The Amelia Court & Concord Court at Creative Village project is bringing much needed mixed-income housing to Creative Vil-lage and the Parramore Neighborhood. The 5-story, 256-unit complex, while a single structure, is configured to give the ap-pearance of two buildings from the Parramore neighborhood. Ground floor office/retail space and ancillary project uses like the fitness club and offices along Amelia, Parramore and Con-cord will activate the adjacent street spaces. Along with the new Parramore ACE PreK-8 School, Boys and Girls Club, and health clinic, Parramore Avenue and the Parramore neighborhood will begin to enter a new phase of activity, redevelopment and livability. In order to accentuate the two building project’s appearance, the project has been branded as both Amelia Court and the Con-cord Court at Creative Village. The building presents two architectural styles to further define the branding, and the Master Sign Plan [MSP] for the project will further refine and separate the two brands.

Appearance Review—Doug Metzger CVDRC staff is recommending approval of the Amelia Court & Concord Court Master Sign Plan [MSP] with conditions. Based on sign area the MSP meets the city sign codes and since the project appears to be and is branded as two buildings staff sup-ports permitting each building, each brand, two high-rise signs. There are, however, several modifications that need to be made in the final version of the MSP, which will need to be revised and submitted to staff following the CVDRC approval. There is standard text missing from the MSP that details the property management and tenant responsibilities about tracking allocated sign area and permitting requirements. Additionally, there are a few sign types that will need to be changed in order to meet the city sign code. The design of the projecting blade signs, sign types (A), (B), (F) and (K) needs to be modified. Per Chapter 64 of the Land De-velopment Code low rise blade signs are permitted to project no more than four feet from the face of the building. All the other signs in the MSP meet the city sign codes, but the overall sign calculations need to be expanded. The Creative Village PD is in the Downtown Special Sign District. Therefore the sign area of the high-rise signs do not count against the low-rise sign allocation. Additionally, the parking directional signs in the MSP need to be accounted for in the sign area calculations.

CVDRC staff recommends approval of the request for a Major Certificate of Appearance Approval for the Amelia Court and Concord Court at Creative Village Master Sign Plan with the following conditions: 1. Final Master Sign Plan– The MSP must be revised per the conditions of approval in this staff report and submitted to staff in PDF

format in order to be added to the city master sign plan reference library. 2. Modifications- Minor modifications and design changes to the MSP beyond those previously approved by the Creative Village

Design Review Committee, may be approved by CVDRC staff without further review by the Creative Village Design Review Com-mittee. Major changes may require additional review by the Creative Village Design Review Committee.

3. CVDRC Approval— CVDRC approval does not grant permission to fabricate or install any signage. All necessary sign and electrical permits must be obtained prior to installation of any signs.

4. Standard Description and Process Text— The standard language exhibited on page 3 of this document that describes the prop-erty management and tenant responsibilities with regards to allocating sign area to tenants through a Management Control Let-ter and the tenant permitting responsibilities must be adapted for use in the Amelia Court and Concord Court Master Sign Plan.

5. High Rise Signs—Both the Amelia Court and the Concord Court towers are each approved for two high-rise signs consistent with the requirements of Sec. 64.246 of the Land Development Code [LDC]. Since the project is located inside the Downtown Special Sign District the high-rise signs do not count against the low rise sign allocation. The sign allocation table in the MSP must be revised to reflect this these sign area allocations.

6. Projecting Blade Signs — CVDRC staff recommends approval of the projecting blade signs, but per Chapter 64 of the LDC the projecting blades signs (A), (B), (F), and (K) may be no more than four feet wide and project no more than 4-feet from the building façade.
