MOSS builds on what has been learned from Safe Ship Management (SSM). 2 WHY THE CHANGE? SSM focussed on the safe operation of your vessel, whereas MOSS focusses on your entire operation, putting safety first. MOSS takes a wider view, giving us a system that looks at the complete operation. This means you now have a system to manage your vessel and crew safely. Coastguard knows its own operation better than anyone—the risks, the hazards and the possible solutions. We are responsible for making sure that we are managing those risks to prevent harm. Under MOSS, Maritime New Zealand guided us to develop our own safety system covering all the vessels in the Coastguard fleet. The updated system is based on the SSM safety system that you know already and that Mark Whitehouse developed with southern region units. It is tailored to your unit’s operation. Everyone needs to be aware of how the system operates. Coastguard New Zealand will shortly provide the updated MOSS training module. 3 MOVING FROM SSM TO MOSS Coastguard Southern Region is the first region to go into MOSS. 1 MOSS

Maritime Operator Safety System (MOSS) is

the new system to improve safety in maritime

transport operations. MOSS builds on what has

been learned from Safe Ship Management (SSM).

2 WHY THE CHANGE?

SSM focussed on the safe operation of your

vessel, whereas MOSS focusses on your entire

operation, putting safety first.

MOSS takes a wider view, giving us a system

• Surveying

SSM—Every 4 years plus an ‘out of water’

survey every 2 years.

MOSS—Every 5 years plus an ‘out of water’

survey in between.

• Auditing

SSM—random

MOSS—Initially a random audit of 4-5 units

in our region. Depending on the outcome

of these we will be audited more or less

often. A good report on the audits and

a good safety safety record equals

fewer audits.

• Documentation (Vessel & Unit Manuals)

SSM—Folder in unit

MOSS—Unit folder and Vessel folder.

Change of name, change of location of

folder sections.

• Maritime Transport Operator Plan (MTOP)

SSM—An MTOP did not exist

MOSS—Each organisation is required

to have an overarching MTOP which

includes things like who is responsible for

overall compliance; type of operation;

details on training; accident and incident

logging, commitment to safety and

compliance. The CNZ MTOP is 51 pages

long and encompasses all 61 wet units.

It covers all Coastguard units as one as

this allows Coastguard to save on costs.

(Units will still be charged for their

individual audits). The MTOP is stored on

ATMOSS and can be viewed in your unit’s

records online.

4 WHAT KEY THINGS YOU NEED TO KNOW• The Maritime Transport Operator Plan (MTOP)

is kept on ATMOSS (see ATMOSS section within this document).

• Any special conditions relating to the vessel(s) you work on, including where you can operate, manning levels and procedures relating to the carriage of observers/passengers.

• The ‘Fit and Proper’ Persons for the MTOP are Patrick Holmes, Phil Pollero, Pete Healy, Mark Whitehouse and all the regional Operations Managers. The ‘Fit and Proper’ Person for your unit is your Unit Safety Officer or anyone your unit management has nominated.

• Understand the emergency and operating procedures for the vessel(s) you work on, in other words the safety 10 drills (previously SSM drills).

• Where Coastguard policies are kept, eg Health & Safety Policy; Drugs & Alcohol etc are now on ATMOSS and our Wikispace, (address below).

• Understand and be able to demonstrate how to report accidents/incidents. Refer to the Coastguard intranet to complete reports:

7 WHAT ARE THE CHANGES TO THE MARITIME RULES?Some Maritime rules have changed under MOSS:

Sections of Martime Rule Part 46 —guides surveys, certification and maintenance—is now replaced with Martime Rule Part 44.

Section 2 of Martime Rule Part 21—guiding the certification of martime transport operators—is now Martime Rule Part 19.

Other changes to the rules will also be introduced and you will be advised accordingly.

8 OUR ENTRY INTO MOSS— THE TIMINGThe phases to roll out of MOSS in the southern region are as follows:

1 Prepare the MTOP and obtain the MTOC— underway.

2 Prepare and provide Safe Operations Procedure (SOP’s) templates to regions— completed.

3 Develop and implement Unit MOSS Manuals with Units—process underway to be completed by 1 June 2015

We needed to develop each unit’s Operator Plan well before submitting the MTOP. Coastguard Southern Region has appointed four Unit Support People—Doug Griffin, Rachel McKenzie, Jonathan Walmisley and John Thompson. They worked with a number of assigned units to help the Unit Safety Officer through the process and complete the necessary documentation.

Because of the multiple vessels Coastguard has, we have chosen to bring each region into MOSS at different times. Coastguard Southern Region have gone in first.

Your unit’s current SSM Certificate will remain valid until it expires. Your new certificate will be issued as a MOSS ‘Certificate of Survey’.

9 WHO NEEDS TO BE A ‘FIT AND PROPER’ PERSON?All people who exercise control over an operation are required to be ‘Fit and Proper’ Persons. They may be Masters, owners or others in charge of operational decisions, resourcing and/or crewing requirements.

Your ‘Fit and proper’ persons are decided byyour unit’s board. They may be the Unit Safety Officer, the President or someone else.

11 WHO’S RESPONSIBLE?Overall it is the responsibiity of Phil Pollero, National Operations Manager and Peter Healy, Health & Safety/MOSS Manager to ensure Coastguard get through this process. They are responsible for:

• The establishment of MOSS within Coastguard.

• The completed MTOP and the necessary documentation to obtain the MTOC are in place and provided to MNZ.

• Continuing to maintain an overview of MOSS implementation within regions.

• Regional Operations Managers will be responsible for introduction, ongoing overview and management of MOSS

within their regions.

• Unit Safety Officers will continue their vessel survey/unit responsibilities as they did under SSM.

14 ATMOSS— Compliance Management SystemWhat is it?

Well, it’s going to do all the thinking for your unit, giving you timely reminders through modern and effective notifications.

And it’s going to help make audits a breeze for your unit in the future.

ATMOSS is an online computer database holding information on your vessel, allowing you to easily manage things like vessel surveys; annual checks on fire extinguishers; flares; life rafts etc. All the information on ATMOSS has been collected and is loaded on to the ATMOSS system making it searchable by vessel. For example, it will alert you when the fire extinguishers on board need to be checked.

During an audit you will have the ability to demonstrate full compliance and professional record keeping with ATMOSS.

You will have access to archived and historial records and in time, be able to check survey plans and reports and manage health and safety for your vessel.

ATMOSS will give you and your unit:

• Access to historical vessel file information which only you and

your unit can access.

• All equipment, survey and seafarer licensing information and expiry dates, along with plan approval documents, radio and compass certificate, previous surveys and manuals held in your achives.

• Survey reports uploaded after each visit, along with any outstanding items and their close-out dates that may need your attention.

• A health and safety section that details Coastguard policy documents related to drugs and alcohol, environmental policy etc.

Why are we doing this?

All our vessels are commercial vessels and need a safety system and we need to comply with Maritime New Zealand rules.

What are the benefits of MOSS to me and my unit over SSM?

Safety. MOSS looks at the whole operation not just the vessel.

What happens after July 2015?

No real change. Your unit is in MOSS. The hard work has been done and ATMOSS will help you manage your operation.
