• Issue #3 – Population Management rose in importance this year which may indicate that overcrowding is on an upward tick in a number of jurisdictions.

• Although the issue of Suicide and Self-Harm did not rise to any significance with regard to the number of agencies who listed it, those who did cite it rated it 10 in intensity of significance to them.
