Work and Play (2010-2015) and is looking forward to working with the Creating Healthy Schools and Communities grantees for the next five years.

Julie Raway, MPH, RDN, CDN, SNSRegistered DietitianBroome-Tioga BOCES

Julie Raway is a Registered Dietitian and School Nutrition Expert. Since 2009, Ms. Raway has led the Rock on Cafe™ School Meals Program, a service of Broome-Tioga BOCES in Binghamton that aims to enrich the educational process by providing a quality child nutrition program. She works with food service directors to ensure school meal compliance with federal regulations while also facilitating media relations and grants with community partners. Under Ms. Raway’s leadership, this program has received national recognition from the United States Department of Agriculture and Centers for Disease Control and Prevention for creating healthier school meals.

Ms. Raway received the 2015 Media Excellence Award, the 2014 Isabelle A. Hallahan Award, the 2011 “30 Under 30” award from Food Service Director Magazine, and the 2011 Recognized Young Dietitian of The Year Award. She volunteers her time as Treasurer/Secretary/Historian for the New York State Academy of Nutrition and Dietetics and Treasurer for the Broome County School Food Service Association. Ms. Raway speaks regularly at state and national conferences, inspiring others to create healthy school meals and environments where students can learn and grow. She holds a BS in nutritional sciences from Cornell University, MPH from University of Albany, and completed her dietetic internship at Syracuse University.

Barbara Wallace, MD, MSPHDirectorDivision of Chronic Disease PreventionNew York State Department of Health

Barbara Wallace directs the Division of Chronic Disease Prevention at the New York State Department of Health. Dr. Wallace joined the Department in 1997, and has also worked in the areas of immunization, healthcare-acquired infections, emergency preparedness, and communicable disease control. She is board-certified in preventive medicine and an Assistant Professor of Epidemiology at the School of Public Health, University at Albany.

As Director of the Division since 2010, Dr. Wallace serves as the Principal Investigator on multiple chronic disease grants, providing leadership, coordination, and expertise across the Division’s many chronic disease programs. She develops and leverages partnerships across the Department and with external stakeholders to advance and disseminate evidence-based chronic disease prevention programs. Dr. Wallace earned her BS in molecular biology from University of Wisconsin-Madison, her MD at University of Cincinnati College of Medicine, and her MSPH at University of Kentucky-Lexington.

Tara WebsterSchool Food Program SpecialistNew York State Education Department

For seven years, Tara Webster has worked in the Child Nutrition Program Administration, where she oversees and administers the USDA Child Nutrition Programs in New York State. Ms. Webster provides technical assistance and guidance to School Food Authorities (SFAs), ensuring adherence to program regulations. To ensure consistency statewide, she leads and trains teams of Child Nutrition Program reviewers on all aspects of Child Nutrition Program operations to prepare for administrative reviews. Ms. Webster administers the food service equipment assistance grants, awarding funding to SFAs for operations improvement and enhanced school meals. She earned a bachelor’s degree in dietetics at SUNY Oneonta.

Linda Whalen, RD, CDC, CLCPublic Health Nutritionist Acting Co-Leader of the Family Health TeamNew York State Department of Health

Linda Whalen joined the New York State Department of Health in 1992. Ms. Whalen provides contract management for community projects, implementing policy, systems, and environmental changes that promote physical activity and healthy eating in the Central Region. In addition, she serves as the Acting Co-Leader of the Family Health Team and supervises regional Division of Nutrition staff. Prior to her current position, Ms. Whalen was a Public Health Nutritionist in the Western Region and oversaw the nutrition operations of 13 WIC programs. She began her career in public health as the WIC Director for the Steuben-Allegany WIC Program.

Ms. Whalen is a Registered Dietitian, a New York State Certified Dietitian-Nutritionist, and a Certified Lactation Counselor. She received her BS in community nutrition from Cornell University and completed her dietetic internship at the Presbyterian Medical Center in Dallas.
