To live up to our Vision, Mission and Values, theDepartment continuously modernises its humanresource management practices to providecomprehensive training for our staff in the most up-to-date operational and management techniques. Forstaff who have exhibited the right quality and aptitude,they will, after receiving the relevant training, be givenopportunities to work in specialised fields, such asaftercare, welfare, nursing, security intelligence,psychological service, locksmithery, physicaleducation, driving, escort and dog handling.

Through the appraisal system, postings andtraining, the Department is committed to assisting staffin their career development. Those Assistant Officerswith exceptional merit and ability can also beadvanced to the Officer grade through the PotentialOfficer Scheme and the Special Appointment Scheme.

The staff establishment of the Department asat 31 December 2000 was 7 028 and the strength was6 927. There was a decrease of 187 posts in 2000mainly due to the Enhanced Productivity Programme.

Training

The Staff Training Institute is responsible forthe planning and implementation of trainingprogrammes for staff of the Department. It provides

a total of 162 residential training and 408 non-residential training places for recruit, development andspecialist training at any one time. Simulated trainingand situational analysis are stressed in staff training.

The facilities of the Institute include trainingrooms, a training courtroom, a nursing and first-aidtraining room, a computer training room, mock cells,a library, a gymnasium, a physical conditioning room,indoor and outdoor firing ranges, a parade ground, acontrol centre, a conference room, syndicate rooms,a video-conferencing room, a resource unit, amuseum, a dining hall, recreation rooms, a laundry

and overnight accommodation.

The Institute is alsoresponsible for co-ordinating in-service training programmes andweekly in-service training for allinstitutions.

Recruit Training

Recruit training aims at equipping newly-joinedpersonnel with the basic knowledge and skills forcarrying out their duties and a foundation orientationof correctional work.

The duration of training for recruit Officers is26 weeks and that for recruit Assistant Officers II is23 weeks including a two-week field placement atpenal institutions.

The training syllabus includes Laws of HongKong, rules and regulations, counselling, social worktechniques, management, psychology, criminology,penology, first aid, foot drill, anti-riot drill, self-defence, emergency response tactics, adventuretraining, computer training and field training. Inresponse to ever-changing social needs, training inPutonghua, Chinese writing and civic education havealso been included in the curriculum.

Three orientation/recruit training courses wereorganised in 2000 for departmental civilian andindustrial staff, including Clinical Psychologists,Masters (Correctional Services) and technical staff ofthe Correctional Services Industries.

Development Training

Development training helps serving staff developtheir career potentials and equip them with professionalknowledge and skills for advancement. It also keepsstaff abreast of the latest changes and developments inlegislation, penal policy and management concepts, andenvironmental protection affecting the administrationand operation of the Department.

Specialist training andtraining scholarships are also provided to professionalstaff employed by the Department.

Overseas Training/Seminars and Conferences

In addition to local training, the Departmentsends officers to attend suitable training courses andseminars overseas. This has enabled officers, as wellas the Department, to keep abreast of the latestdevelopments in prison management worldwide, andto learn from the experience of other prisonadministrations. In 2000, the Department arranged64 staff in different fields to conduct observationalvisits, exchanges and training attachments in theMainland and overseas.

Human Resource Management

In pursuing our Departmental Human ResourceManagement Plan, we continued to develop andprogress in the following programme areas:

on core competencies and human resourcemanagement for our staff.

As a continuous effort to develop, resonate andreinforce the appropriate corporate culture for theDepartment, we launched a culture reform project withthe assistance of human resource professionals in early2000. We aimed at less bureaucracy, greaterflexibility, better communication, and a higher levelof commitment and contribution from the front-linestaff to organisational efficiency and effectiveness.From March to September 2000, Culture ChangeWorkshops of different levels were organised with aview to demonstrating our desired culture anddocumenting the best practices amongst our staff. Toinitiate cultural changes, Heads of Institutions andSections were required to draw up and implementaction plans to bring about measurable culture changesin each institution or section. The project wasdesigned with the aim of guiding the Departmenttowards a desired organisation culture through the2000s.

In April, we engaged consultancy services toidentify the core competencies required of variousranks. This enables the Department to use a commonlanguage and structured way to define and describeappropriate job behaviour at different ranks as officersprogress through the grade. Through extensive staffconsultation and participation, we also developed inAugust a completely new set of competency-basedperformance appraisal forms, which can better assessthe potential and promotability of staff to the nexthigher rank and identify their development needs.This competency-based approach strategically linksup recruitment, performance management, promotion,training and career development to form an integratedhuman resource management system.

The Staff Motivation Scheme was launched in1996 to improve staff motivation activities on adepartment-wide scale. We organise contests onselected topics: to promote staff commitment toDepartment’s performance pledges; to improve skillsin public relations; to achieve greater efficiency andproductivity; to foster sense of belonging; and tomotivate staff towards the continuous improvementof service. In 2000, two competitions - HealthyLifestyle Awards and Best Design for the Introduction

Staff Relations and Welfare

The Staff Relations and Staff Welfare Unit co-ordinates all matters relating to staff welfare andrecreational activities and provides, when necessary,professional social work and counselling service tostaff and their families. In addition, the Unit provideslogistical support during major operations, taking careof meals, refreshments and lodging of the staffinvolved.

The Correctional Services Department WelfareFund provides loans and, in special cases, grants forserving and retired personnel and families of deceasedstaff who are in need of financial assistance.

To provide financial stability for staff and togive assistance in times of need, the CorrectionalServices Department Credit Union was set up in June1991. It aims at promoting thrift among its members.It receives savings from members either as paymenton shares or as deposits and makes loans to them. Atthe end of 2000, the Credit Union had a membershipof 4 158.

The Central Fund for Voluntary Contributionsto Widows/Dependants of Deceased CorrectionalService Officers was established in December 1991to assist the widow, widower or dependants of amember who died, and the staff who were injured inservice. As at 31 December 2000, it had 3 087members.

The Correctional Services Children’s EducationTrust, founded in July 1983, continues to providefinancial assistance to the children of AssistantOfficers and equivalent grades in the Department toenable them to pursue higher education. Handicappedchildren undertaking full-time education or trainingalso receive financial assistance from the Trust.During the year, a total of $742,198 was granted fromthe Trust.

The Bargain Purchase Unit set up at the end of1995 puts the Bargain Purchase Scheme into fullimplementation. It provides an access for staff andtheir families to obtain household necessities from anumber of suppliers at a reasonable discount off

market prices. Besides, a number of promotional salesdisplays on different commodities were organisedduring the year. Staff can acquire the items at bargainprices thereby upgrading their quality and standardof living.

Sports and Recreation

Sports and recreation activities are organisedby the Department with emphasis on the physicalfitness and the esprit de corps of staff. A Recreationand Sports Officer is seconded from the Leisure andCultural Services Department to give professional

advice and assistance in planning and arranging theseactivities.

During the year, a variety of activities wereorganised. Apart from major annual events such asthe Annual Sports Meet, Swimming Gala and Hikingon Hei Ling, other eight inter-institutional sportcompetitions were organised.

In the year, five new departmental teams wereestablished to widen the scope of activities for staff.They are the karate, cycling, darts, snooker andmotorcycling teams. With the addition of these teamsthere are totally 28 sports teams/clubs sponsored by

the CSD Sports Association and mostof them have actively participated invarious open competitions. In 2000, thejudo, shooting, lawn bowls and distancerunning teams won many prizes in opencompetitions.

In August 2000, a departmentaldelegation participated in eventsincluding judo, karate, distance run,shooting, tennis and track and field inthe International Law EnforcementGames held in Florida, USA and won atotal of 82 medals.

To promote a healthy life-style,recreational activities were organisedfor the staff and their family members.Nearly 1 000 staff and their familymembers participated in variousactivities of the Family Outing on HeiLing Chau held on 22 October 2000.In addition, three residential holidaycamps were held in the LadyMacLehose Village and Sai KungOutdoor Recreation Centre during theyear.

The annual Autumn Fair atStanley was held on 18 November2000. A sum of $503,000 was raisedfor various charitable agencies.

The Correctional Services Department SportsAssociation Recreation Complex next to the Ma HangPrison provides both indoor and outdoor recreationaland sports facilities, such as karaoke, barbecue site,archery range, golf driving range, putting green, aviary,basketball court and soccer pitch. It continued to bewell patronised by staff and their family in the year.

Community Involvement

The Department was awarded a “Golden Award- Government Sector” for the year 1999-2000 in thefund-raising events organised by the CommunityChest. During the year, a total of $420,000 was raisedin various charity events which included the Walk forMillion-Hong Kong Walk, the Employee ContributionProgramme of the Community Chest and the LawEnforcement Torch Run for Special Olympics.

Staff Consultation

Staff consultation meetings are held at regularintervals to foster close and effective communicationbetween the management and the staff. The twoDepartmental Consultative Committees, namely theSenior Departmental Consultative Committee (SDCC)and the Junior Departmental Consultative Committee(JDCC), met quarterly during the year to discuss issuesof common concern. The two Committees functionseparately towards the objective of achieving a betterunderstanding and co-operation between themanagement and the staff. To regularise and streamlinethe communication and consultative channels, there wasrepresentation from the members of both the CorrectionalServices Officers’ Association and the Departmental StaffBranches/Class Unit Joint Conference, Hong KongChinese Civil Servants’ Association on the staff-side ofthe SDCC and JDCC respectively.

In the institutions, staff consultation meetingsare held at least quarterly and all ranks are represented.The Commiss ioner a lso meets wi th s taffrepresentatives during his bi-monthly visits to theinstitutions.

Correctional Services Officers’ Association

The Association, established in March 1983,had a membership of 3 784 as at 31 December 2000.It gives views on conditions of service, uniform andstaff welfare matters for consideration by themanagement.

Association for the Retired Staff of the HongKong Correctional Services Department

The Association was inaugurated in April 1986.A representative of the Staff Relations and WelfareUnit sits on the Association’s Committee as liaisonofficer. At the end of 2000, the Association had 570members.

Awards and Commendations

It is important for staff morale that individualexcellent performance and meritorious service arerecognised by the Government and the Department.

Among the recipients of awards andcommendations in 2000 were Superintendent LAUKam-tong, Principal Officer YUEN Shu-fan, OfficerWONG Sing-chi and Assistant Officers I CHU Siu-lam and LAU Kam-tong. They were awarded theCorrectional Services Meritorious Service Medal(CSMSM) in the 2000 Honours List.

In December 2000, 277 staff members wereawarded the Correctional Services Long ServiceMedal, and 209 staff members the First, Second andThird Clasps to the Medal. Their names werepublished in the Government Gazette (GN 4/00 dated1 December 2000). In addition, 57 staff who madeexceptionally meritorious contributions in the courseof duty were awarded the Commissioner’s, AssistantCommissioner’s or Civil Secretary’s commendations.Their names are at Appendix XII.
