State of the Art
Task 3.1 : „Widening European participation in JPIAMR“- several TC with task members in spring –summer 2017- compiling a list of potential new members in east europe- partners have contacted potential new members
Task 3.2 : „Widening international participation in JPIAMR“- new partners joint our consortium (SB and JPIAMR Secretariat)- contact to SEAEUNET fostered
General : Some Supporting Documents (Factsheet, FAQ, .. ) were finalised, to be continued
WP3: Deliverables and Milestones
MS13 – Development of new members welcome package (M6)
MS12 – Mapping and analysis of ongoing international collaborations (M12)
D3.1 – Action Plan for European countries (M18)D3.2 – Action Plan for countries outside Europe (M18)
D3.3 – Plan for JPIAMR capacity building pilot programme (M24)
MS10 – Eastern Europe Strategic workshop (M24)MS11 – Implementation of JPIAMR capacity building pilot programme (M36)D3.4 – Report on achievements in globalisation (M48)
Preliminary results from the breakout session
• Have a different governance model (must have sub-committees)• Losing focus – increased risk of duplication• Lose political momentum – must capitalize• Dilute the funding• Lost impact if not properly done…• Capacity of the Secretariat (lack of resources, difficulty to obtain increased financ, and
supported?)• Too large project, too many countries participating? Coordination is important and must be
done well.• Stagnation• Paralysis by analysis
What are the RISKS of expansion?
Discussion Enlargement Policy
• COMMMENTS/DEFINITIONS:
• Act: Able to send researchers to joinworkshop, researchers to help with callreview, launch calls (if pertinent locally andcapacity is present) not only the amount offunds they input….
• Reporting on in-kind contributions tostreamline and better define.
• Suggestion to approach China, othercountries in LA, Russia, Mediterranean Africa,Sub-Saharan Africa
Selection criteria for joining JPIAMR
CRITERIA• Research expertise and infrastructure• Global geographical representation• Demonstrated interested in JPIAMR SRA -
Countries must be interested to act in at leastone of the pillars?
• Ability (and acceptance) to engage in globalresearch cooperation
• Surveillance infrastructure already in placeto link to other countries (now or in nearfuture)
• Able to provide in-kind or new funding• Existence of AMR National Action plan
(advanced draft or already implemented)
• Interested potential members and current members to report on AMR Research Activities done atnational level.
• Members are “allowed” to continue bilateral activities• Are we “policing” the level of contribution by those members that are less contributing? How to act
with those that do not participate sufficiently?• Is our credibility affected is a certain number of countries are not contributing?• Remain inclusive. Don’t make this a select club• How to ensure business continuity when representatives change within a member state?
(turnover)• Links between SC, MB, SAB, Secretariat …communication improvement ?• Refer to Sep 2014 Membership Policy (source: website – may have to be reviewed)• How can new members be more efficiently briefed on JPIAMR activities to ensure their rapid
engagement (suggest video clips to summarize?)• Need a “promotional” package to help communicate the value and message of JPIAMR (REF to
Website library)• Are we using the appropriate instruments to improve engagement?• COMMUNICATION: Infograhics to explain positionning of JPIAMR amongst all other players –
touching all elements (funding, pathogens, coordination, efforts towards pipeline R&D,…)
Discussion Membership Policy
- Finalization end presentation of the Enlargement and Membership Policy to the MB
- D 3.1: Mapping and analysis of ongoing international collaborations (M12)- What do we need / What
- JPIAMR capacity building pilot programme- Establishment of JPIAMR knowledge transfer and capacity building program
(Fellowship program) Presentation to the MB in March 2016- Exchange visits / network calls
- Workshop Latin America (in October 2018)- TC in September 2017 (lead AR and SP)- EU LAC AMR Workshop Autumn 2017
Next Steps:
Thank you very much !!
Introduction to the Workshop
Mayor Questions to address:
• Enlargement Policy
• Membership Policy
• Next steps (incl. Deliverables)
Discussion and finding consensus… AND preparation of a document for the MB
Enlargement Policy
Do we want to grow? What are the benefits and risks? Timeline? How large we like to be?- Role of JPIAMR in the global context- Interaction with other actors
What are our “selection criteria” ? How do we select potential new partners?- Alignment with JPIAMR Pillars- Possible participation in Calls- Access to knowledge / regions / samples / patients- Participation to surveys / mapping- how should be the process and the decision making?
How do we approach identified potential partners?- Who contacts Whom How- Welcome Package (needs further development) / Presentation of Benefits- How to deal with applicant?
What are the expectation of new members?- Questionnaire of their needs -> identification of engagement in our consortium
How do we integrate new partners to our consortium?

Competition - Others are also working on AMR.Must demand something to the new/current members (engagement)Concerns about duplication.JPIAMR focus should remain Focus on Research.High political attention and traction on AMR at this time. We can make a home to the countries thatcan step up their activities because of the political momentum.Startup package to include a questionnaire to understand their needs but also what make themaware of our expectations.Do we really need to be larger? Without a global reach, the fight against AMR can’t succeed.Growing to have a better impact – not just to have a larger membership. More then numbers!Six pillars must stay – our agenda can’t be singling out only one area. However, they can beprioritized according to country needs. We need to have a strategy on how we approach potential new members. We need to map (!!!)
Scaling is criticalJPIAMR doesn’t actively recruit members. The latest members have asked to join. Countries thathave close relation with EC already.Previous decision by board to only have High and Medium income countries. No Low incomecountries.Informing on development of calls (different kinds of calls – different interests– different traction)
Results of the Discussion
• How do we distinguish/focus ourselves, make our selves a recognized player? What do we haveto offer, especially to low capacity member states? (which pillars to particularly select whenapproaching new members – hence the questionnaire)
• JPIAMR is the only group that acts in AMR with One health approach focused onresearch, support research, portfolio of activities. We are known to the community. Wehave experience working with our members. Excellent track record. Establishedconsortium.
• To improve communication – no major scientific conference to date organized byJPIAMR.
Result of discussion (cont’d)
Approval process?
Who acts as the point of contact to potential membership?
Completed membership questionnaire (to be developed by this Globalization WG)
Suggested Process Mapping -- membership
Questions:• Strategy?….Next countries to target?• Do we only accept new funds or are inkind contribution acceptable?• High and medium income countries(??) As per decision of the MB, only high and medium income
countries. (to verify with Secretariat from exact minutes of when this was approved)• What would be the proper min number of countries per continent? (crucial for surveillance pillar for
instance)• What is the scientific question we want to address – then that will guide our efforts.• What‘s in it for them? (what are the drivers that would engage them to join, and join actively,
what is our offering right now)?• What are the incentives for them to join?
– Call setup, access to more scientific expertise, larger cohort of patients, increase powerof research
• Risk balance – if too dilutate• Is the expectation to have funding in cash only or is inkind funding only acceptable?• Are we connecting with other funders (such as Wellcome Trust) or do we try to separate from
those?• Currently, the countries that have funding capacity are those joining. Is this how it should remain?• Aside from the website, what kind of informational package do potential members get? What is
our marketing strategy really? How are we putting it out there?
Unanswered questions
Membership Policy
Different commitment/contribution of Members, they contribute to
- Calls, Strategic Agenda, Capacity building, Working Groups- explore needs- observers
